1 of 36 Request for Proposal (RFP) for Multi-Channel Temperature Data Acquisition and Control (TDAC) System for 6.5m Thermo-Vacuum Chamber at Bopal Campus of SAC. 1. INTRODUCTION: Space Applications Centre (SAC) is one of the major centres of the Indian Space Research Organisation (ISRO). SAC focuses on the design of space-borne instruments (Payloads) for ISRO missions and development and operationalization of applications of space technology for societal benefits. The applications cover communication, broadcasting, navigation, disaster monitoring, meteorology, oceanography, environment monitoring and natural resources survey. SAC/ISRO is setting up a new campus at Bopal, Ahmedabad around 15 kms away from the SAC main Campus which has Integration Clean Room and 6.5m Thermo-Vacuum (TV) Chamber. Integration of Communication payloads for various ISRO Missions will be carried out at Integration Clean Room and Space conditions (Vacuum & Temperatures) will be simulated for Testing of Communication Payloads in 6.5m Thermo-Vacuum Chamber. During the Thermo-Vacuum Chamber test, a Multi-Channel Temperature Data Acquisition and Control (TDAC) System is required to maintain the Payload Subsystem temperatures. The objective of TDAC System is to control the temperature of the particular system with in desired limits by externally supplied heat in auto-controlled manner. Input will be the required temperature value and through appropriate controller, required heat is to be supplied. Such a close loop control is required for 300 nos. of channels at a time. This proposal is for Thermal Control System with Closed Loop Heater Control, Temperature Measurement with Various types of Temperature Sensors (RTD, Thermistors and Thermocouples) and delivering controlled power through Programmable Switch Mode Power supplies. A typical indicative configuration envisaged for the proposed TDAC system is shown in Figure- 1. The main functions of the system are: Acquire and monitor temperature using temperature sensors (SAC will provide all the temperature sensors along with Harness till the Data Acquisition System). Control DC programmable power supply in different modes User Interface to manage the Tests Interface for accessing the Satellite mounted temperature sensor data. Request for Proposal (RFP) for

1. INTRODUCTION: Space Applications Centre (SAC) is one of the major centres of the Indian Space Research Organisation (ISRO). The objective of TDAC System is to control the temperature of the particular system with in desired limits by externally supplied heat in auto-controlled manner. Input will be the required temperature value and through appropriate controller, required heat is to be supplied. Such a close loop control is required for 300 nos. of channels at a time. This proposal is for Thermal Control System with Closed Loop Heater Control, Temperature Measurement with Various types of Temperature Sensors (RTD, Thermistors and Thermocouples) and delivering controlled power through Programmable Switch Mode Power supplies. Note: Vendor is required to provide all the items shown in the above diagram under the scope of this bidding except 1. Heaters and 2. Temperature Sensors along with harness.

Basic System Configuration: Proposed system must consist of following modules

1. 1500 Temperature Measuring Channels (Temperature Data Acquisition System). 2. 300 Control Channels using Programmable Power Supplies. 3. Acquisition and Controller Unit with Hot Redundancy & Spares. 4. Application software (offering level best Automation) with Back-up. 5. User Interface Workstations & Spares.

The Techno-Commercial offer shall include:

1. Details of the configuration of the system proposed including all the elements. 2. Details of deliverables – item wise. 3. Details of experience in developing TDAC systems. 4. Detailed Item-wise Quotation. 5. Commercial Terms & Conditions.

2. SCOPE OF THE WORK The proposed TDAC system involves System design and budgetary quote for its supply, installation, testing and commissioning of the TDAC System and subsequent on-site maintenance. The scope of work includes mainly but not limited to the following main requirements:

1. System design/configuration. 2. Temperature data acquisition for Temperature Sensors like Thermocouple (T-type),

Thermistors (10K) and RTD (PT1000 Class-A). 3. Controller for processing and controlling Programmable power supplies 4. Computer Workstations for real time monitoring, storing, setting test parameters etc. 5. Application software & user interface with controller 6. Hot Redundancy of Each Hardware being used for Temperature Acquisition and

Control except measurement & control channels and power supplies. 7. A3-Size Colour Laser Printer along with Copying and Scanning facility. 8. Equipment cabinet for power supply, acquisition controller, etc. 9. All interface cables, wires, Connectors, converters & adopters for control channels from

programmable power supplies to heaters. 10. Integration of entire system once SAC will provide all the items which are in scope of

SAC (Temperature sensors & Heaters) and demonstration of complete system. 11. On-site trouble shooting and system maintenance along with hardware warranty 12. Software upgradation based on utility, bug fixing and features additions up to three

years. Note: All the hardware going into Thermo-vacuum chamber must be MIL grade Thermo-vacuum compatible. All these components has to face Vacuum of the order of 1 X 10-6 mbar (Torr). SAC will provide following items before System Integration at SAC (Milestone-2):

1. Heating elements (IR Lamps & Thermo-Foil Heaters). 2. Temperature sensors along with Harness running upto Data Acquisition System.

3.3. Heater Extension Cables and Power Supply Cabinet Assembly

Harness should be made for all the 300 no.s of control channels with suitable bunches of cables.

3.3.1. Heater Extension Cables

The power supply output is to be extended to heater which shall pass through Vacuum-Chamber feed-thru. The total length of the extension is Option-1=130 m and Option-2=50 m. The extension wire is required to divide in to 4 parts. Vendor shall provide these with suitably fitted specified connectors and extension wires length. Please refer Annexure-1 for wire-diagram for heater harness.

Part-2: From Power Supply Cabinet Interface connector to Thermo-Vacuum Chamber Interface Feed-Through

Suitable extension wire shall be chosen to minimize the power loss and voltage drop. Vendor should also specify gauge of the wire taken into consideration. The extension shall be multi-stranded PTFE, high grade copper wire of 12-16 AWG in order to meet the current carrying requirement of 18 Amps or higher for continuous operation. The bunch shall be tied with for ease in handling. All connections are to be done by vendor.

3.3.5.

Thermo-Vacuum Chamber Interface Flanges and Feed-Throughs for Heater Harness

Supplier should configure and supply the required no. of electrical feed-throughs along with interface vacuum flanges (ISO-320K size) to meet the system requirement. Supplier shall submit the technical details (along with dimensional drawings) of proposed electrical feed-throughs and interface flanges at the

3.4. Acquisition Controller (Hot Redundancy with one spare)

Acquisition Controller is feedback temperature control system to control temperatures at multiple locations in test chamber. The System takes the temperature measured value from Temperature acquisition system, analyses it and supplies the required power to heating elements. This particular operation can be in various operation/control modes, like Open Loop Voltage, Closed Loop Temperature, etc. This system also links user interface with the controller for communication, monitoring, storage, etc.

Unique ID/naming of each sensor and power supply. Description of these shall be possible.

3.5.5. Scan frequency for temperature data acquisition

User selectable.

It shall be possible to change scan frequency in 1second steps.

It shall be possible to make on-line change of scan frequency.

The changed configuration will be effective from the next scan.

3.8. Schedules

Milestone-1: Delivery of all hardware as listed in Table-1 within 4-5 months from the acceptance of PO and completion of Preliminary Design Review (PDR). Milestone-2: Delivery of Application Software, System Integration and Acceptance Testing within 3 months of site hand over and availability of SAC supplied items. Note-1: PDR will be conducted within 3-4 weeks of PO acceptance. Note-2: LD clause will apply separately on each milestone.

3.9. Warranty

Vendor shall quote for both 3 and 5 years warranty options for the complete TDAC system hardware from the date of delivery

Vendor shall provide technical support/software upgrade/revision for the warranty option.

In case of bought out items, necessary warranty obtained from the OEM shall be passed on to SAC.

In case, any software modifications are required it is vendor's responsibility to carry out modification as per requirement during warranty and extended warranty period.

For all imported items, there should be complete service centre in India. In no case SAC is liable to get the maintenance/break-down service outside India.

3.10. On-site Post-Warranty Maintenance

Total System requires 10 years support assurance including part availability from principles from the date of supply (Product Life Cycle)

General Techno-commercial Requirements Terms & Conditions

A single supplier for all parts is mandatory. The vendor may supply parts from various manufacturers. It is the sole responsibility of the vendor to install and demonstrate the performance of all the parts together.

4.1. Scope of work for supplier

Supplier will be responsible for the supply of the above listed hardware and software with necessary accessories and drivers. Vendor will be responsible for installation, integration and configuration of the system and will have to demonstrate all the features.

4.2. Milestone-1: Hardware Delivery

Delivery of all hardware as listed in Table-1 within 4-5 months from the acceptance of PO and completion of PDR.

4.3.

Milestone-2: Application software, System Integration, & Acceptance Test at Site.

The functionality of all the deliverable Hardware and software should be demonstrated by the vendor for their health status / proper operation, at SAC, Ahmedabad on the supplied test piece in Thermo-Vacuum condition.

Vendor need to demonstrate important functions like accuracy, stability, Scan Speed, PID Auto-tuning, power loss in cables, etc. and bring all the necessary equipment for demonstration.

Vendor is also required to carry out calibration of all temperature measurement and acquisition channels after the installation and commissioning of the complete system at SAC site.

4.4. Additional Requirements

Accessories: As required for full operation.

Manuals: Operating, Service and others as applicable.

Installation and demonstration to be done by vendor at site.

Full data sheet of all modules shall be provided.

Vendor shall provide details of facilities, which he has in India to support warranty and repair with quote

5. Site Preparation

5.1. Tagging/ID All the equipment, parts, racks, wires, adapters, any other items

should be uniquely tagged and documented.

5.2. Power

The power input will be compatible with 230V AC, 50Hz mains. Any specific requirement of power shall be identified.

Total power requirement for maximum load on the system to be mentioned.

SAC will provide Three Phase AC power source, as per vendor requirement for the complete system.

The typical distance shall be around 10m from the instruments and power supply cabinets. Vendor has to supply power distribution hardware, wires etc. and wiring from the power source.

Any cabinet required for power distribution are to be equipped with roller/wheels/locks for transportability. Mating/de-mating connectors shall be provided to transport separately.

5.3.

Operating environment and cooling requirements

TDAC system equipment shall be housed in a AC Lab with temperature maintained at 25±3 °C. and with humidity maintained between 50-60%.

ESD safety features like earthing, conductive material etc for the cabinet, racks and equipment shall be the responsibility of Vendor.

5.4. Cable laying General arrangement drawing / layout of hardware and cabling etc. should be prior approved by SAC.

6. Terms & Conditions

This is a two-part tender enquiry. The quotations are invited in two parts, in separate sealed covers, from qualified vendors: TECHNICAL BID 1. The Technical-bid in sealed cover shall contain Technical

details covering all the technical aspects along with necessary technical attachments / literature / documents, compliance statement etc.

2. Vendor is also requested to supply un-priced commercial bid along with technical bid.

3. Vendor must provide clearly point-by-point compliance statement along with necessary details for all hardware and software technical specifications.

4. Not Answering any parameter in Compliance Statement will be treated as NON-COMPLIANCE.

5. Vendor must provide exact numerical values for each of the specification with catalogue reference page number instead of simply mentioning “Compliance” or “C” or “Refer Catalogue”

6. Without these, the offer is liable to be rejected and no further communications will be made.

7. The vendor, if required, have to demonstrate the complete system i.e., end-to-end process and their features as per our given specifications at SAC at short notice of within 7 days.

If required, Vendor has to demonstrate the complete or scaled-down system i.e., end-to-end process & their features as per our given specifications at SAC or vendor's site or other third party site anywhere within India at short notice. The vendor has to arrange for all the necessary equipment and accessories for this purpose.

Failure to carry out this demonstration may be considered as non-compliance by SAC.

6.1.5. Pre-dispatch Factory Acceptance Testing

The pre-dispatch inspection & training shall be carried out at vendor’s site in presence of SAC engineers.

Vendor shall design and develop the TDAC system for end-to-end solutions. The vendor shall propose the test procedure document to evaluate the system meeting all specifications.

The vendor shall also carryout burn-in of the TDAC system with power on time of 48 hrs at vendor’s site.

The acceptance test document shall be finalized after discussions and mutual agreement by SAC and vendor.

Overall tolerances over specifications is ±5 %.

6.1.6. SAC Participation at various testing stages

Vendor shall inform the schedule of electrical tests five days in advance.

SAC shall participate, at its discretion, in any of the tests performed by the vendor at vendor’s or any third party site.

Damaged system will be returned at supplier’s cost

6.1.10.

Installation, commissioning, acceptance testing and training at SAC site

Vendor is completely responsible for:

Safe transportation of total system.

Unloading and handling at SAC

Erection and commissioning of total system at the installation site identified at SAC

Demonstration of total performance specifications of the system related to accuracy, operation, maintenance, spare replacement and other systems parameters supplied by vendor

Vendor should submit a quote for recommended spares and appropriate accessories that are listed and not listed above for the configuration of the system, like acquisition controller, spare cards, shielded cables, connectors, shielded connector’s box, sensors, extension wires, etc.

6.1.14. Confidentiality Agreement

Vendor shall not reveal, divulge, transfer or disclose the information relating to the design, processes, fabrication procedures, product, quality control methods etc., that are exclusively provided by SAC for its (SAC’s) own requirements, to any third party. Vendor shall not, without prior written consent from SAC, use such information for any purpose other than for fulfilling obligations under the Contract to be placed. Vendor & his Personnel undertake to restrict the access of other customers/ visitors to their establishment, to any of the details of the job being performed under this Contract.

6.1.15. Non-Disclosure Agreement (NDA):

Vendor & his Personnel shall maintain absolute secrecy and security of the block/circuit schematics, drawings, process methods/documentation etc., provided by SAC for the purpose

The technical information / papers / drawings to be provided by SAC from time to time, are for the execution of this Contract only; and should not be used / copied / reproduced / published in any form or disclosed to third party, by the Vendor or his personnel. Vendor may also be required to sign a Non-Disclosure Agreement (NDA) with SAC and will also be responsible for any violation or infringement of NDA by his personnel.

6.1.16. Intellectual Property Rights (IPR) :

Work carried out by the Vendor through his personnel will remain the sole property of SAC. Neither the Vendor nor his personnel, carrying out the development work will claim any intellectual property rights on such works. The Intellectual property rights relating to the design, development, processes and other fabrication details given to and received from the selected vendor shall remain the exclusive property of SAC. Vendor or his Personnel shall make no attempt to unlawfully reveal, misuse or encroach upon the intellectual or private data/ information/ Computer systems at SAC to which they may have access to, as part of the work carried out.

6.1.17. Arbitration in Case Of Differences of Opinion

Any disputes that arise during the execution of contract will be mutually discussed and settled between SAC Contract-In-Charge and Vendor. Any dispute that remains unresolved thereafter will be referred to a one man Arbitrator, appointed by Director, SAC, Ahmedabad in accordance with Arbitration & Conciliation Act 1996 as amended, whose decision shall be final and binding on both the parties.

6.2. Commercial bid Requirements

6.2.1. Cost Break-Up

Lump sum cost of the proposed system will not be accepted.

Vendor is mandatorily required to submit the quotation in attached format for commercial bid as given in Table-1.

Final ordering quantity for various hardware/software items will be decided at the time of PO placement. Vendor may quote for additional items not mentioned in the format but found necessary to fulfill the applications, installation, commissioning, etc. of the system.

SAC reserves the right to place PO on multiple vendors for different items based on the commercial quotes.

6.2.2. Spares and Accessories

Vendor should submit a quote for recommended spares and appropriate accessories that are listed and not listed above for the configuration of the system, like acquisition controller, spare cards, shielded cables, connectors, shielded connector’s box, extension wires, etc

6.2.3. Initial On-site support After acceptance of the system, vendor is required to provide initial on-site support for duration of 1 week each for 4 times. This will be intimated prior to one week as and when required.

6.2.4. Commercial Terms and Conditions

Vendor shall clearly mention commercial terms and conditions like payment terms & conditions, validity, details of taxes, duties and statutory levies applicable in both technical as well as commercial bids.

6.2.5. Validity of Offer The offer should be valid for a minimum period of 180 days from the due date of opening of the tender.

Instructions to Vendors:

1. IMPORTANT GUIDELINES AND GENERAL INFORMATION TO VENDORS.

A. PREFERRED CRITERIA FOR VENDOR SELECTION The prospective vendors will be judged based on the following preferred criteria:

Demonstration proof of competence in undertaking this kind of TDAC system development, Integration, testing and commissioning work.

Execution of earlier orders of similar nature for organization like ISRO, DRDO, DAE etc. or other Govt. of India/PSU, R & D Organizations.

In-house Facilities and Infra-structure, tie ups with relevant / specialized companies, overall manpower strength and expertise and prior experience of executing orders of similar nature using High-Reliability processes, components etc.

Undertaking regarding Non-Disclosure Agreement (NDA), Confidentiality Agreement, Intellectual Property Rights (IPR) and Arbitration.

To meet the above-mentioned requirements and mode of working envisaged, the Vendor shall meet the following minimum requirements in order to technically qualify:

1.1 Vendor must be a reputed engineering company registered with government agencies and in existence for a minimum of 3 years on the date of issue of this tender, with necessary technical facilities and experience. It should not be a consortium of firms / companies or a placement agency.

1.2 Vendor should also fulfil the following minimum requirements and attach relevant

documents if ordered, P.O. copies, service satisfaction certificates, etc. with the tender document to support these requirements: 1. A Minimum annual turnover of Rs. 2 Crores per Year (Income-Tax returns, Audited

Financial statements of last three years with PAN and such other relevant documents required as proof, to be enclosed along with Final Proposal.)

2. Experience in the field of “Tech. Services/Products” for last Two (02) years. 3. Vendor’s Company/firm should not have been banned or black-listed by any Government

Department / Central Government Unit / Public Sector Unit/ Financial Institutions / Court and submit a declaration in this regard.

4. SAC reserves the right to accept or reject any offer, fully or partly without assigning any reasons, if the rates quoted are NOT RATIONAL and UNVIABLE.

5. SAC also reserves the right to spilt and enter into parallel Contracts with more than one Parties for different items.

2. INPUTS TO BE PROVIDED BY END-USER (SAC/ISRO) TO VENDOR

The End user (SAC/ISRO) will provide the following inputs to the Vendor, during Pre-Bid discussion:

Detailed design requirements, Input/Output specifications, actual site layout, etc.

A Visit to actual site-location will be arranged for all the vendors to get better options from vendors.

Kindly also note that SAC/ISRO designers will be continuously interacting with the vendor’s teams during the total development period and will provide all the necessary inputs and assistance required for the satisfactory completion of the assigned developmental contract.

3. PROGRESS AND MILESTONE REVIEW

A list of detailed activity milestones will be prepared which is to be agreed upon by both SAC/ISRO and vendor to complete the development in time. Progress of the work-order will be reviewed periodically as per the milestones by SAC/ISRO team.

4. SUBMISSION OF PRE-BID OFFER BY VENDOR AGAINST THIS RFP The vendor is required to submit Technical Pre-Bid offer in a sealed envelopes marked, “Technical Pre-Bid“ to Purchase section, in the format prescribed below :
