PART 1 GENERAL
1.1 SUMMARYA. Provide the first construction phase of access control equipment to include networked,
integrated access control system, control panels, software, notification appliances,
monitoring and control devices, raceway, and circuitry as indicated on the drawings and
as specified herein. The access control system is to have the capability to disarm the
intrusion detection system. Except where noted, the system shall be IP based.

1.3 PROJECT SCOPE
A. Provide the required software adds and equipment to the district wide Continuum Access
Control system to have full control over the Andover ACX door controllers. The owner
is to have full control over all door controllers and relays from a single network computer
software database. All door controllers and panels are to reside directly on the IP
network. The owner is to have full control of the access control system through the
softwares graphical interface of each individual building.
1.4 SUBMITTALS
A. Submittal Procedures: Submittal procedures as indicated in division 1 of these
specifications.
B. Shop Drawings: Indicate non-typical system wiring diagram showing each device andwiring connection. Include exact part numbers of the proposed equipment in the
drawings.
C. Calculations: Provide standby battery calculations for all provided power supplies with
the designed equipment loads.
D. Product Data: Submit catalog data showing electrical characteristics and connection
requirements with the exact part number of the proposed equipment.
E. Test Reports: Indicate procedures and results for specified field testing and inspection.
F. Electrician and Vendor to submit proof of state licensure to install Fire Alarm and
Security Systems in New York State.
G. Electrician to submit proof of licensure as Master Licensed Electrician.
H. Manufacturer's Field Reports: Indicate activities on site, adverse findings, and
recommendations.
I. Submit proof of contractor qualifications for installation of firestopping systems.G. Submit firestopping system and material product data and UL listed firestopping details
to be utilized for the project.
1.5 CLOSEOUT SUBMITTALS
A. Execution Requirements: Closeout procedures as indicated in division 1 of these
specifications.
B. Project Record Documents: Record actual locations of access control equipment, devices,terminal cabinets, riser conduit runs, and pertinent junction boxes on contract drawings.
All project record documents shall be submitted to the Owners representative for final

review prior to the commissioning of the access control system. It is absolutely
imperative that record drawings be highly accurate due to the fact that system labeling is
limited to prevent potential tampering due to the systems sensitive nature.
C. Operation and Maintenance Data: Submit manufacturers standard operating andmaintenance instructions for all control panels, pieces of equipment, and peripheral
devices to the Owners Representative prior to the commissioning of the access control
system.
1.6 QUALIFICATIONS
A. Manufacturer: Company specializing in manufacturing products specified in this sectionwith minimum three years documented experience.
B. Vendor: Licensed installer of fire alarm/security systems with proven experience withthe Continuum products that are being installed.The vendor must have an office within75 miles of the job site that has fully trained service and install technicians available for
customer support during and after project completion. Proof of factory training or
previous experience with the exact manufacturer products being installed must be
submitted.
C. Installer (Electrical Contractor): Licensed installer of fire alarm and security system inNew York State. Master licensed electrician with documented experience of the
installation of building access control systems.
D. Contractor firestopping qualifications.
1.7 MAINTENANCE SERVICE
A. Execution Requirements: Furnish service and maintenance of the system components for
two years from the Date of Substantial Completion. This shall include all recommended
and required preventative maintenance inspections/testing as outlined by the
manufacturer and repairs to manufacturer or installer defects. All of this shall be
provided at no charge to the Owner. Contractor at the completion of work shall submit to
the Owner and Owners Representative a schedule indicating when inspections/testing
will be conducted and an outline indicating what inspections/testing will be conducted on
the system during the course of the warranty period.
B. All system service calls during the warranty period shall be handled in the followingmanner:
1. Owner shall contact the Electrical Contractor and initiate a service call who in
turn shall contact the equipment vendor to respond and investigate the source of
the service call.
2. If the equipment vendor establishes that the source of the service call is related to
the electrical installation, the equipment vendor shall contact the Electrical
Contractor for warranty service.

3. The Owner shall not be responsible for any charges during the warranty period
that result in the Owner notifying the installing contractor of a defect in the
system.
4. During construction and warranty period there shall be a required one hour phoneresponse and a four hour on site response by a qualified technician time limit.
All response outside of this service is in breach of contract.
1.8 MAINTENANCE MATERIALS
A. Provide two (2) magnetic door contacts of each type.B. Provide one (1) power supply of each type.C. Provide two (2) 12v 7amp hour batteries
1.9 CONFIDENTIALITYA. All information regarding security systems shall be considered sensitive/confidential. All
system information including submittals, wiring diagrams, programming, reports, etc.,shall be handled in an extremely sensitive manner so that the information is not
transmitted to unauthorized persons. Authorized persons shall be considered the owner,
owner's representative, installing contractor, and vendor. Installation drawings/diagrams,
manuals, or any other information regarding the installation/operation of the system shallnot be left unattended in the field at any time. Violations for the mismanagement of
system installation information shall be swift and severe up to and including dismissalfrom the project.
PART 2 PRODUCTS
2.1 SYSTEM DESCRIPTION
A. Primary Function: The SMSs primary function shall be to regulate access throughspecific doors and gates to secured areas of the Owners.
1. The SMS shall allow the configuration of an alarm and display workstation. Theworkstation and all Network Controllers shall be connected via the Owners high-speed IEEE 802.3 Ethernet backbone running TCP/IP protocol. This backbone
shall be capable of having up to 256 nodes, i.e. workstations, servers, and
Primary Network Controllers connected to it.
2. The Primary Network Controllers shall support multiple communication portsincluding an RS-485 network from which up to 254 standalone field controllers
such as an access controller and alarm monitoring controllers connect.

3. The Alarm Monitoring and Display Workstation shall be able to monitor fieldhardware devices, such as card readers and field controllers. Administrative
tasks such as assigning areas, schedules, report generation, displaying color
graphic maps, etc. shall be provided from any Workstation on the network.
B. System Design: The SMS shall be designed to perform a wide variety of features andfunctions. These system functions should be categorized into three (3) primary "system
departments" which shall include:
1. Access Control: The SMS's primary purpose shall be to provide access control.The system shall be able to make access granted or denied decisions, define
access privileges, and to set schedules and holiday groups. All inputs and outputs
shall be capable of being transmitted globally across all system networks. And
through the use of application programming these inputs and outputs shall becapable of being linked at all field panels for purposes of implementing system-
wide control strategies. The system shall support features such as area control,anti-passback, dial-up field hardware communications, extended shunt time, and
multiple-man rule.
2. Alarm Management: The SMS shall be used for alarm monitoring. A colorgraphic application shall allow a user to create or import customized color
graphic maps of their facility and to attach alarm icons to those maps. Alarms
are to be prioritized. A status window shall provide information about the
specific alarm including date and time and location of the alarm. The SMS shall
allow unique emergency instructions to be specified for each type of alarm.
Output control operations shall be available to lock, unlock or pulse control
points, or groups of points as a standard feature. A cardholder call-up feature
allows the quick search and display of images in the database. A user journalshall be available to log important daily events. A trace function shall be
available for users to locate and track activity on specific cardholders or card
readers.
3. Cardholder Management and Enrollment: The SMS shall include an employeemanagement system integrated with the access control system. This employee
management functionality shall allow the enrollment of cardholders into the
database, and import/export of employee data. This functionality shall also allow
the user to assign or modify access privileges of a cardholder.
2.2 SMS FEATURES
A. The SMS system shall combine keyboard and mouse operations with graphicalpresentations of screen information. Each application shall provide consistent user
interfaces across all operations of the system. Practical methods of generating help
options, standard terminology, and menus shall be required. All routine information
displayed and requiring input shall be in English language prose. No operation shall
require the interpretation of machine code or the use of mnemonics.

1. Access Privileges - All cardholders shall have facility access based on privilegesassigned by controlled area, time and date. For example, some badges shall only
allow access to the facility on weekdays between 8:00 a.m. and 5:00 p.m., while
others allow access on weekends between 1 p.m. to 5 p.m. and so on. These timezones for each day are to be pre-defined by the Owner and shall be able to be
modified quickly by authorized employees without vendor intervention. There
shall be an unlimited number of user-definable access privileges.
2. Holidays - The Holidays application shall allow the Owners SystemAdministrator to create holiday schedules that designate individual days as
holidays, or special days to cover vacations, maintenance shutdowns, or other
events, indefinitely into the future. Holidays or special days can signal that the
system shall operate on a schedule different from the normal schedule. The
system shall not limit the number of holiday or special schedules that can be
created.
3. Time / Date - The time and date of the system shall be set by the operatingsystem of the client workstation. Dates for Daylight Savings Time shallautomatically take effect.
4. Global Data Exchange and Operating Strategies - The SMS shall provide globaldata exchange and operating strategies. The system shall allow any input point
configured in the system (i.e., door tamper, duress, etc.) to permit activation of
any control output point such as a relay(s) that opens a door and/or sounds an
alarm. The logic shall be developed using an application programming language
that shall be capable of incorporating other parameters such as date and time; it
shall not be limited by a fixed number of rules, or the simple linking of inputs to
outputs. The global operating strategies feature shall provide the ability to driveany system output or outputs from single or multiple inputs, access events,
alarms, etc. Each output point shall be controllable by the system and be
configurable individually for the following responses:
5. Output relays (and groups) shall be capable of responding to:a. Input alarms from any field panel or card reader point in the system, or
any combination thereof.
b. Access events.c.
Date and time parameters.
d. Commands from a user.6. Output relays (and groups) shall be capable of:
a. Pulsing for a predetermined duration; duration shall be programmable foreach relay individually.

b. "Following" any input point from any field controller, I/O module, orcard reader input in the system (on with alarm, off when clear, or as
required).
c. Locking On with alarm, requiring user intervention to reset the outputrelay.
d. The system shall permit output relays to be ordered on, off, pulsed orreset back to a default setting.
7. Shunt Time: A Shunt Time feature shall be provided to allow users to program,at the door level, a length of time to hold a door open without creating an alarmcondition at the monitoring workstation. The shunt time feature shall be usable
by any cardholder with an active badge and appropriate access rights. Valid open
times shall range from 0-9999 seconds. If the door fails to close prior to the
expiration of the shunt period, a "door held open" alarm shall occur at thesystem's monitoring workstation. If the door is closed prior to the expiration ofthe shunt period, the door position switch shall become active immediately,
allowing a door forced open alarm to be annunciated in the event of an
intrusion.
8. Manual Control: A user shall have the ability to easily dictate manual control ofall output points connected to the system via color graphic maps. Control points
are defined as any door strike or any other relay output point of a Local Field
Controller and I/O module. The System Administrator shall have the option to
group these outputs to simplify common output command procedures.
9. All system outputs shall display upon command from the user in a list window orgraphic map. The list and commands shall be operational without interferingwith alarm monitoring operations. If an output is ordered to a setting, and is also
on time zone control, the last command shall always override.
10. All manual control commands shall record into the activity log for viewing byany user given proper privileges to do so.
11. Manual control for doors, or any relay output, shall allow the user to disable thedoor/output (to not accept any cards), unlock the door/output (leaving the door
strike unlocked), pulse the door/output open or reset the door/output to a pre-defined default setting.
12. Arm-Disarm: The user shall have the ability to determine the current status(armed or disarmed) as well as the current state (alarm/normal/fault) of an input
point from an input list view at any time.
13. The user shall have a Status item in the list view. Both the current status andstate shall be reflected by the color of the respective columns in the list view.

2.4 SYSTEM OVERVIEW AND CAPABILITIESA. The access control system shall be an inter-connected grouping of components consisting
of but not limited to access control software, IP door controllers, IP input/output modules,
readers, cards, door locks, lock power supplies, and personal computers/servers.
B. The system shall be capable of integrating multiple buildings within one collective access
control/alarm monitoring entity whether the buildings are in proximity or at distant
locations. The systems design shall further allow expansion or modification to existing
buildings or integrating new buildings within an existing system.
C. The client software application modules shall be designed to allow for installation on one
personal computer or multiple personal computers and communicate via LAN/WANconnection to provide flexible configurations and maximum efficiency for system wide
processes and controls.
D. The system shall be regulated by individuals deemed as system operators. The systemshall allow operators to simultaneously run multiple Client software modules in multiple
supported languages from different locations. The number of concurrently running Client
modules is only restricted by the Client licensing agreement.
E. The system shall provide the ability to automatically control and regulate doorsconnected to the access control units with manual override provisions to unlock, lock, or
pulse individual or groups of doors. The system shall also monitor the doors for alarm
conditions.
H. The system shall monitor connected detectors (supervised and auxiliary inputs) with the
ability to manually or automatically arm and disarm them.
I. The system shall provide the means to control event initiated devices connected to system
outputs, such as alarms or video recorders, with the ability to automatically or manuallyarm or disarm them.

J. The system shall report an alarm condition with an audible sound, an alarm listing, and
an alarm warning pop-up box. The system shall further provide the capability of
automatically sending designated alarm notifications to an email address.
K. The system shall maintain a comprehensive database recording all site activity and
provide the means to manually or automatically compile user-defined reports of system
activities. The system shall also record to the database all operator activities. Further, the
system shall provide the means of saving reports and cardholder records in PDF and CSV
file formats for the benefit of non-system users.
L. The system shall have the capability to operate and fully control an integrated closed
circuit television (CCTV) system and connect to industry standard CCTV multiplexers,
DVR products, or IP addressable cameras.
M. The system shall have the capability to operate an optional, fully integrated photobadge
and verification module. It shall be able to interface with any industry standard cardprinter allowing full integration of an ID badging operation within the access controlsystem.
N. The SMS shall provide the capability for elevator control using standard access controlfield hardware that will permit the restriction of cardholder access to certain floors while
also allowing general access to other floors. The elevator control feature shall allow, at
the elevator, the use of any card reader and all card reader modes used on any other card
reader in the SMS. Each elevator card reader shall control access for a minimum of 128
floors. The SMS shall be able to track which floor was selected by an individualcardholder for auditing and reporting purposes.
O. The SMS shall have the capability to fully integrate with Bosch intrusion panels.
Providing the capability to relay alarms, perform arm/disarm functions of the Boschintrusion panels, and deny access to the building based on intrusion system status.
2.5 SYSTEM SOFTWAREA. SMS Software Capabilities
1. The SMS Software shall support an unlimited number of card readers, input points,intrusion detection points, and relay outputs. The database server shall also supportan unlimited number of system events and System Operator transactions in the
history file limited only by available hard disk space. Client Workstations shall be
limited only by the limitations of the operating system server software.
2. The vendor is responsible for providing two client software licenses. All softwarewill be loaded by the vendor on owner provided computers at owner assignedlocations. The vendor is responsible for providing two years of software updates at
no cost to owner.2.6 SYSTEM FUNCTIONS

1. Access into a controlled area shall be through reader controlled portals (doors)
using a token or card that is presented to a sensing device (reader).
2. At least one token or card shall be supplied for each individual who requiresaccess through the controlled doors.
3. The system shall be capable of supporting all of the following token/card
technologies:
a. Proximity
b. Radio frequency transmitter/HID proximity combination
c. Biometrics
d. Wiegand effect
e. Personal Identification Number (PIN) only
f. Magnetic Stripe
g. Dallas Touch Memory Disk
h. Barcode
4. Each token shall be internally encoded with a unique number and batch code.
The system shall provide a central programming station to enter these numbers
into a database for transmission to each door controller.
5. The sensing device (reader) shall be capable of reading the internal number
encoded in each token presented and transmit this information to the doorcontroller.
6. The door controller shall process this information and unlock the appropriate
controlled door only if the token is determined to be valid for access through that
door.7. An access request at a reader shall be determined based on the following
conditions:
a. Is the card valid for this day?
b. Is the card valid for this time of day?c. Is today a holiday? If yes, is the card valid for this holiday?
d. Does the PIN match the card presented?
e. Is the card valid for this site?
f. Is the card valid for this door?
Should any of the above conditions be false, access would not be granted. This
shall result in an Access Denied event recorded in the database.
9. Doors shall be unlocked for valid cardholders in less than one second from thetime of request to enter regardless of all other system activity.
B. Door Identification and Access1. The system shall provide the means to identify each portal or door that is
controlled by a door controller with a unique alpha description.
2. The system shall allow each door to be anti-pass back enabled. When anti-pass
back is enabled, after a token or card has entered a controlled enter/exit

environment, the token or card must exit before the system allows entry again.
The anti-pass back function shall have a manual reset override to clear the
current status.
3. The system shall provide a user-defined door relay unlock time the period oftime after a valid scan when a door initially unlocks allowing access before re-
locking. The range of the door relay unlock time is 2 to 99 seconds, adjustable in
1 second increments.
4. The system shall provide a user-defined door held open time. The range of the
door held open time is 2 to 99 seconds, adjustable in 1 second increments.
5. The system shall provide for handicap accessibility with specific handicap door
timer and handicap door held open settings. The operator shall have the option to
assign an individual, who may require a greater amount of time to gain access to
a door, with handicap accessibility. The system shall distinguish any cardholder
assigned this status and automatically invoke the handicap door timer and
handicap door held open settings rather than the standard door relay unlock and
door held open times.6. Each door controller shall provide a dedicated request to exit input for each door
(i.e. an exit button) to prevent a forced entry alarm when a cardholder exits
through the door. This facility shall be used to request egress from the secure side
of the door. Should a request to exit be made, the door controller shall respond in
the same manner as access granted for a token.
7. The ACU shall automatically re-lock the controlled portal whenever the door issensed as opened and closed regardless of the duration of the momentary unlock
period, or upon expiration of the unlock period, whichever shall occur first.
8. The system shall also be able to control a door where a reader and keypad are
used conjointly. When a reader/keypad configuration controls a door, one of thefollowing access modes shall be employed:
a. Card or Keypad Only 1 of the two is used to gain entry
b. Card Only Only the reader is used to gain entry
c. Card and Keypad The reader and keypad are used to gain entry
The above access modes may be set to time zones. The system shall be able to
automatically institute a change in the access mode at any time within a 24 hour
clock to satisfy security requirements.
9. The system shall monitor the status of all doors controlled by the door
controllers. The door status shall be stated in one of the following modes:
a. Lockedb. Unlocked
10. The system shall furnish a manual override to lock or unlock doors controlled by
access control units.
11. The system shall provide the means of automatically unlocking specified doors
during an assigned time zone to allow access without the use of a token or card.
The system shall automatically lock the door at the conclusion of the assigned
time zone.

C. Alarm Monitoring Functions
1. The system shall provide forced entry detection at specified door locations. Aforced entry shall be generated immediately whenever the door is opened without
authorization. Authorization shall be determined by token or card or request to
exit transaction at the door or by command from the host system as described.
2. The system shall provide door held open detection at ACU controlled doors. A
door held open event shall be generated immediately whenever the door is held
open longer than its specified time limit.
3. The system shall feature the provision to monitor supervised input points or
detection zones. The system shall be capable of detecting state changes between
four distinct conditions for each of these points:
a. Alarm.
b. Secure.c. Trouble due to open circuit wiring.d. Trouble due to short circuit wiring.
4. When any of these conditions are detected, the computer shall be notified and
shall generate a message stating the nature of the alarm, the location and the time.
The computer shall record the alarm such that it can be later retrieved for an auditreport.
5. The system shall have viewing graphic floor maps with doors and inputs
identified. The icon representing the door or device that tripped the alarm shall be
highlighted on the map. The contractor is responsible for the creation and setupof the graphical maps for each building.
6. All door alarms shall be transmitted to the intrusion detection system fortransmission to the intrusion detection system. The contractor shall provide the
require system integration to be able to relay information between the two
systems.a. The access control system shall have the ability to disarm the intrusion
system with the proper credential or authority.
b. The access control system shall deny access to low level credentials if
the building intrusion system exterior zone is armed.
c. The access control system shall be able to monitor if the intrusiondetection system is armed or disarmed.
D. Control of Event Initiated Devices
1. The system shall have the ability to control event initiated devices that respond to
alarm events. Said devices may be armed or disarmed automatically by user-
defined time zones or armed and disarmed manually by operator intervention.
2. The condition for each alarm output shall be user-defined to include any of the
following:
a. Forced entry at a system controlled door
b. Door held open time violation of a system controlled door

3. The system shall provide the means to trigger an alarm in the event the ACU istampered with.
E. Elevator Control1. The SMS shall provide the capability for elevator control using standard access
control field hardware that will permit the restriction of cardholder access to
certain floors while also allowing general access to other floors. The elevator
control feature shall allow, at the elevator, the use of any card reader and all card
reader modes used on any other card reader in the SMS. Each elevator card
reader shall control access for a minimum of 128 floors.
2. The SMS shall be able to track which floor was selected by an individualcardholder for auditing and reporting purposes.
F. Communication Failure1. All door controllers shall have fully distributed and fully intelligent data
processing. Each door controller maintains full data collection integrity recording
all transactions in the event there is a disruption of communication with the host
computer.
2.7 ACCESS CONTROL NETWORK DOOR CONTROLLERS
A. Network door controller1. Network Controllers: Provide new Network Controller (NC) to provide overall
system coordination, accept control programs, perform automated control
functions and security management and perform all necessary mathematical
functions. It shall also be possible to permit multi-user operation from
workstations and laptop service tools connected either locally or globally.
2. The NC communication will be based around the Owner's existing Ethernetnetwork at 10/100 MBPS. A separate, dedicated, security network is not neededand thus not acceptable. The NC shall be a native TCP/IP device and shall not
require use of terminal servers or other devices to allow direct Ethernet
connectivity. Use of PCs that serve as Ethernet gateways to the field controllers
shall also not be acceptable.
3. NC's shall be microprocessor-based, multi-tasking, multi-user, and use real-time,digital control processors. Each control panel shall consist of modular hardware
including power supply, CPU board, and input/output modules. A sufficient

number of NC's shall be supplied to fully meet the requirements of this
specification and the drawings and riser diagram.
4. All NC's on the Ethernet TCP/IP LAN/WAN shall be capable, out-of-the box, tobe set up as a Web Server. The NC shall have the ability to store HTML code and
serve pages to a browser. Any computer on the network running any operatingsystem capable of running a standard Internet browser shall allow the user to
access real-time data from the NC's via a standard Internet browser (Netscape /
MS-IE) utilizing a TCP/IP Ethernet connection. Graphics and text-based pages
shall be constructed using standard HTML code. The interface shall allow the
user to choose any of the standard text or graphics-based HTML editors for page
creation. It shall also allow the user to generate custom graphical pages and
forms. The WEB interface shall be capable of password security, including
validation of the requesting PCs IP address. The WEB interface shall allow the
sharing of data or information between any controller, or process or network
interface (BACnet, LON and TCP/IP) that the SMS has knowledge of, regardlessof where the point is connected on the SMS network or where it is acquired from.
The SMS WEB server shall have the ability to acquire any necessary graphics
using standard pathing syntax within the HTML code mounted within the SMS
WEB server. External WEB server hardware and software are not acceptable.
5. The NC shall be equipped with an application-programming environment toallow users to create custom applications. All application programs are to bedeveloped using an easy-to-use plain English oriented programming language
inclusive of a complete set of Boolean logical expressions. Use of high level
programming languages such as C or C++, or system manufacturer defined
canned application programs will not be permitted. Application programs shall
be used to enhance the functionality of the SMS by permitting custom controlstrategies and third-party user interfaces to be implemented. All programs shall
be self-documenting by allowing the users to place comments anywhere within
the body of the program. All global data shall be capable of being referenced at
any NC and used in application specific programs to control an output, or
multiple outputs at that controller. Use of simple matrices to allow linking of
inputs to outputs to meet this intent is not acceptable.
6. Memory: A minimum of 8MB of RAM shall be provided for Ethernet-basedPNC's.
7. Communication Ports: Each Ethernet based NC shall provide a powerful multi-user solution for network communications and information management across ahigh speed Ethernet based network at 10/100/1000 MBPS. The NC may be
supplied to operate on Ethernet using the TCP/IP protocol or over standard dial-
up modem.
a. Backbone based controllers shall provide communication to both thehigh speed Ethernet LAN and the Secondary Level Field bus. ForEthernet based Controllers, connections shall be available for 10Base-T,

b. As a minimum, the NC shall have built-in network communication errorchecking to the International Standard CRC16. Typical communication
media shall be 10Base-T (unshielded twisted pair) cable; the SMS
vendor shall provide converters for duplex fiber optic transmission,particularly for external cable runs.
c. This PNC shall provide four programmable RS-232/RS-485 ports for theSecondary Field Bus or printers, modems, terminals, and third-party
software interfaces. A LON communications bus shall also exist for a
family of application oriented I/O modules. The I/O bus shall permit
LON communications using RS-485 or FTT-10.
8. Networking: Each NC shall be able to exchange information with other NCsover the high speed LAN. The network structure shall be transparent such thateach controller may store and reference all global variables available in the
network for use in the NCs calculations or programs. Each NC shall also haveaccess to any of the readers, card records, inputs, outputs, and calculated
variables contained in Field controllers that are connected to it through its localfield bus.
9. Power Supply: NC's shall operate from 100 to 240 VAC 50/60 Hz power. Linevoltage below the operating range of the system shall be considered outages. The
controller shall contain over voltage surge protection, and require no additional
AC power signal conditioning.
10. Battery Back-up: The NC battery backup UPS circuit with built-in batterycharger shall provide automatic battery backup UPS power in event of AC line
failure. Each NC shall have a programmable battery back-up providing a choiceof shutdown options, at least 72 hours of battery backup to maintain all volatile
memory and real-time clock. Alternatively, this battery shall provide for full
UPS operation for a minimum of 60 minutes.

1. Product Description:
a. The recessed contact shall contain a hermetically sealed magnetic reed
switch. The reed shall be potted in the contact housing with a
polyurethane based compound. Contact and magnet housing shall snap-
lock into a .38 diameter hole. Housings shall be molded of flame
retardant ABS plastic. Color of housings shall be white.

2.11 WIRE AND CABLE
A. Product Description: Power limited cable, copper conductor; 300 volts insulation rated(24 degrees C).
B. All CAT6 cable shall be installed with a maximum distance of 300 feet. All CAT6 cableand patch cables for security equipment shall be the color orange. All provided CAT 6
cable shall conform to the standards per section 271500. Provide test reports showing all
wire tests were completed per section 271700 prior to system startup.
C. Refer to contract drawings for wire types and sizes. Provide wire per manufacturesrecommendations if they are more stringent than what is shown on the contract drawings.
PART 3 EXECUTION
3.1 INSTALLATION
A. Any exterior junction boxes or terminal cabinets shall be a NEMA 4X surface mount boxwith a mounting backplate, terminal blocks, an internal tamper switch connected to the
access control system, a hinged cover, and a heavy duty lock cylinder keyed to the owner
requirements. For boxes where control hardware is to be located, provide panelheater/ventilation to maintain manufacturer minimum/maximum operating temperatures.
Provide the appropriately sized heater by Chromalox, SL-B series or approved equal.
B. The security access system Vendor under direction of the Owner, shall program the entiresecurity access system. This shall include entering all card holder information and the
setting up of card holder access accounts. Programming shall also include setting up
Owner specified auxiliary functions such as camera capture, time delays, etc. A meeting
shall be held a minimum of four (4) weeks prior to final acceptance of the system to

discuss Owner operations and programming requirements. Those in attendance shall be
the Owner, Contractor, Vendor, and Owners Representative. The system shall be fully
programmed prior to system acceptance testing and training.
3.2 FIELD QUALITY CONTROL
A. Testing
1. Preliminary Tests: Upon completion of the installation, the system shall besubjected to functional and operational performance tests including tests of each
installed device. If deficiencies are found, corrections shall be made and the
system shall be retested to assure that it is functional. All testing shall be
completed and documented by the Vendor.
2. Final Acceptance: The system will be accepted only after satisfactory test of theentire system has been accomplished by a factory-trained distributor, in thepresence of the Authority Having Jurisdiction, the Owner, and the Owners
Representative. The Vendor shall notify the above witnesses, in writing, 72
hours prior to the commencement of testing.
3. The Vendor shall provide the on-site services of an authorized technicalrepresentative of the manufacturer to supervise all connections and fully test all
components of the system installed. The Vendor, as directed by the Owner, shall
conduct the acceptance test. The system shall be tested with the minimum
required tests as follows:
a. Verify the absence of unwanted voltages between circuit conductors andground.
b. Test all conductors for short circuits using an insulation-testing device.
c. With each circuit pair, short circuit at the far end and measure the circuitresistance with an ohmmeter. Record the circuit resistance of each circuit
on the record drawings.
d. Verify that the control panel is in normal condition.
e. Test each peripheral device for proper signal transmission.
f. Test entire system for proper operation and response at the control unit.g. Test both primary and secondary power supplies.
h. Operation of each control, alarm, and monitoring point in the system and
integration with other building systems.
i. Simulate loss of communications between each controller and the hostcomputer.
j. Report generation.
k. Provide testing and reporting of all network cables per specification
271700.
4. The Vendor shall provide test sheets to document all tests. These will be signed
by all present to verify testing is complete

5. If any part of the test fails to meet the performance of the Contract Documents,
the Vendor and or Electrician, at their own expense, shall retest the complete
system with all applicable parties present.
6. Prior to the final testing, the Vendor shall perform tests on all systems to insure
proper operation.
3.3 DEMONSTRATION AND TRAINING
A. The Vendor shall provide a minimum of four (4) 2 hour sessions of instruction andoperation, maintenance and programming of all elements of the security access system.
B. Instruction shall be provided by a material or system manufacturers certified
representative familiar with the equipment and special operating requirements of the
system provided and the Owners operating procedures.
C. Instructions shall include classroom training as well as hands on training of all user level
programming and system operation.
D. Instruction shall be made available on a schedule acceptable to the Owner and the
availability of the operating personnel. Instructions shall be in two separate groupingswith the last instruction time frame 30 days after the second grouping. This is to allow
the operating personnel to familiarize themselves with the equipment and get follow-up
training as required. The last training session shall be a minimum of 2 hour(s).
E. The Vendor shall be responsible for providing sufficient training materials for all present
at the training session, (minimum 15 personnel). Coordinate actual requirements with theOwner at time of training.
F. The Vendor shall be responsible for providing video recording of at least one of thetraining sessions, which will be submitted to the owner for future employee training. The
video shall be submitted to the owner is a digital format via USB or DVD.

1.3 PROJECT SCOPE
A. Provide a VideoIQ IP camera and a Pelco PTZ (connected to a VideoIQ encoder)solution with video analytics at the camera that are capable of accurately recognizing the
difference between people and vehicles, and can distinguish these from other moving
objects, such as animals, birds, trees blowing in the wind, etc. The VMS is to have full
integration and control capabilities with the existing district VideoIQ cameras, VideoIQ

1.4 SUBMITTALS
A. Submittal Procedures: Submittal procedures as indicated in division 1 of thesespecifications.

B. Project Record Documents: Record actual locations of video surveillance system,devices, terminal cabinets, riser conduit runs, and pertinent junction boxes on contractdrawings. All project record documents shall be submitted to the Owners representative
for final review prior to final commissioning. It is absolutely imperative that record
drawings be highly accurate due to the fact that system labeling is limited to preventpotential tampering due to the systems sensitive nature.
C. Operation and Maintenance Data: Submit manufacturers standard operating andmaintenance instructions for all control panels, pieces of equipment, and peripheral
devices to the Owners Representative prior to final commissioning.
1.6 QUALIFICATIONSA. Manufacturer: Company specializing in manufacturing products specified in this section
with minimum three years documented experience.
B. Vendor: Licensed installer of fire alarm/security systems and proven experience withVideoIQ software and VideoIQ IP cameras. The vendor must have an office within 75
miles of the job site that has fully trained service and install technicians available forcustomer support during and after project completion. Proof of factory training or
previous experience with the exact manufacturer products being installed.
C. Installer (Electrical Contractor): Master licensed electrician with documented experienceof the installation of IP video surveillance systems.
D. Contractor firestopping qualifications.1.7 MAINTENANCE SERVICE
A. Execution Requirements: Furnish service and maintenance of the system components for
two years from the Date of Substantial Completion. This shall include all recommended
and required preventative maintenance inspections/testing as outlined by the
manufacturer and repairs to manufacturer or installer defects. All video software
throughout the school district shall be upgraded to the latest software version for all video
servers and clients. All of this shall be provided with no charge to the Owner.
Contractor at the completion of work shall submit to the Owner and Owners
Representative a schedule indicating when inspections/testing will be conducted and anoutline indicating what inspections/testing will be conducted on the system during the
course of the warranty period.
B. Also to be completed as part of the warranty service is the following:
1. Occupancy Adjustments: Within one year of Date of Substantial Completion,
provide on-site assistance in adjusting cameras, sensitivities, and analytics to suit
actual occupied conditions. Provide up to two visits to the site for this purpose.

C. All system service calls during the warranty period shall be handled in the following
manner:
1. Owner shall contact the Electrical Contractor and initiate a service call who in
turn shall contact the equipment vendor to respond and investigate the source of
the service call.2. If the equipment vendor establishes that the source of the service call is related to
the electrical installation, the equipment vendor shall contact the Electrical
Contractor for warranty service.
3. The Owner shall not be responsible for any charges during the warranty period
that result in the Owner notifying the installing contractor of a defect in thesystem.
4. During construction and warranty period there shall be a required one hour phone
response and a four hour on site response by a qualified technician time limit.
All response outside of this service is in breach of contract.
1.8 MAINTENANCE MATERIALS
A. Provide one (1) camera of each type.B. Provide one (1) video encoder of each type.C. Provide one (1) lens of each type.D. Provide one (1) housing of each type.E. Provide one (1) power supply of each type.
1.9 CONFIDENTIALITYA. All information regarding security systems shall be considered sensitive/confidential. All
system information including submittals, wiring diagrams, programming, reports, etc.,
shall be handled in an extremely sensitive manner so that the information is not
transmitted to unauthorized persons. Authorized persons shall be considered the owner,
owner's representative, installing contractor, and vendor. Installation drawings/diagrams,
manuals, or any other information regarding the installation/operation of the system shall
not be left unattended in the field at any time. Violations for the mismanagement ofsystem installation information shall be swift and severe up to and including dismissal
from the project.

A. The System primary function shall be to provide live and recorded video surveillance of
designated areas of the facility with built in camera analytics providing alarm alerts and
quicker recorded video review.

above manufacturer are used in this specification which the owner has standardized on.
B. The Pan Tilt Zoom (PTZ) cameras shall be analog cameras manufactured by Pelco with aVideoIQ encoder capturing the video. All provided analog cameras shall be digitally
encoded using VideoIQ encoders with built in video analytics.

1. The IP camera shall stream live video on demand at low bandwidth (about

2.9 WIRE AND CABLE.

2.10 COMPONENTS

foreground objects from moving background objects. Examples of moving
background objects include leaves and trees blowing in the wind, water

26. The remote management software shall allow creation of Regions of Disinterestwithin any of the ROIs, to define areas within the ROI where activity should not
be detected.
27. The remote management software shall allow many different rules to be set upfor each ROI.
28. The remote management software shall allow rules to select whether alarms aregenerated by either human detection alone, or vehicle and boat detection alone,
or all of these.

34. The Vendor is responsible for the install and setup of the remote managementsoftware on (8) eight owner provided PCs. All software that is provided shall be
the latest version available from VideoIQ.
PART 3 - EXECUTION
3.1 INSTALLATION
A. Any exterior junction boxes or terminal cabinets shall be a NEMA 4X surface mount boxwith a mounting backplate, terminal blocks, an internal tamper switch connected to the
access control system, a hinged cover, and a heavy duty lock cylinder keyed to the owner
requirements. For boxes where control hardware is to be located, provide panel
heater/ventilation to maintain manufacturer minimum/maximum operating temperatures.Provide the appropriately sized heater by Chromalox, SL-B series or approved equal.
B. The video surveillance system Vendor under direction of the Owner, shall program theentire video surveillance system. This shall include programming all cameras, motion
detection, video analytics etc. Programming shall also include setting up Owner
specified auxiliary functions such as interfacing with site access control systems and
alarm email alerts. A meeting shall be held a minimum of four (4) weeks prior to final

acceptance of the system to discuss Owner operations and programming requirements.
Those in attendance shall be the Owner, system Vendor, and Owners Representative.
The system shall be fully programmed prior to system acceptance testing and training.
C. All final mounting heights of provided exterior cameras shall be verified with owner andowners representative prior to install.
3.2 FIELD QUALITY CONTROL
A. Testing1. Preliminary Tests: Upon completion of the installation, the system shall be
subjected to functional and operational performance tests including tests of each
installed device. If deficiencies are found, corrections shall be made and the
system shall be retested to assure that it is functional. All testing shall becompleted and documented by the Vendor.
2. Final Acceptance: The system will be accepted only after satisfactory test of theentire system has been accomplished by a factory-trained distributor, in the
presence of the Authority Having Jurisdiction, the Owner, and the OwnersRepresentative. The Vendor shall notify the above witnesses, in writing, 72
hours prior to the commencement of testing.
3. The Vendor shall provide the on-site services of an authorized technicalrepresentative of the manufacturer to supervise all connections and fully test allcomponents of the system installed. The Vendor, as directed by the Owner, shall
conduct the acceptance test. The system shall be tested with the minimumrequired tests as follows:
a. Verify the absence of unwanted voltages between circuit conductors and
ground.
b. Test all conductors for short circuits using an insulation-testing device.
c. With each circuit pair, short circuit at the far end and measure the circuit
resistance with an ohmmeter. Record the circuit resistance of each circuit
on the record drawings.
d. Verify that the control equipment is in normal condition.
e. Test each peripheral device for proper signal transmission.
f. Test entire system for proper operation and response at the control unit.
g. Test provided video analytic rules for accuracy and performance.Provide owner with any additional programming to have system function
to owners expectations.
g. Provide testing and reporting of all network cables per specification
271700.
4. The Vendor shall provide test sheets to document all tests. These will be signedby all present to verify testing is complete
