1. Welcome. Joe Cocciardi, Chair, welcomed the committee and outlined the agenda for the meeting.
2. Introductions. Committee Members and guests introduced themselves and their affiliations.
3. Approval of Minutes of Previous Meeting-January 29, 2013. Minutes of the previous conference call/meeting were approved.
4. Staff updates-Nancy Pearce gave a powerpoint presentation that outlined the committee membership, provided the Fall 2014 revision cycle schedule and reviewed the new process for document revision.
5. Review of Public Inputs NFPA 600 and NFPA 601. Public inputs for NFPA 600 were reviewed and completed. 6. Additional First Revision Consideration by the Committee. The Committee had extensive discussion about changing the name of the NFPA 600 document from “Industrial” to “Facility” Fire Brigade. The Committee decided that the use of the term industrial implied that the document was to be used only in manufacturing type settings and not for the broad intended settings including institutional educational, and all facilities where fire
brigades are established. The Committee also discussed reorganizing the document to relocate information currently in Chapter 1 to the applicable chapters in the document. Some of this reorganization was done to comply with the current NFPA Manual of Style. Other changes were proposed by Committee members as part of task group work that had been done prior to the meeting. The Committee discussed and voted on several changes/clarifications to be included in NFPA 601.
Task Groups reported on their findings and made recommendations to the full Committee. A number of Revisions were made based on recommendations from the task groups.
Meeting was adjourned at 1 PM EDT.
7. Next First Draft Meeting. The Committee did not fully complete all the revision work required. A follow up conference call was scheduled for May 28th at 9 AM EDT. The second First Draft Meeting was held on May 28th. The Committee completed review of all changes recommended by task groups. Chapter 4 had significant revisions. 8. Scheduling Second Draft Meeting. The Committee Chair will decide if an in person committee meeting is warranted based on the extent of public comment received on the First Draft. Ballot will be sent out to the
Committee no later than August 2, 2013 and the first draft report will be published on the NFPA document information page and out for public comment no later than September 6, 2013. 9. Adjournment. Meeting was concluded and adjourned at 11 AM on May 28th, 2013.

Statement of Problem and Substantiation for Public Comment
Many industrial, busines, and government complexes have thier own fire departments. They do not call them brigades and they are organized, staffed and managed as any State, County or local government department may be. By adding the words fire department we are making it clear that you can and should use this standard when looking at these type of operations and not NFPA 1710 or 1720.

This standard shall apply to any organized, group of employees having the primiary fire-fighting responseduties, such as emergency brigades, emergency response teams, fire teams, department or and plantemergency organizations. These 'groups' may also preform rescue, haz-mat and medical responses.

These changes will assist to better define more of the type of industial departments that are in the industry. I believe this standard needs to cover not only the groups who may do other duties until an alarm goes off but also the full time emergency response personnal that cover large office, business and industrial complexes that we have and do not fall under NFPA 1710.

This standard shall not apply to facility fire brigades that respond to fire emergencies outside theboundaries of the site where the off-site fire involves unfamiliar hazards or enclosed structures with layoutand contents that are unknown to the facility fire brigade.

If the Committee agrees to some of my above changes then the Brigade / fire department may be allowed to provide mutual ade where MOU are in force. Again this will cover more the the type of departments that are out there and function more like a County or City fire department.

If Committee agress to above changes this would need to be removed or reworded.
I think that there is a gap between the type of brigade that NFPA 600 talks to and what is out in the world. There are many "fire department" type organizations that fall between NFPA 600 and NFPA 1710 that should be covered. They do more than just fire response. (A new proposal to the Standards Council was reject as they felt NFPA 600 covered these type of organizations.)

Fire Brigade / Department Suppression Capability
5.1.1 Fire Suppression Capability.
5.1.1.1 Fire suppression operations shall be organized to ensure
that the fire brigade’s fire suppression capability encompasses
deployment of personnel, equipment, and resources
for an initial arriving resonse, the initial full alarm
assignment, and additional resonse assignments.
5.1.1.2 The fire brigade shall be permitted to use established
automatic aid and mutual aid agreements to comply
with the requirements of Section 5.2.
5.1.2* Staffing. The number of on-duty fire suppression personnel
shall be sufficient to perform the necessary fire-fighting operations
given the expected fire-fighting conditions.
5.1.2.1 These numbers shall be determined through task analyses
that take the following factors into consideration:
(1) Life hazard to the populace protected
(2) Provisions of safe and effective fire-fighting performance
conditions for the fire fighters
(3) Potential property loss
(4) Nature, configuration, hazards, and internal protection
of the properties involved
(5) Types of fireground tactics and evolutions employed as
standard procedure, type of apparatus used, and results
expected to be obtained at the fire scene
5.1.3.1 On-duty personnel assigned to fire suppression shall
be organized into company units and shall have appropriate
apparatus and equipment assigned to such company
5.1.4.1 The fire brigade shall identify minimum company
staffing levels as necessary to meet the deployment criteria required

5.6 Operating Units. Fire company staffing requirements
shall be based on minimum levels necessary for safe, effective,
and efficient emergency operations.
5.6.1 Fire companies whose primary functions are to pump
and deliver water and perform basic fire fighting at fires, including
search and rescue, shall be known as engine companies.
5.6.2 These companies shall be staffed or assigned with a minimum
of four on-duty personnel.
5.6.3 In jurisdictions with tactical hazards, high-hazard
occupancies, high incident frequencies, geographical restrictions,
or other pertinent factors as identified by the AHJ, these
companies shall be staffed with a minimum of five or six onduty or assigned
members.
5.7 Deployment
5.7.1 The fire brigade resources shall be deployed to provide the arrival of the team/department within300-seconds to 90 percent of the incidents.

6.3 Operational Requirements.
Operational safety requirements shall be established for facility fire brigade members responding to a fireemergency shall be established and shall at a minimum include the emergency including, but not limitedto, the following:
(1) Personnel who are not trained in accordance with this standard are not permitted to enter the warm orhot zones established for a fire emergency.
(2)
(3) Thermal protective clothing is worn by facility fire brigade members entering the warm zone.

(9) Personnel and facility fire brigade members positioned in any fire zone have opportunity to relocate toan alternate position should fire conditions change.
(10) Experienced facility fire brigade members oversee activities of less experienced brigade membersduring fire-fighting operations.

A.3.3.9 Facility.
The extent or limits for the location or facility at which a fire brigade operates might not coincide withproperty boundaries. The boundaries could be set by the authority having jurisdiction or in theorganizational statement. The fire brigade can respond to fire incidents at locations that are familiar workplaces or have been pre-fire planned. At a facility or complex, there might be many different hazards oroccupancy uses of structures. A fire brigade can respond at part of a site or at multiple structures at onelocation. Here are some examples:
(1) Nuclear Power Plant: The fire brigade at a nuclear power plant responds inside the protected area.Beyond these limits, to the site property lines, is a security area that might contain structures.Typically these structures in the security area would be protected by a fire department complying withNFPA 1500, Standard on Fire Department Occupational Safety and Health Program .
(2) College or University Campus: A science laboratory might need a fire brigade dedicated to the specialhazards of the laboratory. Other occupancy uses on campus including large assembly spaces anddormitories might have fire brigades separate from the one at the science laboratory.
(3) National Park Recreational Areas : A national park recreation area such as Yellowstone National Parkmight have several lodge areas within the limits of the park. Due to distance, each lodging facilitycould have its own fire brigade.
(4) Industrial Park: There might be several structures at an industrial park that could be protected by a firebrigade.

The technical committee discussed these changes in the First Draft meeting, but the revisions got lost in the larger reorganization of the document. a. Explain the Scope of the new project/document:
This new document would act as the consensus national standards for the development of facility Emergency Action Plans, and the duties, requirements for, and training/education required of building fire safety directors. These actions are effected and individuals provide life safety and property conservation action prior to and in conjunction with facility fire brigades and municipal fire departments, at specific types of occupancies.
b. Provide an explanation and any evidence of the need for the new project/document:
Requirements for Emergency Action Plans and Fire Safety Directors have been in place for an extended timeframe. The federal government has had regulatory requirements in place for the development of Emergency Action Plans at specific occupancies, and many municipalities (e.g. the cities of New York, Chicago, and Los Angeles) have similar requirements. These municipalities also proffer fitness for duty requirements for such individuals, however, a consensus national standard or best practice in this field does not exist.
These plans and individuals operate at various occupancies, including high rise structures, hotels, motels, and public occupancies, as well as other locations.
c. Identify intended users of the new project/document:
Users for this new document would be varied and extensive:
Facilities, required by the various codes and rules to provide emergency action plans and personnel to implement them [USERS].
Enforcers (e.g. Municipalities, states, federal government) who have these basic requirements in place, and qualify, license or certify the competency of the plans and fitness of personnel [ENFORCERS].
Individuals providing these planning functions from various facility fire prevention and safety offices and individuals self-evaluating these services and plans [CONSULTANTS/SME].
d. Identify individuals, groups and organizations that should review and provide input on the need for the proposed new project/document; and provide contact information for these groups: The Loss Prevention Procedures and Practices Committee has identified the need for this document, and believes they have the expertise to formulate (with others) the standard. Identifies best practices for clientele on a national basis.
4. Safety Training Sites
(Note: There are hundreds of thousands of users of this service, as they are currently located in the various jurisdictions with licensure required (e.g. New York City). Hotel/Motel; high risk; public assembly; institutional and educational occupancies are all users of this service.
f. Identify other related documents and projects on the subject both within NFPA and external to NFPA: The Loss Prevention Procedures and Practices committee presently authors standards on facility fire brigades and security services in fire loss prevention. Fire Brigades and security services are peripheral, however, to facility fire safety planning/emergency action planning. Facility Fire Brigades operate at fire events to control fires; while security services restrict access and/or allow access by emergency services, to facilitate the fire response process. Emergency Action Plans the Fire Safety Directors who implement them, complete property conservation and life safety planning, then implement these processes during fire events for these private locations. Various examples of users exist, including: The U.S. Department of Labor: Occupational Safety and Health Administration (OSHA) Standard on
Emergency Action Planning and Fire Prevention Plans (29CFR1910.38), in particular at high risk facilities (e.g. those covered by the OSHA Process Safety Management Standard).
The New York City requirements for plans and certified fire safety directors (NYC Local Law 6) in hotel, motel, high rise and public occupancies.
Various locations within the State of California (e.g. County of Los Angeles; City of Los Angeles), who requires common business emergency planning, identification of an on-site person to implement the plans, and evaluations of plans and persons by municipal fire departments.
The City of Chicago: High Rise Fire Safety Director and Fire Warden Requirements for Buildings: City of Chicago Code: Chapter 13-78.
Multiple Locations, such as the City of Seattle, WA and the City of Columbus, OH; have similar rules and regulations.
g. Identify the technical expertise and interest necessary to develop the project/document, and if the committee membership currently contains this expertise and interest: The Loss Prevention Procedures and Practices committee currently contains expertise in this area, and has concurred with this project. If approved as a project, users and enforcers, as well as subject matter experts in this area, may be added to round out the committee. Individuals from locations such as the above cities, counties or federal agencies referenced may be ideal for this purpose.
h. Provide an estimate on the amount of time needed to develop the new project/document: Timeframes typical to the standards development process would be necessary for this project. It is estimated that a timeframe of approximately one (1) year would be required, which would include an initial meeting for standard development as well as follow-up timeframes for comment/adoption by the Committee and a recommendation for adoption by the Standards Council.
i. Comment on the availability of data and other information that exists or would be needed to substantiate the technical requirements and other provisions of the proposed new project/ document: Substantive documents and materials exist for this project, however, materials are local. The U.S. Department of Labor: Occupational Safety and Health Administration (OSHA) has been enforcing the EAP standard for approximately 30 years, and has experience in this area (although the OSHA standard is considered outdated at this time). Documents from the municipalities noted above are plentiful, although a commonality does not exist. Testing services for fire safety directors is provided by various organizations, in particular in the New York City area (e.g. a search of the certified fire safety director training site for New York City identifies (ww.nyc.gov/html/fdny) 15 such training and certification entities recognized by FDNY, and they range from Local 94 of the International Union of Operating Engineers (www.local94.com), through the John Jay College for Criminal Justice Studies, Fire Science Institute (www.jjay.cuny.edu/fsi).
