We in TFF understand the power of Football. Football has the power to bring us together and to give us the sense of pride as Tanzanians, but also has an effect on our health and our minds.

TFF’s mission is “To develop top level football players and clubs by spotting youngsters with the most potential and providing them with our best attention and facilities in terms of human, financial and material resources to help them excel, and to provide enjoyment in the game of football for all people. Football for all is our business”.

With the help of FIFA, TFF has had developed a long-term plan which unfortunately did not include a cohesive strategy for the long-term development of players, to assure the realization of our mission; this plan therefore is the answer to such a void in our organization.

In developing this plan a long and wide process of consultation, never before seen in Tanzanian football or Tanzania Sports in General was undertaken. A wide range of views emerged and an abundance of tasks our key stakeholders would like us to undertake was collected.

The implementation of this plan will, in my opinion, provide Tanzanians at district, regional, and national levels with an opportunity to take part, advance and develop within the game of football.

We look forward to the day when our players with high potential, men and women, lifted by a supportive infrastructure will be able to attain our goal as one of the top footballing nations in Africa and in the world stage.

TFF’s main objective is to promote and develop the game of football in Tanzania, increasing participation from grassroots to elite level, both for men and women. In order to fulfill this objective, the development of football related activities and programmes of the highest quality from district to international level is essential.

This Technical Development plan unfolds the extensive and detailed work undertaken by TFF in the Technical Department and outlines the vision of how TFF in partnership with the key Stakeholders can implement this programme and transform the way football is developed in our country.

The plan outlines detailed, comprehensive and ambitious targets; however, successful implementation of the plan will radically change the way we approach the development and management of football in Tanzania.

Football is the most popular sport in Tanzania, transcending cultural, gender and political barriers. The Technical Development plan will provide our youths with a development roadmap from grassroots to international status unequalled in any other sport in Tanzania. It will provide a roadmap and lifelong experience of football to all who take part. It is my hope that the Government, business community, media and the public will embrace it and extend their complete and unreserved support, as we embark to build better Tanzanian Football.

I feel honoured to have been asked to facilitate the development of the TFF Technical Development Plan. It is my hope that this plan will go a long way to bring change in the way football is managed and developed in our country. This is a working document and should be consulted by all stakeholders everyday, so as to implement the strategies and activities proposed in the plan. Regular monitoring and evaluation are key components of the plan along side which is constant review to make sure we are on the right track and are therefore achieving the envisaged results.

It is my request that we all embrace the plan for the good of the game and for the good of Tanzania.

We all should realize that training and competition are necessary ingredients to player success. We should also realize that young players are not small adults as such intensity and content of training should be tailored according to the developmental age of the player.

Scientific research has concluded that it takes eight to twelve years of training for a player/athlete to reach elite levels. This is called the ten year rule or 10,000 hour rule, which translates to slightly more than three hours practice daily for ten years.

A specific and well-planned practice, training, competition and recovery regime will ensure optimum development throughout a Player/athlete’s career. Ultimately, sustained success comes from training and performing well over the long term rather than winning in the short term. There is no shortcut to success in athletic preparation. Rushing competition will always result in shortcomings in physical, technical, tactical, mental, personal and lifestyle capacities”.

Consideration of what should be coached, when, duration of training and frequency, has to be related to critical periods. These must be linked if players are to realize their potential fully. It is therefore important to develop and implement a Long Term Plan for player development. These considerations have necessitated TFF to undertake a critical examination of current coaching and training methods for our players.

Our coaching and training structure and content will, with the help of FIFA and CAF, be re-designed. Our competition schedules must be re-assessed to allow all players more time to train, learn and master the movement, mental, technical and tactical skills necessary for them to reach their true potential.

EXECUTIVE SUMMARYThe Football Federation of Tanzania Technical Development Plan sets out the Tanzanian framework for coaching and player development from 2013- 2016 and includes complimentary actions in refereeing, medical practice, administration and training facility development.

Nine key objectives are outlined and the plan seeks to:

1. Define a clear philosophy and realistic roadmap for the development of Tanzanian players

2. Increase the quality and quantity of coaches, referees, medical practitioners and administrators through an extensive programme of education, support and resources at district, regional and national level

3. Increase participation at grassroots

4. Provide a clear development structure for emerging talent

5. Create structured links between youth football, the emerging talent programme and professional football in Tanzania, East Africa, Africa and the world

6. Enhance the standards of the Premier, First Division, Regional and District leagues against Top African benchmarks

7. Achieve and sustain international success

8. Provide guidelines and a framework for the development of quality training facilities at club, district, regional and national Level

9. Put in place a structure to implement the Technical Development Plan linking club/school, district, regional, national and international aspects of the game

The Plan sets out the goals and activities, which will drive the achievement of the above objectives. In addition, a full re-organisation of the Technical Department of the TFF is proposed. The resources required to implement the plan will be sought from within the game; commercial and corporate revenue, sponsorship and the Tanzanian Government.

The implementation of the plan will be spearheaded by the TFF’s Technical Department with quarterly and annual evaluation reports produced for the Executive Committee and regular updates to relevant key committees. These reports will provide the basis for the continuous evaluation and adaptation of the plan against the objectives which have been outlined.

PREAMBLEFootball, like in many other countries in Africa, is passionately followed and adored in Tanzania. The game in Tanzania can be traced back to when the German colonialists came to Tanganyika (as Tanzania was then called) after the First World War. Football was widely spread in the country through primary, middle and secondary schools.

The Tanzania Football Federation (TFF) was officially formed in 1930 as Tanganyika Football Association (TFA); the name was later changed to Football Association of Tanzania (FAT) in 1964 following the Union of Tanganyika and Zanzibar to form the United Republic of Tanzania. FAT Joined FIFA in the same year, 1964.

The structure of FAT, like that of almost all other Sports Associations in Tanzania, followed the political / Government structure. This was so because to a large extent sports associations depended on Government subsidy for their activities.

TFF regulates as well as runs the game of football in Tanzania. While much progress has been made in developing the game in the country to date, there is an overwhelming call for TFF to proactively reform the way in which football is developed and managed.

Developments at national and international level also reinforce the need for changes in the way the game is organised. Scientific studies have drawn attention to the fact that player development is a long-term process, taking ten years or more.

In 2004 a strategic plan based on a needs assessment was developed with the assistance of FIFA development officer Ashford Mamelodi in conjunction with FIFA coaching Instructor Ben Kouffie. The plan addressed key issues at the time of its development.

Following TFF elections held on 27 December 2004 the new leadership found it prudent to concentrate on developing and putting in place important policy issues, such as Constitution review for all member associations, developing guidelines for standing committees etc. This exercise ensured that there is harmony within the Federation as the foundation for technical development.

However, there has never been, since the foundation of the Federation, a clear and concise plan to meet the needs of players at each stage of their development and this has led to a lack of quality playing and coaching opportunities within the game in the country. While interest in playing the game has grown, the structures required to sustain this interest are not in place. This

has led to a situation where certain areas of the country and particular target groups are struggling to find opportunities to play football.

On the international stage Tanzanian teams have not achieved good results over the years, the last time the national team scored a notable achievement was in 1980 when it qualified for the Africa Cup of Nations finals held in Lagos Nigeria.

It is therefore imperative that football in Tanzania must be developed in line with international best practice where the leading nations have integrated the development of players into their overall thinking, practice, philosophy and structure. Thus the next step must be to ensure that football is developed on a technically sound basis. This critical phase in the development of TFF must take full account of the needs of players at each phase of their development.

This plan therefore outlines a clear and agreed framework, defining a set of objectives for the development of football and proposes a clear programme of activities. The identification of who is responsible for implementing the proposed activities has been determined and realistic timeframe for their implementation outlined. The delivery and implementation of the plan will provide a sound philosophy and framework to guide decision making at all levels of TFF.

Section 2.1

Framework for the development of Football in TanzaniaFootball provides a healthy, enjoyable outlet for children and adults all over the world. In Tanzania, football plays a key role in the welfare of individuals and communities.For football to develop in Tanzania, TFF needs to take a strong leadership role. A new and agreed framework for the development of football needs to be put in place and should include the following;

1. TFF must be more player oriented in all its decision making and structures

2. TFF should provide a clear framework for developing players at all levels

3. TFF needs to take a strong leadership role in implementing the overall framework

4. There needs to be an agreed, clear, effective and cohesive structure within the Technical Department in order to implement the Technical Development Plan

5. The structure needs to promote open and two way communication and effective linkages between national, regional, district and club levels within football hierarchy

6. Volunteers and professionals must work together in a spirit of transparency, respect and mutual trust

7. In order for the Technical Development Plan to be implemented the importance of working together towards a common goal needs to be recognised at all levels of TFF

8. The framework must be developed taking due account of fair-play; anti-doping; code of ethics; participation; performance and excellence

9. The development of Tanzanian players should be guided by best practice and the principles of long term player development

“ To develop top level football players and clubs by spotting youngsters with the most potential and providing them with our best attention and facilities in terms of human, financial and material resources to help them excel, and to provide enjoyment in the game of football for all people. Section 3.1 Technical Development Plan Process

The development of the plan has taken place under the guidance of a Technical Development Plan Steering Team.

The Team consisted of:

1. Henry Tandau – Facilitator – Instructor – Administration and Management

2. Sunday Kayuni – TFF Technical Director

3. Salum Madadi – TFF Technical Development Officer

Guiding Principles:The following were the guiding principles adopted by the steering team in the development of the plan:

• ConsultationThe need to consult with all key stakeholders in order to ensure that all views are considered and where possible represented in the plan. Extensive consultations were undertaken with, coaches; referees, retired players, medical practitioners; Government officials; Media personnel; Academicians; and other stakeholders. Technical Development plans of other countries were also consulted, academic literature and case studies were analysed.

• InclusivenessThe need to concentrate on meeting the needs of all people involved in football but maintain an ultimate focus on the development of better players, based on ethical approach at all levels of the game; a friendly and cooperative approach from TFF staff; instilling confidence; hard work; and humility

• ParticipationUnderscoring the principal objective of the TFF, which is to increase the number of people participating in football in Tanzania

• ExcellenceThe need to support Tanzanian players and teams in reaching their full potential in national and international competitions with the support of quality coaching and technical support

• Quality and EqualityTo ensure that underdeveloped areas of the game e.g. women, schools, etc, will receive adequate support and services, while at the same time maintaining the desire to improve and develop the game at all levels

• PartnershipRecognition that the development of football depends on a partnership approach from all sectors of the game and society, while underscoring the massive work carried out by volunteers and professionals within the game

Section 3.2

Why the Technical Development Plan

The Technical Development Plan is the tool through which an agreed, effective and integrated coaching, training and competitive framework will be achieved. The provision of more enjoyable and fulfilling opportunities for all people involved in football will be achieved through the delivery of high quality programmes, structures and facilities.

It is envisaged that the Technical Development Plan will provide a clear focus and a changed terrain for Tanzanian football resulting in the attainment of the following outcomes:

• More players participating in quality football programmes matched to their age and stage of development

• More coaches that are better educated to deal with the age and stage related needs of their players

• Clear roadmap for all players, coaches, medical practitioners, referees and administrators within the game

• A unified structure linking club / school, district, regional and national levels supported by appropriately qualified personnel at club/ schools, district, regional and national levels

• A reviewed competition structure that meet the needs of players at each stage of their development

• A talent identification programme linking into all levels of football and in particular in schools and clubs in the district, regional, first division and premier league

• Sustained success at international level

• Enhanced District, Regional, first Division and premier leagues

• Six Technical Development Zones and a national centre in place

• A fully restructured, resourced and professionally run Technical Department

Section 3.3

Specific Objectives and Areas of Development Focus

The following specific objectives and areas of focus have been identified to increase playing, coaching, refereeing, medical practice and administration standards in the game of Football in Tanzania during the next four years:

1. Define the philosophy and roadmap for the development of Tanzanian players:

• Establish a clear philosophy and roadmap to guide programmes, practice and decision making

• Develop a comprehensive player manual which encompasses the TFF player development philosophy

• Provide and implement clear guidelines, based on sound principles, on the balance between training and competition at the different stages of development

• Undertake a full review of the existing competition model and implement the recommendations of same

2. Increase the quality and quantity of coaches, referees, medical practitioners and administrators through an extensive programme of education, training and resources at district, regional and national level:

• Develop, re-design and fully implement all of the education courses outlined in the Technical Development Plan

• Further align the qualifications of coaches to TFF and CAF standards

• Increase the number and distribution of educational opportunities around the country, with a strong emphasis on club, schools, district, regional and national needs

• Raise the status of football qualifications and provide opportunities for continuous professional development

3. Increase grassroots participation:

• Increase participation through quality grassroots (Chandimu) programmes relating to,

4. Provide a clear structure for talent identification and development:

• Develop in partnership with relevant stakeholders a Talent Development Programme for 9- 12 year olds, 13 - 14 year olds, 15 - 17 and 18 – 21 year olds

• Develop appropriate competition structures which fully align with the Talent Development Programme

• Put in place a policy for the movement of under-age players

• Put in place a compensation mechanism for under-age clubs / academies concerning the movement of their players to professional football

5. Create structured links between under-age football, TFF emerging talent programme and professional football

• Establish and Implement regulations concerning the movement of young players to professional clubs

• Establish an advisory and monitoring service for players / coaches in the areas of career and education

• Put in place a national academy structure that provides training, education, competition and advice to Emerging High Performance players prior to and during the early stages of their professional careers

• Optimise the choices of players so that they can pursue the most appropriate playing opportunities for themselves in the District, Regional, First Division, Premier League, East Africa and Abroad

• Establish and implement models of best practice in partnership with organisations involved in the identification and representation of talented players

6. Enhance the standards of the Premier, First Division, Regional and District leagues against Top African benchmarks:

• Assist First Division and Premier League Clubs to adopt and implement the FIFA and CAF club licence Technical guidelines

• Create a roadmap within the District, Regional, First Division and Premier League structures that caters for emerging talent

• Improve the Technical Department’s service to all coaches within the District, Regional, First division and Premier League clubs

• Improve the competitiveness of Premier League Clubs in African Competitions

7. Achieve and sustain international success:

• Adopt a planned and progressive approach to international training and competition schedules

• Improve competitiveness and standing in FIFA and CAF rankings

• Develop the capacities (technical, tactical, mental, physical, personal, lifestyle) of players at under-age and international level in order to maximise the possibility of the international teams qualifying and competing in major tournaments

• Collaborate with appropriate institutions in the country to develop world class sports science, medical and technological back-up systems so that all International teams continue to achieve success at major international tournaments

• Constantly monitor African and World trends within football and within sport

• Extend player recruitment policies on a world basis, while promoting a desire, passion and competitiveness to play for Tanzania

8. Provide guidelines and a framework for the development of quality facilities at club, district, regional and national Level:

• Analyse quality and quantity of existing facilities

• Implement facility grading criteria at club, district, regional and national levels

• Map out future facility requirements with an emphasis on quality and the standardisation of facilities and equipment

• Work in partnership with Government, local authorities, private facility-owners, clubs, schools and colleges to maximize the range of quality facilities available

• Develop agreements between TFF and facility owners for the use of training facilities for the delivery of TFF programmes

9. Put in place a structure to implement the Technical Development Plan:

• Re-organise the Technical Department to deliver the objectives of the Technical Development Plan in an effective and efficient manner

• Establish Six Zonal Technical Development Offices to assist in the implementation of the key objectives of the plan

• Establish procedures for monitoring and evaluating the progress of the Technical Development Plan

• Facilitate clubs and Member Associations in strengthening their structures

• Align administration and competition structures with the goals outlined in the Technical Development Plan

• Resource the implementation of the plan, through a combination of TFF, Government, commercial, sponsorship and community investment

• Ensure that the Technical Development Plan is a core element of the TFF’s mission and Vision

A great deal of effort and sacrifice has been applied, for the development of football in Tanzania.

Nevertheless, considering the rate of change within the African and World football and the current successes of other less developed football nations at club and international level it is apparent that a well-organized, structured, and player-centred development roadmap should be put in place for the Tanzanian football.

Currently, there is no roadmap guiding players from grassroots through elite youth to a level of football that will fulfil their potential, and retain them in the sport for life.

Players at all categories need opportunities to realize their potential. Todate Tanzanian players are not provided with adequate opportunities to attain a level of preparation, training, competition and appropriate lifestyle to challenge and motivate them to further career advancement. More attention should be devoted to the technical, tactical and physical development of players. Younger players should be afforded with the opportunity to develop their skills and decision making in practice and competition situations.

Appropriate game formats should be adopted for the player categories and the right balance between practice and competition realized. The age and gender profile of our leagues is unbalanced. Research has shown that the long-term development of players is a process that can take ten years (ten thousand hours) or more and the programmes and structures of the TFF must recognise the requirements and phases of this process.

Based on the Long-term Athlete Development Plan (LADP), fun, fundamental motor skills and Football specific skill development should be strongly emphasised at an early age. Competition for younger children should be balanced with the need to develop skills.

At present, there is excessive emphasis on competition to the expense of opportunities to practice. If younger players are to develop their skills and decision making, they have to be exposed to enjoyable practices to develop their capacities on a regular basis. There is a need to restructure existing competitions so as to achieve the right balance between training and competition at the different age categories. Accordingly TFF has adopted a six-phase model of long-term player development in accordance with LADP.

The main elements of these phases are presented below;

Phase 1 – The FUNdamental Phase

Age: Males 6 to 9/Females 6 to 8 years

The main objective of this phase is to learn all the fundamental movement skills using a well-structured, positive and fun approach. Football skills should be introduced, with an emphasis on fun, skill development and small-sided games. Appropriate and correct running, jumping and throwing techniques are taught using the ABC’s of athletics. Participation in as many sports as possible is encouraged. The development of these fundamental movement skills will contribute significantly to future achievements.

Phase 2 – The Learning to Train Phase

Age: Males 9 to 12/Females 8 to 11 years

The main objective of this phase is to learn the specific Football skills in conjunction with FUNdamental skills from arrange of other sports. These skills form the cornerstone of all player development. An emphasis on technical development should be a key part of this phase, with the 7 v 7 game being introduced, progressing to 9 v 9

Phase 3 – The Training to Train Phase

Age: Males 12 to 16/Females 11 to 15 Years

The main objective of this phase is to consolidate basic Football skills, introduce the basic elements of tactics and to address the two critical periods of physical development namely the aerobic base and strength of players. Phase 4 – The Training to Compete Phase

Age: Males 16 to 18/Females 15 to 17 years

The main objective of this phase is to optimise fitness preparation, individual and position-specific skills as well as performance relative to the game of football. More advanced tactical elements of football are introduced. During this phase, high intensity individual and position-specific training is provided to players. Football specific skills are performed under a variety of competitive conditions during training. Special emphasis is placed on optimum preparation by modeling training and competition.

Phase 5 – The Training to Win Phase

Age: Males 18yrs and older/Females 17yrs and older

This final phase of player preparation aims to maximise fitness preparation and Football, individual and position specific skills as well as performance. All of the player’s capacities are now fully established and players are trained to peak for major competitions. Training is characterised by high intensity and relatively high volume with frequent periods of rest.

Phase 6 – The Retainment Phase

This phase refers to the activities performed after a player has retired from competition permanently. The aim of this phase is to retain players for coaching, sport administration, and officiating or recreational participation in football. For amateur and professional players this phase will include career planning and transition.

Player Capacities along the Progression Roadmap

One of the key principles of the Long Term Player Development is that the player faces different demand sat each phase of his/her development. The development model outlines these demands and provides an indication of the capacities that need to be developed by players if they are to successfully negotiate each phase.

A classification of the capacities required is outlined in figure 1 below. This classification takes a holistic view of player development and includes technical, tactical, mental, physical, lifestyle and personal capacities.

Grassroots Football

Increasing participation in the game at all levels is the paramount objective of the Plan. TFF has with the support of FIFA, embarked on grassroots programmes in some areas of the country. In order to maintain and increase efficiency in this area it is proposed to establish a Grassroots Development Unit within the Technical Department.

The Children’s Game

Football is a great game for children. It is fun, develops a range of skills and can be played anywhere. TFF needs to encourage children to take part and to give them quality experiences, which are right for their age and stage of development. This will lead to long - term and lifelong involvement in football. The environment in which children play football must be safe, fun and challenging.

Access to appropriate coaching and training, coupled with appropriate competitive activities are necessary to ensure that children can have fun and develop their skills in a quality and structured model. Presently, there is overemphasis on competition at the expense of opportunities to train. This is a drawback to the development of quality players. It is therefore important that a detailed review of all competitive opportunities for children be undertaken.

The proposed Player Development Roadmap strongly emphasizes fundamental motor skills and football specific skills at the fundamental and learning to train phases. This means that children up to 12 years should play football in an environment where fun, general and specific motor skills are the top priority. Activities are proposed in the areas of player development manual, coach education, structures, competitions and game format and participation.

The Men’s GameMuch as Football is currently played by a large number of men there are areas where football is not well established. This is due to a lack of adequate structures, resources and facilities.

In today’s world football competes with a number of other recreational choices, it is therefore important for football to offer more attractive opportunities to people in order to attract them to play the game.

A vibrant men’s game at youth level is necessary to providing a roadmap and lifelong involvement within the sport.

There is a need to review existing competition structures within men’s football in order to assess the level of participation and to outline any weaknesses that may be apparent and where further opportunities for development exist.

Activities for the development of the men’s football are proposed in the following areas; participation, player development, coach education, competition structures and retention.

Women’s FootballWomen’s football has developed at a slow pace in Tanzania. Currently the number of recognized women players is approximately 2,000. TFF believes that many girls and women would like to play football. The challenge for TFF, therefore, is to promote girls’ and women’s participation in football by putting in place attractive structures, programmes and resources.

High Performance

The technical staff associated with all our teams recognise that there is a need to work on the development of the full range of capacities that are necessary for success at international level. TFF is fully committed to the development of football in the country. In order to succeed a network of volunteers and professionals with the required knowledge and skills to encourage development must be developed and supported. Coaches, referees and administrators play key roles in introducing players to the game, officiating and organising. Parents have a key role in encouraging children to develop their full potential.

While TFF has provided significant educational opportunities for people involved in coaching and refereeing through its Coach Education and Referee Development Programme it has not catered adequately for the educational needs of administrators and parents in the football system.

An opportunity now exists, through the implementation of the Technical Development Plan to fully support the educational requirements of the game’s volunteers and professional workforce. Thus ensuring that those involved in football are equipped with the necessary skills to improve standards within the game.

This Technical Development Plan, therefore puts in place a new and comprehensive structure coordinating the development, delivery, marketing and promotion of important aspects of its educational initiatives. More courses, conferences, seminars, workshops and resources covering every area of football development will be delivered.

TFF will ensure that all of its educational activities are designed and delivered at schools, colleges, club, district, regional and national level in a consistent, transparent, modern, creative and challenging way. This will ensure that all participants can maximise their potential. Activities are proposed in the following areas;

Coaching and Coach EducationA Coach Education Working Team shall be formed. From this work an outline Coach Education Ladder has been devised and is presented below in Figure 3

Coaches play a key role in introducing players to the game. They must therefore be competent to provide the necessary coaching and personal skills required to develop players to their full potential. TFF currently conducts courses from preliminary Certificate level to Advanced Certificate level (Equivalent to CAF B Licence) and has approximately 2,099 registered coaches.

It is important that TFF provides more encouragement, support and opportunities to ensure that coaches working with players at all levels hold an appropriately recognised TFF coaching qualification.

TFF can achieve this by increasing the number of courses throughout the country, making sure that the timing and length of the courses suit the participants and that the delivery of the courses is of the highest quality.

It is also important to TFF to ensure that all Coach Education courses are fully aligned with the Player Development Roadmap. TFF will deliver the following proposed activities in relation to Coach Education.

Administrators and VolunteersVolunteers play a vital and significant role in successful management and operations of football organizations. TFF has a team of administrators working at all levels. The majority of these people are voluntary and, currently, receive little or no in-service or induction training. Most spend a lot of time performing their duties without a support system, or appreciation for their efforts. As such it is difficult to attract new people to volunteer for the various positions that are essential for the games’ progress. If not addressed, this issue will have a detrimental impact on the development of football in the country.

Code of EthicsTFF is the sole body with responsibility for the development of football in Tanzania, and therefore has the duty of protecting the principles of Fair-play and ensuring that children take part in the game in a safe environment. Football can have a powerful and positive influence on children and young people, meaning that everyone involved must take on the responsibility of looking after those children involved in the game. TFF shall develop a code of ethics specific to Football. The implementation of the Code of Ethics and Good Practice for Children’s Football is a pre-requisite for all clubs, coaches, administrators, TFF Member Associations and other stakeholders.

The Code of Ethics will be about doing things the right way, doing things properly. It will be about allowing children to enjoy the game without abuse of any kind. The following activities are proposed.

The development of clubs, district, regional and national structures is a key component of the Technical Development Plan. TFF acknowledges that the foundations of football are built at club, school district and regional level. It is therefore necessary that a regional structure be put in place, with links to First Division and Premier League clubs and TFF Zonal centres. The creation of a quality facility infrastructure is a high priority for the federation, such that quality playing opportunities are made available at all levels.

Section 6.1

ClubsResearch indicates that significant benefits can be obtained from having a structure of well-managed community based clubs, which operate a number of teams. An important role for TFF is to provide a roadmap that will enable and motivate clubs to develop and realize safe, quality football for all sections of the community including children and women.

A well-organized and professionally managed club structure is vital for the development of football. Currently, most of our clubs are operating without clear and consistent structures for the delivery of quality coaching, training and other key facilities.TFF is committed to sustainable club development and thus raising the standard of football in the community. League StructuresThe most important function of a league is to accord well organised and highly competitive football opportunities for players. The competitive opportunities should be in line with the age and stage of development of players. At present, a number of leagues, both formal and informal exist within the country.

Notwithstanding the above, there are areas of the country where leagues are non-existent thus leaving large gaps in the player development roadmap.

TFF is committed to establishing a clear, consistent and agreed framework for leagues, which will directly support the goals of the Technical Development Plan.

Premier LeagueThe Premier League is the pinnacle of the Player development roadmap for football in the country. While recognising that significant steps have been made in developing the Premier League, much work remains to be done if it is to advance and meet the new standards required by FIFA and CAF as part of club licensing scheme.

High quality structures have to be developed within the League systems to provide for emerging talent and the delivery of higher standards of coaching, training, high performance and quality training facilities.

TFF understands the need to support the First Division and Premier League Clubs to put in place structures to enable them to compete at top levels within African competitions and the production of potential international players. The following activities are proposed.

FacilitiesBased on the submissions by key stakeholders during the consultation process undertaken for the development of this plan, availability of quality facilities is one of the critical aspects for football development in the country.

TFF over the coming years will endeavor to maximise investment in facilities by continuously lobbying governments and other stakeholders through the delivery and implementation of its club development programme.

Whereas TFF will aim to increase the quality of facilities, the identification and development of six Zonal Development Centres based around existing high quality facilities around the country will be a priority. These centres will become a focus for the development of football in each Development Zone and will host a number of the key programmes outlined in the Technical Development Plan.

Having made comparisons with other leading football organisations around the world, TFF’s high priority objective will be to transform the training centre at Karume Stadium to a National Training Centre to provide for the requirements of elite players and the cream of emerging talent. The centre will have all the necessary support structures required for international teams and the delivery of advanced coaching programmes.

THE current Technical Department structure evolved during the last six years with the introduction of a Technical Director.However, more key personnel need to be employed in vital positions to guarantee the implementation of the Technical Development Plan. An integrated Development and Corporate plan will ensure all departments are working towards the same vision and objectives.A transparent and inclusive structure is proposed to implement the Technical Development Plan `over the next four years, with roles and responsibilities clearly defined for all parties.A key feature of the proposed structure is the creation of a range of positions to support the development of football at zonal and national levels. Section 7.1

Finance and ResourcesFinanceIn order to implement the TFF Technical Development Plan, significant financial resources will be required. These resources will be recruited in the following way:• Existing structures and systems will be re-organised to maximise efficiency,

focus and outputs• TFF will invest in the implementation of the plan, from its existing resources• New revenue will be generated through sponsorship and programme

development• Additional grant aid will be sought from the National Sports Council

• Grant aid will be sought from other relevant Government Departments• Capital Expenditure will be met through a combination of grant aid from

the Department of Sports Development and contributions from district, regional and national levels.

• District and regional investment in football will be encouraged through partnerships between Clubs, Schools, Local Authorities and Corporate and Community Sectors

ResourcesIn the development of this plan and in consideration of the current and future environment we have made the following assumptions;• The resources of the TFF will in real terms be increased significantly over

the 4 years of the plan.• That in agreement with the National Sports Council we will be supported in

undertaking new priority initiatives.• That sufficient, appropriately experienced people will be deployed on

a national level to assist in the delivery of the objectives of the plan. Full realisation of the outlined objectives and activities will require TFF to substantially increase the staff and resources available currently. If TFF does not achieve the additional resources, the work programme will be adjusted accordingly on a phased basis.

Section 7.2

Measurement and Review

Conditions for successThere are a number of essential pre-conditions for the success of the plan. The key ones are:• The availability of resources in line with the assumptions which are set out

in the finance section• The gearing up of the internal organisation so that it is robust enough to

deliver on the plan• The extent to which co-operation is forthcoming with Key Stakeholders

involved in the organisation of football at district, regional and national level. With the support of these elements, TFF will measure success as outlined below.

Critical Success Indicators

The TFF acknowledges the importance of measuring the impact of its activities. This is appropriate as a guide to assessing the effectiveness of its activities and as a basis for evaluating value for money to TFF. The following are the critical success indicators, which TFF will monitor to assess its success in implementing the plan:

• Number of people participating in TFF football programmes at district, regional, zonal and national structures (by age, gender, geographic location and social status). TFF shall develop and implement a standard player registration database.

• Achievements of Tanzanian teams at international level and in African club competition. This will be measured by TFF in relation to the performance of Tanzanian international and Premier League teams in Africa and World Championships including FIFA and CAF rankings.

• Progress in relation to the development of structures and performance indicators at district, regional, zonal and national levels and the development of business plans for the implementation of the Technical Development Plan.

• Through criteria established by TFF, influence the current and capital investment in football. This will be measured through amount of revenue generated by TFF over the course of the plan

• Increased awareness of the benefits of participation in football by the public at large and awareness of the positive work that is undertaken by TFF at all levels of the game. This will be measured through market research at various intervals. TFF will also monitor two key enablers for delivering on the strategic objectives:

• The forging and strengthening of key relationships through which the plan will be delivered. The development of these relationships will increase our ability to act through them and is crucial to the effectiveness of the implementation

• Achievement of key developmental milestones of TFF as an organisation. To be effective, it must develop as an organisation, moving up the developmental curve as the implementation of the plan occurs. The Technical Department has mapped out the next steps in its development and will monitor progress to ensure the capability to deliver.

Review ProcessA strong and timely review process will be vital to the success of the plan. The implementation of the plan will be continuously reviewed over its 4-year term. This will be done using a variety of mechanisms at management level.

TFF will address a number of dimensions of the implementation as follows:• Measurement of outcomes to be delivered by the plan as defined in the

implementation plan• The commissioning of regular reports (quarterly) by management and

delivered by Zonal Technical Development Officers• The outcome of an annual survey of the registration database• TFF will produce in its annual report a statement on progress on the

implementation of the plan and any changes, which have been considered necessary due to changes in the environment in which the plan takes place

• Business plans, with accompanying action plans will be developed for each area of the plan

KEY QNS: What kind of football do we want? – Community driven soccer that incorporates all social sectors (teachers, parents, community leaders, sponsors, local government officials, youth and children). In this way the community builds a sense of ownership and commitment to football participation.

How are we going to reach there? Each mentioned sector should play its role effectivelySensitization through seminars, festivals, bonanza, tournaments, media etc.

COACHES GROUP – AGENERAL MANAGEMENT COACHES

Coaches must be trained accordingly. The days used for the coaches to be trained must be increased so as to equip the coach with knowledge.

Coaches from different areas who are coaching youth teams must coordinate with the officials concern so as the coach must be trained to avoid misleading the players. The method used to train coaches from one course to another is well planned. Hence there is no coordination between the courses attained.

There is a large number of who has got preliminary certificates. The same applies to advance course.

The players from the grass root must be trained in accordance with the rules of the game.

Also the officials concerned specific on the district level they should make follow up of the players who are competing on various stages.

The sequence of the league from premier league to our level must be well addressed.eg . From Premier league to youth division.

- TFF must look for Sponsors who can provide sports gears for the lower teams.

- Evaluation must be carried after each completion so as to strength the areas of interest.

- Last but not least to equip with the knowledge of our coaches if it happens the chances to train abroad it is better we give a helping hand for our coaches

We need teachers who are educated in sports. (this year 300 teachers has been physical educated and every year 300 more )

TFF should offer / be aggressive offering coaching, sports-medicine, injury prevention and referee courses to the students majoring physical education and sport in college and university (will be very cheap to do this because they are already assembled) (this is for quantity)

Idea:Make a big field building project together with the government, FIFA, international companies, health organisations (if we buy 1 , we will get 3-4 on top)

APPENDIX 4 COMMENTS FROM Dr. MSOLLA

DEVELOPMENT FOOTBALL IN TANZANIA: WHAT IT TAKES

INTRODUCTION

Football, the most popular game in Tanzania has its development been stagnant for the past one or two decades, despite the various efforts which have been carried out. One then need to find out reasons if some form of efforts has been in place, why has it stagnated?. Football development for both women and men is undergoing the same development problems. These article intents to highlight some key causes for the poor football status we do have now.

YOUTH COMPETITIONS WITH A VISION

Tanzania has enjoyed youth soccer competitions, the likes of UMISETA, UMISHUMTA, Copa Coca-Cola and the Muungano cup. Despite these opportunities that have come along with these competitions,, it is evident that these competitions had no vision. Apart from the make shift national teams which are selected for the different age groups, there is no continuity in the teams that are selected.

What needs to be done?

(i) Have active zonal coaches coupled with regional coaches

The zonal and regional coaches should be appointed and seriously engaged in selecting young football talents for both boys and girls and a close follow up be made. These players can form the basis for the district, regional and zonal teams. The players should include those who are attending and not attending schools.

(ii) Utilize the NMB school football development programme.

NMB has for a number of years now been providing funds for football coaching for primary and secondary school coaches. The TFF has not effectively utilized this opportunity, and as I see it, there has been no serious follow up by determining the outcome. I equally doubt if there is any data bank at TAFCA as to how many coaches have been trained. These need to encouraged so that they can impart the necessary skills from when they are at the juvenile stage and thus form a good base.. These coaches should be evaluated on how they are contributing towards football development. For instance, how many players has a certain coach contributed to district UMISHUMTA or district youth team. These coaches should be rewarded by selecting them for a higher coaching course.

(iii) Have sports game schools at zonal levels.

If the suggestions in item (i) will be valid, all talented footballers and other sports should be selected at a zonal level and have Government sponsored primary and secondary schools where they will develop their sports talents and attend normal formal education. Fortunately, every zone has a national service camp; these can be used as our zonal sports development centers as well. Luckily enough, the national service is g0Tanzania is endowed with many good football coaches, referees and administrators who have different experiences and backgrounds. These need to have refresher courses (preferably by inviting renown football coaches to Tanzania so that many coaches benefit) so as to update their technical skills and thus keep abreast with the development of football.

FOOTBALL

ACADEMIES OWNED BY INSTITUTIONS

Institutions like Tanzania and Serengeti Breweries, the National Bank of Commerce and the likes who have shown interest in supporting football, should be advised to initiate football academies. Other firms involved with mining can as well be approached to support developing academies. Experiences have shown up that it is quite difficult for individuals to have their own academies and succeed.

STRENGTHENING TAFCA

As things are now with TAFCA, there is very little it can do to support football as far as imparting football standards are concerned. TAFCA needs to be overhauled to bring a new hope and image. TAFCA needs to convince local and international donors so that it will be able to closely supervise football development as far as technical skills are concerned. It should have strong roots at district, regional and national level.

FOOTBALL ELITE LEADERS TO BE MEMBERS OF THE DISTRICT, REGIONAL AND NATIONAL FOOTBALL EXECUTIVE COMMITTEES.

Since any executive committee has important mandates in deciding football direction, it is important that TFFs constitution allows for credible retired football players, coaches, referees and administrators to be appointed members of the respective executive committees by the chairpersons and president all endorsed by the elected executive committees. Their inclusion in these committees will make it possible for visionary ideas to be accommodated.

Dear Henry, Input to Technical Development Plan 2012-2015. Here is my input, suggestion and comment from my view as National coach. Facilities:

Tanzania needs many more good fields especial artificial would make a difference to the better.

National Academy for all the national teams/player

Tournament:

A young player needs to play games in his football-development. They have to play regularly - every week - ( it is also good for the coach !!!)

Ongoing tournament from U20 to U12. (Regional-district-national)

National U17/U20 should play in the P-league. Daily training- weekly P-league game and every 3 month international-friendly will produce young strong player into the A-national team.

National U15-U17-U20 and U23 team as a pipeline to the A-National team, who is training regularly.

To raise the standard of the P-league make official compulsory fitness test. Only player who pass the test can play in the P-league.

Coach Education.

Tanzania need more well-educated coaches to teach/learn/train the players and develop their talent.

TFF taking the leading role for the development of women’s football in Tanzania:

• Reassess the TFF women’s football development plan and establish 5 key priorities for the next four years;

• Create a Stakeholders Working Group to establish common projects

with TFF & the Government entities as key representatives

• Consider the development of national or regional women’s leagues;

• Establish a girls’ grassroots strategy and appoint a responsible person for the project

• Create a policy and strategy toward the promotion of women’s football at TFF

• Develop and enhance relations with the media on women’s football
