(A) SPECIAL INSTRUCTIONS TO BIDDER
Please read following instructions carefully before submitting your bid.
1. All the drawings, i.e. elevation, side view, plan, cross sectional
view etc., in AutoCAD format and manuals in PDF format, for
offered item shall be submitted. Also the hard copies as per
specification shall be submitted.
2. The bidder shall submit Quality Assurance Plan for manufacturing
process and Field Quality Plan with the technical bid.
3. The bidder shall have to submit all the required type test reports for
the offered item. In case of non-submission of the type test reports
with the offer, the bid shall be liable to be rejected.
4. The bidder must fill up all the point of GTP for offered item/s.
Instead of indicating “refer drawing, or as per IS/IEC”, the exact
value/s must be filled in.
5. All the points other than GTP, which are asked to confirm in
technical specifications must be submitted separately with the bid.
6. The bidder is required to impart training in view of manufacture,
assembly, erection, operation and maintenance for offered item, at
his works, to the person/s identified by GETCO, in the event of an
order, free of cost. The cost of logistics will be bear by GETCO.
7. Please note that the evaluation will be carried out on the strength of
content of bid only. No further correspondence will be made.
8. The bidder shall bring out all the technical deviation/s only at the
specified annexure.
9. The bidder should indicate manufacturing capacity by submitting latest
updated certificate of a Chartered Engineer (CE).

(B) QUALIFYING REQUIREMENT DATA
(For Supply)
Bidder to satisfy all the following requirements.
1) The bidder shall be Original Equipment Manufacturer (OEM). The
offered equipment have to be designed, manufactured and tested as
per relevant IS/IEC with latest amendments.
2) The minimum requirement of manufacturing capacity of offered
type, size and rating of equipment shall be 3 times tender / bid
quantity. The bidder should indicate manufacturing capacity by
submitting latest updated certificate of a Chartered Engineer (CE).
3) Equipment proposed shall be of similar or higher rating and in
service for a minimum period of THREE (3) years and satisfactory
performance certificate in respect of this is to be available and
submitted.
4) The bidder should clearly indicate the quantity and Single Value
Contract executed during last FIVE (5) years, for the offered
equipment. Bidder should have executed one single contract during
last five years for the quantity equivalent to tender / bid. The details

accredited laboratory (accredited based on ISO/IEC Guide 25 /
17025 or EN 45001 by the National accredition body of the country
where laboratory is located), as per IEC / IS / technical

1.0 SCOPE:
1.1 This specification provides for design, engineering, manufacture, stage
testing, inspection and testing before dispatch, packing and delivery at
destination of outdoor instrument transformers along with all accessories
specified herein for protection and metering services in different 400kV
sub stations in the state.
1.2 It is not the intent to specify completely herein all details of the design and
construction of equipments. However, the equipment shall conform in all
respects to high standards of engineering, design and workmanship and
shall be capable of performing in continuous commercial operation up to
the Bidder‟s guarantee acceptable to the Purchased, who will interpret in a
manner the meanings of drawings and specification and shall have the
power to reject any work or material which in his judgment is not in
accordance therewith. The equipment offered shall be complete with all
components necessary for it effective and trouble free operation. Such
components shall be deemed to be within the scope of Bidder‟s supply,
irrespective of whether these are specifically brought out in this
specification and/or the commercial order or not.
Steel pedestal for mounting the CVT if ask to supply for the Quantity
shown in the Schedule, then the same shall be offered as per the technical
specification of the structure and the drawing for given details of Base
Plan, Top View & Foundation bolt . The pedestal shall have facility to
mount Coupling Devices and Protective Device. The detailed drawing
shall be furnished.
2.0 STANDARDS:
2.1 Unless otherwise specified elsewhere in this specification, the rating as
well as performance and testing of the instrument transformers shall
conform but not limited to the latest revisions and amendments available
at the time of placement of order of all the relevant standards as listed
hereunder.

2.2 Equipment meeting with the requirement of other authoritative Standards,
which ensure equal or better performance that the standards mentioned
above, shall also be considered. When the equipments offered by the
Bidder conforms to other standards, salient points of difference between
standard adopted and the standards specified in this specification shall be
clearly brought out in the relevant schedule. Four copies of such standards
with authentic translation in English shall be furnished along with the
offer.

NOTE: Moderately hot and humid tropical climate conducive to rust and
fungus growth. The climatic conditions are also prone to wide variations
in ambient conditions. Smoke is also present in the atmosphere. Heavy
lightning also occurs during June to October.

5.0 GENERAL TECHNICAL REQUIREMENTS:
5.1 For Capacitor Voltage Transformers:
5.1.1 The insulation of the capacitor voltage transformers shall be so
designed that the internal insulation shall have higher electrical
withstand capability than the external insulation. The designed
dielectric withstands values of external and internal insulations
shall be clearly brought out in the guaranteed technical particulars.
The dielectric withstand values specified in this specification are
meant for fully assembled capacitor voltage transformers.
5.1.2 Composite Hollow Insulator:
The Composite hollow insulators for CVTs shall confirm to IEC
61462-2007-02. This composite hollow insulator shall consist of a
load-bearing insulating tube made of resin impregnated fibres, a
housing (outside the insulating tube) made of elastomeric material
(silicone or ethylene-propylene) and metal fixing devices at the
ends of the insulating tube. The loads shall be transmitted to the

tube by metal fittings. External insulating part of composite hollow
insulator shall provide necessary creepage distance and protects
tube from environment. Composite hollow insulators are intended
for use with CVT filled with insulating oil for outdoor installation
suitable for operation under tropical conditions described under 3.0
above, with high temperature, humidity and rainfall.
The equipment offered shall be suitable for continuous operation at their
full rated capacity under the above conditions.
Since the sub-station may be near the sea-shore and/or in an industrial
area, the equipment offered shall be suitable for heavily polluted
atmosphere.
The design of composite hollow insulator shall be defined by materials of
fittings, jointing, materials of insulating body and end fittings with method
of attachment, housing layer thickness over insulating tube.
A type of an insulating pressurized enclosure shall be considered as
appropriate for intended use only after the electrical equipment of which it
is a part has satisfactorily passed the type tests called for by the particular
standards with which the equipment must comply.
FRP tube which is being used for manufacturing composite hollow
insulator, the quality of impregnation of the FRP tube shall be checked by
methods, “Dye penetration” and “water diffusion” of IEC 62217. In
addition, the minimum design value of the glass transition temperature,
Tg, of the FRP tube shall be verified by using the Tg measurement
method as per IEC 61006.
The equipment manufacturer shall specifies the mechanical loads for the
composite hollow insulator on the basis of weighted stresses arising from
various service loads viz.. Terminal loads, wind loads, ice loads, short-
circuit loads and seismic loads. CVT with voltage terminal shall
withstand static test load of 1500 N in any direction when applied to
primary terminal.
Electrically the insulator type shall be defined by its arcing distance,
creeepage and housing profile, while mechanically, by its length,
tube/core diameter, its material & design and method of attachment.

Imported insulator meeting electrical and mechanical characteristics will
be accepted if only they are offered against suppliers import license and
the transit breakages if any, are also covered by the supplier for
replacement of material from their stock.
The successful bidder shall indicate all relevant dimensions and values
necessary for identifying and testing the insulator in accordance with
applicable standard. Each insulator shall be marked with the name or
trademark of the manufacturer, the year of manufacture, Maximum
Mechanical Load (MML), Maximum Service Pressure (MSP), Specified
Mechanical Load (SML) and Specified Internal Pressure (SIP). These
markings shall be legible and indelible. The transport, storage and
installation shall be in line with IEC 62217.
Relation of mechanical loads, i.e. “Mechanical Loads from outside
applied to the insulator” and “Pressure applied to the insulator” shall meet
requirements as follows.

The terminals for external connections shall be so mounted as to enable
easy connection and disconnection.
CVTs including composite hollow insulators shall be sufficiently strong to
withstand external stresses due to wind pressure, earthquake, short-circuit
and conductors pull at the terminals. The minimum creepage distance for
insulator housing shall be as per IEC: 358 for very heavy polluted
atmosphere (i.e. 31mm/KV). CVTs shall be suitable for hotline washing.
Secondary terminals of CVTs shall be brought out in a weather proof
outdoor terminal box having enclosure protection of minimum IP-55 as
per IS: 2147. The terminal box shall be provided with blank gland plates
of adequate size. The secondary terminal box of CVT shall include
necessary HRC fuses for protection of secondary circuits. For purpose of
fuse supervision, both the sides of the fuse shall be terminated on terminal
block. The terminals for metering core shall be brought out in separate
sealable compartment/box.
Each CVT winding shall be provided auxiliary terminals on terminal
block complete with necessary incoming connections.
5.1.3 The metal tanks shall have bare minimum number of welded joints
so as to minimize possible locations of oil leakage. The metal tanks
shall be made out of mild steel/stainless steel/aluminium alloy,
depending on the requirement. Welding in horizontal plane is to be
avoided as welding at this location may give way due to vibrations
during transport resulting in oil leakage. Supplier has to obtain
specific approval from purchaser for any horizontal welding used in
the bottom tank.
5.1.4 Cleaning and Painting:
5.1.4.1 All ferrous parts of CVTs including lifting hooks shall be
painted. Before painting or filling with oil or compound all
nongalvanised parts shall be completely cleaned and free
from dust scale and greases. All external rough surfaces on

castings shall be filled by metal disposition. The interior of
voltage transformer tank shall be cleaned of all scale and rust
by sandblasting or other approved method. These surfaces
shall be painted with oil resisting varnish or paint.
5.1.4.2 Except for nuts, bolts of washer all external surfaces shall
received a minimum of three coats of paint. The primary coat
shall be applied immediately after cleaning. The second coat shall
be of oil paint of weather resisting nature.
The final coat shall be of glossy oil and weather resisting
Non-feeding paint.
5.1.4.3 All internal surfaces except those which have received
anticorrosion treatment shall received three coats of paints
applied to the thoroughly cleaned metal surface. The final coat
shall be of light colored anti condensation mixture. Any damage
to painting during transport and erection shall be made good by
thoroughly cleaning the damaged portion and by applying the full
number of coats of paints.
5.1.5 Insulating Oil:
5.1.5.1 The quantity of insulating oil for the first filling and the complete
specification of the oil shall be stated in tender. The oil shall
comply in all respects with the provisions of the latest edition of
IS: 335 or IEC Publication No. 296 (as amended up to date). The
oil shall have the following main characteristics for equivalent.

5.1.6 Surface Finish:
5.1.6.1 The metal tanks shall be coated with at least two coats of
zinc rich epoxy painting. All the ferrous hardware, exposed

to atmosphere, shall be hot dip galvanized. All other fixing
nuts, bolts, washers shall be made out of stainless steel.
5.1.7 Insulating Oil:
5.1.7.1 Insulating oil required for first filling of the capacitor
voltage transformer shall be covered in Bidder‟s
scope of supply. The oil shall meet the requirements
of latest edition of IS: 335.
5.1.8 Prevention of Oil Leakages and Entry of Moisture:
5.1.8.1 The supplier shall ensure that the sealing of capacitor
voltage transformer is properly achieved. In this
connection the arrangement provided by the supplier
at various locations including the following ones
shall be described, supported by sectional drawings.
i) Locations of emergence of primary and
secondary terminals.
ii) Interface between housing of composite
insulator and metal tank.
iii) Cover of the secondary terminal box (IP-55
Class).
5.1.8.2 Nuts and bolts used for fixation of the interfacing
composite hollow insulator for taking out terminals
shall be provided on flanges cemented to the insulator
and not on the insulator.
5.1.8.3 For gasket joints, wherever used nitrite butyl rubber
gaskets shall be used. The gasket shall be fitted in
properly machined groove with adequate space for
accommodating the gasket under compression.
5.1.9 Oil Level Indicators:
5.1.9.1 Capacitor voltage transformers shall be supplied with
stainless-steel bellow to take care of increase/decrease
in volume of oil due to temperature variation. A glass

window shall be provided to monitor the position of
stainless-steel bellow.
5.1.10 Earthing:
5.1.10.1 Metal tank of the capacitor voltage transformer shall
be provided with two separate earthing terminals for
bolted connection to 50 x 8 mm MS flat to be
provided by Purchaser for connection to station earth-
mat.
5.1.11 Capacitor voltage transformer shall be provided with suitable
lifting arrangement to lift the entire unit. The lifting arrangement
shall be clearly shown in the general arrangement drawing. Lifting
arrangement (lifting eye) shall be positioned in such a way as to
avoid any damage to the porcelain housing or the tanks during
lifting for installation/transport. Necessary string guides shall be
offered which shall be of removable type.
5.1.12 Name Plate:
5.1.12.1 The capacitor voltage transformer shall be provided
with non-corrosive, legible name plate with the
information specified in relevant standards, duly
engraved/punched on it.
5.1.13 Terminal Connector:
5.1.13.1 The terminal connectors required for connection of the
capacitor voltage transformer to Purchaser bus bar
shall be in supplier‟s scope. In the case of twin
conductor the TC shall be suitable for both vertical and
horizontal take off. TC for IPS tube shall be of
expansion type and suitable for horizontal take off.
Exact distribution according to type of TC shall be
communicated to the successful Bidder. TC preferably
shall be compression/bolt less type.
5.1.13.2 The terminal connectors shall meet the following
requirements:
1) Terminal connectors shall be manufactured and
tested as per IS: 5561.

2) All castings shall be free from bow holes, surface
blisters, cracks and cavities. All sharp edges and
corners shall be blurred and rounded off.
3) No part of a clamp shall be less than 10 mm thick.
4) All ferrous parts shall be hot dip galvanized
conforming to IS: 2633.
5) For bimetallic connectors, copper alloy liner of
minimum thickness of 2 mm shall be cast integral with
aluminium body.
6) Flexible connectors shall be made from tinned
copper/aluminium sheets.
7) All current carrying parts shall be designed and
manufactured to have minimum contact resistance.
8) Connectors shall be designed to be corona free in
accordance with the requirements stipulated in IS:
5561.
5.1.14 Enamel, if used for conductor insulation, shall be either polyvinyl
acetate type or amide type and shall meet the requirements of IS:
4800. Polyester enamel shall not be used. Double cotton cover, if
used, shall be suitably covered to ensure that it does not come in
contact with oil.
5.1.15. The temperature rise on any part of equipment shall not exceed the
maximum temperature rise specified below under the conditions
specified in test clauses. The permissible temperature rise indicated
is for a maximum ambient temperature of 50°C.

ii) The quality of the silver facing shall be such that a layer of
silver remains at the point of contact after the mechanical

5.2 CAPACITOR VOLTAGE TRANSFORMER (CVT) DESIGN:
5.2.1 The CVT is required for protection, metering, telemetering and
telecontrol purposes.
5.2.2 The capacitor voltage divider of the CVT shall be mounted in
shaded, oil filled Composite Hollow Insulator. The electro-
magnetic unit consisting of compensating reactor, intermediate
transformer, protective and damping devices etc., shall be
mounted in a hermetically sealed metal enclosure, which shall
also be used us a mechanical support for the capacitor voltage
divider. The terminals of the secondary winding of the
electromagnetic units shall be brought out in a separate, weather
proof terminal box, which shall be properly mounted on the
wall of the metal of the electromagnetic unit. The terminal box
shall be dust and vermin proof. Suitable arrangement shall be
provided for drying of air inside the terminal box.
5.2.3 The capacitor voltage divider shall be capable of being used
over a wide carrier frequency bandwidth. The value of
capacitance shall be suitably chosen for reliable wide band
carrier coupling and shall be as per the values indicated in
clause 4.0. The reactance of the teed branch of the CVT shall be
adjusted to minimize carrier loss. With carrier frequency
coupling device connected to the earth lead of the intermediate
coupling device connected to the earth lead of the intermediate
coupling capacitor, the accuracy of the electromagnetic voltage
transformer unit shall remain within the specified limits.
5.2.4 Volumetric variations of the insulating oil inside the capacitor
voltage divider unit shall be suitably compensated. The
arrangement provided for this purpose shall be clearly described
in the tender bid. Each unit of the capacitor voltage divider shall
be hermetically sealed.
5.2.5 The oil volume variation in metal enclosure of the
electromagnetic unit shall be counter balanced by a suitably
dimensioned gas cushion.

5.2.6 Electromagnetic Unit:
5.2.6.1 The primary winding shall be of suitably insulated
electrolytic copper wire. Type of insulation used shall be
described in the offer. A carrier frequency choke shall be
provided in the series with the primary winding to prevent
the loss of signal.
5.2.6.2 Suitably insulated copper wire of electrolytic grade shall be
used for secondary windings. Type of insulation used shall be
described in the offer. Each core of secondary winding shall
be protected by two sets of HRC fuses, in parallel.
5.2.6.3 The secondary terminals shall be brought out in a
weatherproof terminal box. The HRC fuses meant for
protection of secondary windings shall also be located in the
terminal box. The terminal box shall be provided with
removable gland plate and glands suitable for 1100 volts
grade, PVC insulated, PVC Sheathed multi core 2.5 mm to
10 mm stranded copper or aluminium conductor cable. The
size of the terminal box and its openings shall be adequate to
enable easy access and sufficient working space for use of
normal tools. Polarity shall be indelibly marked on each of
the secondary terminals in the terminal box.
5.2.6.4 Secondary Terminals:
5.2.6.4.1 Secondary winding terminal studs shall be
provided with at least three nuts, plain and spring
washers. The studs, nuts and washers shall tinned
copper of 99.9% purity and conductivity. The
minimum outside diameter of the studs shall be 6
mm. The length of at least 20 mm shall be
available on the studs for inserting the leads
.
5.2.7 The CVT shall be provided with a rating plate with
dimensions and marking as per IS: 3156 (part-iv). The
making shall be punched and not painted.

When a carrier frequency accessory is connected by the manufacturer into the

6.2 TESTING REQUIREMENT FOR COMPOSITE HOLLOW INSULATOR:
The bidder shall clearly state in their tender whether they have in their
factory adequate facilities for carrying out type tests and routine tests as
specified in related IS & IEC and its latest amendments. Offers of those firms
who have necessary equipment in their factory for carrying out type tests will
be preferred.
Bidder shall submit along with the bid all the reports of design tests, type
tests, Sample tests and routine tests in line with IEC 61462: 2007 amended up
to date from the NABL laboratory. The reports shall not be older than Five
years from the date of validity of offer. If the reports are not available from
NABL laboratory, bidder shall submit confirmation for carrying out the same
in the event of an order, free of cost to GETCO, before commencement of
supply, without affecting delivery schedule.

The equipment offered must have been type tested after manufacture in India.
Equipment shall be again type tested if required by the purchaser in presence
of purchaser or/and any third party. Measurement of HF capacitance and
equivalent series resistance within the frequency range 40 to 500 kHz should
have been carried out and it should meet IEC 358 Clause: 10. If required this
test will be carried out again. The test report for high frequency measurement
shall be enclosed with technical bid.
However, the purchaser reserves the right to demand repetition of some or all
the type tests in the presence of purchaser‟s representative. For this, the bidder
may quote unit rates for carrying out each type tests. This will not be
considered for evaluation.

6.3 ACCEPTANCE AND ROUTINE TESTS:
6.3.1 All acceptance and routine tests as stipulated here under shall be
carried out by the bidder in presence of purchser‟s representative.
6.3.1.1 FACTORY ROUTINE TESTING REQUIREMENT FOR CVT
Each unit of CVT‟s lot shall be tested for following tests before offering it
for acceptance testing.
1. Capacitance and dielectric dissipation factor measurement before and
after HV tests
2. Power frequency voltage withstands test
3. Partial discharge test
4. Power frequency voltage with stands test on NHF terminal
5. Power frequency voltage withstands test on secondary winding of EMU
6. Power frequency voltage withstands test on primary winding of EMU
7. Ferro resonance test (three times at 0.8 Um and three times at 1.5 Um)
with wave form results
8. Sealing tests
9. Measurement of ratio and phase angle error
9.1 Metering winding (0.2 accuracy class): For 25%, 100% &
Simultaneous burden at each 80%, 100% and 120% of rated voltage
9.2 Protection winding (3P accuracy class) : For 25%, 100% &
Simultaneous burden at each 5 %, 100% and 150% of rated voltage
10. Measurement of coupling capacitance and dielectric dissipation factor for
both capacitor dividers as well as for CVT completely assembles with
EMU. The corresponding values measured for complete CVT shall be

6.3.1.3 ACCEPTANCE TESTING REQUIREMENT FOR CVT :
All the tests mentioned at 6.3.1.1 & 6.3.1.2 above shall be carried out, on
selected samples of CVT as per approved MQP, in presence of
purchaser's representative and/or any third party as decided by the
purchaser.
6.3.2 Immediately after finalization of the program of type/acceptance/routine
testing, the supplier shall give sufficient advance intimation to the
Purchaser to enable him to depute his representative for witnessing the
tests.
6.3.3 Three (3) sets of certified copies of acceptance/routine tests reports and
oscillograms shall be submitted to the purchaser for approval before
dispatch.
6.3.4 The purchaser and/or authorized Consulting Engineer reserves the right
to witness any/or all tests. The purchaser will have the right to get any
other test(s) of reasonable nature, carried out at his own expense at
manufacturer‟s works or at site or at any other place in addition to the
routine tests, to confirm that the material/items complies with the
requirement of specification.
6.3.5 All tests on galvanized components shall be conducted according to the
latest edition of IS – 2633 (as amended up-to-date) or any other
equivalent authentic standards.
7.0 INSPECTION:
i) The purchaser shall have access at all times to the works and all other
places of manufacture, where the instrument transformers are being
manufactured and the supplier shall provide purchaser representative
all facilities for unrestricted inspection of the works, raw materials,
manufacture of all the accessories and for conducting necessary testes
as detailed herein.
ii) The successful Bidder shall keep the purchaser informed in advance
of the time of starting and of the progress of manufacture of

equipment in its various stages so that arrangements could be made
for inspection.
iii) No material shall be dispatched from its point of manufacture unless
the material has been satisfactorily inspected and tested.
iv) The acceptance of any quantity of the equipments shall in no way
relieve the successful Bidder of his responsibility for meeting all the
requirements of this specification and shall not prevent subsequent
rejection if such equipments are later found to be defective.
8.0 QUALITY ASSURANCE PLAN:
8.1 The Bidder shall invariably furnish following information along with his
offer. Information shall be separately given for individual type of equipment
offered.
i) Statement giving list of important raw materials, names of sub
suppliers for the raw material, list of standards according to which the
raw material in presence of Bidder‟s representative, copies of test
certificates.
ii) Information and copies of test certificates as in (1) above in respect of
bought out items.
iii) List of manufacturing facilities available.
iv) Level of automation achieved and list of areas where manual
processing exists.
v) List of area in manufacturing process, where stage inspections are
normally carried out for quality control and details of such tests and
inspections.
vi) Special features provided in the equipment to make it maintenance
free.
vii) List of testing equipment available with the Bidder for final testing of
equipment specified and test plant limitation, if any, vis-à-vis type,
special, acceptance and routine tests specified in the relevant
standards. These limitations shall be very clearly brought out in
schedule of deviations for specified test equipments.
8.2 The successful Bidder shall within 30 days of placement of order, submit
following information to the Purchaser.
i) List of raw material as well as bought out accessories and the names
of sub suppliers selected from the lists furnished along with offer.

ii) Type test certificates of the raw material and bought out accessories.
iii) Quality Assurance Plan (QAP) with hold points for purchaser‟s
inspections. The quality assurances plan and hold points shall be
discussed between the Purchaser and Supplier before the QAP is
finalized.
8.3 The successful Bidder shall submit the routine test certificates of bought out
items and of raw material at the time of routine testing of the fully
assembled equipment.
9.0 DOCUMENTATION:
9.1. All drawings shall conform to international standards Specification (ISO)
„A‟ series of drawing sheet/Indian Standards Specification ISI 1065. All
drawings shall be in ink and suitable for microfilming. All dimensions and
data shall be in S.I. Units.
9.2 List of Drawings and Documents:
The Bidder shall furnish four sets of following drawings along with his offer
& CD for soft copy of all followings drawings.
a) General outline and assembly drawings of the equipment.
b) Sectional views showing:
i) General Constructional Features.
ii) Materials/Gaskets/Sealing used.
iii) The insulation of the winding arrangements, method of
connection of the primary/secondary winding to the
primary/secondary terminals etc.
iv) Composite hollow insulator used and its dimensions along with
the mechanical and electrical characteristics.
c) Secondary terminal Box having separate sealable compartment with
locking arrangement for metering core having class of accuracy 0.2
and with arrangement of terminals and details of connection studs
provided.
d) Rating & Diagram Plate for 400KV, 8800PF CVT.
e) Terminal connectors for specification as per Clause 5.1.13.1
f) Schematic drawing.
g) Type test reports in case the equipment has already been type tested.
h) Test reports, literature, Pamphlets of the bought out items and raw
material.

9.3 The successful Bidder shall within 2 weeks of placement of order, submit
three sets of final versions of all the above drawings for Purchaser‟s
approval. The Purchaser shall communicate his comments/approval on the
drawings to the supplier within reasonable time. The supplier shall, if
necessary, modify the drawings and resubmit three copies of the modified
drawings for purchaser‟s approval within two weeks from the date of
purchaser‟s comments. After receipt of purchaser‟s approval, the supplier
shall within three weeks, submit in soft scan copy of approved drawings
9.4 The type test reports shall be submitted by the purchaser, before
commencement of supply. Adequate copies of acceptance and routine test
certificates, duly approved by the purchaser shall accompany the dispatched
consignment.
9.5 The manufacturing of the equipment shall be strictly in accordance with the
approved drawings and no deviation shall be permitted without the written
approval of the Purchaser. All manufacturing and fabrication work in
connection with the equipment prior to the approval of the drawing shall be
at the supplier‟s risk.
9.6 Twenty (20) copies of nicely printed and bound volumes of operation,
maintenance and erection manuals in English language, for each type and
rating of equipment supplied shall be submitted by the Supplier for
distribution, prior to the dispatch of the equipment. The manual shall contain
all the drawings and information required for erection, operation and
maintenance of the instrument transformer. The manual shall also contain a
set of all the approved drawings, type test reports etc.
9.7 Approval of drawings/work by Purchaser shall not relieve the supplier of his
responsibility and liability for ensuring correctness and correct interpretation
of the latest revision of applicable standards, rules and codes of practices.
The equipment shall confirm in all respects to high standards of engineering,
design, workmanship and latest revisions of relevant standards at the time of
ordering and purchaser shall have the power to reject any work or material
which in his judgment is not in full accordance therewith.

10.0 PACKING AND FORWARDING:
10.1 The equipment shall be packed in MS painted crates suitable
vertical/horizontal transport, as the case may be and suitable to withstand
handling during transport and outdoor storage during transit. The supplier
shall be responsible for any damage to the equipment during transit, due to
improper and inadequate packing and handling. The easily damageable
material shall be carefully packed and marked with the appropriate caution
symbols. Wherever necessary, proper arrangement for lifting such as lifting
hooks etc., shall be provided. Any material found short inside the packing
cases shall be supplied by supplier without any extra cost.
10.2 Each consignment shall be accompanied by a detailed packing list
containing the following information:
a) Name of the consignee.
b) Details of consignment.
c) Destination.
d) Total weight of consignment.
e) Handling and unpacking instructions.
f) Bill of material indicating contents of each package.
10.3 The Supplier shall ensure that the packing list and bill of material are
approved by the purchaser before dispatch.
11.0 QUANTITY AND DELIVERY REQUIREMENTS:
i) Quantity and delivery requirement is set out in the schedule of
requirements.
ii) The scope of supply shall include a supply of 2.5% extra quantity of
bolts, nuts, washers, split pins, cotter pins and such other small loose
Items free of cost.
The Bidder shall have to provide the entire „Guaranteed Technical Particulars‟ as
per Schedule-A (GTP) & details of „Technical documents /Type test reports
submitted‟ as per Schedule-B.
The GTP submitted by the bidder in the offer if found to be not provided as per the
Schedule-A & if any of the type test reports from the list given above found to be
more than 5 Years old on the date of opening of the tender, then offer will be

rejected without any prior confirmation. Also if any of the type test reports from
the list given above not submitted then it shall be indicated clearly by the bidder in
the schedule of deviation.
12.0 SPECIAL CONDITIONS
The following information shall invariably be furnished by the tenderer along with
the tender, if the same is not furnished along with the tender, the offer may be
ignored without making correspondence.
a. Name and full address of the manufacturer of composite hollow insulators
to be used with CVT
b. Make and Electrical & Mechanical characteristics of composite hollow
insulator.
c. Testing facilities available with the factory for carrying out Design tests,
type tests, Sample tests and routine tests.
d. Dimensional drawings with full particulars.
e. The list of orders executed by the manufacturer of the composite hollow
insulator giving full details such as voltage, type, quantity etc.
f. Bidder shall furnish, MQP and FQP along with technical bid.

I. ADDITIONAL TEST TO BE CARRIED OUT
AS TYPE TESTS
1. Impulse withstand voltage test:
The test shall be performed in dry condition with
voltage of positive polarity only and repeated in
WET condition with voltage of both the positive
and negative polarity. The test shall be performed
in dry condition with voltage of positive polarity,
using the standard 1.2/50 microsecond switching
impulse wave. The voltage applied during the test
shall be 1050 KV (Peak). 15 consecutive impulses
shall be applied to the line terminal with the base
of the CVT earthed. The CVT shall be considered
to have passed the test successfully if no internal
discharge occurs and if the numbers of discharge
Occurs on external insulation to earth does not
exceed two.
2. High frequency capacitance and equivalent series
