The Technology Commercialization Assistance Project (TCAP) is a project of the Intellectual Property Rights Center Foundation (IPRC), an Armenian non-governmental, non-profit organization (www.ipr-center.org). delivered training on technology commercialization issues to numerous groups of scientists under aegis of Technology Commercialization Group CJSC, Yerevan, Armenia. Delivered various consulting services on technology commercialization to projects of ISTC (www.istc.ru), CRDF (www.crdf.org), IPP (DOE), NFSAT, (www.nfsat.am) some of which turned into startup companies and attracted venture capital later on. Zaven KalayjianExpert on Micro-Electronics and Embedded Systems Design

Zaven Kalayjian has worked as an electronics engineer, consultant, and entrepreneur in the USA and Armenia. He has over 15 years experience in mixed-signal chip design, optoelectronics, and embedded system design. He is currently a Principal Engineer at Applied Physical Sciences in Arlington, Virginia.He received his BSE in Electrical Engineering from the University of Pennsylvania, and PhD in Electrical and Computer Engineering from Johns Hopkins University. After a post-doctoral appointment at the Army Research Laboratory in Maryland, USA, he worked in Armenia as the director of Microelectronics and Optics R&D teams at Epygi Labs, LLC. While in Armenia, he taught in the Computer and Information Sciences

department at the American University of Armenia, was involved in two startup companies, and consulted for a US based medical products company.After returning to the US, he worked on prosthetic devices at Johns Hopkins University Hospital and then became a technology consultant at Booz Allen Hamilton. Dr. Kalayjian is a member of the Armenian Engineers and Scientists Association of DC.

Anita MelikianIPRC Board Member,Expert on Biotech and Pharmaceutical

Dr. Anita Melikian has received her Ph.D with honors from the University of Louis Pasteur in France and she is a registered US patent agent. Dr. Melikian has over 15 years of experience working in the pharmaceutical industry in drug discovery and preclinical development in Europe as well as in the US.She is the co-chair of the Life Science committee for the French American Chamber of Commerce in San Francisco (FACCSF), she is a Senior Consulting Partner for IP and business strategy with SciMed Partners and

Steven C. PriceExpert on Technology Transfer, Commercialization and Biotechnologies,

Steven C. Price has A.B. and M.S. degrees in Botany (1972) and Biology (1975) respectively from San Diego State University, and his Ph.D. from the University of California, Davis, in plant genetics (1980). From 1980-1988 he was at the Standard Oil Company, where he was Group Leader of the Biotechnology Program. From 1988 until 1994 he was first Biotechnology Industrial Liaison and then Director of Patenting and Licensing at Iowa State University. For the period 1994 to 2003 he was Director of University-Industry Relations at the University of Wisconsin, Madison. From 2004 to 2006 he was the CEO/President of a nonprofit foundation, Public Interest

Intellectual Property Advisors (PIIPA) headquartered in Washington D.C., which is concerned with helping developing countries obtain free Intellectual Property advice. From 2004 to the present, Dr. Price is the Associate Vice President for Technology Development at Oklahoma State University, where he has responsibilities for patent and licensing, contract negotiation, new company formation, and other issues relating to technology transfer.Dr. Price has given numerous invited talks, chaired symposia and organized conferences. He has published over 40 papers, book chapters, and books on topics ranging from basic plant genetics to technology transfer and research policy.

Levon P. ThoroseExpert on Technology Commercialization and R&D

Levon graduated from UCLA earning 3 degrees: BS and MS degrees in Electronic Engineering, an MS in Executive Engineering, and a certificate in UCLA’s Anderson School of Business Advanced Executive Marketing. He retired from Hughes Aircraft Company after 30 years of service as programs director leading various technology development programs in complex systems developments and space programs. Levon was the leading program manager and program director of many engineering development programs in Hughes and Raytheon Company, and completed major development programs for customers like Lockheed

Martin Company, General Dynamics, and other companies and Governmental Institutions, and

structures and actuation systems, failure detection, stochastic systems, vibration damping and optimal and adaptive control and has two patents.Dr. Panossian is an adjunct professor at California State University in

Northridge, in the Mechanical Engineering Department. He has published more than 80 articles in the fields of control systems, modeling and control of dynamic systems, vibration suppression, and failure detection in numerous technical journals and conference proceedings. He has designed the control system for the SRS 2200, the Aerospike engine, the most advanced rocket engine ever built and tested, and has worked on the Space Shuttle Main Engine, the National Aerospace Plane, the International Space Station and in other NASA and Air Force programs.As president of the Institute of Analysis Research & Planning for Armenia (ARPA) he has worked extensively with the Government of Armenia, as a member of the Economic & Industrial Advisory Board, as well as with various Ministries of the republic of Armenia. ARPA organizes the annual “Invention Competition” for university students in Armenia as well as monthly lectures on various topics of interest to Armenians and Armenia, in Los Angeles. He also helps organize conferences and seminars directed towards the enhancement of environmental and scientific achievements in Armenia.

transitioned various programs to production.From 2008 Levon is CEO of Precision Sensors and Instrumentation Inc (PSI) in Armenia, initiated the introduction of a new sensor technology to international market, known as Single-layer Flat-Coil Oscillator (SFCO) technology, lead the company to participation in the Global Security Challenge competition and reached the top 6 in the world class competition.
