Cap Screw 1. PLANNING INFORMATION A. EFFECTIVITY:
This Service Bulletin applies to Meggitt Safety Systems Inc (MSSI) 116A139 series pump rebuild kits for 116A140 series pump motor assemblies. Per section 4.14.1 of document P-9484, 116A140 Pump Rebuild Assembly Maintenance Procedure, rebuild kits utilize RTV 3110 to create a seal at the interface between the diaphragm cap screw and diaphragm plate. The purpose of this service bulletin is to introduce tefzel washer A23502 as an acceptable replacement for RTV 3110 when applied as a seal at the diaphragm cap screw and diaphragm plate interface.
B. REASON:
Tefzel washer A23502 offers a more practical solution to pump maintenance than RTV 3110. The pieces are small and easy to store, they can be purchased in individual units as spares, there is no pre-installation preparation necessary (such as curing), material certification is provided per lot and doesn’t require additional analysis, and the shelf life considerably exceeds that of RTV 3110. The culmination of these benefits results in enhancing maintenance efficiency and process planning.
C. PARTS DISPOSITION RTV 3110 and associated catalyst are currently listed in Section 3.0
Materials of document P-9484, 116A140 Pump Rebuild Assembly Maintenance Procedure. The replacement item, tefzel washer A23502 is reflected on drawing 116A139 Rev. R and later, item 21 of the parts list with installation instructions per Note 5.
D. PARTS COMPARISON:
Tefzel washer A23502 was subjected to a complete 1E qualification program, as described in part E, for the same service conditions and environments as RTV 3110 in 116A140 pump motor assembly applications.
E. QUALIFICATION
Tefzel washer A23502 is qualified for service in 1E applications per the parameters described in ER 11209. The qualified service conditions are summarized in Tables 1 and 2.

Tefzel washer A23502 remained installed with the diaphragm cap screw and diaphragm plate throughout the qualification program. Normal service vibration significantly exceeds vibration from seismic activity; as a result seismic vibration was omitted from the qualification sequence. However, the tefzel washer has since undergone seismic vibration as part of a separate qualification program with no adverse effects, as expected. Figure 1 displays the temperature/pressure graph that was profiled for the LOCA test. The dashed lines demonstrate that +10% margin was added at the peaks to develop the test profile.

E. REPLACEMENT SCHEDULE The recommended replacement cycle follows the recommended
maintenance schedule, as described in the Operations and Maintenance Manual (3-5 years).
G. MATERIAL COST AND AVAILABILITY: Material cost does not affect pricing of the standard 116A139 series rebuild kit and units are readily available with material certification, not requiring additional material analysis.
L: OTHER PUBLICATIONS AFFECTED: Drawing 116A139 in the Operations and Maintenance Manual should be
replaced with Rev. R (or later) for reference to the A23502 tefzel washer replacement.

1.0 BACKGROUND
The 116A140 pump motor assembly is qualified for use in a safety-related application for the
nuclear power industry. The safety function performed by the pump motor assembly is to
draw in sample gas for analysis by the MSSI 1E safety related containment atmosphere
monitoring system. For this application, the pump motor assembly is in contact with in-
containment atmosphere and will therefore be exposed to the steam, radiation and pressure
conditions (see table 5.1 and 5.2) predicted within containment post accident.
Although the pump motor assembly, as it is currently designed, satisfies the qualification
requirements for 1E safety related equipment, a change in sealing material from RTV to a
Tefzel washer (A23502) at the interface between diaphragm cap screw (A19507) and the
diaphragm plate (A16505) generated the need for qualification of the Tefzel material as
described herein. Both the RTV and Tefzel washer remain valid methods for sealing the cap
screw/diaphragm plate. The reason for introducing the Tefzel washer as an alternative sealing
material is for ease of assembling; setting RTV is a much longer process. For more details on
location, see the drawings in Appendix I.
2.0 SCOPE
The test program described by this report is to qualify the Tefzel washer for use in the MSSI
CAMS pump motor assembly 116A140. The safety function of the Tefzel washer is to
maintain the seal between the cap screw and diaphragm plate. Functional testing is limited to
the ability of the Tefzel washer to maintain an adequate pressure barrier throughout the
qualification program. Qualification will be by sequential testing in accordance with the
requirements of IEEE 323-2003

4.0 TEST SPECIMEN
The test specimen was ADI Tefzel washer Part Number: A23502. The test bed for qualifying
the Tefzel washer was Air Dimensions Inc. Part number:19310NAAGG5, Serial Number:
96044165, Batch: 110707, PO: SAMPLE (see material certificate on Appendix A for more
details). Throughout testing all pump components creating a pressure boundary with the
Tefzel washer remained assembled for testing to best simulate service performance
conditions. The complete pump motor assembly (pump components with motor) was only
used for LOCA testing, as this was the only test its use required. For assembly detail see
Appendix F.
5.0 TEST CONDITIONS
The tables below outline the environmental conditions that the Tefzel washer is qualified for.

The following is the testing sequence for qualification of the Tefzel washer.

5.1 Baseline functional test before and after thermal aging per STP 5004 consisted of a
Pneumatic Leak test of the test unit under 110 psia Nitrogen. Once taken to 70 psia pressure
was slowly increased and stabilized at 110psia. The presence of bubbles while submerged
under water would have been an indicator of failure of either the Tefzel or the diaphragm.
Functional testing before and after both the radiation and LOCA test consisted of helium leak
testing per STP-2189.
5.2 Thermal aging was determined by using the Arrhenius equation and activation energy of
Tefzel (1.57eV) to calculate time and temperature to demonstrate 40 years of service. As
such, it was determined that the test condition would be at 100oC for 100 hours.
5.3 Radiation testing conducted at 40Mrad at a dose rate of 1-2Mrad/hr gamma radiation.
Following the radiation test, baseline functional test per STP-2189 Helium Leak Test was
performed to 1x10-8cc/s. No leaks were detected. Helium leak test was used rather than
bubble test to provide a higher sensitivity leak test focusing just on the Tefzel washer. All
components remained assembled throughout testing.
5.4 LOCA testing per Figure 1 below resulted in successful performance by the Tefzel washer as
indicated by successful maintenance of the test environment shown in the chart recording in
Appendix G and established by the helium leak test data sheet in Appendix H. See the LOCA
test set-up diagram below for set-up details.

*All testing, with exception of the radiation exposure, was performed at MSSI.
Note that seismic testing is not included. Basis for this decision is:
• The Tefzel washer is firmly supported on both surfaces between the cap screw and
diaphragm plate, both previously qualified for seismic use.
• Mechanical stresses that would be exerted on the washer during a seismic event are
insignificant relative to the stresses induced by the pump during regular service.
6.0 TEST RESULTS
6.1 Functional Tests. Functional test results accumulated during the test program are
summarized in Table 6-1, Reference Appendix B.

6.2 LOCA Summary. The test equipment did not initially meet our stability expectations for
pressure and temperature. Consequently, a second test was run immediately following the
first; this run successful as indicated on the chart recording in Appendix G. Both runs are
shown in Appendix G, the first is not annotated. The second test is annotated and its starting
point begins at the annotation on page two of Appendix G. Essentially, the Tefzel washer
experienced two LOCA test and passed functional testing. Figure 2 shows the profile followed
for the test.

7.0 CONCLUSIONS
Tefzel is a suitable material for the 116A140 pump motor assembly in applications described
in paragraph1.0. Testing confirmed that radiation, thermal aging and LOCA will not alter
performance of the Tefzel material.
The test program described herein confirms the changes incorporated into the pump-motor
assembly will not alter its qualification status.
Pump Rebuild Kit 116A139 Rev. T has been altered to include the Tefzel washer and is
indicated as such in Item 21 and Note 5 of the drawing.
