So while .tbe Board does not want to be put in the position of :barga~~ing as to wha~ sp.edi:fio return the University will m~ke. in .consideration of -~~o.~~ving .an annual .. gift .from. the .c~ty ~ow~rds.the s~pport ~f tlle. Univer~ity, .it.should in all fran~ness be pointed out here that if the annual·· g;ant ~e on~y equal to the total fee~ remitted, the Uni­versity will.not benefit financially in fact the reverse will be true. To Illustrate--The. class fees. in Arts, Science and Commerce are from $8~0 ~o $120.00 per year; while th~ average oos~.to.the University per.student per year appro•ima~es $250.00. ·

· To meet Alderman.Power's proposal the Board ot Governors ventures to suggest that six scholarships be given in each uear in the Department of Arts, Science and Commerce tenable eaoh for. four years, and open to such oi tizens of· HC:J,lif~x as may be determined·, amount of the scholarship be equ~l ~o the olasB fees. While the fees from.twenty-~our ~tudents in· these departments would approximate $2500.00 the_total cost to the University · would be nearer.$7000.00. · When the University .. approached the City Oouncil for an annual grant of $5000.00 it was beoaµse the number of students had so inorea$ed. that t~e revenue form endowment and. fees w~a·· inadequate. · As. ha~ been stated above etat­istios show that for every $100.00 pa~d by a· stuqent in fees, the Univ~r~ity had to !ind $150.00 to $jOo,oo more in order to prov4e his. etiuoa.tion·. It was hoped. therefore

· .In May 1874 I· was appointed Engineer of the Poors Asylum now oalle~ t~e City Home. In lSS6-I was p~omoted .to Assistant· Super;ntendent. In 1~93· I w~s made Superintenden~ and my wife was appointed Mat~on •. ·~n 1906 the City $up-erannuat1on Aot oame .: il'.ltQ.operation.and we a.vailed.ourselfes of the.Act. we paid i?'.ltQ 1 t . for twQ years· •. In 190g on acooun~ of t~e ill health of my wife we resigned our posit­ions. From 1$36 to 190)' I made all the oonorets blooks used in the oonetruotion of the City sewers using home iabor as well as hired labor. In 190~ the dem~nd for sewer blocks gave out. During my. vacation the following year I.visited a number of institutions in the New England states to ascertain µow they .employed their labor and found that the .. kindling wood busines~ was the beat paying business. ·t informed Mr·. Hamilton who was then Chairman of the Charities Committee who instruoted me to try the same business in our Home and to this day it is still in operation. In 1916 i wa.s requested by Mayor Martin ~o go baolc to the Home until Mr·. Mul­cahy regained his he~lth - there I remained for near~ ly two ye~rs until Mr. Buqhanan was appointed SUpe~-~t~d~t. . In re~igning from.the Home I stated in

. my resignation that I expected the same treatment as other officials who had faithfully s~rved the City. IM went before the City Council and was.laid on the table and has remained there ever sinoe.

A. The increase in wages and cost of supplies in addition to the increi=i.se in number of streeta and buildings served, has.more than doubled the ~n~v9id-able annual expenditure, for maintenance, and ~ estimate that it w~ll reach in the coming yea~ the sum of $209,000. Du~ing the last.ten year~ the reven~e had doubled but has not kept.up to the.expenditure. .

. The metering of the whole system means that instead of practically the whole revenue being due at the first of May, as it was formerly due, half of the annual meter bill will not be due until the middle of the yeo.r and the other half at the end of the year. This system

·renders· it absolutely necessary to borrow as is done with general taxes' in order to carry on until collect­ions are made •. I have asked the ~ity Solicitor to insert in ~he City bill.an amendm~nt to the Charter providing that the City Council may at its option have the meter bills rendered quarterly or monthly. It will probably take some time to accum111a,te sufficient
