On top of that the country is in a serious economic crisis, trying to cope with 200% inflation and a recession at the same time. These two themes dominate every hour of every day. One cannot escape the conclusion that life here for most people is a continuous struggle and sacrifice. And yet, Israel is also much more. Where else can a Jew born in Hungary, living in Falls Church, Va. sit down with a Jew born in Yemen and living in Jerusalem eliminate distance and time as they share a song, as I did the other day? To make a Jewish and human connection on this level is a revelation and a joy. Afterwards we spoke, in Hebrew of course, of the great need for Jews of all backgrounds to love one another. Amenl The more I listen to people here, the more I understand their deeply felt need for our individual and collective support. From a psychological perspective, the knowledge that the Jews of the free world stand side by side is of great importance. Israel, like beauty is in the eye of the beholder. Physically the country is being rebuilt. Here in Tel Aviv as in New York, old houses are being replaced with tall high-rises. Jerusalem is more beautiful than ever with new neighborhoods rising on the hillsides surrounding the city. Just as significantly, the Jewish quarter of Old Jerusalem is being restored magnificently. It is an extraordinary experience to walk into one of its restored synagogues. I keep testing the accoustics. No microphones are needed. .

Speaking of Synagogues, I had the privilege of singing part of a Shabbatafternoon Service in a 2000 year old one, in Pekiin, in the upper Galilee.sang the prayer, You are one, your name is one, and who is like your peopleIsrael?" Needless to say, I loved it. Even more fascinating than the placesare the diverse people of Israel. This is THE melting pot of all meltingpots! Jews of the world all meet here! What I find especially interestingjust as in the U.S., immigrants four foot six inches tall, coming fromEastern Europe, manage to raise youngsters six foot four inches tall. Aboveall, it seems that in Israel aimsost every Jewish woman of childbearing age,is. Babies and soldiers are ever present on Israeli sidewalks and handsomebabies at that.

The Reform Jewish presence in Israel is being expanded by the construction ofthe Headquarters of the World Union for Progressive Judaism, in Jerusaelem,next to the Hebrew Union College. It will be a great addition to thepioneering project of the Late Dr. Nelson Glueck of our Cincinnati School.First steps in a long road.

Personally, I have obtained permission to use the Wiener Library of the TelAviv University to do research in the history of the 30's in Europe. TheWiener Library is a limited access research facility and I am lucky to havepermission to use it.

As I indicated earlier, Israel is in the eye of the beholder. As theIsraelis say it, if you can't come send your children to see it andexperience it.

To assume that the turbulence and endemic instability amongthe Arab countries will disappear, or even subside, by the resolutionof the Arab-Israeli conflict is to expect the impossible. Even-thedisappearance of Israel would not make the slightest difference.

Telling Israel that the best security. Ispeace—a peace that would depend on trea-ties and guarantees alone and would re-quire Israel to surrender a crucial elementof Its deterrence—is to flout reality. The fact that nearly all of these statesare frequently bound by treaties of unityand endless protestations of brotherhoodand friendship counts for nothing.Lawrence's Characterization

The Arab world is littered with brokenagreements. At the first sign of a neigh-bors .'ulnerahilfty, aggression eruptsagainst the potential victim, to be checkedonly by the perception or presence of coun-tervailing power. Thus when Saadazn Hus-sein of Iraq perceived post-revolutionaryIran as weak and ripe for plunder, heswiftly revoked the border agreement hehad signed five years earlier with the shahand invaded Iran's oil-rich provinces. Asearly as 1928. T.E. Lawrence characterizedthe Arab regimes as "tyrannies cementedwith blood" and said that "It will be gener-ations before any two Arab states join vol-untarily." Fifty-five years later nothinghas changed.

Since King Farouk. every Egyptianruler has been a military man, relying onthe army to crush opposition. Libya isruled by a colonel and a small clique of of-&ers. The army runs Algeria, and Hassan

-of Morocco depends on the loyalty at hisarmy to sustain his regime. In Saudi Ara-bia not one but two armies (they watcheach other) protect the princes. That a few hundred thousand re-main unintegrated Is because the Arabstates have kept them incarcerated in refu-gee camps for political reasons. As longago as 1957. Elfan Bees, the adviser onrefugees to the World Council of Churches.noted: "1 hold that. political reasons aside.the Arab refugee problem is the easiest ofthe postwar refugee problems to solve. Byfaith, by language, by race and by socialorganization, they are indistinguishablefrom their fellows of the host country.

Whatever remains of the refugee prob-lem can and should be resolved by theArab world that has created and sustainedIt. Should they dedicate to It a tiny fractionof their enormous resources of land andmoney, they could make the problem dis-appear overnight

It has long been recognized that to be aminority Is not necessarily a tragedy. All

nations have their minorities. The tragedyis to be everywhere a minority. This wasprecisely the Jewish situation before thecreation of the stare of Israel. As for theArabs. they employ a reverse logic. Forthem it Is a tragedy to be a minority any-where in the vast swatch of land of theMiddle East and North Africa. It is notenough for them that the Palestinian Arabsconstitute the entire population of Jordan,and the western Palestinians the majorityof that population. They now demand asecond Palestinian state in the westernpart of Palestine. which would add onemore state to the 1 they already have.They find It intolerable that some Arabsmay live as a minority in Israel just asother peoples have lived as minorities Intheir midst. The only difference is that theArab citizens of Israel enjOy the civil liber-ties and the rule of law (despite ca1ummmis claims to the contrary) that are de-med to many non-Arab peoples living un-der Arab rule.

The Palestine refugee problem Is notthe cause but the result of the two majorassaults on Israel's life by the Arabs In1948 and 1961. Before those attempts Israeldidn't pem Judea-Saniarl s which somenow urge her to surrender, supposedly be-cause retention of them is the barrier to"peace." Relinquishing Judea-Samazla,which strategically tiflT14T2tJ the ap-proaches to Israelfrom the east, wouldmerely Strip Israel of her minimum secu-rity anne and the basis of deterrenceagainst the bellicose Arab armiessur-rounding her. It would bring back the situ-ation of May 1961, in which Israel lived asif with a noose around its neck.

For many weeks after Israel entered Lebanon in June 1982,Western media carried blaring headlines reporting outlaIshly inflated statistics of death and destruction at Israhands.

After the dust settled, it became clear that the outrageousfigures the media used were PLO propaganda creationsbearing no resemblance to reality. To be sure there wasdeath and there were casualties. But not "tens of thousands",as some reports had it.

Although ready to excoriate Israel for deaths real andimagined, there has been only scant media attention, wherethere has been any attention at all, to the widespreadslaughter of Arabs by Arabs!

• The "An Nahar Arab Report and Memo" of July 26, 1982,reports, "Ayatollah Khomeini's decision to launch a full-scale invasion of Iraq..." and Iraq's responses against Iran,"has claimed an estimated 90,000 lives...." in some 22months. Jerusalem Post correspondent Wolf Blitzer pointsout that "Israeli officials have carefully monitored all themassacres in the Middle East. Along the Iraqi-Iranian borderthese past three years, they have noted, as many as 300,000people may already have been killed, with whole towns andvillages burned down,"

• An estimated 100,000 persons were killed in a series ofmassacres during the seven years of Lebanese civil war priorto June 1982. More recently, following in the tragic modelof Sabra and Shatila, an estimated minimum of 350 LebaneseChristians and Druze in a dozen villages in Lebanon's SMountains were massacred last summer and fall. Score 0civilians in the Christian villages of Bmarian, Birah andmany others were killed by Druze, with Christian retaliationagainst Druze villagers in kfar Matta, Abey, Binnay andmore.

ARAB MASSACRE OF ARABS

Making peace between themselves is hard enough for the Arabstates. Making peace with non-Arabs is even harder. For

The Times says, for example, thatin a single, two-day period this past August, 48 youngwomen, teachers and students were executed. In a par-ticularly gruesome report, the International Federation ofHuman Rights says that Iran, short of blood reserves for itswarring troops, has drained the blood from political prison-ers and taken it for use in their blood banks.

The ongoing unrest in the Middle East is not generated by thePalestinian problem, but by the propensity for violence in theArab world and the general intolerance toward non-Arab peoples.

While the specific enmity to Israel Isdeeply rooted In this general intolerance.Israel's sin Is particularly odious in Arabeyes, For the Jews of Israel are the onlynon-Arab people to have successfully de-fied Arab domination and achieved lade-peadence.
