* Statewide and New York City participation rates are estimated from federal disaggregated reporting samples, which are the source of the rates used by the United States Department of Health and Human Services to determine if a state has met participation goals. Because the sample size is insufficient to permit rate estimates for non-New York City districts, rates for those districts are derived directly from automated systems data. Thus, Rest of State and New York City numerators and denominators will not sum to the statewide total. Estimates are from first quarter Federal Fiscal Year 2013 samples.
