• BS 5975 defines Temporary Works as

“(those) parts of the works that allow or enable construction of, protect, support or provide access to, the permanent works and which might or might not remain in place at the completion of the works” and as

“an engineered solution used to support or protect either an existing structure or the permanent works during construction, or to support an item of plant or equipment, or the vertical sides or side-slopes of an excavation during construction operations on site or to provide access.”

• BS 5975: 2008 is the

“Code of practice for temporary works procedures and the permissible stress design of falsework”

CDM REGULATION 2015 The Construction Design Management Regulations makes several direct or implied references to the design, construction, inspection and management of temporary works.

•Part 4 Section 19 states Any buttress, temporary support or temporary structure must be of such design and so installed and maintained as to withstand any foreseeable loads which may be imposed on it, and must only be used for the purposes for which it is so designed, installed and maintained.

•Part 4 Section 20 states That the demolition or dismantling of a structure, or part of a structure, shall be planned and carried out in such a manner as to prevent danger or, where it is not practicable to prevent it, to reduce danger to as low a level as is reasonably practical (any arrangements for carrying out such demolition or dismantling shall be recorded in writing before the demolition or dismantling work begins).

• Part 1 Section 1 states that A "designer" means any person (including a client, contractor or

other person) who a) prepares or modifies a design; or b) arranges for or instructs any person under his control to do so. • Part 3 Section 15 states that A contractor must plan, manage and monitor construction work

carried out either by the contractor or by workers under the contractor’s control to ensure that, so far as is reasonably practical, it is carried out without risk to health and safety.

• The HSE provides the following guidance to its inspectors on temporary works management in the construction industry and how Inspectors should approach enforcement of the CDM2015-

a) BS 5975 provides recommendations and guidance on the procedural controls to be applied to all aspects of temporary works in the construction industry and on the design, specification, construction, use and dismantling of falsework.

b) Contractors should be able to demonstrate that they have in place effective arrangements for controlling risks arising from the use of temporary works. These are usually captured in a Temporary works procedure which will contain most or all of the elements advised in BS 5795.

c) The absence or inadequacy of temporary works procedures should be addressed as an underlying management failing. Part 3 Section15CDM 2015 can be used to require that temporary works are planned, managed and monitored in a way which ensures, so far as is reasonably practicable, they are carried out without risks to health and safety.

Recommendations made within the BS5975

1) Completion and maintenance of a temporary works register 2) Production of a temporary works design (including a design risk assessment

and a designer’s method statement where appropriate). 3) Preparation of an adequate design brief. 4) Independent checking of the temporary works design. 5) Issue of a design/design check certificate, if appropriate. 6) Pre-erection inspection of the temporary works materials and components. 7) Check that the temporary works have been erected in accordance with the

design, and issue a formal “permit to load” where necessary. 8) Confirm when the permanent works have attained adequate strength to allow

dismantling of the temporary works, and issue a formal “permit to dismantle” where necessary.
