TERMS & CONDITIONS FOR PURCHASING OF LAB MATERIAL CONSUMABLE FOR VTI Mailsi General:

a Any offer not received as per terms & conditions of the tender enquiry is liable to be ignored. No offer shall be considered if: i) Received without earnest money. ii) It is received after the time and date fixed for its receipt. iii) Not signed by authorized person on each page of tender document. iv) The offer is ambiguous. v) The offer is conditional vi) The offer is received by fax or e-mail. vii) The offer is from a black listed firm. viii) Offer received with shorter validity than required. ix) The offer is not conforming to specifications indicated in the tender enquiry. x) Any conditional offer.

b Offer rates (in Pak Rupees) will remain valid for a period of 06 months from the date of opening the tender. No change in price will be made in case of Pak rupees variation against US$.

c The cover envelop should indicate particulars of tender, and date of opening. The envelope must be properly sealed.

d The Management of VTI Mailsi reserves the right to issue order in full / partial quantity. e The earnest money / security shall be forfeited if:

i) The acceptance of tender is not received within ten days of issuance of Purchase order. ii) The offer is withdrawn, amended or revised. iii) The contractor fails to execute the contract strictly in accordance with terms and

conditions. f The tender should indicate their National Income Tax No. / Sales Tax No. g The tenderers shall enclose catalogues, leaflets etc, in respect of store offered by them (if

relevant). h The contractor will be responsible for the free replacement of store if the same is found to

be substandard and or at variance with the specifications given in the supply order within one week. Store offered of specifications superior to the one specified in the tender enquiry may be accepted subject to approval of approving authority.

i Store should be brand new and in original manufacturers packing. j Offered rates will be on basis of free delivery to VTI Mailsi and shall include all taxes. k Lab Material Colour and Quality must be guaranteed by the bidder at least for 06 months. l Quantity of any item can be increased or decreased by the purchaser. m Whole or part of tender can be cancelled by the President DBOM of VTI Mailsi without

assigning any reason. n Purchase order will be issued by the VTI at any time till June 20, 2021 after signing of the

agreement so bid will remain valid up to above mentioned date.

o The quoted price should clearly indicate that it includes all taxes. p The purchaser is entitled to deduct all prevailing taxes. q Repeat orders not exceeding fifteen percent of the original procurement may be issued with

in the financial year. 2 Technical Scrutiny of Offers

The tender will be awarded on the basis of quality, specification and lowest quoted rates and evaluation shall be made on accumulated cost basis however negotiation procedure may be adopted if the rates of the lowest tenderer appear to be high.

3 Delivery Period: 4 Delivery period is 20 days from the date of issuance of purchase order and delivery point is VTI

Mailsi. 5 Extension of Delivery Period:

In special circumstances, request for extension of delivery period may be considered by approving authority on the written request of the firm before the target date of supply.

6 Cancellation / Penalty of Delay: a If the acceptance of the tender issued during the validity period of the tender is not

acceptable by the tenderer, the earnest money will be forfeited and the stores can be purchased at his risk and cost.

b In case the offer is withdrawn, amended or revised during the validity period of the tender, the earnest money shall be forfeited.

c In case tenderer fails to execute the contract in accordance with the terms & conditions laid down in the contract, the bank guarantee will be encashed and the store will be purchased at his risk and cost.

7 Payment to the Contractors: a Payment will be made through crossed cheque to the supplier against invoice after 100%

completion of purchase order; commissioning & satisfactory performance against the purchase order for Vocational Training Institute Mailsi within 20 days after issuance of satisfactory report by the VTI Mailsi.

b Payment against partial supply will not be made. 8 Earnest Money:

a Earnest money @ 4% of the estimated budget will have to be deposited along with tender. It should be in the form of Pay Order/Bank Draft / Call Deposit in favour of Principal Vocational Training Institute Mailsi.

b Earnest money shall be refunded on successful completion of supply or Warranty Period (if any).

9 Delivery / Inspection of store The Lab Material will be inspected by the VTI through an authorized personnel and will be rejected, if not found according to the given specification.

10 Deduction of Taxes: Any taxes (if applicable) will be deducted while making payment as per Government instructions / notifications. Payment of sales & other taxes, duties, levies:

Purchase shall be made from the firms registered with income / sales tax. Sales and other such taxes, import duty, surcharge and other will be liability of the supplier.

11 Termination of Contract: VTI Mailsi may terminate contract for any reason or without any reason and will inform the supplier about his decision in writing.

12 Dispute: In case of any dispute, the decision of the President DBOM of Vocational Training Institute Mailsi shall be final and it will not be challenged in any court or forum.

13 Information about firms: The firms shall provide information along with tender about the followings: a List of satisfied Customers. b Company profile mentioning at least one year + association with the manufacturer

(Principal). c Manufacture or his authorized agent certificate to have an authorized service centres in

Copy of NTN and GST certificate. 14 Contract Agreement:

The supplier shall within 10 days after written notice of acceptance of the Tender has been posted to the Supplier enter into and execute a contract agreement (to be prepared at the cost of the Supplier) in the form annexed with such modifications as may be necessary.

15 Country of Origin: Bidder shall provide certificate regarding country of origin which should be attested by the Chamber of Commerce & industry of that country origin. The offer will be rejected if the same is not attached with the bid/tender.

16 Technical Evaluation: 1. Company should be suppliers of same products / engaged in the same business from the last

one year. 2. Company will provide their direct and indirect presence list of cities including.

i Support Call Centre ii Number of employee working. iii Profiles of field engineers/technical support representative. iv Address and technical facilities detail in each location.

3. Response / rectification time for complaints handling will be 36 hours after registration of complaint during warranty period. After 36 hrs, VTI will arrange to rectify the problem at risk and cost of Bidder.

4. Bidder must provide original letter of authorization from manufacturer that tender is authorized representative in Pakistan.

5. Successful tender will also provide a certificate from original manufacturer that the items are manufactured and supplied in accordance with the specification of tender.

6. Origin of product and company should be the same country. General Conditions

Items procured must be delivered according to specification provided.
