NOTICE INVITING TENDER Sealed Tender are hereby invited on behalf of the General Manager, NSIC-Technical Services Centre, Okhla, New Delhi from Industry owners, Machines Traders, Individuals and others who are interested in buying obsolete / used machines tools and equipments. The details are as summarized below:- a) Name of the Machines and

equipments: As per Annexure-A

b) Photograph of each machine which are placed for sale through this Tender

c) Procedure for quoting price:

The offer price shall be quoted for individual machine, for which you are interested to purchase from the list attached as Annexure-A. Even if you are interested for all the machines, the offer price for individual machines shall be given in the column of “quoted price of machine”. The price quoted as lump sum for all the machines would not be considered.

d) Earnest Money Deposit 5% of the quoted price of individual machine. ( For example, If you had quoted for three machines with the offer price of X,Y,Z than the Earnest money can be deposited together as 5% of total quoted price i.e. 5% of ( X+Y+Z)

e) Cost of Tender Document Rs. 750/- (Rupees Seven Hundred Fifty only)

f) Machines and equipments Lifting Time Within 10 days from the date of awarding the order

g) Last date of submission of completed Tender documents

h) Date of opening of Tender 17.02.2012 at 3.30 p.m.

1. Tender Documents may be obtained in person from the office of General

Manager, NSIC- Technical Services Centre, Okhla Industrial Estate, Near Kalkaji Mandir, New Delhi-110020 against payment of Rs. 750/- by cash or crossed Demand Draft/Pay Order in favour of “NSIC Ltd. A/c NTSC” payable at New Delhi and also can be downloaded from our web site www.nsic.co.in from 02.02.2012 to 17.02.2012 up to 1.00 p.m.

2. In case Tender Document is downloaded from web site, the cost of Tender

Document should be enclosed while submitting the duly filled Tender by way of Demand Draft/Pay Order in favour of “NSIC Ltd. A/c NTSC” payable at New Delhi .

3. The last date of submission of completed Tender document to the office of

General Manager, NSIC- Technical Service Centre, Okhla Industrial Estate, Near Kalkaji Mandir, New Delhi-110020 is 17.02.2012 till 3.00P.M.(afternoon).

4. General Manager reserves the right to reject all or any Tender wholly or

partly without assigning any reason whatsoever.

INSTRUCTION TO THE TENDERERS

The Tender shall be submitted in accordance with following instructions. Tender not conforming the instructions as under is liable to be rejected. These instructions shall form the part of the Tender and contract.

1. The Tender should be submitted in sealed cover super scribed as “TENDER FOR OBSOLETE MACHINES”.

2. In case Tender Document is downloaded from the web site, the cost of Tender Document i.e. Rs. 750/- ( Rs. Seven Hundred Fifty only ) should be enclosed with the Tender by way of Demand Draft/Pay Order in favour of “NSIC Ltd. A/c NTSC” payable at New Delhi.

3. The Tender shall be completed in all respect and should be signed with date by the Authorized Signatory of Tender on all the pages.

4. The offer price shall be quoted for individual machine, for which you are interested to purchase from the list attached as Annexure-A. Even if you are interested for all the machines, the offer price for individual machine shall be given in the column of “quoted price of machine” in offer format as attached as Annexure -A. The price quoted as lump sum for all the machines would not be considered and the Tender would be rejected.

5. Earnest Money Deposit @ 5% of the quoted price shall be submitted along with the Tender as Earnest Money Deposit by Demand Draft/Pay Order in favour of “NSIC Ltd. A/c NTSC” payable at New Delhi. For example, If you had quoted for three machines with the offer price of X,Y,Z than the Earnest money can be deposited together as 5% of total quoted price i.e. 5% of ( X+Y+Z). Offers without / short EMD amount shall be re jected .

6. The Tenderer shall submit the self certified copy of PAN number while submitting the Tender. Tender without the said document shall be re jected . Submission of copy of VAT number is optional.

7 The photographs of each machine are enclosed for your ready

reference. However, the Tenderers are free to inspect the machines at the NSIC-Technical Services Centre, Okhla Industrial Estate, Near Kalkaji Mandir, New Delhi-110020 from 10.30 am to 4.30 pm on any working day from Monday to Friday w.e.f. 02.02.2012 to 16.02.2012.

I/We hereby submit our quoted rates in the enclosed format of “Offer format” as Annexure-A. The validity of the offer is 30 days from the date of submission of Tender i.e. the offer of machines are valid till 18.03.2012. 3. Earnest money will be refunded to us without any interest thereof if our

Tender is not accepted. 4. In the event of failure to take delivery of the machines within stipulated

time of ten days period from the date of awarding the order, in totality, you shall be at liberty to forfeit the Earnest Money Deposit.

5. We agree that General Manager, NSIC Technical Services Centre reserves the right to reject the Tender wholly or partially without assigning any reasons.

COMMERCIAL AND GENERAL TERMS & CONDITIONS

Sealed Tender are hereby invited for disposal of Old machines on “As is where is basis” . The Machines are available for disposal at NSIC Technical Services Centre premises, Okhla Industrial Estate, Near Kalkaji Mandir, New Delhi-110020 as per the following terms & conditions: 1. Tenderers shall submit their offers in a sealed cover super scribed as

“Tender for Obsolete Machines” at NTSC Okhla on or before 17.02.2012 up to 3.00 P.M.

2. The Tender should be accompanied with the Earnest Money Deposit

equivalent to 5% of the quoted price in the form of a Demand Draft/Pay Order in favour of “NSIC Ltd. A/c- NTSC” payable at New Delhi. No Cheque or cash shall be accepted. The offers without / short Earnest Money Deposit shall be rejected. For example, If you had quoted for three machines with the offer price of X,Y,Z then the Earnest money can be deposited together as 5% of total quoted price i.e. 5% of ( X+Y+Z).

3. Tenderers shall take into account the cost of labour, loading & cartage etc.

for taking delivery from the premises of NSIC-Technical Services centre, Okhla before quoting the rates. In this regard no claim what so ever shall be entertained by the NSIC-Technical Services Centre. NSIC Technical Services Centre shall hand over the machines to successful tenderers on the place where these are actually lying presently in the Campus.

4. The validity of the offer shall be of 30 days from the last date of submission

of the offer i.e. the offer of machines are valid till 18.03.2012. 5. The General Manager, NSIC-TSC, Okhla reserves all the rights to accept

or reject any or all the offers. 6. The Tender will be opened at NTSC-Okhla on 17.02.2012 at 3.30 p.m. The

Tenderers or their authorized representatives (One person only) may be present at the time of opening of the Tender.

7. The EMD deposited by the highest successful Tenderers shall be adjusted

against the payment towards cost of the machine. The EMD of unsuccessful Tenderers will be refunded within one month after announcement of the decision and no interest will be payable on this account.

8. The successful Tenderers shall lift the Machine(s) from NTSC- Okhla Premises within 10 days at their own cost from the date of issue of award letter. In case the Machine is not lifted within the stipulated period, The Earnest Money Deposit shall be forfeited.

9. All responsibility related to labour P.F., ESI, Insurance etc. or any taxes as

applicable will be of the successful Tenderers. NSIC shall not be responsible for the same .

10. The Tender shall submit the self certified copy of PAN number while

submitting the Tender. Tender without the said document shall be rejected. Submission of copy of VAT number is optional.

11. The highest/successful Tenderers should deposit by Demand Draft/Pay

Order the offered price along with all Taxes & duties applicable (presently VAT is 5% and TCS is 1%) in favour of “NSIC Ltd. A/c- NTSC” payable at New Delhi after adjusting the Earnest Money deposit, within five days from the date of issue of letter of confirmation by NSIC Technical Services Centre. After receipt of total amount NSIC Technical Services Centre shall award order for lifting the Machines.

12. The machines are being sold on “AS IS WHERE IS BASIS”. They are

being sold on the assumption that the Tenderers have inspected them and know what they are buying and the principles of “CAVEAT EMPTOR” shall apply and no reliance must be placed on any description of machine plant etc.

13. The successful Tenderers shall make all arrangements for lifting of the

Machines at their own cost. 14. All the communication shall be addressed to:

General Manager, NSIC Technical Services Centre, Okhla Industrial Estate, Kalkaji Mandir, New Delhi-110020.

15. The decision of the NSIC Technical Services Centre, Okhla will be final

and binding on the Tenderers.

16. In the event of any dispute the legal matter shall be subjected to the

jurisdiction of Delhi Court only. We confirm with our acceptance to the Commercial and General Terms & Conditions as given above.
