Locations like Piyala (30KVA), Bijwasan (25 KVA), Mathura (20 KVA),
Bharatpur (40KVA), IP-4 (15 KVA) for Uninterrupted power supply.
Details of present load on power supply and the power available to
PCMS vendor will be based on the POWER CONSUMPTION & UPS
REQUIREMENTS (PCUR) form. Vendor is required to design its system
for power efficiency. Vendor is required to submit the PCUR form given
in Section 10.2 (System Drawings and Forms).”

Post Warranty Maintenance
Contract
POST WARRANTY MAINTENANCE CONTRACT :
PCMS bidder shall quote separately for Post
warranty maintenance contract of 4 years for
complete services and spares for the offered
system. COMPANY reserves the right to award or
not to award the post warranty maintenance
contract. The Post warranty maintenance.contract
is applicable after successful completion of
warranty phase. Personnel deployed shall have
thorough knowledge of the system. The lump sum
price of the post warranty maintenance services
shall be furnished separately for 4 years on yearly
basis. The post warranty AMC shall include the
following minimum.......
POST WARRANTY NON-COMPREHENSIVE MAINTENANCE CONTRACT :
PCMS bidder shall quote separately for Post warranty non-
comprehensive maintenance contract of 4 years for complete services
and spares for the offered system. COMPANY reserves the right to
award or not to award the post warranty maintenance contract. The
Post warranty non-comprehensive maintenance contract is applicable

Scope of Work
1.5.7 In order to adhere to strict project schedule and to
shorten the major drawing/ document schedule
review phase, the PCMS MMI (covering graphic
displays, sample reports, alarm & events etc.) will
be finalized on the system itself. To achieve this,
after configuring the PCMS MMI, the PCMS bidder
shall present the same on one MMI workstation
(same or similar make/ model no. as offered for
PCMS project) with the corresponding software for
all these software modules loaded on it to
COMPANY. COMPANY will review these activities
on the workstation and shall give the comments/
observations on the same. The bidder shall
incorporate the COMPANY comments in the
system itself.
We would like to have a confirmation from BPCL that
the scope of incorporation of these comments into
system would be based on the offered solution by the
technology vendor. We would be sharing the detailed
solution overview along with all features and
functionalities being offered as part of that.
As per this clause, General software
functionalities/layout on the GUI will be checked
by BPCL, so that if some minor modifications are
required, same could be incorporated before the
finalization.

1. OFC and Pipeline distance is about 30 cm
which can vary to some extent at some of the
locations. There is also loops of OFC placed
along the pipeline, where the OFC jointing is
carried out.
2. Facings towards flow direction of pipline, OFC
is placed at 3 O clock position.
3. Yes, OFC is in duct at some of the locations.

of minimum 10.35 Crores. Against this requirement, we observe that the mentioned
annual turnover of 3.9 Crores is very less and would attract financially weak bidders.
With such low annual turnover, bidder may not be able to execute such a financially
demanding project. We request BPCL to review the criteria so that the financially
capable bidders can participate & there will be level playing field.
