In conjunction of the development of the new municipal
administration building the Municipality of the District of Argyle
(MODA) is seeking interested parties to supply and install various
components to create a new road section to offer room for community
growth and extend the existing sewer system. The new road is
located at 4092 Highway 308 in Tusket, NS. The municipality had
engaged ABLE Engineering for the detailed design. Drawings and
Specification can be reviewed in Appendix A attached to this tender
call. The following tender is outlining the scope of work,
submission and standard contractual requirements. You are invited
to supply a bid in a sealed envelope marked: “TENDER – MODA NEW
ROAD CONSTRUCTION AND SEWER EXTENSION", no later than 2:00 p.m.,
Wednesday, September 18th, 2019.
Electronic submissions will be accepted via email or online
exchange portals only and shall be labelled as follows:
MODA-NEW-ROAD-TUSKET_Comp-name.pdf. If possible, the content should
be password secured to avoid early opening of the document. The
password shall be submitted via email within one hour after closing
of the Tender. Emails shall be sent to
[email protected] at or
before closing as mentioned above. Email submissions received after
2:00pm will not be opened and will be rejected.
The Municipality reserves the right to reject any or all tenders,
not necessarily accept the lowest tender, or to accept any tender
which it may consider to be in its best interest. The Municipality
also reserves the right to waive formality, informality or

2.1. That this Quotation is made without collusion or fraud.
2.2. That she/he has carefully examined the proposed work;
familiarized himself/herself with local conditions, including
labour conditions; carefully ex- amined the Documents and Addenda
(if any); and taken all the foregoing into consideration in
preparation of his/her Quotation.
3. CONTRACTOR AGREES:
3.1. To enter into a contract to supply all labour, material and
equipment to do all work necessary to construct the Work as
described and specified herein for the unit prices stated in
Subsection 4 hereunder, Schedule of Quantities and Unit
Prices.
3.2. That this Quotation is valid for acceptance for 30 days from
the time of closing.
3.3. That the quotation is to include a firm delivery date for the
items required and a
completion date no later than November 30th, 2019. The contractor
shall include in the quotation the length of the warranty period
for all equipment, accessories, and workmanship.
3.4. To be able to provide evidence of ability and experience
within 7 days of request, including: experience in similar work,
work currently under contract, senior supervisory staff available
for the project, and financial resources.
3.5. The Contractor agrees to provide a tender security in a
minimum amount of ten
percent (10%) with tender in form of a certified cheque or money
order payable to the Owner, or a bid bond on CCDC Form 220, or
other Owner approved form.
3.6. That failure to provide post-tender submission documents or
failure to enter into
a formal contract and provide specified insurance documents and
contract security within time required will constitute grounds for
forfeiture of tender security.
3.7. That if tender security is forfeited, Owner will retain
difference in money between
amount of tender and amount for which owner legally contracts with
another party to perform the work and will refund balance, if any,
to tenderer.

3.9. Except as expressly and specifically permitted in these
instructions to Proponents,
no Proponent shall have any claim for any compensation of any kind
whatsoever, as a result of participating in this call for proposal,
and by submitting a proposal each proponent shall be deemed to have
agreed that it has no claim. The Municipality of the District of
Argyle reserves the right to reject any or all tenders, not
necessarily accept the lowest tender, or to accept any tender or
items on any tender which it may consider to be in its best
interest. The Municipality also reserves the right to waive
formality, informality or technicality in any tender.
3.10. The Municipality of the District of Argyle reserves the right
to view all materials
as to acceptability and conformance to specifications.

7. SCOPE/DETAILS OF WORK
7.1 BACKGROUND With the development of the new Municipal
Administration Building on the property of 4092 Highway 308 in
Tusket the community is facing the opportunity to grow. The
location of the property was well chosen and is located near many
amenities and is well connected to the rest of the community. The
two properties were amalgamated into one large lot of about 12
acres. 10 acres are mostly wooded and overgrown with medium to
large shrubs and medium size trees, which are all local species and
a mix of deciduous and coniferous types. So far, no invasive
species were detected. The property was surveyed, all boundaries
confirmed, and the topographic features picked up. It appears that
the property has a small mount in the middle and is gently rolling
to the south west corner and south east corner. The topographic
features are very even and gently changing without many spots for
water pooling or wetlands, which makes this property fairly easy to
develop and does not need further environmental assessments.
Municipal staff prepared concepts for the development of the lot
and engaged ABLE Engineering to prepare detailed drawings and
specifications for the installation of the new road and sewer
extension. Due to the nature of the development there is a high
potential of earth work overlap on the property of the New
Municipal Administration Building and MODA staff may issue a change
order to perform additional earth work on that property. We have
asked to provide a unit price per hour for this type of work under
Part 4.2 of this tender in order to assess the potential cost of
such work.
7.2 Road extension Work
The overall road construction is split in two sections. The first
100m are paved with Asphalt concrete to allow comfortable access to
the new administration building and its parking areas. This work is
performed in two phases. The Base Lift (50mm Type B Asphalt) will
be installed under this tender call and the top lift (40mm Type C
Asphalt) will be installed at a later date, which is to be
determined by MODA and will be tendered separately. The second part
(200m) is paved with gravel material only and ends after about 300m
from the center line of Hwy 308. A hammerhead turn-around area
shall be installed at the Phase 1 / Phase 2 boundary line as shown
in the drawings attached in Appendix A. The gravel road section
will allow for the development of new properties as highlighted in
the drawing. The northern driveway along Highway 308, which serves
as exit for the front parking are shall be part of this tender. All
ditch crossings for the parking areas towards the new
administration building shall be installed by using the described
culverts as shown in the drawings. Both layers of Type 2 and Type 1
Gravel shall be installed for the crossings as well up to the point
where the driveways meet the right of way property line as shown on
the drawings of Appendix A. All work is to be performed in
accordance with the Nova Scotia Road Builders Association Standard
Specification for Municipal Services (2019 edition).
7.3 Sewer Extension Work To allow for a higher density of the new
development the existing sewer main line needs to be extended. The
design from ABLE Engineering is proposing the installation of two
manholes and a gravity sewer main line in between. The installation
of service laterals shall only consist of the section within the
road right of way and be capped off at the property line with a
curb stop valve. All curb stops installed shall be left in the
“Closed” position before finishing the work. Please refer to the
drawings in Appendix A. All work performed shall be in accordance
with the Nova Scotia Road Builders Association Standard
Specification for Municipal Services (2019 edition).
8. General Conditions
1. All prices quoted are to include all taxes and applicable
charges and to outline the following information
(1) All mobilization and demobilization costs. (2) Any fees
required to obtain appropriate permits from Municipal,
Provincial or Federal agencies. (3) Environmental Protection cost.
(4) Traffic Control cost. (5) Cleaning and disposal fees. (6) All
incidental labour, materials and other costs to complete the
work.
2. Invoices shall indicate H.S.T. with appropriate registration
number indicated.
3. The successful contractor awarded this contract is required to
supply the
following information prior to the commencement of work:
.1 Contractor to be covered by a minimum of $2 million (per claim),
insurance for public liability and bodily injury.
.2 All Contractor's employees supplying service to the Municipality
of Argyle
shall be covered by Workers' Compensation. .3 OHS safety training
certificates of involved staff or policy of the company. .4 OHS
Traffic Control training records or certifications.
