Ladies and Gentlemen:

I would like to present the 2016 Law Enforcement Officers Killed or Assaulted (LEOKA) annual report. This report is published by the TBI presenting information on reported incidents of assaults or deaths of law enforcement officers in the line of duty that occurred in Tennessee. The information contained in the report is based on crime statistics information submitted by law enforcement agencies in Tennessee to TBI’s Tennessee Incident Based Reporting System (TIBRS) program. TIBRS is the state version of the FBI’s National Incident Based Reporting System (NIBRS) program. The information collected by TBI conforms to the national standard as presented in the FBI’s annual LEOKA report. Please see www.tncrimeonline.com for additional information.

I am very proud of the efforts of all participating law enforcement agencies in the state to provide the data necessary to produce this report. Our combined efforts have resulted in a successful program and this annual report providing information on incidents involving assaults and deaths of our law enforcement offiicers.

Law Enforcement Officers Killed or Assaulted 2016

The current report presents analyses of incidents in which Law Enforcement Officers were killed or assaulted in the line of duty in 2016. The information is collected through the Tennessee Incident Based Reporting System (TIBRS). Incident based reporting views a crime and all of its components as an “incident”. In order to obtain important information, facts recorded and preserved about the incident are organized into specific categories or segments. The vehicle used for recording these facts is a “data element”. Data elements provide information about crime and its involvement with victims, offenders, property, arrestees, etc.

Offenses included for analyses:

Murder and Non-negligent Manslaughter – The willful (non-negligent) killing of one human being by another.

Note: Deaths of Law Enforcement Officers by accidental causes do not meet the FBI’s reporting criteria for a LEOKA offense  

Aggravated Assault – An unlawful attack by one person upon another wherein the offender uses a weapon or displays it in a threatening manner, or the victim suffers obvious severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration or loss of consciousness.

Simple Assault – An unlawful physical attack by one person upon another where neither the offender displays a weapon, nor the victim suffers obvious severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal injury, severe laceration or loss of consciousness.

Intimidation – To unlawfully place another person in reasonable fear of bodily harm through the use of threatening words and/or other conduct, but without displaying a weapon or subjecting the victim to actual physical attack.

Stalking – To intentionally and repeatedly follow or harass another person in such a manner as would cause that person to be in reasonable fear of being assaulted, suffering bodily injury or death.

In 2016, a total of 218 agencies reported Law Enforcement Officers Killed or Assaulted (LEOKA).

2016 LEOKA Quick Facts

In 2016, there were 1,808 reported LEOKA victims of 1,392 reported LEOKA incidents in the

state of Tennessee.

The number of reported LEOKA victims increased slightly by 1.3% from 2016. There were

1,785 reported LEOKA victims in 2015 compared to 1,748 reported in 2014.

In 2016, there were two Law Enforcement Officers reported as being feloniously killed in the

line of duty.

The most frequently reported offense was Simple Assault at 54.8%.

The most common weapon type was Personal Weapons (Hands, Feet, Teeth, etc.) at 64.7%.

Firearms were reported as a Weapon Type 5.6% of the time.

The largest percentages of incidents reported occurred on Friday (16.0%) and Saturday

(15.6%).

The largest percentage (35.6%) of LEOKA incidents were reported as occurring between

6:00pm and 11:59pm.

The most common reported location for LEOKA incidents was Residence/Home at 33.2%. The

second most frequent reported location was Highway/Road/Alley at 26.5%.

A total of 1,216 LEOKA incidents were cleared resulting in an 87.3% clearance rate. A total of

1,189 (85.4%) were Cleared by Arrest and the remaining 27 (1.9%) were Exceptionally

Cleared.

The most frequently reported Vehicle Assignments were One Officer Vehicle-Assisted (43.5%).

and One Officer Vehicle-Alone (30.0%).

Responding to Disturbance Calls accounted for 34.5% of all Activity Types.

The total number of LEOKA offenses increased by 1.3% from 2015 to 2016. Two Law Enforcement

Officers were reported as feloniously killed in the line of duty in 2016. Simple Assault offenses

decreased 1.8%. All other offenses, with the exception of stalking, increased from 2015 to 2016.

Clearances

Incidents can either be cleared by arrest, not cleared, or cleared by exceptional means such as the

death of the offender or prosecution being declined. Of the 1,392 LEOKA incidents 85.4% of them were

cleared by arrest, 1.9% were cleared by exceptional means, and 12.6% were not cleared at the time of

this report. One Stalking and one Murder offense in 2016 falls under the Cleared by Arrest category.

The other Murder offense was Not Cleared.

Each time an officer is assaulted in the line of duty, the

type of activity in which the officer was engaged at the

time of the assault is reported. Thirty-four percent of

LEOKA victims in 2016 reported an activity type of

Responding to Disturbance Calls. An additional 17.8%

of victims reported an activity type of Attempting Other

Arrests.

The graph below displays the specific offense that was

identified with each activity type. The one Stalking

offense and one Murder offense for 2016 had an Officer

Activity Type as All Other. The second Murder offense

had an Officer Activity Type as Traffic, Pursuits and

Stops. Simple Assault offenses while Responding to a

Disturbance were the most frequently reported.

Victim By Vehicle Assignment

An analysis of LEOKA Victims by age and gender revealed that 44.4% of victims were 25 to 34

year old males. Males between the ages of 35 and 44 accounted for an additional 25.5% of victims.

Females accounted for 8.3% of victims, with the majority falling in the 25 to 34 year old age range.

One female victim and 25 male victims with an Unknown age are not represented in the graph

above.

Regarding race, 90.8% of LEOKA victims were classified as White. An additional 8.4% of victims

were classified as Black/African American. Three victims were classified as having an Unknown

gender.

Vehicle Assignment describes if the Law Enforcement Officer was alone or assisted during a

LEOKA incident. Other-Alone and Other-Assisted refers to officers that were assaulted in other

capacities (i.e., foot patrol). Fourty-four percent of LEOKA victims had a Vehicle Assignment of One

Officer Vehicle-Assisted. An additional 30.0% fell under the category of One Officer Vehicle-Alone.

Injury Type is a required data element when

reporting Aggravated and Simple Assaults.

There were 1,714 reported injury types in 2016,

of those 68.4% of injury types were classified as

None, 27.8% were reported as an Apparent

Minor Injury.

The chart below display the weapon types

involved in LEOKA incidents in 2016. Personal

Weapons was the most frequently reported

weapon type at 64.7%. Motor Vehicle as

Weapon accounted for 15.1%. Overall, firearms

made up 5.6% of total weapons reported with

LEOKA incidents.

Timing of LEOKA Incidents

The time frame of LEOKA incidents is an

important element to consider. Tuesday, Friday

and Sunday had the highest amount of LEOKA

incidents in comparison to the other days of the

week. Friday had the highest percentage of

incidents.

Regarding time of day, 35.6% of LEOKA

incidents occurred between 6:00pm and

11:59pm with Simple Assault being the most

common offense. The next most common time

period was 12:00n to 5:59pm, accounting for an

additional 28.7% of incidents.

The line graph below demonstrates the monthly

breakdown of the 1,375 LEOKA incidents.

December had the highest percentage of the

LEOKA incidents with 10.2% and September

the lowest at 7.0%.

There were a total of 1,827 locations

reported for LEOKA incidents in 2016. The

most frequent offense location was

Residence/Home at 31.6%, Simple Assault

was the most common offense happening at

that location. The next most frequent

location was Highway/Road/Alley, which

constituted an additional 28.1% of incidents.

The graph below represents the two most

common locations, Residence/Home and

Highway/Road/Alley, and the number of

offenses reported at each. The only Stalking

offense of 2016 had a reported location of

Residence/Home and the two Murders had a

location of Highway/Road/Alley and Parking

Lot/Garage.

Offender Analysis

The majority of offenders in LEOKA incidents were males (75.2%) between the ages of 25 and

34 (41.3%). Females only accounted for 30.0% of offenders. Seven offenders had a gender and

age of Unknown. Eight males had an Unknown age.

Regarding race, 66.8% of offenders were White and 31.3% were Black or African American.

Twelve offenders were Asian, two Native Hawaiian or Other Pacific Islander, and two Native

American/Alaskan Native. Seven offenders had a race of Unknown.
