Need help navigating the alphabet soup of terms and phrases related to mortgage lending? We’ve put together a primer that runs down some terms related to interest rates and the types of mortgage loans.

LOAN TERMS

Adjustable-rate mortgage (ARM): A mortgage loan that does not have a fixed interest rate. During the life of the loan, the interest rate will change based on the index rate, so monthly payments may increase or decrease. (The change in monthly payment amount, however, is usually subject to a cap.)Fixed-rate mortgage: A mortgage with payments that remain the same throughout the life of the loan because the interest rate and other terms are fixed and do not change.Intermediate-term mortgage: A mortgage loan with a con-tractual maturity from the time of purchase equal to or less than 20 years.No-cost Loan: While there are many variations of a no-cost loan, generally it is a loan that does not charge for items such as title insurance, escrow fees, settlement fees, appraisal, record-ing fees or notary fees. It may also offer no points. This lessens the need for up-front cash during the buying process, but these loans also have a higher interest rate.Two-step mortgage: An adjustable-rate mortgage that has one interest rate for the first five to seven years of its term and a different interest rate for the remainder of the term. The ini-tial rate is usually fixed; the second rate may be fixed or variable. This option is sometimes chosen by those who plan to move or refinance before the initial rate period ends.

RATE TERMS

Adjustment inter-val: The time interval between interest rate adjustments for an ARM. The interval is usually every one, three or five years, depending on the index.Discount point: A discount point is an amount normally paid at closing and generally calculated to be equivalent to 1 percent of the total loan amount. Points are paid to reduce the interest rate on a loan. On an ARM with an ini-tial rate discount, the lender gives up a number of per-

centage points in interest to give you a lower rate and lower payments for part of the mortgage term (usually for one year or less). After the discount period, the ARM rate will probably go up, depending on the index rate. Discount points are also available for fixed-rate mortgages.Float: The act of allowing an interest rate and discount points to fluctuate with changes in the market.Interest: The fee charged for the use of borrowing money.Interest rate: The amount of interest charged on a monthly loan payment, expressed as a percentage.Lock-in: Interest rates can change frequently, so many lenders offer a rate lock-in that guarantees a specific interest rate if the loan is closed within a specific time.Lock-in period: The length of time that a lender has guaran-teed a specific interest rate to a borrower.Terms: The period of time and the interest rate agreed upon by the lender and the borrower to repay a loan.

Nashville has long been known for its country music scene, but these days the city is getting national attention for more than just its tunes. National publications are tak-ing note of everything Nashville, from food and fashion to music and more.

Forbes magazine ranks Nashville third on its list of “Next Big Boom Towns.” The music scene was one fac-tor that led to the city’s inclusion on the list; other crite-ria included job growth (both past and projected for the future), quality of life, fewer traffic tie-ups compared with other cities its size, affordable housing prices, a “pro-busi-ness environment” and a growing infrastructure. A recent NYT article shined a spotlight on East Nashville cuisine. From the Farmer’s Market to food trucks to gour-met popsicles at Las Paletas, Nashville’s hip food scene is evidence of a diverse culture, which in turn attracts residents from all walks of life and supports an eclectic mix of businesses.

Readers of Travel + Leisure have also noticed Nash-ville’s taste for good food, voting the city #16 among the “Best U.S. Cities for Foodies.” The city also earned a nod recently from GQ magazine, with an eight-page spread touting Music City’s influence in music, small business, food and fashion.

2012 SCHOOL REPORT CARDHOW TO READ THE REPORT CARD

The Tennessee Department of Education secured a waiver from No Child Left Behind in 2012, allowing the state to continue to improve and meet its own growth goals, rather than the high proficiency cutoffs set by the federal government. R = Reward schools. Reward schools are made up of the top 5 percent of schools in the state for performance—as measured by overall student achievement levels—and the top 5 percent for year-over-year progress—as measured by gains in student achievement. These 10 percent of schools receive recognition for their success under the accountability system.

P = Priority schools. Priority schools are in the bottom 5 per-cent of overall performance across tested grades and subjects. These schools will receive one of four types of supports: • Placement in the state-run Achievement School District • Turnaround under the governance of a district-led Innovation Zone • Turnaround through one of the federal School Improvement Grant plans, subject to state approval • District-led school improvement planning processes, subject to direct ASD intervention in the absence of improved results.

F = Focus schools. Focus schools are the 10 percent of schools across the state with the largest achievement gaps between groups of students. This designation does not indicate low achievement levels. In fact, focus schools may be high- performing schools that show significant year-over-year gains, but fail to close gaps between groups of students. Focus schools will address underperforming groups by: • Implementing programs targeted at specific subgroups of students • Applying for competitive Focus school grants aimed at closing achievement gaps • Using state resources, if necessary, to help fund programming to spur subgroup growth.)

O = Other. The 75 percent of schools in the middle of the scale.

Note: Reward, Priority and Focus schools represent 25 percent of Tennessee schools. Schools labeled as Other are not in the top 10 percent of schools (Reward), nor are they in the bottom 5 percent (Priority). They also are not among the 10 percent of schools in the state with the highest achievement gaps (Focus).

With one of the best high schools in the state, a new mass transit plan in the works, a growing health-care infrastructure and a wealth of recreational opportunities, Sumner County has plenty to brag about. This area just northeast of Nashville offers a quality of life that many new-home buyers find attractive. Residents here enjoy the home-town feel of cities like Gallatin and Hendersonville but appreciate the nearby big-city perks of Nashville.

EDUCATION

The county’s largest city, Hender-sonville, is home to Merrol Hyde Magnet School, named the third best high school in Tennessee in U.S. News & World Report’s most recent ranking of America’s Best High Schools. Gallatin (the county seat) is home to Volunteer State Community College, a public two-year college that offers associate degrees, certificates and continuing education opportuni-ties. With more than 70 academic programs and classes offered on site and online, Vol State is an educational and economic asset to Sumner County and the entire region.

HEALTH CARE

Sumner County is home to three medical facilities: Hen-dersonville Medical Center, Sumner Regional Medical Cen-ter in Gallatin and Northcrest Medical Center in Springfield. Sumner Regional opened a new dedicated pediatric unit in late 2011, and Hendersonville Medical Center kicked off a $3-million expansion of its critical care unit in September of last year. HMC is also accredited to assess and treat chest pain and joint problems.

RECREATION

The Gallatin area is a sportsman’s paradise; fishing and boating opportunities abound along the county’s miles of shoreline on Old Hickory Lake, as do lakefront homes. The Gallatin Civic Center has a double gym, indoor pool and racquetball courts. Dog owners can let their pets run free at Triple Creek Park in Gallatin. Hendersonville has an extensive system of greenway biking and walking trails with plans to expand its bike trail system. Several golf

courses dot the county, includ-ing Country Hills Golf Course and Bluegrass Yacht & Country Club (both in Hendersonville), and The Club at Fairvue Plantation and Long Hollow Golf Course (both in Gallatin).

GROWTH

The Gallatin City Council has given the green light to a first-of-its-kind community in the area: a transit-ready development. Greensboro North will be a mixed-use community built to offer ready access to Metro Nashville’s regional transportation system, which includes plans for a north-east corridor transit line stretching from Gallatin to East Nashville. Initial plans for the community include a bus rapid transit system with a later transition to light rail.

Through careful planning and sustained economic growth, Sum-

ner County continues to build on its existing assets, which helps it attract more workers, more residents and more business. It’s easy to see why home buyers and builders find this an appealing place to live, work, play and do business.

Driver’s LicenseThe Sumner County Driver’s License Station is located at 855 North Bluejay Way in Gallatin. Hours are 7 a.m.-5:30 p.m. Tuesday - Friday. For information call 230-2995.

Vehicle Registration/Emissions TestingBefore a vehicle can be regis-tered in Sumner County, it must first pass an emissions test. Residents are required to bring their vehicles, a current registra-tion or title and a $10 testing fee (cash only, no bills larger than $20) to the Sumner County testing station, located just off Highway 31E/Nashville Pike at 951 Grassland Place. Hours are 7 a.m.-5 p.m. Wednesday-Friday, 7 a.m.-6 p.m. Monday-Tuesday and 8 a.m.-1 p.m. Saturday. liamson County. Frank-lin, the county seat, is the quintessential Southern town set among scenic roll-ing hills, and the city has a thriving downtown district and quaint city square — traits that no doubt played a part in the city earning the Great American Main Street Award.

These accolades were based, in part, on factors like low unemployment and a healthy economy. And Money Magazine specifically noted Franklin’s ability to hold fast to its historic past while embracing all that the future has to offer.

It’s that ability to embrace change that has Williamson County growing by leaps and bounds. In fact, it is the second-fastest growing county in the state. The county’s proven ability to attract and grow business has led to its recognition as one of the Top 10 Most Business-Friendly Cities in Tennessee, and the booming business climate here makes the area attractive to big business, including Nissan, which chose to locate its North American headquarters here. The growth shows no signs of stopping. In naming Williamson County one of the “Top 10 Pro-Business Com-munities in the South Without a Beach,” Southern Business and Development magazine stated that Williamson County was set “to be a corporate engine for the Nashville region for years to come.” The publication also noted that over the last five years almost 40 percent of the job growth in the Nashville area has taken place in Williamson County.

Along with its healthy business climate, William-son County can also boast about its healthy residents. Based on the area’s health behaviors, social and eco-nomic factors, and other factors, the Robert Wood Johnson Foundation named Williamson as the healthi-est county in Tennessee for 2012.

In addition to high marks for health, the county also scores big in education. In addition to having the high-est graduation rate in the state, Williamson County also has four schools listed among the top high schools in the country, according to Newsweek magazine’s annual report. Brentwood, Ravenwood, Franklin and Page high schools were named to the publication’s 2012 list of America’s Best High Schools.

Voter RegistrationCounty residents may register at the Williamson County Election Commission office, 1320 W. Main Street, Suite 140, Franklin. Registra-tion forms are available at area post offices. Voters may also register when they get their driver’s license. For information, call 790-5711.

Driver’s License

The Williamson County Driver’s License Station is located at 3830 Carothers Parkway in Franklin. Hours are 7 a.m.-5:30 p.m. Tuesday-Friday, with the exception of the second Wednesday of each month, when the station opens at 8 a.m. For information, call 790-5515. William-son County residents do not have to apply for or renew their driver’s licenses at this station. Tennessee residents may apply for a driver’s license at any driver’s license testing station, not just the one in the county in which they live.

Vehicle Registration, Emissions Testing

Before a vehicle can be registered in Williamson County, it must first pass an emissions test. Residents are required to bring their vehicles, a current registration or title and a $10 testing fee (cash only, no bills larger than $20) to the Williamson County Emissions Testing Center, located at 1005 Merylinger Court in Franklin. The center is open 7 a.m.-6 p.m. Monday-Tuesday, 7 a.m.-5 p.m. Wednesday-Friday and 8 a.m.-1 p.m. Saturdays. Registration and Tags

Williamson County residents are required to register their vehicles through the Williamson County Clerk of Court. Applicants must present the following: a valid emissions test certificate, current registration or car title or the name and address of the lien holder; funds to pay for the tag and the county wheel tax. Renewal notices are mailed by the Tennessee Department of Safety and can be processed by mail. For more information about vehicle registra-tion, contact the Williamson County Clerk’s office at 790-5712.

You don’t have to leave home to take a vacation. These days, many people are spending vacations at home instead of traveling. According to the American Lighting Association, with the proper outside lighting, you can enjoy a mini vacation at home.

And it may be easier and less expensive than you think to transform your patio, deck or pool area into a lovely retreat. Just invest in a lighting scheme that will enhance your existing outdoor furniture and amenities.

“Creating a beautiful landscape doesn’t have to be expensive,” says Rick Wiedemer of Hinkley Lighting, a small family lighting company in Cleveland, Ohio. “A few well-placed, low-voltage path or accent lights can make a huge impact on a well-manicured landscape.”

And Wiedemer notes that no lawn is too small. “Even modest homes or those with limited yards or gardens can ben-

efit,” he says.All you need are some basic tools, a transformer (that reduces standard

120-volt household current to the safe 12-volt level), outdoor low-voltage copper cable and low-voltage lighting fixtures — all of which you can find at a local ALA-member lighting showroom.

“The best thing about using low-voltage lighting outdoors is you don’t have to do everything at once,” says Lew Waltz of Philips Hadco, a manu-facturer of outdoor lighting products. “I recommend purchasing a trans-former that is larger than you immediately need.”

This way, Waltz notes, when you are ready to install additional light-ing, the larger transformer will already be in place and ready to handle the task.

“You only pay for the energy consumed by the fixtures,” says Waltz. “In other words, a 600-watt transformer that only has 200 watts of fixtures on it uses 200 watts of energy, not 600.”

When laying out your project, remember that a little light goes a long way outdoors. Consult a lighting professional at a local lighting show-room so that you can avoid making common mistake (like installing too many fixtures in one area).

Inadequate lighting can make a home feel uncomfortable, and dark rooms can exacerbate depression and make a home feel less invit-ing to guests. However, bringing in more outside light or supplementing with artificial light can quickly transform the atmosphere of a space.

If you’d like to brighten up your living space, here are some strategies to let more light in.

• When purchasing a new home, be conscious of window placement and the direction in which the home faces. Homes that face north will be dark most of the day; those that face south will have ample sunlight. In addition, look at how many trees are on the property — even if a home faces south, too many trees can hamper the amount of light that gets in.

• Open curtains and blinds all the way throughout the home — especially during winter months. Not only will this let in more light, but during colder months it can also help warm the home from the sun and cut down on heat-ing costs.

• Keep windows clean. Dirt and grime accumulate on windows and can affect how much sunlight filters through.

• When planning a home renovation project, consider adding a window on a wall where there currently is none or think about installing skylights to let in more light from above. Innovations in skylight technology allow for even small units to be placed in rooms and connected through interior tubes that reflect light. French doors also can bring in a lot of light. Separate a dark room from a bright room with a set of French doors to spread even more light throughout the home.

• Paint walls with lighter colors that reflect light more

effectively. Dark-colored floors and walls tend to absorb light, enhancing a cavelike atmosphere.

• Purchase light fixtures that allow for a higher wattage of light bulb, which will be brighter. You may find higher watt-ages even in energy-conserving compact fluorescent bulbs and LED bulbs.

Light rail, support for schools and a well-trained workforce are all factors that equal growth in a community. And that growth is good for the busi-nesses and residents who call Wilson County home. Located just east of Nashville, the county also has numerous parks, job opportunities, recreational pursuits and a thriving health-care infrastructure.

EDUCATION

A good educational system is a desirable trait in any community, and Wilson County has been mak-ing strides in building and upgrading the county’s schools. The county commission recently approved a $63-million school building plan that includes a new high school in Watertown and expansions at West Wilson Middle School and West and Rutland elementary schools. The brand-new Winfree Bry-ant Middle School opened last fall, and the all-new 300,000-square-foot Lebanon High School is set to open this year. Add to that the new Mt. Juliet High School that opened in 2008, and it’s clear county leaders are focused on supporting education. That solid educational system provides county businesses with a well-trained workforce, which in turn attracts more business leaders and amenities to the community. Lebanon is also home to Cumberland University, a private four-year liberal arts university established in 1842.

HEALTH CARE

Wilson County is an up-and-coming leader in the health-care arena. University Medical Center, a 245-bed hospital set on two campuses, completed a $26-million expansion in 2009 that included a four-story patient tower with 60 pri-vate rooms. And UMC recently announced plans to expand to Mt. Juliet; Providence West Medical Center is expected to open sometime this year. Located just off Interstate 40 across from Providence MarketPlace, the multispecialty medical facility will eventually include cardiology, general surgery and orthopedic services.

In addition to the services provided by UMC, Wilson County is also home to a pair of heart clinics (one oper-ated by Vanderbilt Medical Center and the other by Saint Thomas Hospital) and Summit Convenient Care & Imag-ing (operated by TriStar’s Summit Medical Center). Plans are also underway to construct Bel Air West Medical, a 25,000-square-foot medical office building in Mt. Juliet.

RIDING THE RAILS

Wilson County is also attractive because of its connection to downtown Nashville via the rail service of the Music

City Star. Opportunities for mass transit are at a premium in Middle Tennessee, so the convenience of rail transportation for commuters is a big plus. The line stretches from down-town Lebanon to Riverfront Park in Nashville, with stops in between at Martha, Mt. Juliet, Hermitage and Donelson. In a bold move toward supporting mass transit, builders recently broke ground in Lebanon on Middle Tennes-see’s first transit-oriented housing development, Hamilton Springs. The traditional neighborhood development will have a commuter train station at its center.

Vehicle Registration Emissions Testing

Before a vehicle can be registered in Wilson County, it must first pass an emis-sions test. Residents are required to bring their vehicles, a current registration or title and a $10 testing fee (cash only, no bills larger than $20) to the Wilson County test-ing center, located at 810 Tennessee Blvd. Hours are 7 a.m.-6 p.m. Monday and Tues-day, 7 a.m.-5 p.m. Wednesday-Friday and 8 a.m.-1 p.m. Saturday. Electrolux Home Products is the largest employer with more than 3,000 workers producing electric and gas ranges. Residents of Ruth-erford County are treated to the best of both worlds: urban conveniences and the pastoral beauty of the countryside. Attracted by affordable hous-ing, good schools and job opportunities, residents can enjoy a variety of cultural, educational and rec-reational opportuni-ties here.

The county con-sists of four main cit-ies: Murfreesboro, La Vergne, Smyrna and Eagleville. Murfrees-boro, the county’s largest city, is the geo-graphic center of the state. Higher educa-tion is easily accessi-ble at Middle Tennes-see State University, the Tennessee Technology Center at Murfreesboro and Draughons Junior College. Other interesting sites include the Discovery Center at Murfree Spring, Stones River National Battlefield and the Sam Davis Home.

Located just outside of Murfreesboro is the city of Smyrna, which is exploding in population due to its affordable housing costs and extensive retail and busi-ness developments. The Colonial Town Park shopping center includes retail establishments like Ross Dress for Less, Kohl’s and a Super Target. Next door to the facility is the Malco Roxy movie theater; local restau-rants include Buffalo Wild Wings, Cheddar’s, Famous Dave’s BBQ and Logan’s Roadhouse. Smyrna even offers opportunities for higher education at Motlow State Com-munity College.

La Vergne, only minutes from Smyrna, claims the larg-est industrial park and subdivision (Lake Forest Estates) in the state. It is also headquarters to many big busi-nesses, including Ingram Books and Bridgestone/Fires-tone. Some of the local parks include Veterans Memo-rial, Mankin Park and Heritage Valley Park.

Rutherford County continues to grow and receive national recognition for the quality of life it offers. According to the Rutherford County Chamber of Com-merce, Forbes magazine recently ranked Murfreesboro

15th on its “Best Places for Business and Careers” list, U.S. News & World Report named Smyrna on its “Top 10 Best Places to Retire,” and Business Week named Mur-freesboro one of the “Best Places to Raise Your Kids.”

Voter RegistrationCounty residents may register at the Rutherford County Election Commission office, 1 South Side Square, Murfreesboro. Registra-tion forms are available at area post offices. Voters may also register when they get their driver’s license. For information, call 898-7743.

Driver’s LicenseThe Rutherford County driver’s license stations are located at 1035 Samsonite Blvd., Murfreesboro and 5227 Murfreesboro Road, Ste. 103, in La Vergne. Hours are 7 a.m.-5:30 p.m. Tuesday-Friday, with the exception of the second Wednesday of each month, when the sta-tion opens at 8 a.m. For information, call 898-8036.

Vehicle Registration Emissions TestingBefore a vehicle can be registered in Rutherford County, it must first pass an emissions test. Residents are required to bring their vehicles, a current registration or title and a $10 testing fee (cash only, no bills larger than $20) to one of two Rutherford County inspection stations:

Murfreesboro: 1211 Salem Park Court Hours: 7 a.m.-6 p.m. Monday and Tuesday, 7 a.m.-5 p.m. Wednesday - Friday and 8 a.m.-1 p.m. Saturday.
