    Overview

    1.0 Program Overview

    1.1 BackgroundThePartnershipforAssessmentofReadinessforCollegeandCareers(PARCC)isaconsortiumofstatesdevelopingassessmentstomeasurestudentachievementinEnglishLanguageArts(ELA)/LiteracyandMathematicsbasedonthelearningstandardscontainedintheCommonCoreStateStandards(CCSS)for grades3–8andhigh school. Thefirst operational administrationof PARCC is scheduled for the 2014-2015schoolyear.

    1.2 PARCC OverviewTheprimarypurposeofPARCCistoprovidehighqualityassessmentsofstudents’progressiontowardpostsecondaryreadinessandsuccess.

    TheSpring2015AdministrationofthePARCCassessmentincludestwoseparatetestadministrationwindows:thePerformance-BasedAssessment(PBA)andtheEnd-of-Year(EOY),bothofwhichwillbeadministeredinpaper-basedandcomputer-basedformats.ThefirstwindowwillbeforadministrationofthePBA,andthesecondwindowwillbefortheadministrationoftheEOY.

    ThePBAadministrationoccursafterapproximately75percentofinstructionaltimeiscomplete.TheELA/Literacy PBA will focus on writing effectively when analyzing text. TheMathematics PBA willfocusonapplyingskillsandconcepts,andonunderstandingmultistepproblemsthatrequireabstractreasoning,precision,perseverance,andstrategicuseoftools.

    TheEOYadministrationoccursafterapproximately90percentofinstructionaltimeiscomplete.FortheEOY,studentswilldemonstratetheiracquiredskillsandknowledgebyansweringselectedresponsequestions.

    Eachtestadministrationiscomprisedofmultipleunits,andwithcertainmathematicsunitsthereareseparatesections.BelowisafigureshowingthedifferentcomponentsofthePARCCassessment.

    1.3 About this ManualThis manual provides instructions necessary for the computer-based administration of the PARCCassessment,aswellasthetasksfortheTestAdministratortocompletebefore,during,andaftertestadministration.Thismanualalsocontains theprotocols thatTestAdministratorsandProctorsmustfollowrelatedtotestsecurityandtestadministration.

    Because there are many instances where policies and procedures are state specific, it is important to refer to Appendix C for your state’s specific policies and procedures.

    Whenadministeringthecomputer-basedPARCCassessmenttostudents,theTestAdministratorshouldturntothepagethatcontainsthescript(i.e.,studentdirectionsthatarereadaloudduringtesting)fortheunitheorsheisadministering.Alladministrationinstructionsarecontainedwithineachscript.InadditiontoEnglish,thescriptswillbetranslatedintothefollowinglanguages:Spanish,Arabic,Navajo,Chinese (Mandarin), Vietnamese, Portuguese, Haitian Creole, Polish, Somali, andMarshallese. Thetranslatedscriptswillbeavailableathttp://avocet.pearson.com/PARCC/Home.

    1.4 Roles of IndividualsLocal Education Agency (LEA) Test Coordinator (LTC)istheindividualattheLEA/districtlevelwhoisresponsible for theoverall coordinationof testadministration.For thepurposeof thismanual, thetermLEATestCoordinatorisused.Insomestatesthisrolemaynotexist.Fortheseinstances,thetasksforthisrolearetheresponsibilityoftheSchoolTestCoordinator.

    School Test Coordinator (STC)istheindividualattheschoollevelresponsiblefortheoverallcoordinationoftestadministration.TherolemaybetakenonbythePrincipalorDesigneebasedonestablishedcriteria.Thisindividualisresponsibleforcoordinatingtestadministrationathisorherschool.

    Test Administrator (TA) is an individual at the school ultimately responsible for administering theassessment.RefertoAppendix Cforqualifications.StatesmayalsohaverolessuchasTestExaminerorTestProctor,but forthepurposeofthismanual, thetermTestAdministrator isused.ParentsorlegalguardiansmaynotserveasTestAdministratorsfortheirownchild,unlessotherwisespecifiedbyyourstate(refertoAppendix C).StudentteachersmaynotserveasTestAdministratorsinchargeofadministeringthePARCCassessment.

    Ingeneral,thefollowingindividualsmayserveasaTestAdministrator:

    AProctorisrecommendedforallclassroomsduetothenatureofcomputer-basedtesting.

    Technology Coordinator (TC) is an individual at the school or LEA/district levelwho is responsiblefor setting up student computers for computer-based testing. The School Test Coordinator mustdesignateanindividualtoserveinthisrolewhowillbeon-siteduringtheadministration.Inadditiontothetasks listedinthismanual,theTechnologyCoordinator’sresponsibilitiesaredescribedinthePearsonAccessnext Online User Guide.

    TechnologyCoordinatorresponsibilitiesincludebutarenotlimitedto:

    •• Ensuringthebrowseroneachstudent’scomputermeetstechnologyrequirements (e.g.,mostcurrentversionofJava)

    •• Ensuringtheinfrastructureisadequate•• HelpingwithProctorCaching•• HelpingwiththePersonalNeedsProfile(PNP)•• Managingproblemswithfirewalls•• Removing(orturningoff)anysoftwarethatwouldallowsecuretestmaterialonstudent

    computerstobeviewedonanothercomputerduringtesting•• ProvidingtechnicalsupportforSchoolTestCoordinatorsandTestAdministrators

    Accommodations CoordinatorisanindividualattheschoolorLEA/districtlevelwhoisresponsibleformanagingIEPs,504Plans,andELPlans(ifrequiredbyyourstate).AccommodationsCoordinatorsmaybecalledupontoassistwithtestadministration,especiallyforstudentswhoneedcertainaccessibilityfeaturesandaccommodations.

    1.5 PARCC Assessment Policies on Scheduling and Testing Time

    1.5.1 Administration DatesAlltestsessionsandunitsmustbecompletedduringyourstate’sappropriatetestingwindowshowninAppendix C.Schoolswillhaveatotalof20consecutiveschooldaysforcomputer-basedtesting.Unitsmaybescheduledatanytimeduringyourtestingwindow.ContactyourSchoolTestCoordinatorifyouhaveanyquestionsaboutyourtestingdates.

    1.5.2 Guidelines for Testing TimePARCCtestsaretimed.Testingtimeis limitedtotheUnitTestingTimeslistedinTable1.1(withtheexceptionofanextendedtimeaccommodationasnotedinSection1.5.4).

    Administration Timeisthetotaltimeschoolsshouldscheduleforeachunit,includingtheUnitTestingTime and the approximate times shown in Table 1.0 for reading directions, answering questions,distributingmaterials,closingunits,andcollectingtestmaterials.

    Example:WheretheUnitTestingTimeis75minutes,schoolsmightscheduleatotalof100minutes: 15minutesforreadingdirections+75minutesoftesting+10minutesforclosingtheunit.

    Unit Testing Timeistheamountoftimeanystudentwhoneedsitmustbeprovidedtocompletetheunit.Assuch,itistheamountoftestingtimeschoolsmustscheduleforeachunit.AnewunitcannotbestarteduntilallstudentsintheunitarefinishedoruntilUnitTestingTimehasexpired.

    If all students have completed testing before the end of theUnit Testing Time, the unitmay end.OncetheUnitTestingTimehaselapsed,theunitmustend,exceptforstudentswithextendedtimeaccommodations.RefertoAppendix Cforyourstate’spolicyonwhatstudentsmaydoiftheycompleteaunitpriortotheendoftheUnitTestingTime.

    Studentsarenotallowedtoreturntoanyportionofthetesttheyhavealreadyviewed.Theymustpickupexactlywheretheyleftoff.Testswillautomaticallyresumeattheexactpointwhereastudentexited.TestAdministratorsmustcloselymonitormake-uptestingtoensurestudentsdonotreturntoquestionstheyhavealreadyanswered.

    2.1 Test Security ProtocolsThe administrationof thePARCCassessment is a secure testingevent.Maintaining the security oftestmaterialsbefore,during,andafterthetestadministrationiscrucialtoobtainingvalidandreliableresults.

    StudentsmaynothaveaccesstosecuretestcontentincludingprintedStudentTestingTickets,printedSealCodes,MathematicsReferenceSheets,orscratchpaper(blankpaperintendedforusebystudentstotakenotesandworkthroughitems)beforetesting.

    Note:Non-securecopiesofMathematicsReferenceSheetsareavailableonlineandmaybeprovidedto students for regular classroom use.Mathematics Reference Sheets for computer-based testingareprovidedwithinTestNav.SchoolsmaymakeprintedcopiesoftheMathematicsReferenceSheetsavailabletostudentsforcomputer-basedtesting.

The Form to Report a Testing Irregularity or Security Breach must becompletedwithasmuchinformationaspossiblewithintwoschooldaysoftheincident.

    Ifanysituationoccursthatcouldcauseanypartofthetestadministrationtobecompromised,refertoAppendix Cforyourstate’spolicyandimmediatelyfollowthosesteps.

    Occasionally,individualswillcontactstatedepartmentofeducationofficeswithallegationsoftestingirregularitiesor securitybreaches. In thesecases, thestate’sdesigneemaycontact theSchoolTestCoordinatororLEATestCoordinatorandaskthat individualto investigatetheallegationandreportbacktotheappropriatestatelevelorganization.

    2.6 Maintaining the Security of Test Materials and ContentMake sure to follow your school’s chain-of-custody protocol at all times. Failure to follow properchain-of-custodyrequirementsmayresultintestinvalidations.Thehandlingoftestmaterialsmustbedocumentedbefore,during,andaftertestadministrationinordertomaintaintheirsecurity.

    Grade-levelappropriatecalculatorswillbeavailablethroughtheTestNavplatform.Studentsmayusehand-held,gradeappropriatecalculators(providedbyeithertheschoolorthestudent).

    StudentsmaynotusecalculatorsonPARCCassessmentsthatareallowableforlowerorhighergrade-levelassessments.Inordertoprovidecomparabilityacrossschoolsintheconsortium,studentsmustonlyusecalculatorsthatareallowablefortheirgrade-levelassessment.PARCCassessmentitemsweredevelopedwithPARCC’sCalculatorPolicyinmind.Allowingfortheuseofacalculatorthatisdesignatedforalowerorhighergrade-levelassessmentmayunfairlydisadvantageoradvantagestudentsandis,therefore,notallowed.

    If a student needs a calculator as part of an accommodation, the student will need a hand-heldcalculatorbecauseanonlinecalculatorwillnotbeavailable. Ifastudentneedsaspecificcalculator(e.g.,largekey,talking),thestudentmayalsobringhisorherown,provideditisspecifiedinhisorherapprovedIEPor504Plan.

    3.4.1 Geometry Tools Tracing paper, reflection tools, straight edge and compass are allowablematerials for the grade 8mathematicstest.Thesearenotrequiredtoolsbutcanbemadeavailabletostudentsiftheyusethetoolsregularlyduringinstruction.Geometrytoolsarenotallowedforgrades6and7.

    3.5 HeadphonesHeadphonesareneededforELA/LiteracyPBAunits(withtheexceptionofgrade8intheSpring2015administration only), or for studentswho receive the text-to-speech accommodation for the ELA/LiteracyassessmentsortheaccessibilityfeaturesfortheMathematicsassessments.Volumecontrolsappearbeforethestartofeachunit.Therefore,thevolumecanonlybeadjustedpriortobeginningthetest—attemptingtoadjustthevolumelatermaycauseTestNavtoclose.

    Therearedifferentformsofthetest.Withinaunit,studentsmayormaynotexperienceitemsconnectedtomultimediatext.Therefore,headphonesneedtobeprovidedforeachPBAunit(exceptforgrade8intheSpring2015administrationonly).

    Stand-aloneheadphones(i.e.,headphonesnotconnectedtoadevice)arealsoanaccessibilityfeature;therefore, some students may use headphones as noise buffers to minimize distractions or filterexternalnoiseduring testing. If studentsuseheadphones for thispurpose,TestAdministratorsareresponsibleforensuringthattheheadphonesarenotpluggedintoanydevice.

    Schoolshaveseveraloptionsforensuringtheyhaveasufficientnumberofheadphones.First,schoolscan instruct students tobring theirownheadphones. Second, if schoolshavea smallernumberofheadphones,schoolscanbreakupclassesintoasmallernumberofstudentsforadministration.Third,schoolscanpurchaseadditionaldevice-compatibleheadphones.

    3.6 Materials Allowed ONLY AFTER a Student Has Completed TestingRefertoyourstatepolicyinAppendix C.

    3.7 Materials Prohibited in the Testing EnvironmentProhibitedmaterialscancompromisetestsecurityandviolatetheconstructbeingmeasuredbytheassessment,thusproducinginvalidresults.Prohibitedmaterialsincludematerialsthatmustbecoveredorremovedfromthetestingroom.

    The following lists arematerials thatmaynot beused at anytimeduring a unit, including after astudenthascompletedtesting(e.g.,exitsTestNav)orduringabreak.Ensurethatthese,andanyrelatedmaterials,arenotinthepossessionofstudents,TestAdministrators,Proctors,oranyotherauthorizedpersonsinthetestarea,includinginsidestudents’desks.

    5.5 Administer Sample Items, Practice Tests, and TutorialsDuringthetest,TestAdministratorswillnotbeallowedtoassiststudentswithTestNavfunctionalityandnavigation.Somestudentsmaynotbefamiliarwithcomputer-basedtestingorthetoolsanditemtypesusedinthecomputer-basedPARCCassessments.Therefore,it ishighlyrecommendedthatallstudentswhowillparticipateinthePARCCassessmentsfirsttakethesampleitems,practicetests,andtutorialsavailableathttp://parcc.pearson.com.Thecomputer-basedsampleitems,practicetests,andtutorialscontaintestitemstohelpfamiliarizestudentswiththecomputer-basedtestingtoolsandtheprocessforidentifyingandrespondingtodifferentitemtypesonthecomputer.

    YourSchoolTestCoordinatorwillprovideyouwith instructionsforadministeringthesample items,practice tests, and tutorials. Itwill take up to 30minutes to administer each tutorial. Throughoutthe school year, students should be provided access to the tutorials, sample items and practicetests.Studentswithaccommodationsmayneedadditionalpracticetimetobecomefamiliarwithallcomputer-basedtestingfeatures.

    5.6 Prepare the Testing RoomEvery assessment setting should have good lighting and ventilation, with a comfortable roomtemperature,andshouldbeasfreeaspossiblefromnoiseandotherinterruptions.Chairsshouldbecomfortableandtablesatanappropriateheightwithsufficientroomforapprovedtestingmaterials.Confirmthateachstudentwillhaveadequateworkspaceandbesufficientlyseparatedfromotherstudentstosupportasecuretestingenvironment.Checkthatallneededmaterialsandequipmentareavailableandingoodandworkingcondition.

    Tomaintain security in a computer-based testingenvironment, PARCC suggests the following idealconfigurationsforseatingstudents(unlesslocalpolicyandproceduresdoesnotallow):

    6.8 Supervise Test AdministrationDuringtesting,youareexpectedtoactivelyproctorandfocusyour fullattentiononstudentsatalltimestoconfirmtheyareworkingindependently.Thismeansensuringstudentsarenot involvedinquestionableactivities.Ensurethatallstudentdesksarefreeofanyprohibitedmaterialsandthatallprohibitedaidshavebeenremovedorcovered.RefertoSections2.5,3.7and3.8ofthismanualforinformationonprohibitedactivitiesandprohibitedmaterials.

    PARCC Assessments

    TestAdministratorsandProctorsmaynot individually remindorencourageastudent toanswerallquestions.TestAdministratorsandProctorsmaynotpointorgestureto thestudent tocompleteaspecifictestitemorencourageastudenttoselectananswerchoice.

    6.8.4 Dismissing Students for MisconductTheTestAdministratorhastheauthoritytodismissanystudentformisconduct.Ifstudentmisconductwarrantsdismissal,collectthestudent’stestmaterials.Thestudentwillthenbedismissedfromthetestingenvironment.TheschoolorLEAmustsubmitaFormtoReportaTestingIrregularityorSecurityBreachwithintwodays.

    If a student is dismissed, the Test Administratormust exit the student’s test in TestNav. Once thestudenthasbeenexited,followyourstatepolicyinAppendix C.

    6.8.5 Student Generated Test Item AlertsIfduringtesting,astudentalertsaTestAdministratortoapossibleunanswerableormisprintedtestitem,thefollowingprotocolwillbefollowedbyschoolpersonnel.

    •• Undernocircumstanceswillanyschoolpersonnelreadorreviewthetestitem.•• TheTestAdministratorwillinstructthestudenttoproceedwiththetestanddohisorher
