About EMTAS

Removing barriers and inequalities in attainment and achievement is a priority for all schools. Working alongside Head Teachers and using our expert advice, guidance and training, we can support schools to close the performance gap and improve educational outcomes for children and young people from Black and Minority Ethnic (BME) and Traveller groups, including those learning English as an additional language (EAL).

All our work is underpinned by the United Nations Convention on the Rights of the Child (UNCRC) particularly Articles 22, 29 and 30, and is supported by continuous professional development and enhanced DBS (Disclosing and Barring) checks.

new UK school• Where appropriate, in-class support for children and young people for whom English is an additional

language• A full range of services to improve access, engagement and participation of Traveller children,

According to the Spring 2021 School Census, 10.6% of Hampshire’s Black, Minority Ethnic and Traveller children

were in Test Valley schools (taken from the ‘Ethnicity District’ tab). This equates to2825 children, compared with

2682 (10.5%) in 2020. Additionally, 10.5% of Hampshire’s EAL (English as an Additional Language) learners were in

Test Valley which is equivalent to 1312 children (1082, 10% the previous year, 2020).

In the academic year 2020-21, a total of 629 children were referred to Hampshire’s Ethnic Minority and Traveller

Achievement Service. Of these, 87 children were referred by schools in the Test Valley district, 24 more than in 2019-

20. The vast majority of these referrals were children new to English. In the case of Traveller children, they were

mainly new entrants to the school.

Academic results for BME and Traveller groups are collected, analysed and reported on by Hampshire EMTAS

annually. A summary analysis comparing the attainment and progress of BME and ‘Hampshire All’ is carried out in

addition to more detailed analysis of attainment within individual groups.  These data and analyses are made

available by district in a separate progress and attainment data booklet. It also captures a range of other information

such as attendance, the percentage of children eligible for Free School Meals (FSM) as well as the changing profile

of the district in terms of languages and ethnic groups.

Within EMTAS, we recognise that different districts of Hampshire will have different needs according to their

particular demographic

All data that have been used are correct at the time of writing but may later be subject to minor changes as new data

are published.  Dates and sources are acknowledged.  In some cases, numbers within ethnic groups are very small.

Of all the districts, Test Valley has the third highest number and percentage of pupils with EAL in Hampshire in 2021. The number of pupils speaking EAL

in Test Valley increased in 2021 compared with the previous two years, when it had been relatively static. The percentage of pupils speaking EAL in Test

Valley in 2021, 10.5%, shows a slight increase compared with 2019, when it was at 10%. Only Basingstoke & Deane saw a greater positive percentage

increase in the number of pupils speaking EAL in 2021 compared to 2020, with Test Valley ranking second overall in this respect.

Test Valley Hampshire

Census languages have been fairly consistent since 2019. Polish is and has been the top language in Test Valley for the three years shown below, with

Portuguese consistently being the second largest group. These two languages represent just over 30% of the total number of pupils with EAL in Test Valley.

Language data are collected termly; ethnicity data are collected in the Spring Term only. Accurate recording of pupils’ home/first languages enables better

The largest ethnic minority group in Test Valley district is Any Other White Background (WOTH), which reflects the population of Polish and Portuguese families who live in the district, with a large number settling

for work purposes in various Test Valley industries. The number of pupils in WOTH has slowly increased since 2019. The second largest ethnic minority group is Any Other Mixed Background, which has been

the case for the last three years.

EMTAS new referral data have been included to give an indication of languages spoken by those pupils who are most recently arrived. Hampshire's

census languages have been fairly consistent in terms of the top languages from 2018-19 to 2020/21 and across the county, Romanian, Nepali and Polish

have consistently been the top 3 languages for referrals to EMTAS in the last 3 years. In Test Valley, Polish was the top referred language to EMTAS from

2018-19 to 2019-20, being overtaken by referrals for English speaking children for the first time in 2020-21. The number of referrals for English speaking

children includes children with access to another language in the home but who prefer to use English themselves; such children are still considered to be

learners of EAL and their numbers have been rising across the county in recent years. 'English' may also include some children of Gypsy, Roma or

Traveller heritage. At EMTAS we changed the way we work with children identified as GRT in 2020-21 and removed the need for a referral, resulting in

many more children receiving support than before. Note that whilst most of Hampshire's GRT pupils are English-speaking, Roma families can be

subsumed within the numbers of speakers of Eastern European languages.

The data in the table below show numbers of children of GRT heritage who have been supported in school by EMTAS in the

academic years shown. The numbers do not reflect the entire GRT population in any of the districts. They do, however, include

GRT children who may ascribe as WROM or WIRT or who are identified as Travellers or Showmen in the Traveller Questionnaire

that is sent to schools annually.

Notes: EMTAS began compiling separate GRT data in the Spring term 2020 hence the numbers for 2020-21 reflect 2 terms' work, not a full academic year. The GRT data above are based on support delivered to children in Hampshire-maintained schools and academies that have bought in.

The data in the table below show the known population of children of various GRT heritages on roll in Hampshire schools for

the date ranges shown. These may include children ascribed as White Irish Travellers (WIRT) or White Roma (WROM) as

well as children from Showmen families (Circus and Fairground). The actual number of GRT children may be higher than the

data suggest for reasons related to ascription and/or children not having been identified on any of the data sources used by

schools to capture demographic information about their pupil cohorts.

Below is a graphical representation of the data presented in the table on the 'GRT by District' tab. Three academic years' data are

shown, revealing an uneven distribution across Hampshire. Higher numbers of Hampshire's known school-aged GRT populations

can be found in Winchester, The New Forest and Hart whilst numbers in Gosport remain very low over the three years shown.
