Test Valley Borough Council News

Test Valley Borough Council are developing Romsey Future, a

project aimed at creating a strategic vision for the town, ensuring its future as a vibrant, thriving market town with a recognisable local brand.

The project will consider both current and future pressures on Romsey, and the challenge of how we can sustainably manage both the built and natural environments that create the character of the town. The work will be undertaken in consultation with the local community, local councillors and partner organisations. It will also take into account the outcome of the 2012 Planning for Romsey’s Future public consultation. The core aim of the initiative is to develop a vision for Romsey, highlighting opportunities and identifying and supporting projects that will deliver the vision.

As part of the ‘Romsey Future’ project, both Hampshire County Council and Test Valley Borough Council are considering ways in which the centre of Romsey could be enhanced to provide a more attractive environment to visitors and shoppers, and to

encourage them to come to the town. Previous work undertaken by the Romsey and District Society has also been used to inform initial ideas. The first phase of improvements are now about to begin, and will focus on maintenance repairs and infrastructure improvements in Church Street.

Councillor Martin Hatley, Portfolio Holder for Planning and Transport said, “I am delighted that funding has been allocated to Romsey to support improvements in Church Street now, as well as additional town centre enhancements as they are identified by the ‘Romsey Future’ initiative.

“This project takes over from, and will build upon, the work already carried out under the Romsey Masterplan. It sits at the heart of one of the Council’s key aims of enhancing improving and preserving our natural and built environment.”

The Church Street improvements are to be jointly funded by Test Valley Borough Council and Hampshire County Council. As part of its Capital Programme, Test Valley Borough Council’s Cabinet agreed to

Summit is the introduction of free bookings of the Time Ring to performers, with the aim of increasing footfall into the town centre.

A series of entertainment events have already been lined up to link with the 2013 programme of Farmers’ Markets in the town.

The Winchester Celidah band Threepenny Bit will appear on on 17 March and the Middle Wallop Military Wives Choir on 21 April.

Councillor Ian Carr, Leader of the Council said: “This is the first of many actions identified by the Andover Town Summit to come to fruition. I hope that an increasingly busy programme of entertainment in the Time Ring will encourage visitors and enhance their experience

of the town centre, as well as providing a platform for local groups and charities to raise their profile.

“The Summit identified a set of priority actions for the town, one of which was to encourage more High Street events and activities. I am delighted that we have managed to move so swiftly, not only in introducing free use of the Time Ring, but also in pulling together an exciting programme of events.”

The High Street Events working group are keen to hear from performers, choirs, schools, charities and other local groups who would like to use the Time Ring. Two hour slots are available for either 10am – 12pm or 12pm - 2pm seven days a week.

contribute £150,000 over a two year period for environmental improvements to Romsey town centre, from which it will draw funding to complement the County Council’s resources of £325,000 earmarked for Church Street.

The Borough Council has also agreed to make £49,000 available as a contribution to the Romsey Waterways enhancement project, which is a partnership project with the County Council, Natural England, Environment Agency,

Hampshire Wildlife Trust and the Romsey and District Society.

In addition to these projects, a number of other improvements are planned which will be funded separately by the development at Abbotswood. These include junction improvements, traffic management measures and new cycle ways. The development will also be making a financial contribution to future environmental improvements with the town.

The following events will be held at the Museum of Army Flying in the

coming months weather permitting.

On the 5 March 655 Sqn (Volunteers) are holding an Open Evening at the Museum from 7 - 9pm. There will be highly experienced members of the Squadron available to discuss life as an Army Air Corps TA soldier, alongside several ‘hands on’ displays demonstrating the opportunities available to interested individuals.

The Museum of Army Flying in Hampshire will be holding its first children’s Egg Raid Easter egg hunt over the Easter Weekend on Saturday 30th and Sunday 31st March. Clues and tokens will be hidden around the Museum and there is a small prize for children who find them all! The Egg Hunt costs £1.50 plus normal Museum admission.Marketing Manager Rebecca Clay said about the event ‘The aircraft in the Museum will be hiding clues to help children taking part discover a chocolaty reward .’

Frequently Asked Questions Here’s a selection of frequently asked questions especially for you sceptics (you know who you are). 1. When you say ‘carpet’ what do you mean? We mean average size areas, say 10x12ft ish. But we don’t quibble if the areas are a little larger - it’s all done on fairness really. 2. Do you move furniture? Our pricing policy reflects the time it takes to clean working around furniture, rather than moving it. That said, we are for example, happy to move your three piece suite backwards and forwards cleaning under it and replacing it back into position. What we don’t price into the job at these discount prices is moving large pieces of furniture like bookcases, sideboards or wardrobes. Similarly we are not insured to move electrical items, in particular flat-screen tvs. Again we apply common sense and fairness to the situation and inevitable we do end up moving some furniture around, even at these discount prices. 3. Are there any ‘hidden’ extra costs? The prices quoted above are fully-inclusive and are the actual prices you will pay.

These must be ones within the remit of the Courts, such as matters to do with the Marsh and the Downs, and must not cover those within the province of the Parish Council (such as Parking!).

The questions must please be in writing and sent to the Bailiff, Christopher Robathan at Winton House, Winton Hill, Stockbridge SO20 6HL no later than Saturday, 16th March. These will be distributed to his lordship and the members of the jury with sufficient time for them to ponder beforehand and thus save time on the night.

The lord will announce the questions during his address, leaving them to be considered by the jury when they retire.For his continuing sweep of local history, Guy Boney has chosen this year to talk about the American Hospital when the jury retire. This hospital existed on some 44 acres at the back of what is now the first carpark on the Downs at Stockbridge and was used to treat American wounded after the invasion.

It is anticipated that the jury will only be out for no more than thirty minutes with the opportunity given them to have seen the questions previously. With their input his lordship will give his answers and thus we will have more of a climax to the occasion. All are welcome and admission is free.

The pain, on a scale of one to ten, was about twelve. I had to resort to shuffling around the house like an old (older) woman and The Husband had taken to his daily task of putting on my tights (on me, not himself) with all the enthusiasm of someone awaiting an enema.

At the end of a tortuous week it was the weekend of Star II’s birthday bash - a ‘Nerf’ gun party for eighteen ten- year-olds in a sleepy village hall.

Star I sidled up: “Mum…. we were talking about having a sleep-over on Saturday night … here.”“We?”“Yeah, you know, Tom, Adam and Jack. You won’t have to do anything - we’ll get fish and chips. It’ll be cool.”

Of course it would, bring it on: “Yes, ok, that’s fine.”

It was Friday night and The Husband had gone on a major forage to Tesco, and had returned triumphant with not only the party food, including the cake, but a take-away to boot. My hero.

On Saturday, Star I awaited the arrival of his chums by doing what all teenage boys do: revising in his room for hours (or at least he said he was doing revision). Star II was gathered up and taken to a friend’s and The Husband went to golf, leaving me to chill in my medically drug-induced state.

Well actually, I did all those little things one should do with a bad back: some light vacuum cleaning, effortlessly achieved by crawling on my hands and knees using the nozzle; changing the bed linen at a snail’s pace; and making another birthday cake. Nothing, it seemed, could keep this Pagan down.

At 1600 hours the chums of Star I arrived with all the paraphernalia required for a successful sleepover: laptops, extra games controllers, sleeping bags, vast quantities of crisps and lashings of ginger beer (well, that’s what they said it was…) The front door was rendered useless by the pile of enormous shoes piled up against it and the lounge door was slammed shut in a kind of ‘strictly no admittance’ way.

I felt compelled to say something, so popped my head around the lounge door: “Don’t forget to organize the drinks for everyone.” Pathetic. Star I wanted shot of me and who can blame him.

“Ok Mum! Take the dog out, he’s eating Jack!” The Pagan Pup is particularly fond of Jack.

Then they were gone to the chippy. I felt compelled to set the table for their return -obviously I should have known that one can eat a meat pie with one’s fingers.

We left them to it and went to a friend’s house-warming party. Now it could well have been the VAT 69 that I imagined I needed, not blending so well with the Diclofenac and Co-codamol, but suffice to say I decided to leave Star II and The Husband to party on while I crept off home. It was only half past nine and I can’t say that Star I was impressed, nor indeed concerned, to see me:“Oh, you’re back. Are you going straight to bed?”

Yes I was, and slept very soundly until about 1.30. I awoke to find Star II sound asleep next to me, and could just hear The Husband snoring in the other room below the noise of the Xbox and much mirth from downstairs.

I hobbled down to the lounge held my breath and peeped into the gloom: “Can you keep the noise down just a tad please?” Their eyes never left the screen but the collective grunt led me to believe we had communicated at some level, so back to bed I went.

I dozed for a while then a great chorus of laughter jolted me awake: it was 3.30 a.m. Now I hate to be a killjoy, but Star II had hockey at 8.30 and I had Pagan Pup training at 9.00; then there was the small matter of the birthday party for which I needed to be at my sparkly best.

So once more into the breach:”Right lads, let’s call it a night please.” I didn’t think that was unreasonably harsh. There was no reply, but the screen went black and all was silent and still.

7.00 am on Sunday found me up and raring to go, well almost. The scene in the lounge was that of an alien landscape. The boys lay like giant chrysalises in their sleeping bags surrounded by a forest floor of clothes, crisp packets and general detritus. And then there was the smell. I sent the Pagan Pup in as he is used to such things.

I got cracking with breakfast, more drugs for me, and my ‘Heart Attack Special’ for the boys: a buttie consisting of fried bread, crispy bacon and two fried eggs. Perfect after a night on the tiles (or rather the carpet), but not exactly one of their ‘five a day’.

Star II’s party was a great success: “Mum…”“Yes?”“Can I have a sleepover next weekend?”Oh God.

& COOKERY SCHOOL

INGREDIENTS• 1 pancake per person (savoury pancake) or• 1 slice of ham smoked ham, Bayonne ham will do as well• One nice leek, cut in half across to form 2 pieces, the size of the pancake or slice of ham.

• You may also use a fennel cut in half length wise, cauliflowers, sliced mushrooms, or chicory, in which case add a little sugar for the bitterness.• A small quantity of vegetables of choice to flavour the white sauce

• Grated cheese; any will do, leftovers are excellent• 50g butter• 50 gr flour• 1 litre chicken or veal stock or for a better taste, use 500ml stock with 250ml cream and 250ml white wine

METHoDBlanche your chosen vegetable until soft, set aside and leave to cool. When cold, wrap the pancake or slice of ham around the vegetable

and place in a buttered oven dish. Meanwhile make a white sauce by melting the butter, adding in the flour and then slowly adding the

liquid, stirring all the time. Bring to a gentle boil and continue stirring for 1 or 2 minutes, then set aside and keep warm. At this point you

can add all kinds of seasoning to enhance the flavour. This basic sauce serves to make a velouté: Pan-fry gently your other vegetables in

a little butter until soft then add to the warm sauce and liquidise. Strain through a fine sieve and then add a little consommé to obtain

the desired consistency. If necessary you can thicken the mixture with some egg yolks and a little cream. This sauce is absolutely

fabulous. Cover your “wraps” generously with the sauce and sprinkle with a little grated cheese. Finally bake your wraps in a warm

oven, mark 5 or 180C, until gratiné.

Butchers and producers across the county will be excited to learn

that the Great Hampshire Sausage, Pie and Ready Meal Competition will return this April! This popular competition organised by the county food group, Hampshire Fare, provides an opportunity for local butchers to put their very finest products in front of a panel of expert judges. Producers can enter products in a wide range of categories including traditional pork sausage, meatballs and faggots, black pudding and new for this year, charcuterie.

This very competitive event was last held in 2010 and attracted 200 individual entries from 30

Hampshire butchers and meat farmers. Awards and a trophy are presented in each category and the Supreme Champion of 2013 will be selected from across all the entries. This year’s event will be held at the Holiday Inn in Winchester on Tuesday 9 April. Mike Wright, Chairman of Hampshire Fare, is pleased to see the return of the competition: The event itself is closed to the public. On Tuesday 15th January King’s Somborne C of E

Primary School hosted a very special tea party! Ten adults who had been children or young adults in World War 11 came to be interviewed by the pupils in Year 3/4, the Fantastic Foxes.

The children had previously prepared the questions they wanted to ask and jotted down notes as the visitors described what life was like as a child in World War 11. They discussed

rationing, shelters, gas masks, being evacuated or having evacuees come to live in the village and attend school with them. They brought artefacts and some even had their own medals for the children to examine and told wonderful, wide-ranging stories of their experiences both in the village and in nearby towns like Southampton. Mrs Marion Downing had decorated the Hall and ensured that the visitors enjoyed their cups of tea and cakes (made by

Mrs Louise Jarvis). Everyone chatted easily, the visitors were able to share their recollections and the children learnt a huge amount from games played; the food they had to do without; to the many problems that war caused. They also found that some met their husbands or wives during this time as a result of having to move around so there were many happy memories as well.

Year 3/4 will be using the information they collected in their future topic work and will be spending a day as evacuees themselves after half term when they will dress up and travel on the Watercress Line steam train.

This really was ‘living history’ for these lucky children and an opportunity which is becoming increasingly difficult to repeat.

It began life as the Stockbridge Forum but over the years its popularity saw it expand to reach a larger audience until it became the Test Valley Forum. The 2013 Test Valley Business Awards were opened to entries by

renowned TV presenter Fred Dinenage, MBE, on Tuesday 29 January at the White Horse Hotel and Brasserie, in Romsey. Around 70 guests were captivated by Fred talking about being mistaken for a serial killer! The stretch of the Upper Itchen on the Soulbury V Estate is being

developed as a sporting facility for purely wild game.

The estate has been pioneering in opening up this famous "playground" by extending the facilities (once the preserve of the aristocrat, royalty, presidents, ambassadors and film stars) to persons of the general public who seek that rare blend of stately traditionalism with sporting challenges in an atmosphere of rarity. It has always been the case in years gone by that to obtain a Rod on the Upper Itchen was practically impossible. It was simply a case of if one was lucky and was in the right place at the right time, one might take a Rod owing to "dead man's shoes". 2013 sees a triumph with anglers and guns who are sticklers for perfection now enjoying the quintessential English experience at Ovington. Each new Rod chooses the basis upon which they so do. The estate is able to be modular with bookings, and persons who simply wish to take up no more than a Day Rod may do so and book their day(s) in advance so as to secure a place. The estate also endeavours to help local universities and colleges, e.g. Sparsholt College, in their studies of wildlife and river ecology.

Where appropriate, the estate also seeks to help in cases of persons seeking recovery from illness or injury. Fishing is therapeutic and is known to greatly enhance one’s senses and at times, self esteem; the estate’s family has close links with the Leonard Cheshire Trust charity.

In less than a week HART Wildlife Rescue raised an amazing £1887 to achieve

the target needed to build a new waterbird aviary to cater for the needs of the many abandoned ducklings it admits every year.The Hampshire based animal rescue centre used Peoplefund.it – a crowdfunding website created by KEO digital.

“We are always open to new ways of fundraising and have been overwhelmed by the success of this initiative by someone who was working with us for a short while,” said trustee Laura Martin. “We are very grateful to Ava Pierro, who was funded for three months by Vodafone, and set up this exciting project to help our facilities grow.”

HART Wildlife Rescue cares for sick, injured and abandoned wildlife across Hampshire and the surrounding counties. As well as rescuing and rehabilitating animals, the charity offers advice for local vets, the police and RSPCA on wildlife care, as well as members of the public and local groups. It continues to admit more casualties every year and desperately needs to expand to cater for all species of wildlife as adequate facilities are so scarce.

Unfortunately there was not sufficient interest in the Valentine’s Disco, and we had to cancel it. But we continued with our Valentine raffle which raised £216 – nearly enough to cover the cost of our new tables and

On the afternoon of Sunday 21st January 2013 two excited year

6 pupils were invited to escort The Mayor of Test Valley, Mrs Dorothy Baverstock, on her mayoral visit to the Dedication of New Facilities Service at St Mary the Less Church, Chilbolton. Erin Hobbs and Sophie Chalk accompanied the Mayor in her vehicle of office, bearing a flag on the front and upon arrival at the Church, they had their photos taken together. They then proceeded to join her in the VIP seats, which had been reserved at the front. During the service, the girls were invited to wear the Mayor's heavy gold chain, which Sophie remembers also included ornamentation in the form of a green fish. After the service tea and delicious cakes were served, having been prepared in the new kitchen. Erin and Sophie had a wonderful day and thanked the Mayor for the opportunity to experience an insight into the role of her duties as Mayor of Test Valley.

On the morning of Wednesday 30th January, six year 5 pupils attended a Gifted & Talented Workshop at Test Valley School, Stockbridge. They met with children from other

cluster schools in one of the English classrooms, where they experienced life as a pupil at secondary school during a literacy lesson. Head of English, Mrs De Nitto, provided the children with an opportunity to extend their thinking skills using a passage detailing the experience of a person witnessing "the last tiger in captivity". Refreshments were very kindly provided by Test Valley at break time, and the children were then escorted to meet Mr Liston in mathematics. This session included calculating the circumference and diameter of circles, using string and rulers and then applying this to show how Greek mathematicians were able to prove the existence of Pi. At the end of the lesson, the children watched an amusing video clip containing a version of Don McLean's "American Pie" adapted accordingly to the lyrics of "Mathematical Pi". This song was learnt and then sang to us all during class assembly the following day. A big thank you to Test Valley School for making us so welcome.

Later that afternoon, year 6 pupils were invited to Wild Goose Recording Studio in

Wherwell, owned by Mr Doug Bailey. The children were very kindly shown how the equipment worked by Mr Bailey and were able to watch and listen to music being played on a Lute and a Theorbo by Rob. They were met at the studio by Anne-Marie Brooke-Wavell from the Discover Danebury Project and Tim Laycock, the storyteller, who worked with KS2 children over the last term on a story telling project. There was plenty of time to ask questions and look around before they got down to work as the purpose of the visit, which was to record the sound effects and singing to add to Tim’s narration of their story. It was a wonderful opportunity for the children to see how recording and sound technology can be used to accompany and enhance their work. They saw and heard how their story had been developed from those early ideas into a “real” story. Look out for The Fiery Raven of Danebury Ring - copies will be available in due course.

During their assembly the next day Class 5 put on the first pre-recorded school assembly. Having scripted, cast, produced and recorded their own mini films a very excited audience anxiously anticipated the start of the show. Clips, which were shown on the interactive white board, covered a very wide range of topics and reflected

the varied curriculum that the pupils have studied this half term. A welcome by Simpsons models was accompanied by narration from the children and was followed by The Nutty Professors demonstrating how to make planes from plastic milk cartons. Mathematical Question Quiz and Mastermind challenged a few of us with the chosen subjects including Light, Grammar and Nelson Mandela. Pupils interviewed their friends about their musical skills and the new Table Tennis equipment, purchased by the PTA. There was even a public health film about healthy teeth and visiting the dentist. The show’s musical finale was a performance by the Mathematical Song and Dance Group "Pi" and some beautiful guitar instrumentals. Some lovely highlights from the year 5 and 6 pupils and these examples all come from just one week. Our pupils are fantastic ambassadors and would love to show you around so you can see more of the great work going on at Wherwell Primary School.

And hypnosis is definitely not a state of sleep or unconsciousness and is certainly not mind control. And the majority of people will be completely aware of everything that is happening and may even feel like they are just sitting in a room listening to someone, they just happen to have their eyes closed.

And, going against popular belief, you will not do anything you don’t want to do. Otherwise I’m sure there would be a lot of hypnotherapists asking their bank manager to put a wodge of cash into their bank account.

By focusing the mind, the ability to respond to positive suggestions and imagery is greatly enhanced. Which makes it a quite simple, and highly effective therapy, for many issues including anxiety, pain control, nail biting, and of course IBS.

IBS is a common condition that affects up to 1 in 5 people in the UK at some stage in their life. IBS can affect anyone at any age, but it commonly first develops in young adults and teenagers. And IBS is twice as common in women as it is in men.

The precise cause has not been discovered, but most experts agree IBS results from an increased sensitivity of the gut. Psychological factors, such as stress, may also play a part in IBS.

The National Institute for Clinical Excellence (NICE) and The British Medical Association (BMA) recommend hypnotherapy to alleviate IBS symptoms. And there are plenty of research and clinical trials which show that hypnosis can substantially improve the patient’s symptoms over an eight course treatment plan,

and these benefits continuing for two years after treatment.

Professor Peter Whorwell; Professor of Medicine and Gastroenterology at Manchester Royal Infirmary has been researching gut directed hypnosis for over 20 years and believes that IBS is ideal for treatment with hypnosis and has seen success rates of about 70% in these trials.In December 2011 Professor Whorwell was involved in a randomised placebo controlled trial on hypnotherapy for IBS (The IMAGINE study) whereby the group consisted of 354 Primary Care and Secondary Care patients aged between 18-65 with IBS.

• Theresultsofthistrial evaluated the efficacy of individual and group hypnotherapy treatment in IBS.• Theresultsshowthat group hypnotherapy for IBS is effective.

With this in mind, and based on these protocols myself and fellow hypnotherapist; Claire Lincoln are running an IBS Group Hypnotherapy Course in Winchester. It will be held at The Winchester Royal Hotel on Wednesday evenings from 6.30-7.30pm, starting at the end of March. The course will run fortnightly for 8 sessions.

Work with the cyclesI came across a phone app that monitors your sleep cycles. It tells you how much sleep you’re actually getting allowing you to monitor the affects of your lifestyle e.g. drinking coffee, alcohol, eating times, exercising etc.

Alternatively try a simple calculation ensuring the time you go to bed vs the time you set the alarm is in multiples of 90 minutes ensuring you wake up at the best time.

10.30 bedtime = 6.00 or 7.30 wake up

When we feel groggy it isn’t necessarily due to lack of sleep but because we awoke during the middle of a cycle.

Napping for no more than 30 minutes can benefit us too especially between 1pm and 4pm when we naturally trough and find we are losing focus. In China school children enjoy a nap just after lunch.

Illness, medications, stress, anxiety, depression, can all reduce the quality of sleep but you still may be able to recover some ground – if not – then do seek advice.
