This year’s induction ceremony will take place March 6, 2020,
2–5 pm CT, at the AT&T Executive Education and Conference
Center — 1900 University Ave, Austin, Texas — where more than 300
legal professionals, friends and family members will gather to
celebrate this grand accomplishment for newly Board Certified
attorneys and paralegals. The 2020 class is composed of 239
attorneys and 29 paralegals. This will be a special day for all
TBLS honorees so please make plans to attend well in advance.

This year’s keynote speaker is Texas Supreme Court Justice Jane
Bland, Board Certified in Civil Appellate Law and Civil Trial Law.
She serves as liaison to TBLS, the Judicial Commission on Mental
Health and the deputy liaison to the Court’s Rules Advisory
Committee. Justice Bland has served at three levels of the state
judiciary, having been elected by Texas voters 5 times, and was
appointed to the Supreme Court of Texas in 2019 by Governor Greg
Abbott. In 2010, Chief Justice John Roberts presented her with the
William H. Rehnquist Award, given to a state court judge
exemplifying the highest level of judicial excellence, integrity,
fairness, and professional ethics. She was also named Appellate
Judge of the Year in both 2007 and 2015 and Trial Judge of the Year
in 2003 by the Texas Association of Civil Trial and Appellate
Specialists. Justice Bland will be administering the Oath to the
newly inducted attorneys at the ceremony.

® Certification MattersBrian L. Webb will be honored this year
with the prestigious John F. Sheehy, Jr. Distinguished Attorney
Award during the ceremony. The award is given annually by the TBLS
Board of Directors in recognition of an attorney that has been
Board Certified for more than 25 years, shown commitment to serving
the public and justice system, advanced the standards of the legal
profession and has been the epitome of outstanding professional
ethics and civility.
Brian was a significant part of TBLS, as he was a member of the
TBLS Board, and previously served as a member of the TBLS Family
Law Exam Commission for 10 years. Board Certified in Family Law
since 1980, Brian was a proud graduate of Southern Methodist
University (SMU) Dedman School of Law and practiced family law
since 1975. He had presided over Texas’ four largest statewide
family law organizations: Family Law Section of the State Bar of
Texas; Texas Academy of Family Law Specialists; Texas Chapter of
the American Academy of Matrimonial Lawyers; and Texas Family Law
Foundation. These are just a few of Brian’s accomplishments as a
more detailed remembrance of his many, many achievements can be
found at the AAML and Charlie Hodges tributes.
This year’s Tom Garner Award, which is presented to a TBLS
volunteer who best epitomizes the best ideals of voluntary service
by their knowledge, dedication, hard work and integrity, will go to
Troy McKinney. He has been Board Certified in Criminal Law since
2007, Criminal Appellate Law since 2011 and has been a member of
the TBLS Criminal Law Advisory Commission since 2013. McKinney is
Dean of the National College for DUI Defense, a past President of
the Harris County Criminal Lawyers Association and past Board
member of the Texas Criminal Defense Lawyers Association and the
Criminal Defense Lawyer’s Project.
In addition, Pierpont Communication’s Account Supervisor and
media specialist, Sylvester Palacios, Jr., will be sharing best
practices in PR and marketing for new Board Certified
attorneys.
