TAGD President’s Message

Table of Contents

I want to congratulate the Texas AGD on their accomplishments

this past year. What the TAGD has done for organized dentistry

in Texas has not gone unnoticed.

At the National AGD meeting this past month in Philadelphia,

the Texas AGD received five of six awards. The Texas AGD was

awarded the Continuing Education Award, the ACE Award (for this

Publication), the Advocacy Award, the Public Information Award

and the Constituent of the Year Award, an award that TAGD has

won five years in a row. Constantly striving for excellence, the

Texas Academy of General Dentistry continues to be an important

and respected advocate for the general dentist, the profession of

dentistry and the patients that receive our care.

Currently, the dental profession is being faced with changes that

can affect the way dentistry is delivered in Texas. Be certain that

TAGD will be your voice to ensure that the dental profession in

Texas keeps the highest standards possible with only dentists

providing irreversible dental procedures. The thought of having

lesser trained individuals performing irreversible surgical

procedures goes against everything that the Texas AGD stands

for: Excellence in Dentistry. We will not accept a lower standard

of dental care in Texas, but will advocate for what is best for the

patients of Texas – quality dental care for all.

As TAGD members, we should advocate in all forums for the

best trained dentists possible, not lesser trained “dental

providers” who will undoubtedly lower the dental profession

from a profession to a “trade.”

TAGD will be continuing their highly successful Town Hall meetings.

Dr. Kevin Seidler, a Restorative dentist from Dallas, has dedi-cated his life to providing healthcare to those in need all over the world. It was a little over 15 years ago that Dr. Seidler first traveled to Romania on a mission trip. Now, he is the Founder and President of ServingHIM Healthcare International Ministries and the recipient of the 2012 AGD Humanitarian Award.

ServingHIM is an organization dedicated to providing quality healthcare and ministering to the physical and spiritual needs of people worldwide. Today, ServingHIM teams travel to Romania, Guatemala, Moldova, India, and Cuba and provide care in South Dallas as well. In addition to the mission trips ServingHIM sponsors, they have also built clinics in Romania, Guatemala and Moldova. In the next five years ServingHIM hopes to open a clinic in every country in Eastern Europe.

“Just last week a person came forward to donate the time and materials to build out the other part of the clinic in Romania,” Dr. Seidler explained. “It is about a $4 million project and in that project we will be moving beyond primary care and will now have an outpatient surgical center there.”

Dr. Seidler’s mission work is a passion he shares with his family as well. His wife, Patty, and his three kids have participated in 10 to 12 mission trips each throughout the years. It was the colle-gial and faith piece of working towards something beyond him-self, physically and spiritually, that Dr. Seidler gained fulfillment from. But it was his desire to have his kids experience the world outside of Dallas that motivated him to embark on his journey in service work.

“I realized that I had a 17 year old daughter that had never been outside of North Dallas,” Dr. Seidler said. “I thought that she needed to be able to paint on her canvas of life broader strokes.”

Dr. Seidler is a past president of the Texas AGD and was the recipient of the Texas Dentist of the Year award in 1992. Dr. Seidler said he attributes his professional success to his involvement in the TAGD and believes it was a stag-ing ground for him.

“I learned a great deal just being around [my contemporaries] and it enhanced my professional career and my life in general. And they’ve become my lifelong friends.”

As for advice for the next generation of dentists, Dr. Seidler en-courages those just beginning their career to become connected to the profession and get involved with organized dentistry.

“Start somewhere and just open that door and see where it leads you. For me personally, my involvement with the TAGD and organizations like that have allowed me to grow and I don’t think I would be where I am today without organized dentistry.”

AGD Annual Session SummaryPhiladelphia, PA – June 21-24, 2012

Texas was represented at the House of Representatives with 14

delegates, Dr. Doug Bogan, Region 18 Trustee and Dr. David Tillman,

Regional Director.

As an organization, AGD is growing in membership and budget. A

headquarters move is planned from its present rental location in the

ADA building, to its own building (51% ownership).

The computers at AGD headquarters had to undergo extensive

updates to be functional due to a system crash last November. The

AGD website is currently under a renovation.

AGD House of Delegates (HOD) Resolutions Summary:

• Tovoicetheconcernsofgeneraldentistsagainstindependent

mid-level providers and to provide real workable solutions to solve

the access to oral health care challenge, the AGD has developed

and adopted an official policy on access to care. The AGD White

Paper titled, Increasing Access to and Utilization of Oral Health

Care Services can be found on the AGD website, www.agd.org.

• TheHODsupportedeffortstoengagewithcharitablefoundations

such as Pew Charitable Trusts and the W. K. Kellogg Foundation

to support initiatives stipulated within the AGD White Paper to

improve the oral health in underserved and vulnerable populations.

• TheHousealsoupdatedtheMastershipAwardGuidelinesto

include the categories of “Orofacial Pain” and “Anesthesia/ Pain

Management/ Sedation/ and Pharmacology” as requirements to

receive Mastership.

• TheTexasDelegationbroughtfortharesolutiontosupportthe

establishment of dental anesthesiology as a dental specialty.

At the AGD House of Delegates, Texas was well represented with its fourteen delegates, Dr. Doug Bogan, Region 18 Trustee and Dr. David Tillman, Regional Director.

TAGD President, Dr. Joey Cazares, and Texas Delegate, Dr. Jim Chancellor, voiced concerns on behalf of TAGD regarding general dentists and mid-level providers.

The AGD Annual Meeting in Philadelphia also included a number of great lectures and workshops for all attendees to take part in.

“Resolved,thattheBylawsbeamendedatArticleVII,Section3,so

thattheyread: SECTION 3, Secretary-Treasurer: The Secretary-

Treasurer shall serve as Chair of on the Finance Committee and

shall oversee: The Texas AGD’s funds and financial records; the

collection and recording of members’ dues; the establishment of

proper accounting procedures for the handling of Texas AGD funds;

the periodic review of the Texas AGD’s financial records by a certified

public accountant, and the filing of required tax documents. The

Treasurer shall report on the financial condition of the Texas AGD at

all meetings of the Board of Directors and at other times as requested

by the President.

Such duties of the Secretary-Treasurer as may be specified by the

Board of Directors may be delegated to the Executive Director.

2012-2013 Slate of Nominees for TAGD Board of Directors

Amendments to Bylaws The Texas AGD Board of Directors adopted the following changes to the bylaws at a regular meeting on May 18, 2012 and published for notice to members on July 12, 2012.

ArticleXII-SpecialandStandingCommittees

“Resolved,thattheBylawsbeamendedatArticleXII,Section2,

sothattheyread: SECTION 2. Finance Committee: The Finance

Committee and Chair shall be appointed by the President-Elect

and shall consist of the Secretary/Treasurer (Chair), President,

President-Elect, Immediate Past President Chair, President, Presi-

dent-elect, Secretary-Treasurer, and three (3) additional members

and the Executive Director, who shall serve without vote. The

Chair must be a current board member. The committee shall

advise and counsel the Executive Director and the Board of

Directors in all financial matters including the budget and

investments. The committee may perform other such duties in

connection with the finances of the Texas AGD as the Board may

determine from time to time.

New Dentist UpdateThe Texas AGD has always been proactive in the development and implementation of unique programs that are respected and mimicked by other state AGD constituents throughout the nation. We all know everything is bigger and better in Texas! Providing resources for and involving young dentists is just another example of the trendsetting culture we are fortunate to be a party to here in the Lone Star State. A prime example of the focus that TAGD places on our newest colleagues is the Annual New Dentist Conference in Austin. This event just completed its second year and has met with great attendance and feedback. This year’s conference featured a clinical lecture from Dr. Joe Massad and a practice management course with Dr. Scott Leune. The New Dentist Conference caters to the needs of young dentists with mentorship and social events built in, but dentists of all ages can be found having a great time. Make sure you join us next year, as this event gets bigger and better every go round.

The importance of young dentists learning from both seasoned veterans in the profession as well as their contemporaries cannot be overstated. Unfortunately, dentists (especially those with less trips around the sun) often find difficulty in developing a network of colleagues and an outlet to share the resources their differing experiences provide. It is with the importance of communal learning in mind that TAGD is working with local components to develop the New Dentist Study Clubs. As current President of Dallas AGD, we are very excited to be working to develop a bi-monthly study club that allows participants to develop all areas of their professional lives through lecture, discussion, networking and involvement. Being able to provide a cost effective program like this will undoubtedly be one of the best programs for a young dentist can involve themselves in!

Since Medicaid transition to managed care in March 2012,

Texas AGD has been working on emerging issues related to

the transition. These issues have included:

• Prior authorization and transfer case authorization

processes

• Main dentist requirements

• Price bundling inequities

• Administrative hurdles

• Reimbursement for orthodontic services

TSBDEProposed dental advertising rule changes:

1. Changes in how a general dentist can display their name

on signage and all advertising locations except for business

cards and letterhead. Some wording allowed in the past

may no longer be allowed and additional wording an-

nouncing “General Dentist” may be required.

2. Testimonials will likely be allowed so long as they come

from a patient of record and they are not false, misleading,

or deceptive.

3. GroupOn will likely be allowed so long as patients are

aware of full-fee and any additional costs associated with

the appointments

These are just a few of the proposed rules, which are not

official, and still subject to comment after the August

meeting.
