Welcome to Sugar Land, home of the Imperial Sugar Company, one of the old-est continuously operating companies in the state of Texas. This year we come together in Sugar Land to learn how to use the TMRS Retirement Toolkit to best suit your job function and city needs. A sweet addition to this year’s seminar is national-level information on the issues surrounding public retirement plans.

In our current political and economic environment, the best tool we can offer our members and cities is clear, correct information about our System. With our semi-nar’s dual-track training, you can choose individual sessions to fit your needs, whether you are a benefits administrator (“TMRS Training” track) or a financial decision maker (“Financial” track). This year’s general session speakers are Kelly Kenneally, Communication Advisor for the National Institute on Retirement Secu-rity (NIRS), discussing communication issues for public pensions; and TMRS’ fidu-ciary counsel, Robert D. Klausner, explaining the legal protections of public pen-sion plans. The closing general session on Monday features a special presentation on the value of a TMRS benefit, to help you see exactly what your employees’ and your city’s dollars buy. We will also have our City Services Suite open during the entire seminar for those needing city benefits or plan design information.

On Monday evening, enjoy a buffet dinner and then take in all the surrounding shops that Sugar Land has to offer in its beautiful Town Center. Whether you want to see a movie, enjoy a latte, or browse the local boutiques, I am sure you will have a relaxing and fun time. Kelly KenneallyCommunication AdvisorNational Institute on Retirement Security (NIRS)

Kelly Kenneally is a communica-tions consultant with more than 20 years of public affairs and communications experience. In recent years, much of her work has revolved around establishing a national research and education

public policy non-profit enterprise, the National Institute on Retirement Security. For NIRS and other clients, she has developed and implemented strategic communica-tions programs that have generated national media cov-erage and raised awareness of policy issues.

Kenneally has served in the White House as deputy direc-tor of the President’s Commission on White House Fel-lowships, one of the nation’s most prestigious programs for leadership and public service. She has held public affairs positions at Micron Electronics, MCI WorldCom, Edelman Public Relations, and the American Nuclear Energy Council. She began her career as a legislative assistant with the Maryland General Assembly. Ken-neally holds a B.A. in Government and Politics from the University of Maryland, and has undertaken graduate coursework at George Washington University in political management. She resides in Alexandria, Virginia, with her husband and two sons.

Robert D. Klausner, Esq. Principal Klausner, Kaufman, Jensen & Levinson

Robert Klausner has specialized in the representation of public em-ployee pension funds for 35 years. His law firm represents state and local retirement systems in more than 20 states. He has assisted in drafting many state and local

laws on public employee retirement throughout the U.S. Klausner is a frequent speaker on pension education programs, has published numerous articles on fiduciary obligations of public employee pension trustees, is co-

author of the book State and Local Government Employ-ment Liability, and author of the first comprehensive book on the law of public employee retirement systems, State and Local Government Retirement Law: A Guide for Lawyers, Trustees, and Plan Administrators.

Klausner graduated Phi Beta Kappa from the University of Florida with a B.A., and from the University of Florida College of Law with a J.D. For more than 10 years, he has been listed in the Best Lawyers in America and holds the highest rating for competence and ethics from Mar-tindale Hubbell national lawyer rating service. Klausner lives in Cooper City, Florida, with his wife of 35 years, and the couple has four daughters, two sons-in-law, and two grandchildren.

Mark RandallActuary, Executive Vice PresidentGabriel, Roeder, Smith & Company (GRS)

Mark Randall has served on the GRS Board of Directors since 2001. Randall has more than 27 years of employee benefits consulting experience with an emphasis on public pension retirement sys-tems. He is involved in all aspects

of general employee benefits consulting, including design, implementation, financing, and qualification is-sues, as well as actuarial audits, employee communica-tions, and strategic analysis. GRS’ client base includes more than 800 public sector agencies.

Randall is a Member of the American Academy of Ac-tuaries (MAAA), a Fellow of the Conference of Consult-ing Actuaries (FCA), and an Enrolled Actuary (EA) under ERISA. He has been a frequent guest speaker at national conferences such as the National Conference on Public Employee Retirement Systems (NCPERS), the Govern-ment Finance Officers Association (GFOA), the National Association of State Retirement Administrators (NASRA), the National Society of Institutional Investment Profes-sionals (NSIIP), and also at regional conferences such as the Texas Association of Public Employee Retirement Sys-tems (TEXPERS) and the Oklahoma Association of Public Fund Employees.

Marcia BeardSenior Consultant, PrincipalRussell V. Kuhns & Associates, Inc. (RVK)

Marcia Beard is a Senior Consul-tant with R.V. Kuhns & Associates, Inc. and is located in the firm’s Portland office. She joined RVK in 1996 and has more than 30 years of experience in investment con-sulting and asset management

industry. In addition to her consulting responsibilities, Beard serves as chair of the firm’s monthly consultant meetings. She has extensive experience working with corporations, government entities, and endowments and foundations. Her experience includes developing investment policy statements, formulating asset alloca-tions, developing and implementing asset class manager structure, conducting manager searches, performance attribution and monitoring, and ongoing investment manager due diligence. Prior to joining RVK, Beard was a Vice President and Team Leader for U.S. Bank of Oregon’s Corporate Asset Management Team. Earlier in her career, she was an Assistant Vice President at Oregon Bank and worked for U.S. National Bank of Danville, Illinois.

Beard graduated cum laude from the University of Illinois with a B.S. in Agriculture Economics. She is a shareholder of the firm and also serves on the company’s Board of Directors and its Executive Committee.

Jim VoytkoPresident, Chief Operations Officer, Director of Research, Senior ConsultantR.V. Kuhns & Associates, Inc. (RVK)

Jim Voytko joined RVK in 2004. Before that, he was the CEO/Execu-tive Director of Oregon’s statewide pension system for all employees of state and local governments, police and fire, teachers and higher education, statewide re-

tiree health care insurance program, and statewide 457 deferred compensation program. Voytko also served on the five-member Oregon Investment Committee, which directed the investment of all statewide funds including the Oregon PERS pension fund, Oregon’s 457 Plan and the state’s Workers Compensation Fund, all totaling approxi-

mately $45 billion. He has served as Director of Research for Paine Webber, CIO and Managing Director of PNC Asset Management Group/PNC Advisors, and the Deputy Direc-tor and COO of Paine Webber’s Investment Banking Divi-sion. He has served as a trustee on corporate DB and DC plans and is member of the National Association of Busi-ness Economists and the Portland City Club.

Voytko earned a B.A. from Carnegie Mellon University, a Master of Public Administration degree from the Univer-sity of Washington, and a Master of Public Policy degree from Harvard University. He is a shareholder of the firm and also serves on the company’s Board of Directors and its Executive Committee.

David KauschChief ActuaryGabriel, Roeder, Smith & Company (GRS)

David Kausch has 17 years of actuarial experience and has been serving public employee retirement systems since 2006. Kausch has considerable experi-ence helping retirement systems navigate through difficult times by

providing annual and supplemental actuarial valuations, funding projections, benefit design consulting, and client education presentations.

Prior to joining GRS, he taught in the actuarial mathemat-ics program at the University of Michigan and spent nine years consulting for private sector pension plans. David is a Fellow in the Society of Actuaries (FSA), an Enrolled Actuary (EA), and a Member of the American Academy of Actuaries (MAAA). He has a doctorate from the University of Michigan and a bachelor’s degree from Kalamazoo College.
