Texas Private Security Level II License Application Proudly provided by Carlyle Mehling, President Guardian
Important: Before you consider working for Guardian legally, please know, that a Texas Level II
noncommissioned license is required for each person. The Texas Department of Public Safety must
conduct a fingerprint-based FBI Criminal History background check for new and renewal Private
Security Registration applications prior to issuing you a license. Your license is valid for 2 years. You do
NOT need to be a resident of Texas.
Process to Apply for Your License
You have to complete the following process in order to obtain the Texas Private Security Level II (non-
commissioned, i.e. non-armed) license in order to work for Guardian in the oilfields of Texas.
1. Each Person needs to get Finger Printed. Fingerprints must be submitted electronically at:

2. Each person passes online Level II Security Officer Exam and gets a certificate at:

3. Register with TOPS (Texas Online Private Security Website) at:
https://tops.portal.texas.gov/psp-self-service/login/auth
4. Select Red Button to “Start individual application”
5. Select “Unarmed Registration”. Select Next.
6. Choose the endorsement type “Non-Commissioned Security Officer”. Select Next.
7. Submit a UNIQUE email address. Each person accessing TOPS is required to have a unique
email address. TOPS users cannot share email addresses. Submit a PRIMARY email address.
The email address you provide should be an email address you access frequently and that is
portable. Select Next.
8. Entering Guardian’s business license number as: B06241401 This will populate the name of
the business, verify the name is Guardian before proceeding. Select Next.
9. Physical address cannot be a PO Box.
10. Demographic Information.
11. A short description of your job duties is required. Write “Gate Guard in the Oil Field”. Select
Next.
12. Military status will determine application discounted fees. Additional information of proof
will be required for any status other than N/A.
13. Peace officer status will be used to determine required fees and documents. Additional
information will be required for status other than Never/Not currently.
14. Read carefully and select the appropriate answer. Application cannot proceed if all
questions are not answered and all acknowledgements checked. The questions pertain to
your background and acknowledgements of specific information about the program.
15. Review your application. Each section has an edit button. The edit button will take you to
the selected section to make corrections. Then you must progress through the screens
again and make any additional changes required. Select NEXT after you have verified that
the information on the review screen is correct.
16. Review Fees. Since you provided employer information about Guardian, selecting the
Submit Application button alerts you to notify us to login and verify employment. Guardian
may elect to pay for the application at that time, or you will receive an email to pay after
employment verification.
17. Confirmation. The confirmation page provides the next steps to continue the application. If you did
not include employer information, the confirmation page is displayed after payment. If you included
employer information, the confirmation page contains information regarding employer verification.
You will also receive this information by email. The Exit button returns you to the Landing Page.
NOTE: You will be unable to create an account or check the status of your application until
after the required fees have been paid.
