Letter from the CEO

New Mission and Vision Donna Hedges said, “Having a place to go – is a family. Having someone to love – is a family. Having both - is a blessing.” These inspirational words describe the driving force behind the development of TFI Family Services, Inc.’s (TFI) new mission statement: “Devoted to the Strength of Family,” and new vision statement: “To be Nationally Recognized for Excellence in Service, Education and Advocacy to Strengthen Families.”

Our commitment to being “Devoted to the Strength of Family” conveys what we do every day in a powerful and stimulating manner. We strive to tap into families’ individual and unique strengths to empower them to overcome the daily living struggles they often encounter. In our day-to-day process of employing best practices to promote healthy families, we encourage them to move from basic survival abilities to acquire parenting, partnering and communication skills. Our vision, “To be Nationally Recognized for Excellence in Service, Education and Advocacy to Strengthen Families,” pushes us to continually explore, develop and implement evidence-based programs we can use to strengthen families.

Within each of these calendar pages, you will have the opportunity to read how TFI’s mission guides our work with family and children. We would also like to take this opportunity to share our accomplishments from the past year.

Our accomplishmentsWe became a licensed Child Placing Agency in Nebraska and opened a service office in the city of Kearney, NE, to provide programs in central and western Nebraska. We opened our second Visitation and Exchange Center (VEC) in Wichita, KS, to complement our VEC in Lawrence, KS. These centers provide a neutral site for visitation and exchange between parents and supervised visits when ordered by the court. Combined, these centers provided 1,017 supervised visits and 789 monitored exchanges to 285 children and 145 families. Our behavioral health programs served 137 youth and families. TFI’s participation in the Kansas Intensive Permanency Project provided behavioral health services to 55 families and youth. TFI served 4,693 Kansas children in out of home placement through our two 45 county reintegration/adoption and foster care contracts. The Northeast Kansas contract region worked with 2,769 children and their families. In Southeast Kansas and the South Central contract region, TFI served 1,924 children and their families. We provided foster homes to 520 children referred to us by other child welfare organizations. TFI collaborated with

the U.S. Department of Health and Human Services’ 17 month funding initiative, Partnership for Education Kids in Care (KPEKC). The primary partners in KPEKC include the University of Kansas Institute for Educational Research and Public Services, School of Social Welfare, the Kansas Department for Children and Families and the Kansas Department of Education. The purpose of this initiative is to build a sustainable child welfare education collaboration system with the goal to increase education stability for youth in foster care, ages 10 -17.

Future PlansWhat is in store for TFI’s future? We will begin a cutting-edge pilot project called Extreme Recruitment (ER) to aid in finding permanent families and lifelong resources for children who have been in foster care for 3 or more years and have no identified forever family. In June 2011, TFI cared for 154 youth who had both parental rights terminated and had no identified resource for adoption. The Foster & Adoption Coalition in St. Louis, MO, developed Extreme Recruitment to find an adoptive home for children in a fraction of the time it would normally take (12-20 weeks vs. 12-24 months). We will soon begin another pilot project, Healthy Marriages, in collaboration with Catholic Charities of Wichita. TFI personnel have been trained on the Marriage for Keeps model. With Healthy Marriages, we will provide free relationship education workshops and services to individuals, couples and families.

TFI Family Services, Inc.’s vision is “To Be Nationally Recognized for Excellence in Service, Education and Advocacy to Strengthen Families.” With this vision in mind, TFI created a tool that determines the best possible placements for the Kansas children in our care. TFI’s Every Child a Priority (ECAP) is a web-based child placement matching database that assists child welfare staff in finding the best possible family match for a child who is in need of a foster home placement. Gathered data can quickly illustrate through a color coding system if there is a match between the foster parent’s capabil-ity and the child’s need. A steadfast placement with a foster family can positively affect a child’s safety, permanency and well-being. The University of Kansas School of Social Welfare is partnering with TFI to conduct research and validate the ECAP system. Results show this technology is consistently accurate.

Substance abuse has devastating effects on families, including unemployment, unsafe living conditions and imprisonment. As a result of this crippling affliction, children can lose their homes and their families through no fault of their own. TFI Family Services, Inc. provides the Strengthening Families Program, a research-based parenting program specifically designed to assist parents who have alcohol or drug addictions. This 14-week program teaches parent and children life skills. The program’s main objective is to prevent family separation or to reunite families with children in out of home placement, thus strengthening the family unit. TFI served 116 parents and 134 children in fiscal year 2012, helping to prevent children from entering out of home placement.

Out of the ashes of destruction and tragedy, human spirit and kindness often shine their brightest. Such is the case with one Kansas family and the TFI Family Services, Inc. employees who rallied together to support them in their time of need. The Fuentes* family was back together as a strong unit at the end of June, only 6 months after their children were initially placed in out of home care. Less than 1 month after this family reunited, they lost their home in a fire. The team of TFI employees who worked with this family and their children took action after hearing about the family’s loss. Staff quickly went to meet the family to help them secure a new rental home and complete paperwork to access community resources. While TFI employees helped meet the family’s basic needs, the TFI team’s supervisor quickly started securing donations of toys, clothing, food, formula, and furniture from TFI staff in Topeka and Atchison, thus ensuring the strength of the Fuentes family. *Names have been changed to protect privacy.

STRENGTh

OF FAMILY

TFI Family Services, Inc. hosted its second Fatherhood Symposium at the Topeka Capitol Plaza Hotel in Spring 2012. Child welfare professionals, judges and foster parents from across Kansas participated in a day geared to the importance of fatherhood in the lives of children. “On average, children in foster care return home sooner when they have a relationship with their fathers,” said Michael Patrick, TFI’s CEO. “We believe our commitment to involving fathers in their children’s lives is one of the factors that has contributed to fulfilling our mission, ‘Devoted to the Strength of Family.’” The day included workshops, speakers and segments of personal testimony and individual growth experiences from both former foster care children and fathers whose children have entered the child welfare system.

TFI Family Services, Inc. was given the special honor of naming a male penguin in the Topeka Zoo’s temporary Polar Plunge Exhibit on May 16, 2012. TFI chose the name Chance because all children deserve the chance to have a safe and whole family. “This name represents the hope of a chance for our children to have that normal childhood,” said Peggy Martin, CEO, Kansas Family and Children, Inc. The exhibit opened May 10, 2012, and featured six pen-guins that lived in a replica of their South African beach habitat. The exhibit was on loan from the Henry Doorly Zoo in Omaha, NE, through the end of September 2012.

The Kansas Permanency Roundtables (PRT) engaged leading child welfare professionals in a brainstorming session about possible permanency strategies for youth in foster care. TFI Family Services’ Chief Operations Officer Shirley Dwyer was part of the PRT design team comprised of leadership from the Kansas Department for Children and Families (DCF), private child welfare contractors, judiciary, academia, mental health, developmental disabilities and national partner Casey Family Programs. At the PRT, participants discussed what DCF deemed the “toughest” cases – youth entering foster care at age 13, older youth who desire adoption but have no identified resource and youth whose parental rights have been terminated. The Roundtables sought not to find quick solutions, but rather to stimulate thinking and discussion, with state policy, adoption and mental health experts present to address barriers together.

Today, you can change a life by becoming a foster parent for a child who needs you! Between July 1, 2011, and June 30, 2012, an average of 688 TFI Sponsored Resource Foster Families throughout Kansas have opened their hearts and homes to 5,213 brothers and sisters of all ages, sizes, races, religions and special medical and educational needs. “We love being foster parents because it gives us a feeling that we are making a difference,” one foster parent said. “To know that we have touched a life of a child and their parents makes us a better family.” To learn more about becoming a foster parent, visit www.tfifamilyservices.org or call TFI at 800-279-9914.

More than 175 families and 325 children (natural, adopted and foster) attended TFI’s “Refill Your Cup” Foster Family Retreats held at the Double Tree in Overland Park and at the Marriott in Wichita. The retreats provided vital lifestyle tips to help our foster families achieve inner emotional balance and sanity while balancing their blended family demands. Families learned about “Living Gracefully: Uncovering Your Spark” and “Preserving Your Relationship While Doing Foster Care.” The annual retreat provided structured educational opportunities as well as an opportunity for families to informally network with one another and share day-to-day parenting experiences. CEO Michael Patrick attended both sessions to assure our families that they are very much appreciated and needed not only by TFI, but most importantly by children throughout the state of Kansas.

There are times in life when crisis occurs and families may need assistance caring for their children at home. TFI Family Services, Inc. believes that whenever possible, parents are the best resources to raise healthy, productive children, and they sometimes need support in order to do so. FamilyBase is a program that helps families identify community resources that can provide both hard goods such as food and transportation and soft goods such as counseling and education. TFI will coordinate with the Kansas Department for Children and Families, Law Enforcement and Juvenile Intake and Assessment Centers to ensure children are protected and safe during times of family crisis. This short-term program aims to strengthen the family unit and resolve crises while avoiding out of home placement for children. TFI served 88 families through this program in Fiscal Year 2012.

Our strong, supportive community volunteer force contributes greatly to TFI Family Services, Inc.’s ability to make a difference in the lives of families and children. Many community members volunteered their time and efforts with TFI in the past year to serve on our board, board committees and special event committees. Our volunteers also serve as ushers, prepare meals, stuff envelopes, make calls, assist at foster family retreats, work with youth on activities and donate creative holiday auction items! Our volunteers are college students, faith-based and community groups who ensure an event or activity goes off without a hitch. We are thankful for our volunteers – we couldn’t do all we do without you! TFI Family Services, Inc. celebrated the joy of adoption at the Shawnee County District Courthouse adoption finalization of 21 children on November 19 - National Adoption Day 2011. The day began with the release of white balloons to symbolize children still waiting to find forever families. More than 109 families were invited to additional adoption celebrations held across the state in Atchison, El Dorado, Emporia, Independence, Iola, Manhattan, Pittsburg, Salina, Wichita and Winfield. TFI rejoices with the families who chose to adopt 240 Kansas children in the 2012 fiscal year and encourages additional families to discover the joy of adoption. Engaging with community organizations is one way that TFI Family Services, Inc. achieves its mission to being “Devoted to the Strength of Family,” and our faith-based partners are a part of that. TFI interacts with more than 190 faith-based organizations throughout Kansas in a given year. Recently TFI partnered with Project Belong, a Christian ministry in Stafford, KS, that works in partnership with the Church, families and the community to recruit, train and support foster and adoptive families. This working relationship helps fulfill the certification requirements for prospective foster and adoptive families through Project Belong’s training program. TFI also engaged with Faithbuilders in the Wichita area about the service options they provide and how those fit with TFI services. Faithbuilders has provided respite care for TFI aftercare cases and placed children into Faithbuilders homes after out of home referral.

Special EventsOur two special events provide funds to purchase “extras” for children to experience some of the activities and hard goods many people take for granted in their everyday lives. Our Annual Tee Off Fore Children Charity Golf Tournament celebrated its 16th year in Pittsburg, KS in 2011. Despite a rainout on its original date, the following weekend in September still brought in 120 golfers to Crestwood Country Club, raising $29,570 for Kansas children. Our devoted supporter and tournament sponsor WATCO Companies, LLC made a 50% increase in their sponsorship to $15,000. To kick off the winter holiday season, our 21st Annual Holiday Benefit Auction in Emporia, KS, lived up to its Polar Express theme, “Believe,” and raised more than $14,000. Recognized at the auction was TFI’s Friend Award recipient Larry Lyons and TFI’s Corporate Friend Award recipient KVOE Radio. The honorary co-chairs of the auction were the Leek Family, in memory of TFI Corporate Secretary and Assistant to the CEO, Martha Leek. Thomas Transfer and Storage was our event sponsor. We are deeply humbled by all the generous sponsors, donors, volunteers and supporters who came together to make these two events a success!
