TEC Group International partners with organisations in the energy sector to support their growth and development. Our core business is in the recruitment of highly-specialised engineering and operations personnel, usually at mid to senior level. Additionally, we support the engagement of over 250 contractors worldwide as well as a number of executive search mandates.
Headquartered in London, we have progressed in 5 years from a single site business to a global operation. We have regional centres in London, Manchester, Houston, Dubai and Midland. Additionally we have fully-operational project offices in Erbil, Mexico, Bucharest and Calgary. We recently acquired a business license in Kuala Lumpur with intentions to launch a regional centre in late 2015.
Our growth, despite progressive, has been modest and in-tune with our clients and their growth. We have 45 recruitment consultants and 11 support staff globally.

PMC/EPC:Tec Group International have been at the forefront of recruitment into the Construction market for the Energy Sector.
The key to our success has been our continual success with the large PMC and EPC companies in the sector.
We have been able to supply those companies with the very best global talent in Design through to commissioning of any large structures. Be it rigs or refineries, on shore or offshore, we know the very best people.
In the Middle East and in particular in the UAE, we have a large network of candidates and clients who have major fabrication and construction yards that service their projects in region. Warehouse and yard managers are therefore key to the success of the project.
TGI track in real time the progress of important projects for current or prospective clients in the PMC and EPC area so that we know when clients will need personnel and who they will need.
Manufacturing and Fabrication – Sub-contractors:Essential to any successful PMC/EPC project is the procurement of partners who manufacture and fabricate materials for the major construction works. TGI have a large portfolio of clients and candidate’s alike. Fabrication and construction managers are key to the leadership of such contracts with major PMC and EPC clients. TGI are in a unique position to service all areas of the construction process from design through to build, commissioning and maintenance. Including the acquisition of materials and manpower during the full construction cycle.

Regardless of the size, location or trading history of a client, there are instances where TEC Group provides a service that goes beyond the core “search and select” recruitment model. From providing payroll of contractors and temporary workers, to the secondment of a recruiter to the offices of our client, we are used to creating bespoke solutions to the individual need.
Payrolling
As of March 2015, TEC Group manages the payroll of 265 contractors and temporary workers in 16 countries.
Asides weekly and monthly payroll, we are also required to ensure that all local taxes, social security, withholding tax, corporation tax and other local regulatory measures are compliant. This is a process so important to our clients’ operations and to the livelihood of our contractors, that we cannot get it wrong. Where we are in country (UK, EU, USA, Iraq, UAE, Romania, Canada), it’s our direct responsibility to ensure this is complete. Where we are not, we use a highly-select list of partners who enable us to do it.
We have clients for whom we do this on their behalf. You will see examples of this in the case studies supplementary document attached to this proposal.
Outsourcing
As with payrolling, we have clients whose needs require them to outsource part of, or all, of their recruitment to TEC Group. This usually involves one or more recruiter working onsite, or remotely, on a part-time or full-time basis. There is no set format for this process and it is entirely based on the actual need. Our case studies included with this document will describe this in a working example. TEC Group’s Business Support
TEC Group has 11 professional support staff located between London, Dubai and Houston. They have extensive experience of supporting all facets of payroll, insurance, tax and other support. The team is led by 2 managers who have a combined 24 years of supporting contractors.
TEC Group also supports – as well as our 45 consultants – a number of PAYE (or similar) temporary workers.

Case Study # 1New territory. Time-sensitive. Business-critical
Company: Talisman Energy
Location: Algeria
Date: 2013
Background
Talisman, through their partner Pertamina (Indonesian NOC) acquired significant assets in Algeria, a region in which they had never operated. They were under pressure to identify and secure the appointment of 6 key, senior level, personnel, who without securing, they would not have been able to proceed.
Services Provided
TEC Group were retained by Talisman to conduct a high-level, time-critical search to identify and appoint these 6 people. The project was challenging and troublesome in that the very professionals they were approaching were unconvinced initially by Talisman’s lack of experience in a dangerous region. It was necessary for TEC Group to represent Talisman in an effective and persuasive manner, whilst protecting the sensitive nature of the project – given its importance. Our team had to balance the principle of selling the idea to a finite pool of highly-experienced potential candidates, whilst reassuring them that the business was serious, safe and worth leaving their jobs for.
We assigned an experienced research consultant to the project full-time. He spent 8 weeks mapping and shortlisting an impressive list of candidates. We then managed the subsequent interview and offer process of each position. This involved complicated travel arrangements between 4 continents, again under a challenging timescale.
Result
All positions filled. Talisman have been able to commence their operations in Algeria and have subsequently engaged TEC Group on a second search project that is currently in process.

Case Study # 2 Iraq. Full payroll.
Company: Taqa Global
Location: Kurdistan Region of Iraq
Date: 2014
Background
Taqa is an integrated energy and E&P company with assets in the Kurdistan Region of Iraq (KRG). Their business was challenged by the need to staff-up on a major facility in Iraq in a short period of time. Given the volatile nature of Iraq as a country, they needed a solution that allowed for the fast and risk-free engagement of a large team of engineers. This would include a small number already engaged by Taqa and the remainder provided through search and selection.
Services Provided
TEC Group established a branch in Erbil, KRG that is registered locally with the ministry of Natural Resources, allowing us to employ Iraqi and expatriate workers. Our business therefore has the ability to pay local social security, income tax and withholding tax on all contract and permanent workers.
Our proposal to Taqa is simple. We manage the entire process, from obtaining VISA and work permits, to payrolling and managing travel, insurances and accommodation. We now support 28 contract workers in KRG and Abu Dhabi (where their head office is based), payrolling them and managing all local taxes and insurances. We also provide full medevac, insurance and travel cover. Currently we have 11 nationalities of worker.
Result
TEC Group has become an extension of Taqa’s recruitment and staffing function. We will continue to support Taqa as the business grows alongside the project. We are now their number 1 supplier in Iraq.

Case Study # 3 Outsourced. Seconding a consultant
Company: Petrofac
Location: Sharjah and London
Date: 2014
Background
Petrofac is one of the worlds leading integrated energy service companies with particular expertise in EPC and project managing major capital projects. TEC Group supports Petrofac in 4 countries and currently manages 40 contractors engaged to Petrofac. In late 2014, Petrofac identified a critical lack of expertise in their Sharjah recruitment function at a time where they had won 2 major refinery projects that required imminent manning-up. In its then current state, the recruitment function was under pressure and was not producing the results.
Services Provided
As a long-term partner to Petrofac and as a business that understands their culture and philosophy, TEC Group have always seen ourselves as a key supporter of Petrofac. We proposed a 4-month secondment of one of our most experienced recruiters from the UK into their MENA headquarters in Sharjah.
Petrofac and TEC Group identified strict weekly and monthly KPIs which centred on results. They ensured commitment on both sides and continued open dialogue, addressing an issues as they arose.
Result
By gaining access to the key decision makers on a day to day basis – in our client’s office - as well as interfacing directly between Petrofac’s recruitment team and TEC Group’s global business, we were able to very quickly manage the shortlisting, interview, engagement and mobilisation process that resulted in 9 key hires.
We no longer have a consultant on-site as the need has softened, however the continued relationship between the consultant and Petrofac, has ensured a consistently high success rate on subsequent recruitment assignments.

Company: Worley Parsons

Date: 2014 – Present and ongoing
Background
Worley Parsons is one of the worlds leading EPC contractors. They have a fearsome reputation for the quality and delivery of their work, as well as a leading reputation as an employer. They engaged TEC Group for the first time a little over a year ago to provide contractors across Mechanical, Piping, Electrical and Instrument, Structural, Process, Projects, Operations and Construction. Their existing supplier list was tired and lacking the enthusiasm they desired, opening the opportunity for TEC Group to become a new partner.
Services Provided
Given the discipline-specific nature of their business, we appointed an account director who ensured that requirements were distributed effectively and properly to the consultant at TEC Group whose specialism matched the need.
