The 234th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 21stApril 2015 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Following members attended the meeting:

In all 428 proposals of minor minerals which have been received by the Committee through the Office of the Mining Commissioner, Gandhinagar including proposals scheduled on 15th and 16th April 2015 were taken up in the meeting. Considering the scale of individual projects, all the cases were categorized as B2 and appraised individually based on the information furnished in the Form-1 and performa endorsed by the district Geologist / Asst. Method of basalt removal involves drilling, blasting, sizing of mineral, etc. Top soil will be stacked separately for green belt development whereas overburden will be removed, stacked and refilled in mined out pits. None of the proposal involves intersection of ground water table. No wastewater generation is envisaged from mining activities. Domestic wastewater will be disposed off through septic tank – soak pit. Arrangement will be done to prevent contamination of surface runoff. Proposed air pollution control measures include use of only controlled blasting, water sprinkling on haul roads, tree plantation in periphery and road sides, etc. It is proposed to convert mined out pits into water reservoirs. After deliberations on various aspects, considering the proposed mitigation measures, the committee unanimously decided to recommend the above cases for grant of environmental clearance with stipulation of standard conditions as approved in 232nd SEAC meeting held on 15th April 2015.

Shri Jatin K Gor, Geological Asst. represented that sand excavation will be done only from dry river bed. It was also represented that none of the above lease areas is situated in coastal regulation zone. No any bridge piers / water intake wells / irrigation structures exist within 500 m distance from boundary of any of above lease areas. Sand is proposed to be excavated up to 3 m depth or water level, whichever is less. The committee observed that the lease holders have proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion. After discussion and detailed scrutiny of each of the cases, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend above projects for grant of environmental clearance with stipulation of standard conditions as approved in 232nd SEAC meeting held on 15th April 2015. Shri K. N. Mahavadia, Asst. Geologist, Dist: Rajkot, represented that Bhadar and Venu Rivers are seasonal rivers and sand excavation will be done only from dry riverbed. He also informed that instream (flowing water) type of mining is not practiced in the above lease areas. It was also represented that no any bridge piers / water intake wells / irrigation structures exist within 500 m distance from boundary of any of above lease areas. He explained that sand excavation will be done up to maximum 3 m depth or water level, whichever is less. The committee observed that the lease holders have proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion. After discussion and detailed scrutiny of the case, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend above projects for grant of environmental clearance with stipulation of standard conditions as approved in 232nd SEAC meeting held on 15th April 2015.

The above mentioned lease areas are situated beyond 500 m distance from the nearest villages. Method of basalt removal involves drilling, blasting, sizing of

mineral, etc. Top soil will be stacked separately for green belt development whereas overburden will be removed, stacked and refilled in mined out pits. None of the proposal involves intersection of ground water table. No wastewater generation is envisaged from mining activities. Domestic wastewater will be disposed off through septic tank – soak pit. Arrangement will be done to prevent contamination of surface runoff. Proposed air pollution control measures include use of only controlled blasting, water sprinkling on haul roads, tree plantation in periphery and road sides, etc. It is proposed to convert mined out pits for use of agriculture and plantation as well as reclamation work. After deliberations on various aspects, considering the proposed mitigation measures, the committee unanimously decided to recommend the above cases for grant of environmental clearance with stipulation of standard conditions as approved in 232nd SEAC meeting held on 15th April 2015.

After discussion and detailed scrutiny of the case, considering the proposed mitigation measures proposed by the lease holders, the committee unanimously decided to recommend above project for grant of environmental clearance with stipulation of standard conditions as approved in 232nd SEAC meeting held on 15th April 2015.

Shri Nirav Barot, Asst. Geologist, Dist: Botad presented the above proposals and mentioned that none of the above projects has proposed to undertake blasting and mineral will be removed only with help of cutter machine. It was also noticed that none of the above projects involves intersection of ground water table. It was presented that arrangement of water sprinkling will be done during cutting for control of fugitive emission. During the meeting, considering the proposed mitigation measures, the committee decided to recommend the above projects for grant environmental clearance with stipulation of standard conditions as approved in 232nd SEAC meeting held on 15th April 2015.

Shri Nirav Barot, Asst. Geologist, Dist: Bhavnagar represented that Kalubhar river is a seasonal river and sand excavation will be done only from dry riverbed. He also informed that instream (flowing water) type of mining is not practiced in the above lease area. It was also represented that no any bridge piers / water intake wells / irrigation structures exist within 500 m distance from boundary of any of above lease areas. He explained that sand excavation will be done up to maximum 3 m depth or water level, whichever is less. The committee observed that the lease holders have proposed to leave adequate setback distance from the river bank so as to avoid chances of river bank erosion.

For the proposals at serial no: 1,2,3,4,5,10,11,13 &14, committee noticed that proposals for sand mining is from the Shetrunji river bed and as the petition is pending before the Honorable High Court of Gujarat and being a corridor for wild life movement, it was unaniumously decided to keep all the proposals pending at serial no: 1,2,3,4,5,10,11,13 &14 till final order of Honorable High Court of Gujarat. Committee also asked Shri Nirav Barot, Asst. Geologist, Dist: Bhavnagar to submit the status report regarding movement of wild life habitate in the proposed lease area in Shterunji river bed.

Shri Nirav Barot, Asst. Geologist, Dist: Bhavnagar represented the above proposals. He mentioned that lease areas are situated beyond 500 m distance from the nearest villages. Method of basalt removal involves drilling, blasting, sizing of mineral, etc. Top soil will be stacked separately for green belt development whereas overburden will be removed, stacked and refilled in mined out pits. None of the proposal involves intersection of ground water table. No wastewater generation is envisaged from mining activities. Domestic wastewater will be disposed off through septic tank – soak pit. Arrangement will be done to prevent contamination of surface runoff. Proposed air pollution control measures include use of only controlled blasting, water sprinkling on haul roads, tree plantation in periphery and road sides, etc. It is proposed to convert mined out pits into water reservoirs. After deliberations on various aspects, considering the proposed mitigation measures, the committee unanimously decided to recommend the above cases( Except at serial numbers: 11,13 &14 for grant of environmental clearance with stipulation of standard conditions as approved in 232nd SEAC meeting held on 15th April 2015.
