It was attended by Pyithu Hluttaw Speaker Thura U Shwe Mann and 382 representatives. Today, 12 questions were raised and answered and one proposal was discussed. U Thaung of Mawleik constituency asked whether the existing political parties are included in the term “other organizations” expressed in the 1963 Law Safeguarding Public Property. Union Chief Justice U Tun Tun Oo replied that a court concerned would decide whether the existing political parties are included in the term “other organizations” when they were charged under the 1963 Law Safeguarding Public Property after looking into each case. Afterwards, Dr Maung Maung Wint of Bahan constituency asked how the State-owned media would be reformed to attract the people and how efforts were being made to promote the media as the fourth estate which could serve the interests of the people. It was attended by Pyithu Hluttaw SpeakerThura U Shwe Mann and 382 representatives.

Today, 12 questions were raised and answeredand one proposal was discussed.

U Thaung of Mawleik constituency askedwhether the existing political parties are includedin the term “other organizations” expressed inthe 1963 Law Safeguarding Public Property.

Myanmar-Thai writes apage in history together

At the invitation of President of the Republicof the Union of Myanmar U Thein Sein, a delegationled by Prime Minister of the Kingdom of ThailandMs. Yingluck Shinawatra arrived in Nay Pyi Tawon a goodwill visit to Myanmar on 5 October.

President U Thein Sein held a meeting withvisiting Thai Prime Minister Ms. YingluckShinawatra and party at President Office in Nay PyiTaw on 5 October evening.

President U Thein Sein said in his greetingsat the meeting that he, on behalf of the Myanmargovernment and the people, heartily welcomedthe Thai Prime Minister and goodwill delegation;he warmly welcomed the goodwill visit of the ThaiPrime Minister after her assumption of office; hefirmly believed that the goodwill visit of the ThaiPrime Minister will further strengthen existingfriendly relations between the two countries.

Thai PM Ms. Yingluck Shinawatra repliedthat she was delighted at her official visit toMyanmar leading the Thai goodwill delegationand thanked the President for extending warmwelcome to her delegation.

The visiting Thai Prime Minister discussedcooperation matters between the two countries,border affairs, border trade, future tasks forMyanmar migrant workers in Thailand, andconstruction of motor road from Thingannyinaungto Kawkareik. The President discussedcooperation of the two countries in smoothimplementation of Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy(ACMECS) among Myanmar, Thailand, Laos,Cambodia and Vietnam, and promotion of tradeand investment between the two countries.

Myanmar and Thai are next-doorneighbours. The two countries share both thegeographical border and culture. The Thai PM’sgoodwill visit to Myanmar is considered to be adrive to foster existing friendship and cooperationbetween the two nations.

COTABATO CITY, 6 Oct—State security forcesrescued Thursday a midwife kidnapped by AbuSayyaf terrorists last July.

According to Felicisimo Khu, head of theDirectorate for Integrated Police Operations forWestern Mindanao, the midwife EvangelineTaverisma was rescued by police and military inthe village of Kappung in the southern PhilippineProvince of Sulu.

biomarker gene that could be used to follow theactivity of Huntington’s disease as well as theresponse patients might have to neuroprotectivetreatments.

Huntington’s disease, a devastating geneticdisorder that causes degeneration of nerve cells inthe brain, affects more than 15,000 Americans, andat least 150,000 are at risk of developing the disease.

There is no known cure or treatment for thedisease — which starts with changes in mood,judgment, memory, and other cognitive functions

and inevitably leads to increasing physical disability,dementia and death.

The new research describes the discovery andvalidation of a blood test that could assist in themonitoring of disease activity and in the evaluationof new medications.

“We know how to diagnose HD. What we don’thave, however, is a simple test to tell us whether thedisease is active and progressing or responding tonew medications,” said Clemens Scherzer, MD, inthe Centre for Neurologic Diseases at Brigham andWomen’s Hospital.—Internet

Smoking can kill 40 mn more people

A new drug to reverse

diabetes?LONDON, 6 Oct —American researchers are

working on a drug that could help prevent or evenreserve Type 2 diabetes, the most common form ofthe disease linked to lifestyle.

The research involves a natural cell chemicalcompound known as NMN, which when injectedinto diabetic mice normalised their blood sugarlevels.

The chemical governs how cells use energy.The jabs lowered high levels of cholesterol and

triglyceride blood fats. Researchers are now workingon a way to administer NMN to mice in drinkingwater, according to the journal Cell Metabolism.

In future, they hope to develop a ‘nutraceutical’pill that can be taken like a vitamin to combat Type2 diabetes, the Daily Mail reported.

“Once we can get a grade of NMN that humanscan take, we would really like to launch a pilothuman study,” said study leader Shin-ichiro Imaifrom Washington University School of Medicine inSt Louis.

Type 2 diabetes, the most common form of thedisease, is linked to lifestyle.

valuable insights into the brain of a 72 million-year-old dinosaur after its skull broke down recently.

Lead researcher Tetsuto Miyashita, a Universityof Alberta master’s student in paleontology, andhis colleagues took a rare look inside the skull of aEuoplocephalus and came away with unprecedenteddetails on the brain and nasal passages of theanimal. CT scans from undamaged Euoplocephalusskulls are helping the team to reconstruct the twisted,

looping nasal passages and brain chamber.The researchers claimed that the entire brain of

a Euoplocephalus would fit inside a coffee mug,but the size was not small for a dinosaur.

They also claimed that the dinosaur possiblygenerated sound through its looping nasal passages.

The reconstructed inner ear was tuned for this‘nasal roar’, as the length of the ear indicates thatthe dinosaur was sensitive to low-frequency sounds.

If the term “couple” stands for three or four, theparticular culture will turn upside down. Kyaw Hsan replied that nowadays, the nation is beingbuilt as a peaceful, modern, developed and discipline-flourishing democratic nation in realization of the market-oriented economic system in conformity with theconstitution and multi-party democracy system. Indoing so, there must be upright in legislative, executiveand judicial powers of the State to achieve success indemocratization process and to practice democracyperfectly. Moreover, he said he believes that check andbalance system and cooperation tasks play a key role inpracticing these powers separately in order that singleperson or organization may not practice these powers.Thus, the 2008 constitution prescribes the check andbalance system of three powers. Practising thesesystems, the country is being built and democratizationprocess is in progress.

The majority accept that the newspapers, journals,magazines, books and publications, radio and televisioncalled the fourth estate is to watch the righteous use ofthree main powers so as to serve the interest of the Stateand the people and practice the democracy with correctand perfect essence.

He said he firmly believes that the above-mentionedpoint is right and it needs really. However, the mediacalled the fourth estate itself must be owned qualificationto be able to monitor successfully. The country has notonly State owned media but also private owned media.While improving themselves, both media are to performcheck and balance between them.

The Ministry of Information has been striving forenhancing the State-owned media to have improvedform and essence for discharging its duty successfullysince their establishment. Therefore, the State-ownednewspapers at the centre established their branches assub-printing houses in cities of regions and states toenable the people to read the newspapers daily. A plan isunderway to accelerate its tasks. In the past, the mainhouses of newspapers and sub-printing houses used 19per cent of domestic newsprint. Now, four per cent ofdomestic newsprint only is used for improvement of itsquality and form in colour and impression. In the future,better quality of newspapers will be presented to thereaders after trying hard to increase the income of thenewspapers. Moreover, a future plan has been adoptedto deliver the coloured newspaper.

With regard to the essence of media, information onpolitical, economic and social affairs, development tasksand natural disasters at home and abroad are beingpresented in the newspapers for broadening horizon ofthe readers and for proving relaxation to the people in linewith the policies to inform, to educate and to entertainthe people. At present, the readers are being providedwith information presentation through edutainment andinfotainment systems. Training courses, seminars andon-job trainings on in-dept and effective writing arebeing conducted to the staff for improved presentationof editorials, news and articles. Policies were formulatedto realize State and public interests or the nationalinterest as objective of the State-owned newspapers tobe able to stand as the fourth estate. Moreover, theinformation network has been extended for thenewspapers with appointment of countrysidecorrespondents.

Moreover, State-owned radio and TV media hasbeen built with high form and essence since itsestablishment and the media is being built. Now, free toair TV channels and pay TV channels are being extendedone after another to provide the people with information,knowledge and entertainments and to be able to keepabreast of other countries. These TV channels includemany types of TV channels focusing on information,knowledge, edutainment and infotainment. After passingcensorship scrutiny, the showing of movies and TV

series are allowed. Likewise the online censor boardscrutinizes the delay broadcasting of TV channels fromabroad after censoring inappropriate scenes in Myanmartraditional culture.

Regarding radio transmission, Padaukmyay andFM lines in addition to existing Radio Myanmar andnational race language radio transmission sessions havebeen extended for broadcasting the programmes from5.30 am to 23.00 pm daily. These broadcasts areallowed freely on a wider scale for improving form andessence of such media based on the national cause. Theprogrammes on various items of district news, varioussectors, knowledge and aesthetics are aired through FMradios. Moreover, proficiency of staff are beingpromoted through training courses on creation andproduction of radio and TV programmes at home andabroad and workshops. The transmission systems of

TV and radio are being upgraded from Analogue to betterquality and cost-effective digital system to be on a parwith the international community.

In summery of enhancing the form and essence,State-owned media are being improved with material andskillful performances, upgrading the organizational setupwith cooperation network.

While the State-owned media are standing tall on itsbetter quality as the fourth estate, the private-ownedmedia need to do so. In this way, the fourth estate willhave the capabilities to adjust the remaining three estatesthrough check and balance system. If they operate theirworks based on ism, personality cult and sectarianism,the media will not be dutiful and there will arise weaknessin the fourth estate. Only when they give priority to thenational interest without focusing on ism, personalitycult and sectarianism, will the fourth estate effectivelyserve the interest of the nation and the people. As all themedia persons love the State and the people, adore thevalue of media and wish to support the remaining threeestates through the strength of fourth estate throughcheck and balance, he said he believes that the media willagree the principle that the media must perfect as thefourth estate.

To be perfect themselves as the fourth state, themedia are to abide by the provision of Section 354 of theConstitution saying that every citizen shall be at liberty,if not contrary to the laws, enacted for Union security,prevalence of law and order, community peace andtranquility or public order and morality to express andpublish freely their convictions and opinions.

Thus, it can be found that the media persons havethe right to express and publish freely and have theresponsibility to maintain security, prevalence or law andorder and community peace and tranquility. They havethe rights of freely writing and publishing as well asavoiding the activities against the laws enacted for theinterest of public morality. Indeed, the word ‘publicmorality’ is wide and profound. In this regard, someactivities can be controlled under the prescription oflaws and some cannot be controlled through laws. All themedia persons are to do their works in line with theprescribed laws and do other works through reasoning

power. In establishing the perfected fourth estate, themedia persons are to practise the freedom andresponsibility and the freedom and reasoning power.

While looking forward the future, all the mediapersons are to take lessons from the past and presentevents. He said he has noted the lessons from the pastevents. He continued to say that he would like to pointout the present events. In some democratic nations,the media misuse their freedom of press so thesecountries face political and social problems. Up tonow, not only the parliaments and but also thegovernments control and supervise them in order tofairly use the freedom and responsibility and the freedomand reasoning power.

The Ministry of Information is striving for creatingthe local media to become the fourth estate for servingthe public interest. In so doing, studies are being madefor promulgation of a media law that can control themedia for concurrently practising the freedom andresponsibility and the freedom and reasoning power tobe able to protect the rights of media persons in accordwith the constitution and to emerge the local media asthe fourth estate based on the national interest.

Moreover, a total of 21 principles of press scrutinyhave been reduced to 12 points. After studying theprinciples exercised in ASEAN countries and globalnations, those points were set to be in conformity withthe current situations and to be a fourth pillar servingthe public interests. Moreover, all journals, magazines,books and publications are to practise the freedom andresponsibility and the freedom and reasoning powerwithin the 12-point press policy. In addition, they areallowed to criticize any person, an organization or adepartment through positive attitude as part of effortsto nurture the emergence of the fourth estate.Moreover, all the publications are divided into twogroups. The publications in the group (1) are allowedfor their operation through publishing and submittingsystem. The system is to submit their publications tothe Press Scrutiny and Registration Division afterthese works have freely been published through freedomand responsibility and the freedom and reasoningpower in line with the 12 press scrutiny principles.The types of publications in the group (1) are fine arts,knowledge, aesthetics, sports, health, child andtechnological literature. The submitting and publishingsystem is to draft the works to the Press Scrutiny andRegistration Division after creating the works throughfreedom and responsibility and the freedom andreasoning power in line with the 12 press scrutinyprinciples. After seeking the permission, the worksare to be published.

When the practices are in harmony with the pressscrutiny principles, the publications from the group (2)will be inserted into the group (1). Finally, all the publicationsare to practise the publishing and submitting systemmeeting standards of the democratic nations. With thecollaborative efforts of those from the literary world, themedia is being transformed into the fourth estate for (See page 9)

The committee will present the bestinformation award, the best byline award, the bestnews photograph award and the best cartoon award.While improving form and essence of the State-ownedmedia, The Ministry of Information is encouraging theprivate-owned media to become the genuine fourthestate that will serve the national interest. The MyanmarWriters and Journalists Association and those of theliterary world are to cooperate with the Ministry ofInformation to take up the duties for emergence of thefourth estate. Moreover, the entire people to be dubbedas the fifth estate are to participate in successful realizationof democracy with full essence. That is why all the mediawill become the genuine fourth estate as quickly aspossible so as to serve the public interest.

U Nyan Swe Win of Kyaukkyi constituency askedthere was a plan to upgrade the Livestock Breedingand Veterinary Department to a department whichmet international standard so that it could successfullycarry out research work for breeding, educating andveterinary science.

Union Minister for Livestock Breeding and FisheriesU Tin Naing Thein said Breeding and VeterinaryDepartment had carried out tasks for livestock breedingand veterinary services, prevention and control of animalinfectious diseases and boosting production of livestockand fish and research work.

Under the department, there were one the director-general office, 15 Nay Pyi Taw, region/state livestockbreeding and veterinary offices, 65 district LBV officesand 325 township LBV offices, and the department’s996 veterinarians, 62 assistant veterinarians, 89 2nd

assistant veterinary personnel were participating inimplementing the tasks of the department, he said.

He continued to say that it was required to increasethe number of veterinarians and the University ofVeterinary Science had increased the enrollment ofstudents from 200 to 270 per year.

The department’s laboratories in Yangon,PyinOoLwin, Taunggyi and Pathein had producedvaccines, and employees of the department had beencarrying out prevention and control of animal infectiousdiseases.

Today, the department had carried out not only tasksfor prevention and control of animal infectious diseasesbut also five tasks for boosting production of livestockbreeding and fish and meat as part of efforts forreforming the department to become a reliable onewhich could carry out both livestock breeding andveterinary tasks.

The ministry had already sought approval from theState to compile new curriculums of the University ofVeterinary Science within the framework of the universityeducation council and to be adaptable to current time.Besides, arrangements had been made to expandlaboratories and livestock breeding farms for the theoryand practice of the veterinary science, he said.

Afterwards, two representatives asked two questionson the transportations and Union Minister for TransportU Nyan Tun Aung replied them.

and sea-going vessels.Out of Sittway, Kyauktaw, MyaukU, Ponnagyun,

Yathedaung and Buthidaung ports, Sittway Poart wasgoverned by the Myanma Port Authority as it waslocated within the port limit of the Myanma PortAuthority. There were three pontoon bridges: one 120 ftlong and 15 ft wide bride and two 26 ft wide and 11 ftwide wooden bridges at the Sittway Port. The conditionsof all bridges had a suitable level of strength anddurability, and the ministry had repaired the No.2Boatseik Bridge at the cost of K5.4 million in the 2008-2009 fiscal year. For the Sittway Port, it was found thatit was impossible to construct a ship basin in theSakyokya Creek as it was narrow. Concerning KyaukphyuPort, departmental watercrafts anchored at the previouspontoon of the port at high tide. The Ministry had beenconstructing a new pontoon bridge at the MyaukU Portat the cost of K 12.9 millions in the 2011-2012 fiscalyear.

The pontoon bridge constructed by the PublicWork at the Ponnagyun Port was damaged. But,condition of the pontoon bridges at Yathedaung Portand Buthidaung Port had a suitable level of strength anddurability.

Therefore, the Ministry of Transport had beenmaintaining and repairing the pontoon bridges of theSittway Port and remaining bridges of Kyauktaw,MyaukU, Ponnagyun, Yathedaung and Buthidaungports depending on funds allotted by the State.

Afterwards, Daw Khin Saw Wai of Yathedaungconstituency asked the new fare of the two-storeySittway-Yathedaung-Buthidaung ship was fixed bythe government as the fare had increased after thetransportation was transferred to the private sectorand whether there was a plan to fix a reasonablefares for water transportation in Rakhine State.

The Union Minister replied that the fare was fixedafter calculating cost for a passenger and one ton ofgood for one mile.

The cost of running a ship included 70 percent offuel cost. The fare for passengers and goods werecalculated at 160 kyats per one gallon. The fare had notincreased though the price of fuel reached K3000 pergallon of diesel today.

Instead of taking hold of State-owned firms at aloss, arrangements are being made to ensure balancebudget by transferring firms to private sector if possibleand engaging in joint venture. After assessingimplications, it is required to terminate the running ofuneconomic routes, reduce times of uneconomic routesrun by Inland Water Transport, and to cooperate withprivate sector based on mutual interests.

In Rakhine Branch, ships owned by the ministrywere ran by a private sector after reaching agreementbetween the ministry and the private sector. The farewas less than those of private ships. Arrangements hadbeen made to collect ship fare from passengers lowerthan those of private-run ships.

Afterwards, Union Minister for Construction UKhin Maung Myint replied seven questions raised byseven representatives.

In response to the question about whether there isa plan to allot funds for continuation of repair workof Momeik-Thitkhwepin-Twinnge Road raised by UKyaw Myint (a) U Pho Tote of Momeik Constituency,the Union Minister said that Twinnge-Momeik Road that

links Twinnge of Thabeikkyin Township, PyinOoLwinDistrict of Mandalay Region and Momeik of KyaukmeDistrict of Shan State (North) constructed by deputysuperintending engineer and group of Road ConstructionSpecial Group-14 in 2000-2001 fiscal year is 46 mileslong. In 2007-2008 fiscal year, Tagaung-Katha RoadProject Group took the road and bridge construction task.The Ministry of Construction conducted upgrading roadsand bridges in 2010-2011 fiscal year.

In 2011-2012 fiscal year, large sum of money arebeing spent on tarmacking and gravelling potholes, andordinary repair funds on ordinary maintenance works,and construction for roads and bridges.

As Ministry of Electric Power No. 1 is implementingShweli-3 Hydropower Project in Shan State (North) inthe 2010-2011 fiscal year, vehicles used for the projectand vehicles loaded with Pozolan from Mt Popa,Kyaukpadaung Township of Mandalay Region will usethe road desperately. The wooden big and small bridgeson Twinnge-Momeik Road are not strong enough. Due toheavy rains this year, a number of bridges were damaged.

Earthen Twinnge-Momeik Road is being upgradedinto gravel one step by step. Collaborative efforts willbe made to maintain the road during the constructionperiod of Ministry of Electric Power No. 1 that willimplement Shweli-3 Hydropower Project and Ministryof Construction.

U Nan Oo of Moenyo Constituency asked whetherthere is a plan to repair Htanbinkon Bridge inMonyo-Minhla road section for swift commodityflow and convenience of travelers. In response, theUnion Minister said that Htanbinkon Bridge is locatedacross the Myitmakha River at milepost No. 10/5 onMonyo-Minhla Road. Htanbinkon Bridge is now atageing state as it was constructed in 1980. Constructiongroup of Thayawady District led by superintendingengineer has been carrying out maintenance works withannual budget allocation due to decaying bore pile andweakening bailey frame.

In 2011-2012 fiscal year, works on substitution ofwooden floor and track way are being carried out fornew structures, and wooden posts will be replaced inopen season. Minhla-Moenyo Road in Moenyo Townshipwill be constructed as a sturdy concrete bridge in 2012-2013 fiscal year by spending a large sum of budget.

U Ko Ko Tun of Aunglan Constituency asked howarrangements will be made to construct detour inAunglan and whether or not related ministry willimplement it at opportune time. In response, the UnionMinister said that Yangon-Pyay-Magway Union Highwaylies across Aunglan Township of Magway Region. Theroad section of Aunglan Township is 38 miles longranging between milepost Nos. 193/7 and 231/7. MaxMyanmar construction Co Ltd was allowed to repairroads and bridges on 28-6-2011 through BOT system.Length of road between milepost Nos 220/0 and 226/0 indowntown Aunglan is six miles long. Until 31-5-2011,the road consisted of 16-foot-wide three-mile-long tarroad and 32-foot-wide three-mile-long tar road sections.

Myanmar Construction Co Ltd will carry out upgradingworks in downtown Aunglan road section betweenmilepost Nos 221/4 and 224/4 into 32-foot-wide three-mile-long tar road. In coordination with the relatedregion government, arrangements will be made forextension of road for bicycles and motorbikes. If averagepassing vehicles per day are on the increase, survey ofconstruction for new detour appropriate to increasingvehicles will be conducted.

Pyay-Aunglan-Magway Road meeting set standardwill be constructed in 2011-2012 fiscal year. There is noplan for construction of detour in Aunglan for now.

In response to the question raised by U MaungMaung of Thayawady Constituency about whetherthere is a plan to upgrade Yangon-Pyay Road inBago Region into six-lane road for better transport,the Union Minister said that Yangon-Pyay-MagwayRoad between milepost Nos 70/6 and 193/7 in BagoRegion is 123 miles and one furlong long. Max MyanmarConstruction Co Ltd as of 28-6-2011 has been engagingin maintenance works of Yangon-Pyay-Magway Roadand bridges on it.

In upgrading roads through BOT system, accordingto the primary charter of 1996, it is set that length of aroad must be 24 feet wide. But, some road sections areless important and found less passing vehicles. So, thelength of road of the said road sections is determinedaccording to passing vehicles per day for the sake ofconvenience of companies running through BOT system.Roads designated as Asian highways and ASEANhighways must be 24 feet wide at least.

Vehicles crossing on Yangon-Pyay Road at Taikkyiand Thayawady toll gates in May and June of 2011numbered 1812 per day. Despite adequate width of theroad, Max Myanmar Construction Co Ltd will upgradethe road ranging from 18 and 22 feet into a 24-foot-road.So, there is no plan to upgrade Yangon-Pyay Road intoa six-lane road at the moment.

In response to the question of Daw Nan Wa Nu ofKunhein Constituency about what kind of plan theState will make to upgrade the road from Kholan toTakaw Bridge, and whether there is a plan to assigntasks to private companies through BOT system, theUnion Minister said that if there are proposals fromnational races entrepreneurs to upgrade 94-mile-and-four-furlong-long road from Namhsan to Takaw throughBOT system, they will be tasked in accord with rules andregulations. Ministry of Construction is also invitingnational races entrepreneurs to engage in road and bridgeconstruction works by offering technological expertise.

In 2011-2012 fiscal year, arrangements are beingmade for ordinary maintenance works for 50 miles andfour furlongs, fully tarmacking for 17 miles, partialtarmacking for 50 miles and repair works for 11 bridgesin the road section from Kholan Sub-township to TakawBridge with ordinary maintenance fund. Meiktila-Taunggyi-Kengtung-Tachilek Union Highway linkingShan State (South) and Shan State (East) is an importantroad.

The repair works were carried out section-wise asfrom 2011-2012, and smooth transport has been seen. Asupgrading works for roads and bridges in Taunggyi-Loilem section and Loilem border section are beingcarried out through BOT system, swift transport can beseen. Ministry of Construction will ask for large sum ofbudget and ordinary fund in 2012-2013 fiscal year toperform upgrading works of Namhsan-Kholan-Takawroad section.

Regarding the question of U Yon Bee of TaninthayiRegion Constituency about whether or not thegovernment will build Nyaungbinkwin creek crossingbridge for rural development of Taninthayi Region,

the Union Minister said that 300-foot-wideNyaungbinkwin Creek flows across 69-mile-longTaninthayi-Nyaungbinkwin-Thabawlaik-Thepyu-Mawtaung Road at milepost No. 9/4. NyaungbinkwinVillage sits astride the creek. The residents includingstudents from west bank of Nyaungbinkwin have to passthrough the creek daily by lying temporary bridge ortaking motorboat.

Yuzana Construction Company is taking measuresfor upgrading works of roads and bridges on Taninthayi-Nyaungbinkwin-Thabawtlaik-Thepyu-Mawtaung Roadthrough BOT system. There is no plan to buildNyaungbinkwin Creek Bridge by the company and alsoby the Ministry of Construction.

Regarding the question raised by U KhinWin of Padaung Constituency about “if there is aplan to upgrade Sinte-Nawaday motor road inPadaung Township to be the one which can cope withexpress buses and trucks”, the Union Minister repliedthat Sinte-Nawaday approach road linking PadaungTownship and Pyay Township is 2 miles and fourfurlongs long and 12-ft wide road from mile post Nos(1/7) to (4/3); some sections of the road are pavedalong mountains beside the bank of AyeyawadyRiver; maintenance of such sections between milepost No (1/7) and (4/3) is progress with ordinarymaintenance fund for 2011-2012 fiscal year.

The Union Minister went on that as the spiral roadwas paved along mountains beside Ayeyawady River, itis needed to widen the road to be 40 feet one if the roadis to be broaden, which means that the houses along theentrance to Sinte Village will be moved as they arewithin the area of proposed construction; in addition,such religious edifices as prayer halls of NgwebonthaPagoda and Tankyitaung Pagoda and Boyone Monasteryare also in the area.

The Union Minister said that in broadening the roadon rocky mountains, it is needed to use mines andgunpowder, thus disrupting nearby factories and runningof vehicles; the Ministry of Construction currently doesnot have plan to upgrade the Sinte-Nawaday approachroad and in 2012-2013 fiscal year, the ministry will askfund for maintenance of the road and start the works.

U Soe Win of Kyauktada Township Constituency, UNyunt Hlaing of Pyu Constituency, U Khin Maung Winof Lanmadaw Constituency, U Aung Zin of PazundaungConstituency seconded the proposal submitted yesterdayby U Soe Win of Sangyoung Constituency “to enact alaw on water resources conservation for preventionagainst utilization of large amount of naturalresources such as river water, creek water and underground water and water pollution”, saying that theproposal is beneficial to the next generations and nationalwater resources law concerned with the entire nation isnow in need.

U Win Than of Thabaung Constituency suggestedthat comprehensive discussion should be made if WaterResources Bill is submitted and the bill should coverriver, creek, lake, and dam in need of protection; theproposal is to be recorded and discussed when the relatedministry submit the bill.

Union Minister for Environmental Conservationand Forestry U Win Tun said Chapter (12) of MyanmarEnvironmental Conservation 21st Century Plan issued in1997 has called for drawing of administrative policy,planning and management systems of long-termmanagement of fresh water resources and nationalintegarted water resources; Section (3), ResourcesManagement Section of National SustainableDevelopment Strategy issued in 2009 has described freshwater resources management.

The Union Government Office has instructed forformation of enforcement committee on systematicindustrial sewage disposal on 5-9-2011 in accordancewith rules and regulations and the enforcement committeecomprising 21 representatives from related ministry willdraw future work plans; the Ministry of Industry (1)issued water and air pollution control plan in 1995 with

a view to preventing pollution and environmentalpollution due to sewages of factories and workshopsunder the ministry; Myanmar Investment Commissionalso issued an announcement in 1994 urging to set uppurification plants for treating of industrial liquidsewages before disposal and practice other pollutioncontrol means.

The Union Minister added that his ministry has setup separate department for administration of watershedareas since 1995 and has been taking effective protectionmeasures such as establishment of swamps andconservation of natural forests; gold and mineral miningis totally restricted in watershed areas that can affectmain rivers, dams and reservoirs.

Gems and gold mining in Kachin State and SagaingRegion through which Ayeyawady River flows andPhakant gems land in Kachin State is supervised inaccordance with Myanma Mines Law, in order to preventraising of sea bed level of upper Ayeyawady River dueto gold mining, and degradation of natural environmentof Uru Creek and Chindwin River due to gold and jademining.

Directorate of Water Resources and Improvementof River Systems under the Ministry of Transport hasenacted water resources and river systems conservationlaw on 2-10-2006 and has drawn water resources andriver systems conservation rules concerning preventionagainst water pollution and natural environmentconservation, gold-panning, gold mining and exploitationof resources, using of water ways and conservation ofwater ways described in the law and submitted them toUnion Attorney-General’s Office; the Ministry ofAgriculture and Irrigation, for adoption of water masterplan and integrated water resources management strategy,has worked in cooperation with UNESCAP and FAOsince 2004 and the directorate has participated in everystep of the works; today, formation of Myanmar WaterPartnership is in the process of planning; the directoratehas also joined the Myanmar Water Partnership and it isprojected to formulate water resources policy and nationallevel water resources management strategy with thecooperation of water resources-related departments afterthe establishment of the partnership.

The Union Minister said that water resources inrivers and creeks in Myanmar is about 870 million acrefeet in total and the total amount used by 371 dams and367 river water pumping stations yearly only accountsfor about six per cent of the total water resources; currentutilization of underground water for irrigation anddrinking and other purposes only account for 0.81 percent (3.248 million acre feet) of the total undergroundwater resources which is 400.72 million acre feet;although natural resources such as river water, creekwater, and under ground water are utilized for publicinterests, it is needed to abide by laws for water resourcesconservation for national interests and prevention againstwater pollution.

The Union Minister added that as there has been waterresources and river systems conservation law promulgatedby the Ministry of Transport and water resources and riversystems conservation rules have been drawn and submittedto the Union Attorney-General’s Office, enforcementwill be made in line with those law and rules; laws on long-term use of river water, creek water and undergroundwater and prevention of water pollution are prescribed inenvironmental conservation law which has been drawn bythe Ministry of Environmental Conservation and Forestryand submitted to the Attorney-General’s Office and thuswhen the law formally comes into effect, further steps canbe taken for effective conservation works and askedHluttaw’s opinion whether it is needed to enact a specificlaw.

The Hluttaw then put U Soe Win’s proposal on therecord with the approval of the representatives.

Althoughnight trains should be run, only cargo trains wereallowed to run day in, day out and passenger trains torun in the daytime on Yangon-Mandalay railroadsection in accord with the current situation, putting

companies on mutual benefit at 18 inland blocks.When more natural gas are found there or explored andproduced by Myanma Oil and Natural Gas Enterprise,plans will be carried out to more distribute CNG.

Regarding the question raised by U Khin MaungYi of Ayeyawady Region Constituency No-6 whoasked whether there is a plan to make a similarprogramme of changing banknotes with new onesfor the convenience of local people in their tradingas it was very convenient for the people in Nay PyiTaw and Yangon to change adequately K 50, K 100and K 200 banknotes with new ones, Deputy Ministerfor Finance and Revenue U Win Than replied thatCentral Bank of Myanmar in accord with the CentralBank of Myanmar Law engages in circulation of localcurrency such as banknotes or coins as a sole producer,circulating various kinds of banknotes from K 1 to K5000 banknotes and maintaining the value of MyanmarKyats to be strong at home and abroad.

Banknotes are in circulation through branches ofMyanma Economic Bank (Branch). Monthly circulationof various kinds of banknotes including small banknotessuch as K 50, K 100 and K 200 banknotes are beingcarried out from Central Bank of Myanmar (Nay PyiTaw) to 30 branches of MEB, form Yangon Bank ofMEB to 141 branches of MEB in lower Myanmar,from Mandalay branch to 139 branches of MEB inupper Myanmar depending on leftover banknotes andsize of branches.

Besides, Central Bank of Myanmar distributed K1859 million including small banknotes from K 10 toK 500 to All-Bus Line Control Committees in Yangonand Mandalay from 22 January 2008 to 30 September2011 and K 2328 million to markets in Nay Pyi Taw,Yangon and Mandalay from 8 August 2008 to 30September 2011.

The deputy minister continued to say that, inconveying cash to Sittway, Kyaukpyu and ThandweDistrict Bank branches in Rakhine State in charteredflight and to Myanma Economic Banks in TaninthayiRegion and Kachin State, small banknotes are regularlyincluded; new 50-kyat, 100-kyat and 200-kyat notesare included in the salaries paid to departmental staffin Nay Pyi Taw District since May 2011, those inYangon Region since July 2011 and those in MandalayRegion in March, 2011; small banknotes will be paidto departmental staff in capitals of States and Regionsand countryside as well; the workforce of the staff iscompiling; after compilation, the notes will bedistributed to them, depending on the amount of smallbanknotes held in reserve by Central Bank of Myanmar.

BEIJING, 6 Oct—Chinese tennis star Li Naon Thursday became thefifth singles player toqualify for theprestigious TEB BNPParibas WTAChampionships whichwould be held inIstanbul, Turkey on 25to 30 October, 2011,becoming the firstChinese singles playerto book a spot on theWTA season-endingtournament.

“This year has beenthe most successful ofmy career so far and I’mvery happy to havequalified,” said Li Na.“I’m proud to be the firstChinese woman toqualify in singles for thisevent.”

Li Na enjoyed ahistoric season in 2011,twice making into the

NAY PYI TAW, 6 Oct—The Thai delegation led byMs. Yingluck Shinawatra, Prime Minister of Kingdomof Thailand, who were on a goodwill visit to Myanmarat the invitation of President U Thein Sein of theRepublic of the Union of Myanmar, visited UppatasantiPagoda in Nay Pyi Taw at 8:40 pm yesterday.

On their arrival at the pagoda, they were warmlywelcomed by Deputy Minister for Religious Affairs DrMaung Maung Htay and officials concerned.

The Thai Prime Minister and her entourage paidhomage to the pagoda, and offered flowers and waterto Buddha Patima Jade Image in the cave of thepagoda. They then made cash donations to the PagodaBoard of Trustees.

After that, they observed the white elephants inthe precinct of the pagoda.

Later, the Thai Prime Minister and party on theirdeparture for Thailand by the special flight at 10 pmwere seen off by Union Minister for Foreign Affairs UWunna Maung Lwin and departmental officials at NayPyi Taw Airport.
