THANK YOU FOR YOUR COMMITMENT PRO BONO VOLUNTEERISM reflects the highest ideals of the legal community and contributes to maintaining the fabric of a free and just society. For many low-income Arkansans, receiving pro bono assistance is the first important step on the road to civil justice. The pro bono attorneys who volunteer their time and contribute financial support to the non-profit Arkansas legal aid programs exemplify these ideals through their passion and commitment to Access to Justice for all. IT WAS THE PREAMBLE TO THE CONSTITUTION of the United States that laid out as a critical goal of the new republic to "establish justice." We have been struggling for over 220 years to achieve that goal be it through the Bill of Rights, Supreme Court decisions, and professional conduct. One important effort in this latter category are two paragraphs in the Arkansas Attorney Oath which addresses providing access to justice for those who can least afford it. Paragraph 4 declares, "I will not reject, from any consideration personal to myself, the cause of the impoverished, the defenseless, or the oppressed." While Paragraph 5 affirms, "I will endeavor always to advance the cause of justice . . . .” We thank those pro bono volunteers already living up to this professional ideal and invite them to enlist their colleagues in this foundational effort of a free society. THE ARKANSAS PRO BONO PARTNERSHIP is a collaborative effort of the Equal Access to Justice Panel, River Valley Volunteer Attorney Project, VOCALS, Arkansas Volunteer Lawyers for the Elderly and the Arkansas Bar Association. The Pro Bono Partnership’s purpose is to improve and expand the reach of pro bono activities in the state; and is charged with coordinating the recruitment and recognition of volunteer attorneys. The Pro Bono Partnership also provides many resources and tools to help attorneys become more knowledgeable of poverty law issues and become better pro bono advocates for indigent clients. Pro Bono Attorney Spotlights 2007 Joel D. Johnson of Fort Smith is the 2007 volunteer attorney award recipient for the Arkansas Volunteer Lawyers for the Elderly (AVLE). Mr. Johnson has served as a volunteer attorney for AVLE since its inception in the early 1980’s and was awarded the Arkansas Volunteer Lawyer of the Year Award in 1993 and 2002 for his dedication to the program. He is currently honored with this award for donating 100 hours of service to senior Arkansans in the 2007 award year. Mr. Johnson gives expression to the Arkansas Attorney Oath through his stated objective that helping people is really what this profession is all about. He has indeed helped many people as a pro bono volunteer since he began practicing law in 1979. Mr. Johnson has also served the legal profession as member and
president of the Arkansas Association of Defense Counsel and member of the House of Delegates of the Arkansas Bar Association.
Rosalind M. Mouser of the Pine Bluff law firm of Ramsay, Bridgforth, Harrelson and Starling, LLP, was chosen as the 2007 Pro Bono Attorney of the Year for Jefferson County. She has been a member of VOCALS for over twenty years and has consistently and repeatedly provided excellent counsel and advocacy to low income clients referred to her by the Center for Arkansas Legal Services. In 2007 she contributed over 50 hours in assistance to help resolve pro bono client’s domestic relations problems. In her words, "some of the most personally satisfying representations I have concluded have been for Legal Services clients. It is an honor to serve these clients and an honor to accept the Pro Bono Attorney of the Year Award for VOCALS. Our job will never be fully
completed. I look forward to working with VOCALS for many years to come."
Jim O’Hern is the “Pro Bono Attorney of the Year Award” recipient of the River Valley Volunteer Attorney Project devoted 73 hours of pro bono representation to low income clients in Sebastian County during 2007. He has been for many years an active pro bono volunteer in both Sebastian and Crawford counties. He has accepted a wide range of cases on behalf of clients including those senior citizens who meet the needs requirements of the Arkansas Volunteer Lawyers for the Elderly project. Mr O'Hern also contributes both his time and legal expertise as a member of the Board of Directors of the Center for Arkansas Legal Services which provides legal aid to low income Arkansans in forty-four counties. O’Hern received his B.A. from the College of Charleston and his law degree from the
University of Arkansas School of Law in Fayetteville in 1980.
John G. Phillips is the 2007 Pulaski County VOCALS Attorney of the Year and his volunteerism reflects the highest ideals of the legal profession. Since 2000, Mr. Phillips and his law firm, Weber & Phillips, have been extraordinarily committed to serving low-income clients. He alone has provided over 125 hours of pro bono service in 2007. He has instructed his staff on how to expedite the bankruptcy filing process for clients that are referred to his office through VOCALS. Because many low-income clients are economically marginalized, providing representation in bankruptcy court has a profound effect on a family’s ability to gain a “fresh start” in life. Mr. Phillips graduated from UALR Law School in 1997 and serves on the Bar Advisory Committee for the Eastern District
Bankruptcy Court.
J.T. Skinner is the winner of the 2006 Outstanding Service Award in recognition of his contributions to Legal Aid of Arkansas as a member of the Equal Access to Justice Panel. In his own words Skinner stated, “Take time to provide legal services to those that otherwise would be forgotten. Many people need help and are not going to receive it. If you don’t help they may not be treated fairly or equitably. Not every case has to be a paying client and each client has some cause that is worthwhile.” Admitted to the Arkansas Bar in 1978, he has served as Deputy Prosecuting Attorney for Independence County and has been in private practice with Murphy, Blair, Skinner, Thompson and Castleberry since 1987. He donated 101 hours of pro bono services in 2006 primarily
helping abused women and children.
