VCR Inc. Credit RegistryDesignated to Play KeyRole in Baseline Protection

O n January 12, 2000, federal,provincial and territorial

governments approved the BaselineProtection initiative and appointedVCR Inc. as the official nationalregistry for Baseline Projects.

In response to this initiative, we haveintegrated Baseline project registrationinto our Canadian GHG Credit Registry– a national registry for early action.ThisRegistry will accommodate BaselineProtection, Credit for Early Action, theGreenhouse Gas Emission ReductionTrading (GERT) Pilot and other emergingelements of voluntary action. It is locatedon our Web site at www.vcr-mvr.caand may be accessed by clicking on theCanadian GHG Credit Registry button inthe centre of the home page.

Baseline Protection is intended to reducethe uncertainty of business and tofacilitate long-term corporate planning. It will ensure that organizations thatundertake early actions to reduce GHG

emissions are not disadvantaged. In theevent that a future policy allocatesemissions rights or reduction obligationson the basis of emissions levels, BaselineProtection will allow businesses andinstitutions to reconstruct their emissionsbaselines in order to include emissionsreductions through investment in earlyactions.

Under this Baseline Protection initiative, businesses and institutions are being askedto document and to maintain records ofactions or projects that they haveundertaken to reduce their GHGemissions. In order to be eligible, theymust be a Canadian legal entity operatingwithin Canada; the facility generating thereductions must be located in Canada; thespecific reduction project must have beenstarted on or after January 1, 1990; andthe emissions reductions must be real, measurable and verifiable.

If you have any questions or comments aboutBaseline Protection or about our CanadianGHG Credit Registry, please contact us bytelephone at (613) 565-5151 or by e-mail [email protected].
