Smart Parking Meters Coming to Silver Spring

Beginning this week, the Montgomery County Department of Transportation (MCDOT)Parking Management Division will begin replacing more than 1,100 on‐street parkingmeters in Silver Spring with new "smart" parking meter heads that expand paymentoptions. The smart meters accept Visa, MasterCard, American Express, and Discovercredit cards in addition to coins or pay‐by‐cell phone. The changeover is expected to takeabout two weeks, weather permitting.  More information about parking in MontgomeryCounty is available on the Division of Parking's website.

Efforts Underway to End Montgomery County Liquor Monopoly Montgomery County Delegate Bill Frick (D‐16), joined by a number of his colleagues, hasintroduced legislation to end Montgomery County's liquor monopoly. The bill, which willbe considered during the next session of the General Assembly that begins in January, isco‐sponsored by Senators Brian Feldman (D‐15) and Nancy King (D‐39) and DelegatesKathleen Dumais (D‐15), Aruna Miller (D‐15) and Kirill Reznik (D‐39).  The "End theMonopoly" bill (MC 3‐16) would provide for full private sector competition with thecounty's Department of Liquor Control if voters approve a referendum in November,2016. The county's State Senators and Delegates will hold a hearing on local bills at 7p.m. on Monday, November 30, in the third floor hearing room of the County Council'soffice building (100 Maryland Avenue, Rockville).  Interested individuals can sign up totestify by calling 301‐858‐3010 or emailing [email protected]. Supporters of endingthe County's liquor monopoly to allow private sector competition have set up a Facebookpage with more information.

End Montgomery County's Liquor Monopoly Delegate Bill Frick (D‐16), and a number of his Montgomery County colleagues haveintroduced legislation that would end the Montgomery County Department of LiquorControl's (DLC) monopoly over the sale of alcohol and bring private competition to themarket. The End the Monopoly bill (MC 3‐16) would let the voters decide if the Countyshould provide for full private sector competition, through a referendum on the electionballot in November 2016. GSSCC's restaurant owner members have asked the Chamber tosupport efforts to end a system many have called "inefficient," "overly expensive,""archaic," "broken," or worse. GSSCC will testify in support of this bill at a public hearingon November 30.  Members can support this effort by signing an  "End the Monopoly"petition, or attending the hearing.  Click here for more information. 

Proposed County Legislation to Require 30‐Hour Minimum WorkWeek for Selected Employees Councilmember Hans Riemer, along with Councilmembers Nancy Navarro, Marc Elrich,and Tom Hucker, have introduced a Bill 46‐15, which "would require an employer toprovide a minimum work week of at least 30 hours for each employee working as ajanitor, building cleaner, security officer, concierge, doorperson, handyperson, orbuilding superintendent at an office building occupying at least 400,000 square feet in theCounty." If enacted, this legislation will have an impact on many commercial propertyowners. GSSCC questions whether the County has the authority to regulate a minimumwork week for any employee. Changes to County Towing Law Take Effect November 30 Changes that were adopted by the Montgomery County Council earlier this summer, Bill17‐15 Motor Vehicle Towing and Immobilization on Private Property, will take effecton November 30. Notably, the law retains language allowing property owners to towunauthorized vehicles from private property without the vehicle owner or agent's consentbetween 2 a.m. and 9 a.m., but prohibits the use of "spotters" on commercial properties.

Support Efforts to Let the People Vote andEnd Montgomery County's Liquor Monopoly Tonight, GSSCC will join member businesses, other County business groups, and citizens,to support legislation that would "Let the People Decide" whether to bring privatecompetition to end the County's liquor monopoly. Members can support this effort in twoways: 1) Join GSSCC at tonight's hearing (3rd floor, 100 Maryland Ave., Rockville) to showsupport and counter the opponent's efforts to "pack the house."  2) Sign the "End theMonopoly" petition by clicking here. Montgomery County is the only place in the nationwith a total wholesale monopoly on all alcoholic beverages, and a complete retailmonopoly on spirits. Chamber member restaurant owners, hotel and entertainmentvenue operators, and beer and wine store retailers have long struggled to get qualityproducts for their customers. Retail consumers regularly flee the county to shop inneighboring jurisdictions, where the selections are better and prices are lower. There isnow an opportunity to change all that. Delegate Bill Frick (D‐16) along with DelegatesReznik, Dumais, and Miller, as well as Senators Feldman and King have introducedlegislation to end Montgomery County's liquor monopoly. This bill would provide for fullprivate sector competition with the county's Department of Liquor Control if votersapprove a referendum in November, 2016.  Contact Jane Redicker for details if youplan to attend the 7 p.m. hearing.

In cooperation with its Non‐Profit Team, GSSCC will host an Employment Law Workshopfrom 9 a.m. to 10:30 a.m. next Tuesday, December 8, designed to help small businessesand non‐profit employers understand and comply with various local, State and Federalemployment regulations. Marc Engel, an employment attorney with Lerch, Early &Brewer Chtd., will discuss Montgomery County's new minimum wage law, the new sickand safe leave act, the "Ban the Box" law, and proposed new Federal overtimeregulations, all of which will be relevant for small businesses. He will also help attendeesto navigate the challenges of distinguishing between employees and independentcontractors, and to avoid pitfalls with time sheets and overtime. This workshop isspecifically for business owners and supervisors, as well as non‐profit directors andmanagers, who are responsible for their organizations' hiring and employee management. For information, contact Jane Redicker.
