North Fresno Zinkin projects coming to fruition

After 28 years, Realty Concepts sports a new look

If you believe plans to move Fresno’s Club One Casino to a larger downtown location are being driven by an intent to make more space for gambling, the owner says you’d be wrong.

Currently, the card room that has occupied the ground floor at 1022 Van Ness Ave. — partly under the Radisson Hotel — has 51 card tables, and its state gam-ing license would allow just two

more tables even if it moved to a larger space, said owner and CEO Kyle Kirkland.

What is driving the move, he said, is that in recent years, the 30,000 square feet the casino has occupied for the past 23 years hasn’t offered enough space for what the casino needs to grow as a business, and that doesn’t just involve gambling, he said.

And the casino’s restaurant sometimes can’t accommodate potential customers because it’s full and there just isn’t room to add more dining tables, Kirk-land said.

That will change, possibly in about two years, as last week the Fresno City Council approved

the offer of Club One and its financial backers to purchase for $1.7 million what is com-monly referred to as the “Spi-ral Garage,” at 830 Fulton St., a city-owned parking garage with 50,040 square feet of former re-tail and office space on its west side — across the street from Chukchansi Park baseball sta-dium.

city in 1967 and leased immediately by the Gottschalks department store next door as part of an expansion, while the parking garage was built above and be-hind the news spaces.

Gottschalks vacated its flagship downtown location in 1988, along with the retail and office spaces next door, and all have been vacant since, said

Mark Standriff, a Fresno city spokes-man.

The office and retail spaces sold encompass nearly 25,000 square feet on the ground floor, an equal amount in the basement and about a 3,000-square-foot mezzanine area that the casino would renovate and move into, Kirkland said.

With the purchase, Club One also would take ownership of the six-story,

580-space parking garage.Kirkland told the City Council last

week that there is no threat of losing downtown parking, as plans are to keep the for-pay parking garage operating for public use as well as for Club One patrons.

“I’ve already had conversations with the Fresno Grizzlies about their park-ing needs,” for home baseball games at Chukchansi Park.

assessed value, but it includes require-ments to do deferred maintenance. That includes $4 million of work in the office and retail space required to make it habitable again and $3 million on the parking garage.

In all, Kirkland estimated the re-quired work and renovations work to cost $13-$15 million, which is being paid for with the backing of Brixton Capital, a Solano Beach-based real estate invest-ment firm.

“There certainly is risk, but we be-lieve we have the talent to pull it to-gether. We’re confident we can put the resources in this [building] to turn it into a productive asset.”

He said he plans to start planning the renovations right away, and part of that will involve making decisions on how the new casino site will look and what will be in it.

The look will be vital, as the goal will be to make the card casino look mod-ern and stylish without going too far and alienating long-time players, Kirk-land said. Other decisions will include whether to use the additional space to add at least one more restaurant and whether to open up a bingo room, which the casino can’t legally operate unless it’s used as a fundraising venue for nonprofits.

Expanding the event space for meet-ings and celebratory gatherings is pret-ty much a given, and Kirkland said he is considering a way to hold concerts or other types of events there.

“I’ve had theater groups ask if we have room for that, and it isn’t set up for a concert space,” as the casino’s current event center can hold just 120 people,” he said. “But I could see us have night-club activity.”

This follows a trend that has been growing in Las Vegas and the casino in-dustry for years — putting less focus on gambling and finding other, non-gam-ing attractions to draw visitors.

“Twenty years ago, Vegas was 80 per-cent gaming and 20 percent non gam-ing,” Kirkland said. “Now, you’re seeing 30 percent gaming 70 percent non gam-ing — Cirque du Soleil shows, retail.”

He quickly added, “I’m not telling you we’re going to have a Cirque du Soleil show.”

Kirkland added that he sees Club One’s new locale as an enhancement for business on Fulton Street, which has had new restaurants and breweries open there over the past year — among them Zack’s Brewing Company, which is scheduled to open this weekend — gen-erating more nighttime activity there.

“I see us being an anchor at that [south] end, supporting the other busi-nesses, because, frankly, we’re open.”

Jimmy Cerracchio, president and CEO of the Downtown Fresno Part-nership, agreed, saying, “I do think it’s good Club One is moving to Fulton,” not only because an empty building is finally getting a new use, but the casino and its bar, restaurant and other attrac-tions will be a further draw for patrons to the downtown “brewery district,” which includes the south end of Fulton Street.

Some big portions of the cost for Club One’s move would have nothing to do with the looks and setup of the new ca-sino.

Unlike most office commercial build-ings, a casino never closes, so equip-ment doesn’t power down or get less use during certain parts of the day. As such, most equipment in casinos, from air conditioners and heaters to kitchen equipment, has to be of heavy-duty grades, said Kirkland, adding, “My TVs never go off. My HVAC never closes. I’ve got [food] fryers that have never been turned off in our kitchen.”

And because it’s a casino, surveillance and other security features would be installed extensively throughout the casino area and the parking garage to protect patrons, adding to the renova-tion costs, Kirkland said.

Speaking of the parking garage, Kirk-land said he plans to hire a parking consultant to determine if the parking spaces can be better configured to hold more cars.

In addition, he’s considering making use of the two twisting car lanes on the north end of the parking garage — giv-ing the building its “spiral” nickname — to promote the casino on the other end.

“With lighting, I can make those look like casino chips or something.”

PHOTO BY DAVID CASTELLON | Club One Casino currently has 51 card tables, and its state gaming license would allow just two more tables if it moved to a larger space.

cialty care for dogs and cats in the Valley in a primary care setting. This has meant bringing in experts for everything from dental care to cancer, and from laser therapy to acupuncture. Many of these treatments would typically be associated exclusively with humans, but according to Waterhouse, the ways that pets are being treated continue to evolve, just as they do with their owners.

The clinic’s specialists are rotated in about once a month, typically for one or two days, coming from areas including Sacramento and Los Angeles.

“Like the dentist, all he does is work on teeth in dogs and cats — that’s all he does,” Waterhouse said. “The surgeon, all he does is surgery, the cardiologist, all he does is heart disease.”

In the past, if patients wanted to seek treatment for their pets outside of pri-mary care, this typically meant a trip to

the veterinary school at UC Davis. Now, however, more and more specialty care is becoming available locally. For exam-ple, Waterhouse noted that at any given time, they usually have 10 to 12 patients on chemo. She added that dogs and cats tend to handle this treatment better than people, typically avoiding sickness or excessive hair loss.

Waterhouse said this growth has gone hand-in-hand with the rise in people buying and using pet health insurance. For example, Trupanion, leading pro-vider of pet health insurance, received more than 80,000 claims for cancer in the last five years. This has resulted in more than $34 million in reimburse-ments. The use of this insurance means that owners are more likely to seek bet-ter treatments for their animals, as op-posed to the costs they would face by paying out of pocket.

Waterhouse credited the growing use

of specialists primarily in changing at-titudes — especially in how owners per-ceive their pets.

“The dogs went from the barnyard to the bedroom,” she said. “And so as cats and dogs have become more important in our lives, as they’ve become members

of the family, they want more advanced medical care for their pets. So therefore, specialists have come along.”

Meanwhile, Waterhouse Animal Hos-pital continues to provide primary care for pets, giving them the ability to reach out to a wider array of clients. One of these clients is pet owner Ana Sherwood, who’s been taking her dog Coco (and lat-

er her second dog, Daisy) to Waterhouse for 11 years.

“There have been times we’ve come in that I didn’t know there were any health issues and they’ve discovered ear infec-tions,” Sherwood said. “And like today, I mentioned my older dog is not getting around as well and the doctor made a recommendation…but I didn’t realize

shoian, president of the Fresno-based business he co-owns with his father, John.

The old logo featured an arched win-dow alongside the company name. The new one eliminates the window and incorporates a new font for the letters, creating a cleaner, more modern look, he said.

And beneath Realty Concepts, “A family company” tagline has been add-ed, while a second logo with just an un-derlined “RC” will be featured on some business cards.

“Family company” partly refers to the father-and-son ownership, as well as their regard for many of their em-ployees as practically being family and the fact that the company works with families to buy and sell their homes, the Shamshoians said.

“That’s a big part of who we are, making sure we are serving the fami-

lies of the Central Valley with profes-sionalism and first-class service,” the younger Shamshoian said.

The new look was unveiled to em-ployees during a company party this week.

Welcoming a child is an incredibly excit-ing time in your life. As you prepare for your new addition, it can be challenging to know where to start financially. As you plan to welcome your first, second or even fifth child, consider the sev-en tips below, which can help you determine how to provide your family with the life-style you desire.

Re-evaluate your career. The arrival of a new child may cause you to think differently about your career goals. Perhaps you want to earn a promotion, seek a job with a higher salary or better benefits, or pursue continuing education. Maybe you or your spouse are ready to reduce your hours or become a stay-at-home parent. If you are thinking about changing your job status, evalu-ate how the move may affect your

paycheck, retirement savings and benefits.

Think about life-style changes. How will

your baby impact your day-to-day activities? Incorporate the cost of family outings and in-creased expenses into your budget to avoid surprises. Keep in mind that supporting your

children in their hobbies, such as a traveling soccer team, music lessons or private coaching, may take additional investment. If your ideal lifestyle involves a new car or home, consult a financial professional about the pros and cons of making the move today – or further down the road.

Consider childcare expenses. According to Care.com, close to one-third of parents spend 20 percent or more of their income on childcare. And this cost is on the rise. In some U.S. states the cost for one year of care can be

more than one year of college. So, whether you choose daycare, a nanny, an au pair, an afterschool sitter or a combination of op-tions, make planning for this ex-pense a priority.

Prepare for tuition. While the cost of childcare may decrease if you choose to send your child to public school, private elementary or secondary school often comes with a price tag. Furthermore, the cost of college continues to rise at a pace faster than inflation. Tax reform expanded the use of 529 plans, a saving option most commonly used for higher edu-cation expenses. You may now withdraw up to $10,000 federal income tax-free per beneficiary, per year to pay for kindergar-ten through 12th grade tuition at a public, private or religious school. And, if funding college tuition is important to you, know it’s never too early to start saving.

Reassess your financial posi-tion. Unexpected events can af-

fect your finances at any time. Resolve to build or maintain an emergency fund that could cover three to six months of expenses, in addition to prioritizing your retirement savings. After your baby arrives, update your estate plan and insurance coverage (e.g. medical, life, disability policies) as necessary.

Ponder family values. Start thinking about how you want to teach your child about finan-cial responsibility. Will you give him or her an allowance? What is your vision for giving birthday presents, holiday gifts, vacation souvenirs and other items to your child? What money values do you want to pass down? Be-ing intentional early can help set clear expectations and ensure you and your spouse are on the same page.

Plan for your family bucket list. Many parents dream of showing their children new places and al-lowing them to have a variety of

experiences. Think about what activities matter to you and incor-porate them into your financial plan. Taking an annual vacation, owning a vacation home, buy-ing season tickets to your favorite team or purchasing a boat are common goals for many families.

Expanding your family often has a way of putting your priori-ties into perspective. If you would like an objective opinion on how to best plan for your goals, talk with a financial advisor in your area.

of the year. Though it is being built on spec, there are more prospective tenants than space available, according to a Zinkin Development spokes-person.

There will also be two retail buildings, each 13,000 square feet, as well as two retail pads, one of 3,000 square feet and another of 6,125 square feet. There’s also the potential for two additional pads.

Sugar Pine Square is set to have 20,000 to 25,000 thou-sand square feet of retail, ser-vices and restaurants.

An 8,000 square foot pad adjacent to the new Citizens Business Bank on Fresno Street is under construction, expected to be complete with-in the next four months.

Park Crossing, an ongoing mixed-use project located on the northeast corner of Fri-ant Road and Fresno Street, has had stores popping up

since 2016, including Trader Joes, Sportsman’s Warehouse, Dickey’s Barbeque Pit and the Habit Burger Grill.

The 40-acre site will eventually have more than 500,000 square feet of retail, service, and office uses, and is adjacent to about 4 million square feet of existing office properties.

There are three buildings that are vacant for retail, two of them between a Sports-man’s Warehouse and a Petco,

and one next to the Trader Joe’s. There are also plans for five buildings that will be used for offices, with three of those buildings consisting of a minimum of four stories.

There are also six pad build-ings and multi-family hous-ing units on the corner of Audubon Drive and Cole Av-enue. The amount of housing units is yet to be determined and depending on market conditions, the housing units should be completed within

the next 24 months. A walk-ing and biking trail called the Sugar Pine Trail will run along Cole Avenue on the east side of the site.

As with Sugar Pine Square, there is a lot of interest from retailers to move in, but Zinkin Development declined to disclose any at this time.

Members of the Fresno Area Hispanic Foundation gathered to watch owners Aaron and Alicia Batista cut the ribbon on their restaurant, which is in the former Plaza Ventana space at the Times Square Shopping Center. The aim is to serve “more traditional Mexican flavors,” Alicia said.Everything is made from scratch, from the salsa to a family recipe for beans passed on from her mother-in-law.“We like having homemade flavors, even the beans are a family recipe,” Alicia said. “It’s like a signature here.”Another dish the Batistas boast is the carne en su jugo, which is a beef soup served in a rich broth with bacon, green onions and a sauce made with cilantro, tomatillos and a just a hint of Serrano peppers. Those who like a drink with their meal may have to wait though, as the bar won’t be open until the beginning of the year. The liquor license has to be posted for 30 days before they can serve tequilas and other beverages. The dream for the restaurant came from Alicia’s love of cooking and socializing. She and her husband had long wanted to own their own business. So, she left her job as a production supervisor at a food processing facility where she “used to be covered in onion dust.”

R E T A I L RETAILNew burger place comingA new hamburger chain has been finalized for phase two of the El Paseo Marketplace development in northwest Fresno.Wayback Burgers, an international restaurant with locations from Chowchilla to Brunei, is projected to arrive in Fresno by late 2019 or early 2020, according to Chris Shane, managing partner and founder of Gryphon Capital. Gryphon Capital is the development agency working on El Paseo Marketplace. This will be the first Wayback Burgers restaurant in the Fresno area. The franchise has locations in 30 states and nine countries outside the United States. The company is based in Connecticut and started in Delaware in 1991, according to Patrick Conlin, senior vice president for Wayback Burgers. The location itself is still in the works as architectural drawings still need to be drawn up and approved, according to Conlin. Some of the food on the menu at Wayback Burgers is considered halal, which means it is allowed under Islamic dietary laws. The chicken, as well as the cheesesteak is sourced from meat humanely slaughtered that abides by restrictions set in the religion, said Conlin. This started when a franchisee near a college wanted to have menu options to accommodate the Muslim population there and went to the corporate office requesting the change.Shane said Wayback Burgers is just one of the businesses set to occupy the more than 200,000 square feet of development at El Paseo as part of phase two. Phase one, which opened in 2014, is anchored by a Target store.Future tenants include Regal Cinemas and Hobby lobby. After phase two, El Paseo will consist of 600,000 square feet of retail space.

NONPROFITSCommon Space finds a new homeA nonprofit incubator in Downtown Fresno will be operating with more space after a move to the Fulton District. The incubator and social gathering hub Common Space opened in its new home yesterday evening with an Art Hop event. Located at 1250-1252 Fulton St., the building will also serve as a coffee shop with Café Alchemy beginning construction early next year.It was previously located at 2915 Tulare St.“And know that this is really just the beginning for us,” said Justin Kamimoto, CEO. “There is about 7,000 more square feet in this building that we have the opportunity in the future, when the time comes, to expand even more and do even more. It’s just the beginning of hopefully an amazing chapter.”The building was purchased in January by Mario and Jenna Gutierrez. According to Veronica Stumpf, broker for Stumpf and Company Real Estate, this is the first building on record to be purchased on Fulton since the street was restored in 2017. Gutierrez, who owns a business in Hollister specializing in doors, windows, hardware and molding for homes, said that he was attracted to Common Space by their work, saying that they were a tenant that he could be proud of.“I know what it’s like to be a tenant as a business and I see in Justin that same taking care of the space the way an owner would — taking pride in it,” Gutierrez said. “That’s very important to me.”Memberships for Common Space will start at $15 for students and seniors, $50 for common areas and $100 to have a dedicated desk. Office spaces are also available for lease starting at $350.

DISTRIBUTIONUPS to pull trigger on Visalia hubUnited Parcel Service (UPS) is moving forward on plans for its new Visalia distribution hub this month.Blueprints call for a 425,000 square foot facility expected to employ 600 people.Mayor Warren Gubler said he and City Manger Randy Groom met with UPS representatives about a month ago. ”They told us they want to build their plant next year and it will bring 300 more jobs to Visalia,” Gubler said.UPS bought 58 acres last year at the northeast corner of Plaza and Riggin avenues, the first development that would be north of Riggin in the industrial park.Asked about the plan, a UPS spokesman said they had no comment. But local Teamsters, who have a contract with UPS, say they have been advised of the plan.” UPS Visalia has about 274 employees now and they have told us they want to add 300 to 400 more,” says Teamsters Local 948 Secretary Adam Ochoa.”They want to start construction right away” adding that UPS wants to be operating in time for next year’s busy holiday season. The UPS Visalia facility is expected to be the new Central Valley regional hub for ground shipments with room to expand if necessary. UPS is expanding its logistics hubs all around the country as they struggle to handle the ever-increasing demand from online shopping.

A new program at Fresno City College is giving students motivation to go above and beyond in their studies.

As part of her online course for hu-man relations, business instructor Lydia Anderson has introduced digital badging as a way to validate the progress

and accomplishments of her students as they navigate the material. Set up by the California Community Colleges Sys-tem, these badges can then be displayed on the student’s professional social me-dia accounts (such as a LinkedIn page), demonstrating to potential employees what the student has achieved.

These badges can be earned for skills

and soft skills related to the subject being taught. For example, Anderson’s class — human relations — offers badges in such skills as teambuilding, conflict manage-ment, decision-making and business eti-quette. However, different classes with different skills will have badges of their own. This can be extended to everything from welding to dentistry. These badges can also be earned through classes done both online and in person.

Anderson decided to introduce the system after taking a class on badging through the Community Colleges Sys-tem, and according to her, Fresno City is one of the first community colleges in the area to implement it. Seeing it as a potentially useful tool to incentivize her students, she said it encourages them to push themselves harder to demonstrate what they’ve learned in class.

“Just because the student took the class, or just because the student earned an ‘A’ doesn’t mean they necessarily earn the badge,” Anderson said. “They had to do extra activity and go above and be-yond that.”

This meant scoring 90 percent or higher on additional information for the class, demonstrating their rigor to the professor.

One student to pursue the badges in the Fall 2018 semester has been Michael Ferguson of the Sacramento area, who works as the senior manager of labor process improvement at Raley’s Super-markets. Ferguson was able to earn a badge for each chapter in the class, 13 in total. For Ferguson and others, the badges served to prove their worth and validate their work.

“I would say that a lot of folks who were taking the class were similarly mo-tivated as myself at becoming a better leader within our organization,” Fergu-son said. “But the badge itself [meant] that you understood the skill related to how to connect to people within your organization.”

“A lot of employees were specific Raley’s managers, management level,” Anderson said. “And the HR manager was really excited because she could im-mediately see the value that those stu-dents were getting through those earned badges.”

The Fall 2018 semester was the first that Fresno City College has used digital badging, but with the success realized by Anderson’s class, she said that some of her colleagues are already planning to implement it.

The Majestic Jewelry & Loan Co. pawn-shop in Downtown Fresno will be ex-panding and opening a second shop right next door.

Majestic Music & More will sell new and used musical instruments, video game systems, camera gear and DJ equipment.

Leon Alchian, Jr, owner of Majestic Jew-elry and Loan Co. — a third-generation pawnshop that has been a staple of the downtown area since 1909 — is an avid music lover. He got the idea to open up a second store after he commissioned a outside mural featuring iconic rock ‘n’ roll figures on the sidewall of the shop.

“I wanted to tie the music store to the artists featured on the wall,” Alchian said. “Plus I wanted to move things from the

pawnshop to the new store. I’m running out of room in the shop, so all my instru-ments and all my hard goods will be sold next door. The only thing in the pawn shop will be jewelry and firearms.”

After the owners of wig shop Tiffany Fashions decided to retire after 22 years in business, he took the opportunity to use the vacant shop. He owns the storefront.

The new store will have 1,600 square feet of space, and there will also be a sound room for customers to try out in-struments and equipment.

The store will also have vinyl records, CDs, sports and music memorabilia, knives and other miscellaneous items.

Alchian said that after jewelry and fire-arms, musical instruments are the best sellers in pawnshops. He plans to amp up his search for more instruments, especial-

ly guitars from ma-jor brands includ-ing Fender, Gibson, C.F. Martin & Co., and Guild, and he plans to do some advertising when the store opens.

There are eight employees in the pawnshop. Al-chian plans on filtering two or three of them to the music store to assist customers. Majestic Music & More will only serve as a retail store, and the

pawning of items will still be done in the pawnshop.

Along with selling guitars, bass gui-tars, and drum kits, Alchian also wants to have a major focus on advertising to schools for saxophone, flutes, trum-pets, and other musical instruments that children use in band classes, and offer the schools package deals.

He also said he is considering rent-ing out musical instruments once the store is more established, as the rent-ing process comes with complications of insurance for the instruments.

Alchian plans on hiring teachers to offer guitar and drum lessons in the store.

Majestic Music Store and More is planning a grand opening on Dec. 15.

“ I want to see a lot of kids come and give them the spark for musical in-struments,” said Alchian. “I want kids to stop playing video games all the time and pick up a guitar.”

FRIDAY, DECEMBER 14, 2018 www.thebusinessjournal.com 9the EXECUTIVE PROFILE

Tell us a little about your career to your current position.

Upon graduating from Fresno State, I spent a few years in the corrections and law enforcement field as a deputy probation officer in Kings County and as a federal agent with Naval Investigative Service in Long Beach California. Upon returning to the Fresno area, I embarked upon a media career here in the Central Valley and throughout the region that I enjoyed for 30 years. Most recently, I held the position as director of fund development with Poverello House and now as of Nov. 13, executive director of Catholic Charities. With three sites in Fresno, Merced and Bakersfield and services to over 140,000 clients throughout the year, it is a great responsibility that I fully embrace.

What attracted you to Catholic Charities?

The thought of me being able to continue working with those less fortunate, the homeless and families in need and to be able to lead from the platform of my Catholic faith at Catholic Charities was a true blessing.

In what ways can the business community support Catholic Charities?

First of all, I came into this position fully aware that the business community does support Catholic Charities with great enthusiasm and generosity. Through monetary gifts, in-kind donations and the always needed support of volunteer hours, companies and organizations throughout the Central Valley enable us to continue this important work. Catholic Charities’ donors are emotionally and spiritually connected to our mission of helping those in the greatest of need.

What’s in the future for Catholic Charities?

Our extremely engaged board of directors is focused on maximizing and expanding services throughout the eight-county Diocese of Fresno and specifically in our Bakersfield, Merced and Fresno operations. Great things are in our future and I’m excited to be a part of answering the growing need throughout the region.

What other causes/organizations are close to your heart?

Our family has a special relationship with the Capuchin Franciscans and specifically with Father David Beaumont who lives and evangelizes amongst the indigenous people in Northern Mexico. He has made a profound impact on me in displaying his deep love with a true servant’s heart.

What are your roots in the Central Valley?

My roots run deep. I was born in Easton, raised in Bowles and attended Washington Union High School. I played football at College of the Sequoias in Visalia and at Fresno State. I’ve spent almost my entire professional career here in the Valley.

What was the best advice you ever received?

From Coach Sweeney, The Five Success Essentials:Crystallize your thinkingHave a written planDevelop a burning desireHave supreme confidenceHave iron willed determination

What was your very first job and what did you learn from it?

My first paying job as a teenager was at Fresno Meat Packing Company. I mended corral fences and dug out and removed thistle from pastures. It was a long hot summer filled with hard work and also a sense of accomplishment.

What do you like to do in your spare time?

My wife and I enjoy spending time together. Whether it’s enjoying a great meal, a weekend in Monterey, going to the movies or time with the kids when they’re all in town, being surrounded by family and friends is what brings us the greatest joy.

the FOCUS | 10 SMALL BUSINESS

David Castellon – STAFF WRITER

Traditionally, shop classes were thought of as havens for students who didn’t excel at academics.

But times have changed. These days, as students advance through

these “career technical education” classes, as they’re called today, academics play a role as important as hands-on skills. Students may not only have to build house walls or machine-cut metal, but also calculate structural integrity or do complex programming before they drive in nails or turn on a machine.

Members of the construction and manufacturing industries, many old enough to have picked up their early skills in shop classes, are increasingly going back to school — not to learn but teach and help students develop industrial skills that prepare them for jobs.

This involvement with schools is being pushed largely because of the current shortage of skilled and trained workers.

Industry members say that problem partly stems from schools phasing out or reducing the number of shop classes they offered going back to the early 1980s. That reduced the pool of students interested in careers using tools and machinery, and many with such interests couldn’t get the training they needed to make them in demand for manufacturing and construction jobs, said Michael Prandini, president and CEO of the Building Industry Association of Fresno and Madera Counties.

“The thinking of the time was everybody needed a college education,” and that’s where the focus and money that would have otherwise gone to vocational training went, he said.

As a result, “I just think from a general standpoint, high school students aren’t exposed to careers and jobs in manufacturing and hands-on type positions,” said Brett Zall, vice president of human resources for Lyons Magnus

LLC, a major food manufacturer in Fresno. Adding to the problem, he said, is that

for years students have been encouraged to go to colleges and universities as career paths, whereas careers that didn’t require full degrees were downplayed.

The thinking has changed.“Manufacturing creates the most jobs

and, I believe, the most middle-class jobs [in California],” said Troy Brandt, the new chairman of the board for the San Joaquin Valley Manufacturing Alliance.

“We see this gap developing now — especially in California, but in the rest of the country — between the haves and have nots. And then you see industries like ours, manufacturing industries, who can’t find enough machinists and welders, and I would say that I hire 100 percent of the qualified machinists and welders that come through our door,” said Brandt, a mechanical engineer and general manager of Hydratech, LLC, a Fresno manufacturer of hydraulic cylinders.

Members of the manufacturing and building trades are trying to revive career-training education in schools.

I n d u s t r y m e m b e r s h av e b e e n encouraged to approach school systems about reviving these sorts of programs, and also go a step further and donate time and resources.

In the Fresno area, this is particularly important, said Brandt, explaining that a huge ratio of local high school graduates don’t go on to earn university degrees, “so this provides them a way to make great livings for their families — jobs like machinist, programmers, welders and those sorts of things.”

He said SJVMA has a program, Dream it and Do It, “and its essence is about bringing manufacturing to the classrooms and bringing the classrooms to manufacturing,” which includes bringing students to manufacturing facilities, in part to show them the latest equipment as well as to show them that what they believe manufacturing and the jobs in the field are

like may be outdated. “They think it’s dirty. They don’t think

its computer control and programming. It’s high level, it’s highly skilled.”

That exposure isn’t just for people wanting to machine parts and weld, Brandt said, adding that “Most of our welding is done with robots, and we need people who can learn to program those robots,” which often doesn’t require having a computer science degree, he said, adding that one of his human welders learned how to do the programming.

Even as some industries look to restore the emphasis on vocational education, California lawmakers are looking to do the same thing.

The decline in career technical education classes, which many say began in the early 1980s due to issues ranging from tighter school budgets to federal policies focused on academically preparing students for testing and college, began turning around about 10 years ago.

In California, the movement really got a shot in the arm three years ago when the

state initiated grants and other funding in part to support and build up CTE programs in schools, said Kristin McKenna, director of college and career readiness for Madera Unified School District.

“Much of this resurgence is due to its evolution, from traditional vocational education to CTE pathways, which can provide students with a tangible leg-up for both college and career,” states a blog post by Oakland-based Social Policy Research Associates.

Indeed, California recognizes 15 industry sectors for CTE programs in school, and depending on the school district they can run from engineering and architecture to manufacturing, agriculture and health care.

Classes offered in some Fresno County schools include training in firefighting and crime scene investigation.

Industry partners and volunteers are important parts of CTE programs, as in Madera Unified schools, they review and sometimes help design the curriculum to ensure students are learning skills and are using — or at least learning about — equipment that is used today by the businesses that may one day hire them, McKenna said.

“You’re not going to really find birdhouses and book shelves anymore. Really, the courses are aligned and designed to the industries,” she said. “In the manufacturing program, students are machining and programming and working with robotics,” McKenna added. “So they’re actually making sheds and making large dog houses. They’re doing electrical

plans or they’re doing electrical boards. “In any district, their pathways should

be guided by the local industry and the local sectors and the local need. As an industry, you can help to guide that,” she said, adding, “That makes graduating students more prepared for the jobs the industries need.”

An example of that: her district had ended its automotive pathway, until local mechanics informed the Madera district of their challenges hiring National Institute for Automotive Service Excellence–certified mechanics. That discussion lead to the district working with local mechanics to launch plans to convert a building at Madera High School into an auto shop classroom that will include training in semi truck repair set to open in August 2020.

Besides helping design the facility, local mechanics have committed to donating some of their old equipment and let students shadow them on their jobs.

On its surface, the case heard last Wednesday by the California Supreme Court in CalFire Lo-cal 2881 vs. CalPERS doesn’t seem that important. At issue is the so-called “Cal-ifornia Rule,” an ob-scure legal doctrine relating to public employee pensions.

But for California’s beleaguered tax-payers, the case is one of extraordinary importance because its outcome will determine the extent to which the lo-cal governments will look to taxpayers to shore up failing pension plans even more than they already do.

Labor interests have argued that un-der the “California Rule,” no pension benefit provided to public employees by statute can ever be withdrawn without replacement with some “comparable” benefit, even if it’s deferred compensa-

From the customer-operated bread slicers at Whole Foods to new kiosks for ordering at some Panera Bread locations, automa-tion is transforming every corner of the food industry. The trend is especially evident at large restau-rant chains, where tablet-based ordering is becoming the norm.

But high-tech automation is hardly limited to big national brands. Most tasks at restaurants today could be aided by some form of technology — and some companies have taken this to the extreme. At new restaurant called Eatsa, with locations in San Fran-cisco and Los Angeles, custom-ers order at a tablet, then receive their food in a cubby on which their name appears electronically — all sans human contact.

Other new technology includes “smart” cooking systems that learn the preferences of the work-ers who use them and cabinets that sterilize cutlery with ultravio-let light. Today’s restaurants can receive orders online, via email or wireless tablets, or at point-of-sale systems. A growing variety of gadgets helps them communi-cate with customers, track food waste, and retain orders.

There’s a reason restaurants are on the forefront of such in-novation. “As an industry of thin profit margins, restaurants are increasingly looking for ways to streamline labor costs,” says Christin Fernandez, director of media relations and public affairs at the National Restaurant Associ-ation. And small business owners are often at the helm.

One such restaurateur is Shila

Morris, president of Squeeze In, a breakfast and lunch chain in Ne-vada and California. All five res-taurants rely on tablets to seat customers. They recently rolled out a new check-in system using an app called Nowait. It elimi-nates much of the guesswork by having patrons sign in on iPads or online. They enter their mobile numbers and the app estimates the wait time, sending a text mes-sage when their table is almost ready.

“It’s actually more labor inten-sive,” Morris says, “but we’re get-ting more accuracy and tracking analytics.” She expects the system to give her bottom line a slight boost over time. “Folks can sign on remotely and check in and see how long their wait is,” she says. “We can save money through im-proved satisfaction [and custom-er retention].”

In some cases, workers could be replaced by automation. But the same technology is helping small business owners catch up with bigger competitors and open new locations. “What we’re seeing is more growth ability,” says Morris.

While workers at Eatsa may have less visible roles than before, no robot can yet produce a deli-cious meal from scratch or bond with regulars. “I think the food in-dustry will always be very person-focused,” Morris says.

Founded in 1943, and headquar-tered in Nashville, Tennessee, the National Federation of Indepen-dent Business is America’s leading small-business advocacy associa-tion.

GUEST VIEWJon Coupal

How automation is changing today’s restaurants

tion for services not yet provided, and even if the Legislature determines that citizens who are not public employees are unfairly suffering as a result of prior legislatures’ mistakes.

More than a decade ago, Califor-nia politicians, seeking to curry favor with public-sector labor, began enact-ing laws to significantly increase pub-lic employee compensation. Among these enhanced benefits were a series of laws that allowed public employees to spike their pensions. For example, a 2004 state law allowed employees with at least five years of service to purchase up to five years of additional credits — commonly labeled “airtime” — before they retire. Under this plan, a 20-year employee could receive a pension based on 25 years of contributions.

When the recession hit and many pension funds were looking at billions in unfunded liability, it was clear that the party was over. To his credit, Gov-ernor Jerry Brown presented a 12-point comprehensive pension reform plan which, had it been enacted, would have solved virtually all of California’s public pension problems. Although the Cali-

fornia legislature rejected most of the proposals, they did address some of the more egregious abuses including the airtime benefit law, which was re-pealed in 2013.

One has to give credit to the public-sector unions for their tenacity. Once they have secured some perceived ad-vantage, you’d have better luck taking a steak out of the mouth of a lion than have them give it up without a fight, no matter how unjustified that advantage is.

But reasonable people living in the real world can recognize unsustainable levels of benefits when they see them. This includes local government leaders and Democrats, not just fiscal conser-vatives and reformers. And apparently, if Wednesday’s hearing is any indica-tion, the courts are equally as percep-tive. Several justices of the Supreme Court were openly skeptical of the union’s position that the benefit of an airtime option could never be changed, and they further appeared open to oth-er legislatively approved reductions in future retirement benefits.

The Howard Jarvis Taxpayers Asso-

ciation filed a friend-of-the-court brief in the Supreme Court on behalf of itself as well as the Ventura County Taxpayers Association, advocating the interests of those who are ultimately responsible to pay the billions of dollars necessary to maintain the solvency of public pension funds – the taxpayers. Regrettably, due to mismanagement and corruption, the state’s largest pension funds have served neither public employees nor the public at large. Pension obligations at the state and local level are “crowd-ing out” other public spending and, as a result, schools, highways and public-safety needs have been short-changed.

A ruling in support of the legislature’s ability to make modest reductions in fu-ture pension benefits would go a long way toward saving California from fis-cal disaster. But more than that, it would be an important first step in correcting the imbalance between ordinary Cali-fornia citizens and well-funded special interests.

Jon Coupal is president of the Howard Jarvis Taxpayers Association. This piece was origi-nally published at ocregister.com.

Trump’s solar tariff draws mixed local

Solar installers are taking a mixed view of a planned 30-percent tariff on foreign-made solar panels announced this week by President Donald Trump.

For some local installers it was an expected move from a president who warned of protectionist policies since his campaign began in 2016. In fact, it provided some much-needed certainty.

Others feel it could stunt their business,

leading to higher prices and layoffs.“So I can tell you I come at a different

viewpoint than about 99 percent of my constituents,” said Glenn Siemens, president of the local chapter of the California Solar Energy Industries Association. “So I don’t necessarily follow the belief that this is a bad thing.”

Siemens, who is also the CEO of Arise Solar, hosted a press conference Wednesday at his Fresno headquarters to point out that while prices in solar will go up, the industry is prepared. This is largely because the solar

There’s a story the Caglia family of Fresno tells about patriarch Frank Caglia when he emigrated to the U.S. from Italy. As the 8-year-old docked at Ellis Island, he was overwhelmed by the multitude of opportunities available in this new land, and his eyes grew to the size of oranges.

In three generations, the Caglias have gone on to find success in electrical contracting and motor repair, waste management and recycling. Industrial park development could be added to that list pending a vote by the Fresno City Council on Thursday (after press time).

Proposition would give tax breaks to older homeowners

California home prices have risen, prompting more owners to put their properties on the market.

But the market still remains tight, with many homes for sale in the Valley getting five offers, which extends the search period of would-be buyers, said Don Scordino, a Fresno Realtor and member of the board of directors of the California Association of Realtors.

Over the past couple of months, he and other association members across the state have been working to collect voter signatures from clients, friends and others in order to get a proposition developed by CAR onto California’s November ballot. It would provide the incentive that many older homeowners may need to get them to buy homes that better suit them and in turn put their current, long-time homes on the market, which CAR officials believe would boost the state’s inventory.

“This bill, what it will do is allow people 55 or older to keep their tax base,” the amount they pay in property taxes every year, as determined by Prop. 13, which California voters passed in 1978, said Brett Taylor, CEO of the Tulare County Association of Realtors, which is supporting CAR’s efforts.

Prop. 13 came about in reaction to the values of properties growing at fast rates across much of California, particularly in coastal and regional areas, and property taxes going up at the

By most accounts, 2017 was a red-letter year for Salter’s Distribut-ing, Inc. The wholesale distribution company saw a 20 percent growth in business and moved to a new 10-acre site in Chowchilla in October.

With the growth of the business, however, came an increased tax bur-den. In particular, the owners were hit with a federal unemployment (FUTA) tax bill that set them back more than $8,700 — compared to their usual payment of around $600. Cheryl Salter, the office manager for Salter’s Distributing, stated that the FUTA tax hike came out of nowhere.

“This was just a shocker from Cali-fornia. I just felt it was so unfair to not give me notice, and I feel like

McCormick Barstow attorneys form new women-owned firm

Four attorneys with Fresno law firm Mc-Cormick Barstow — including two partners — have struck out on their own to form a new boutique firm that will be majority women-owned.

California isn’t claiming it — they’re keeping quiet about it,” she said. “The lack of notice is an effort to not ruffle feathers, but it ruffles my feathers.”

Salter added that the company could have purchased a new ve-hicle with the amount they paid in FUTA expenses. This, coupled with gas taxes, has been a burden on the company.

“It seems to be a climate of dis-respect to small businesses,” Salter said. “Again, the verbiage is the ‘rich people need to pay’ somehow, and I feel like they are not paying atten-tion to how much small businesses are struggling to be financially strong in this state.”

Salter’s Distributing is by no means alone. Manny Perales, owner of Yosemite Falls Café and High Sierra Grill House, said that while he was given some notification, his business was hit with a $60,000
