• TOTS is a core competency-based training system for tanker officers
• Aims to raise the bar over and above the minimum acceptable standard

failure of the crew to follow procedures.

“E-TOTS” Licensing
In response to many of Seagulls customers and INTERTANKO members requesting an alternative to paper
versions of TOTS:
Seagull and INTERTANKO have negotiated a non exclusive agreement to TOTS in E-Format
In the Seagull “Training Administrator”
E-TOTS provides a simple tool to administer and monitor Officer progress remotely and allow more companies to
adopt the initiative with minimal extra workload.
E-TOTS Launched April 2009
TOTS Implementation
“IF” the owners wishes IACS members can undertake TOTS audits:
Tanker Companies1. Against the TOTS standard, to verify that a tanker owners or managers
own company "tanker officer competence training system" either:
• complies fully with the various elements of the TOTS standard elements; • or to undertake a gap analysis of that companies "tanker officer competency
training system" against the various elements the TOTS standard elements;
Training Centres2. To undertake external audits, with a view to verifying that any Maritime
Training Centres, Academies or Universities who furnish TOTS simulator courses meet the TOTS simulator model course standards for TOTS.
((The permission granted by INTERTANKO is "not" exclusive and these permissions are a minimum, to allow third parties to undertake this work if they wish).
TOTS Acceptability
• Q: How many have implemented TOTS?
• A: “Our current estimate is that 40% of our members have either implemented TOTS or equivalent OR are in the process of implementing TOTS or an equivalent”
• Q: Will the oil companies accept TOTS?
• A "If robustly implemented and on a case by case basis we are aware that some of our members have had positive results"
