PROFILE

Qingdao is one of China's first coastal open cities. It has established sister-city relations or friendly cooperative relations with 63 cities in foreign countries. More than 2,000 overseas trading firms, companies and financial institutions have set up permanent offices in Qingdao. A total of 111 companies on the Fortune Global 500 List have invested in 219 projects in Qingdao.

Qingdao is a regional economic centre, an important international trading port as well as a maritime transport hub in China. It is one of China's top five ports for foreign trade. In 2013, the city's GDP totalled 800.66 billion yuan; the public fiscal budget revenue was 78.87 billion yuan. The Port of Qingdao has built trade relationship with more than 700 ports worldwide. In 2013, the port handled 455 million tons of cargo and 15.52 million TEUs. Its total throughput ranked the 7th in the world and its throughput of crude oil ranked the 1st in China. Qingdao's Airport runs 110 international and domestic routes. In 2013, it handled 14.52 million passengers, and 186,000 tons of cargo and mail.

Qingdao is a famous maritime science city and a leading city in China's Blue Economy. The city is home to 70% of China's academicians and 30% of senior researchers in maritime science and technology. Research institutions in Qingdao are responsible for 55% of maritime research subjects under the National "863" Program and 90% of maritime research subjects under the National "973" Program. The five major waves of development of ocean-farming all started in Qingdao. In January 2011, the Development Plan of the Blue Economic Zone of Shandong Peninsula was approved. Qingdao has since become a leading city in the core area of this zone. By 2015, Qingdao will have established a pilot zone of blue economy, a cluster of independent maritime research and development, a cluster of hi-tech industries and a demonstration area of the protection of maritime ecological environment.

GDP(2015): USD163.7 billion(RMB1006 billion) - The highest in Western China GDP growth(2014): 8.9% Chengdu is the capital of Sichuan Province. It was established officially in 311 BC and has a history

that stretches back over 3000 years. It is the fifth most populous city in China. The climate of the city is monsoon influenced and subtropical, with mild winters but moderate

summers. It is much cooler than the climate of its neighbour in Chongqing. Annual precipitation is around 997mm and there are an average of 1,073 sunshine hours per year.

The city is served by Chengdu Shuangliu International Airport the 5th busiest airport in China. It is one of only four airports in China with 2 commercial runways.

Foreign Trade Volume in 2014 was USD 55.85 billion, up 10.4% on 2013. UNESCO designated it as a Creative City in 2010. Forbes, Fortune and the World Bank listed Chengdu as one of “The Next Decade’s Fastest Growing Cities Globally”, “The World’s Best Emerging Business Cities” and the “Benchmark City for Investment Environment in Inland China” respectively.

In the first four months of 2015, Chengdu received USD 1.2 billion in contracted foreign investment, an increase of 150% on the same period in 2014. 136 new major projects have been signed for during Jan-May 2015. In 2014, 60 Sichuan-based companies invested in overseas projects. The total investment was USD 1.35 billion with an increase of 178% on 2013.

The Chengdu plain is famous for being fertile, and has its own irrigation system dating back thousands of years. It is one of the major agricultural production bases in China.  Grain, including rice and wheat, is the major product, but the area also produces commercial cash crops include rapeseed, citrus fruits, peaches, sugar cane and sweet potatoes, as well as pork and raw silk. 

The area surrounding the city is also rich in mineral resources, with deposits of coal, petroleum, natural gas, salt and iron ore. Sichuan province also has more than 132 mineral resources including vanadium, titanium, lithium and cobalt.

The city’s service sector already accounts for 50% of the economy and is predicted to grow to 60% within the next 10 years. Tourism is growing particularly quickly, as Chengdu was named a CED (World Centre of Excellence for Destinations) city in 2010. It has enjoyed visits from top ranking officials such as David Cameron, Angela Merkel and Michelle Obama in the last five years.

High-tech industries such as integrated circuit design and software development should continue to be attracted by good local R&D and educational facilities. The strengthening of rail and air logistics will strengthen Chengdu’s position as the vanguard of Southwest China. However, most growth will be in the service industries and ICT rather than Chengdu’s more traditional sectors of aerospace and pharmaceuticals. Chengdu State Council has introduced a number of incentives to:

Provide financial support to companies in obtaining international standards certifications and engage in brand promotion overseas

Promote international service outsourcing business Afford and arrange tax reductions and exemptions Provide financial support to service outsourcing enterprises in talent training Provide political and financial support for the global and domestic service outsourcing top 100

enterprises in their rent, taxes, staff training, and land management issues

Chengdu Hi-tech Industrial Development Zone (CDHT) has issued a number of preferential policies, including:

Development of a financial back-office service centre Subsidies for developing building resource economy strategies. Subsidies of up to USD 800,000 are

available for owners of speciality office buildings, companies with improved property management and companies with self-sustained business models

An annual fund of USD 161.3 million for technological innovation. This covers a range of areas, including improving technological innovation services, improving enterprises’ innovation ability, promoting commercialization of research findings, encouraging innovation and start-up and facilitating the construction of a world-class hi-tech park

Subsidies for Mobile Internet Companies looking to operate inside CDHT. This includes exemption of rent in some cases, and subsidies for management and technical employees

Chengdu Tianfu Software Park also provides tenants and their employees with some preferential policies, including subsidies, tax reductions and exemptions, special support and provision of venture capital. This is aimed at supporting companies to make innovative technology and start new businesses.

The city has a long history of Traditional Chinese Medicine (TCM). Over 6,000 medical equipment and pharmaceutical companies are registered here. Chengdu is one of China's pharmaceutical hubs

There are over 265 Fortune 500 companies with business in Chengdu. Prominent foreign investors include: Intel, BMW, HP, Sony, Nokia, Canon, IBM, Microsoft, Motorola, Alcatel, Toyota and Unilever. The 12th Fortune Global Forum was held in Chengdu in June 2013.

Mianyang is the second largest city in Sichuan provincea. It is China’s sole city of science and technology. It is a central city in the northwest of Chengdu-Chongqing Economic Zone (China’s regional development plan). The city has won “The Best Human Settlement Exemplification Prize in the United Nations”, “National Environment Protection Model City”, “National Garden City” and “National Recognized Clean City” consecutively.

Mianyang is a key research and manufacturing center for the defense and electronics industries in China. Mianyang enjoys the reputation as the "Silicon Valley in Western China" and "Smart City". Mianyang was selected by the State Council among the first group of national pilot cities for promoting the integration of finance and technologies as well as among the first group of national pilot cities to adopt a single data cable servicing Internet, telephone and television.  

Mianyang’s history is more than 2,200 years and it is the home to Li Bai, the renowned great Chinese romanticism poet.

Resources

As the key city supported by the Western Development, Construction of Chengdu-Chongqing Economic Zone and other national strategies, the coordination team of construction department composed of 18 national ministries and commissions has been set up to implement the Through-Train system for the project city. The administration authori-ty of 19 provincial-level economic has been granted by the project of city of science and technology.

Mianyang is of rich scientific and technological resources, including 18 national scientific institutes, 26 academicians from Chinese Academy of Sciences and Chinese Academy of Engineering, and 202000 professional and technical personnel; the built innovation center of city of science and technology; industri-al technology research institute and achievement transformation platform. Location Advantages

As the regionally central city con-necting Sichuan, Shaanxi and Guansu, Mianyang is of the complete customs, inspection and quarantine institutes, built secondary railway and harbor, public bonded warehouse and container freight station and the sole export processing zone in the prefectural-level cities in the West.

The traffic arteries such as Bao-ji-Chengdu Railway,Chengdu-Mi-anyang Expressway, complex line of Chengdu-Mianyang Expressway, Mi-anyang-Suining Expressway are going through the city. Moreover, the air-lines direct to 16 main cities, such as Beijing, Shanghai ,Guangzhou and oth-er cities has been available in Mianyang Airport, about 70 shifts weekly. At present, the construction of 4 railways and 5 expressways is in progress, in-cludingtheinter-citypassenger high-speed rail from Chengdu-Mi-anyang-Leshan to be pre-commis-sioned. The construction of passenger high-speed rail from Chengdu-Mi-anyang has also been commenced. Af-ter the completion, only one half of an hour and 2hr are spent from Mianyang to Chengdu and Xi'an.

The portion of Mianyang electronic information industry is about one third of Sichuan Province. The military electronics industry, leading in the domestic market is the con-centrated are of Sichuan electronic information industry and the core part supported majorly and developed by the national policy. Now, famous enterprises,such as Changhong Group, Jiuzhou Group, and Emerson Network Power have been settled down. The areas of intelligent televi-sion, telecommunication equipment, and matched facility of large aircraft are covered by the products.

Now, the product chains of high polymer material dominated with in-sulating material, magnetic material lead by ferrite magnets and rare earth magnets and the new energy product dominated by distributed energy product, solar lighting product, vanadium cell, lithium ion battery and other battery material have been formed.
