V. Impact and Outcomes of Regional Innovation

Industry index(CAGR 2003 ~ 2013)

Progress of Regional Innovation Investment:

- Surplus achievement of the average growth rate increase in all areas of key industry

groups (ICT, Bio, Mechatronics, Nano-Materials) promoted as the strategic industries

of Daejeon.

- Increase in employment rate in the region; two times higher than the nationwide

average.

- Development of the biotechnology industry as a successful cluster in the region by

achieving the best progresses in all fields of the industry.

VI. A Case of Successful Regional Innovation: Biotechnology Industry Cluster

- Daejeon Technopark has been contributing to the success of biotechnology industry:

started as an attempt to develop bio-venture companies, from biotechnology related

research institutes in DaeJeon, into a bio-industry group in the early 2000s.

Established the Bio-Venture Town in 2003 (a Division in DJTP)

Instituted Centers for Supporting Bio-Industry SMEs: Apartment-Type Bio-Factory;

Bio Convergence Industry Support Center; Cancer R&D Center

Operating DaeJeon Bio-Cluster Council

Daejeon Technopark, after establishing Bio-Venture Town, has been supporting

tenant SMEs through incubating, GMP operation, and R&BD supporting; and been

successful in developing bio-industry innovation ecosystem in many aspects (6

companies listed in KOSDAQ; an increase in new employment (230 employees);

investment inviting (8.2 billion won), etc.)

Innovative Policies in McAllen for Better Living

Introduction

Health and fitness must be a priority in every city in order to build the foundations for a better

quality of life.

We are working hard to get this done in McAllen and in our region. We have anobligation to

improve healthy living options for our residents because an active lifestyle affects every family

and business throughout our community.

In McAllen, we hadmajor challenges---battling the concept that our region in South Texas

is the fattest in the nation.

In 2012, we were actually named the fattest city in America!

To give you an idea, our area has one of the highest poverty rates in the United States

which means a widespread reliance on cheap, processed foods.  It’s a domino effect, our

rate of diabetes and obesity is double the national average-- which fuels the country’s highest

per-capita spending on health care.

So as city leaders, we have to battle this.

Our goal is to create a strong healthy community environment that supports better living, a

strong quality of life and innovative health initiatives by using city services, infrastructure and

resources.

We are working with our neighboring cities, schools and educational leaders to build

partnerships that encourage excellence and build neighborhoods that make health part of their

everyday lives. That’s why we received national recognition as the first city in America to receive

the “Let’s Move Cities, Towns & Counties All Star Community designation.”

So let’s first focus on QUALITY OF LIFE.

In 2013, voters in McAllen approved a 45-million dollar bond that continues to fund park

infrastructure improvements and expansions. The goal is to deliver an unsurpassed quality

of life and provide a park within one mile of every citizen. The McAllen Youth Baseball Complex,

currently under construction, is a product of that bond election. It will be completed next year

and will include 12 baseball fields, a playground, and a trail system that connects five

neighborhoods and two schools in the area. We are also making major improvements to the

girls’ softball fields.

The City also continues to fund the expansion of McAllen’shike-and-bike trail network.

Early this year, we unveiled the Monarch Project, a mosaic art plan along our Bicentennial Hike-

and-Bike Trail to encourage more fun and family-friendly use of the colorful, scenic pathway.

We have drastically improved those trails. Currently, our McAllen Hike and Bike Trails offer

29 miles of active and fun mobility to residents and visitors.

We worked with our city and county partners to secure more than $6 million in funding to

connect hike and bike trails from McAllen to surrounding cities into one massive regional trail

system.

It’s so important to build strong partnerships with surrounding communities, your local Boys and

Girls Clubs, and non-profits when you’re focusing on getting healthier. So remember to work

together!

We’ve also adopted the RUN, RIDE & SHARE PROGRAM.

It’s an innovative way to move our community. One of our city commissioners started the Run,

Ride & Share program which aggressively oversees initiatives that encourage runners, cyclists

and motorists to watch out for each other.

The campaign urges residents to be healthy and fit, but it also puts a big focus on sharing the

road and being safe.

And on that note… you can also Adopta Master Bike Planin your community.McAllenhas a

bike plan that covers 39.9 miles of bike routes.

As of January, 31% of the miles have been completed with more miles being added regularly.

Continuing with bikes, we now have an innovative Bicycle Sharing Program

McAllen B-Cycle was officially launched in October 2015. This City of McAllen initiative makes

80 bikes available at eight stations around the city and is the first of its kind in South Texas.

As of July, nearly 6-thousand memberships have been purchased.

To show the health benefits of this program, since October 2015, bike users burned more than

2-million calories and reduced the amount of carbon dioxide in the atmosphere by 48-thousand

pounds.

Splash Parks

It’s also a great idea to incorporate fun when you’re trying to get families to move and be active.

We have a pair of splash parks in our city that are super popular with residents.

You combine fun and fitness when the kids are out there running around with their parents. It’s a

win-win.

Kids Marathon

Recently, McAllen also joined forces with our local newspaper, Texas A&M and our local school

district to launch a Kids Marathon. This month the students will run their first mile and then over

the next four months they’ll log another 25.2 miles to “complete” their own marathon. It’s an

entertaining way to get kids to starting moving at a young age, plus you throw in some child

health and nutrition. So again, partnerships go a long way.

Sports

Sports is another great way to reel them in and get kids active. Last year, we opened up our first

disc golf course.

The city spent about 50-thousand dollars through a capital improvement program to renovate

Daffodil Park and turn it into an 18-hole disc golf park. It’s been a huge hit and we now have

several teams that face off weekly to burn off calories.

Games of Texas

And in July, we had an opportunity to showcase our area when we hosted the Summer Games

of Texas for the very first time in the Rio Grande Valley.

The Games of Texas included 16 sports and more than 7-thousand athletes from across the

state that came into our town to compete.

The estimated economic impact from hosting the games is somewhere between 6 and 8 million

dollars.

It was good for us in so many ways. So many of our local athletes started training as they

prepared to compete in the amateur competition, and it was also a huge economic boom for our

region.

Kayaking

The city also completely overhauled one of our parks, Town Lake, and it now includes a lake, a

beach, sand volleyball, jungle gyms and a running trail. It is a little oasis! And the best thing?

You can kayak at the park. Kayaking is only ten dollars for 30 minutes or folks can take their

own kayak out to the lake. The goal is just to get moving!

Distinctions

Our city has certainly racked up a number of distinctions because of the bold steps we have

taken to create a healthier community. I mentioned the Let’s Move All Star designation---a major

component of First Lady Michelle Obama’s initiative to ensure that kids grow up healthy.

And for the last five years, McAllen has been recognized as a Playful City USA Community by

KaBOOM! Playful Cities USA. The national recognition program honors cities and town across

the country for making their cities more playable.

We pride ourselves on these accomplishments.

Conclusion

We are never done working to make our city better. McAllen will continue to provide more play

and family friendly spaces to residents.

We plan to continue our focus on moving around the city in fun, healthy and convenient ways.

It’s our duty as community leaders to be that breakthrough, and make people take action.

McAllen has made the commitment, and now I challenge every organization, public and private

to make a commitment to healthy living. If you work together, you can accomplish your goals.

Our goal was to get off the fat city list. We thankfully aren’t ranked at the top but, we are still

striving to get off the list altogether. It’s a work in progress.
