American Water Works Association THE 1915 CONVENTION

The 1915 Convention will be held at Cincinnati, Ohio, May 10- 14, with headquarters at the Hotel Gibson, where very complete arrangments have been made, both for the business sessions and for exhibits of water works appliances.

The papers printed in this Journal will be brought up for dis- cussion, and as they are printed in advance of the convention will be read there by title or brief summary. It is hoped that the authors will in all cases be present to take part in the discussion on their papers and to answer any questions that may be asked concern- ing the papers. Members who cannot attend the convention are urged to send written discussion on papers printed in this Journal.

Other papers have been promised for the convention, and will be read and discussed during the convention.

THE SECTIONS

New York Section

The third meeting of the New York Section was held at the Man- hattan Hotel, December 3, 1915. Seventy-nine members and guests were present. In the absence of the President of the sec- tion, Mr. Morris R. Sherrerd, Mr. Allen Hazen, Secretary of the section presided, and in opening the meeting announced that the proposed constitution of the New York Section presented to the Executive Committee of the American Water Works Association had not as yet been acted upon. (Note: The Executive Committee have since the meeting approved the constitution as presented.)

Luncheon was served at 12.30, and at the conclusion of the lunch- eon the order of business was taken up and papers were pre- sented by Messrs. William W. F rush, deputy chief engineer depart- ment of water supply, gas and electricity of the city of New York, and D. F. Fulton, city engineer, Yonkers, New York. Mr. Brush's paper was on the Maintenance of the Water Supply Distribution of New York City; Mr. Fulton's paper The Yonkers Water Sup- ply and its Future Development. Both papers were illustrated with lantern slides.

Illinois Section

A special meeting of the Illinois Water Supply Association was held at Hotel Sherman, Chicago, November 11, 1914. The special business for which the meeting was called was to take the neces- sary steps to become a section of the American Water Works Asso- ciation, in accordance with a ballot of the Association in which a large majority favored the formation of a section.

The members assembled at the hotel, and at ten o'clock left in automobiles to visit the Chicago Avenue and Montrose Avenue pumping stations of the Chicago Water Department. At one o'clock luncheon was served at the Edgewater Golf Club, after which the members visited the New Evanston filter plant, followed by a visit to the Wilmette pumping station of the Chicago drainage district, the Patten gymnasium of the Northwestern University, and the Medinah Shrine, the large auditorium of the Chicago Shrin- ers. Dinner was served at the Hotel Sherman. At eight o'clock the business meeting was called to order by President H. M. Ely. President Ely reported the vote of the members concerning affilia- tion with the American Water Works Association as a section. One hundred and ten votes were cast for, and eleven against the proposed affiliation. The Executive Committee had concluded that they were justified in taking the necessary steps to form a sec- tion, and had prepared a constitution to be submitted at the meet- ing. This constitution was adopted as a whole, and provisional officers were elected to serve until permanent officers should be elected in accordance with the provisions of the constitution.

The Nominating Committee, consisting of Mr. Dabney H. Maury, Chairman, Mr. A. N. Talbot and Mr. F. J. Bradley, reported the following nominations: H. M. Ely, Chairman; John Ericson, Vice- Chairman; H. E. Keeler, Treasurer; Trustees, W. W. DeBerard, E. MacDonald, W. J. Spaulding, The report of the Committee was accepted, and the Secretary instructed to cast the ballot of the Association for the nominees. It was voted that the Executive Committee of the American Water Works Association be asked to consider as charter members all members of the Illinois Water Supply Association residing in Illinois who should qualify for mem- bership prior to the next meeting of the Illinois Water Supply As- sociation, to be held in March.

very satisfactory arrangements for the meeting, and to the Chicago Local Committee, consisting of Mr. H. E. Keeler, Chairman, and Messrs. J. W. Alvord, F. J. Bradley, H. F. Brown, W. W. DeBerard, J. E. Ericson, D. K. French, S. С Haddon, J. L. Hecht, С. A. Jen- nings, D. H. Maury, Langdon Pearse, for the splendid entertain- ment which was carried out under their direction.

A paper, The Evanston Filtration Plant, illustrated by lantern slides, was delivered by Mr. Langdon Pearse; also a paper, Obser- vations of Some European Water Purification and Sewage Disposal Plants, illustrated by lantern slides, was given by Mr. Edward Bartow. By request Mr. Bartow gave a brief account of his ex- periences in Europe after the outbreak of the war.

Adjourned. The members of the Executive Committee who were present met

and appointed Mr. Edward Bartow Secretary of the Section.

Constitution and By-Laws of the Illinois Section of the American Water Works Association

article i

This Association shall be known as the "Illinois Section of the American Water Works Association," succeeding the "Illinois Water Supply Association. "

ARTICLE II

The object of this organization shall be the same as that of the American Water Works Association, namely, "The advancement of knowledge of the design, construction, operation and manage- ment of water works, and the encouragement, by social intercourse among its members, of a friendly exchange of information and experience/7

ARTICLE III

The headquarters of this Section shall be the University of Illi- nois, Urbana, Illinois.

ARTICLE IV

The membership shall consist of the members of the American Water Works Association residing in the state of Illinois,

ARTICLE V

Section 1. The officers of the Section shall be Chairman, Vice- Chairman, Secretary, Treasurer, and three Trustees, who shall perform the duties usually incumbent upon such officers. These officers shall constitute an Executive Committee. They shall hold office for one year, Trustees three years, or until their successors are chosen. Vacancies in the list of officers may be filled by the Executive Committee.

Section 2. At least thirty days before each annual meeting of the Section, the Secretary shall mail to each active, honorary, or corporate member, a blank upon which the member may express his choice for Chairman, Vice-Chairman, Treasurer and one Trustee. The Secretary in conjunction with two other members appointed by the Chairman shall count all nominating ballots before the date for the annual meeting. The three members who shall have re- ceived the greatest number of nominating ballots for each office shall be voted on by ballot by the members present at the annual meeting. The Secretary shall be appointed by the Executive Committee.

Section 3. The Treasurer shall submit all bills to the Chair- man of the section before payment, and shall perform the duties required under Section IV, Article X, of the Constitution of the American Water Works Association.

Section 4. Twenty members shall constitute a quorum for the transaction of business.

Section 5. At the regular meetings of the section, the busi- ness shall be conducted in the following order:

Reading of Minutes, Reports of Officers, Reports of Committees, Miscellaneous business, Announcements, Reading of papers and discussions, Adjournment.

ARTICLE VI

Section 1. The meetings shall be held annually at such time as shall be ordered by the Executive Committee. The place of meeting shall be the University of Illinois, Urbana-Champaign, but the Executive Committee shall have power to change the place of meeting if, in their judgment, it seems desirable to do so.

Section 2. Special meetings may be called by the Executive Committee, or upon written request of twenty-five members in

good standing. In case of such special meetings the object shall be definitely stated and no other business shall be transacted.

ARTICLE VII

No rules or by-laws of this Section shall be inconsistent with the Constitution and By-Laws of the American Water Works Association.

ARTICLE VIII

The Constitution and By-Laws may be amended by two-thirds vote of those present and entitled to vote at any regular meeting of the Section. Such amendment shall be in effect after approval by the Executive Committee of the American Water Works Asso- ciation.
