    system and upper receiver of the M16A2 without inhibiting theindependent use of iron sights. The magnified optic shall not inhibitthe ability of the user to see and engage targets with both eyesopen. The magnified optic must allow for rough handling, maintain

    zero during operational modes, and shall be able to be carried bythe optic body. The magnified optic should operate in and withstandthe environmental conditions in which the soldier may be employed.The magnified optic shall contain a Laser Filter Unit, or becompatible with existing Laser eye protection.

    TACOM-ARDEC issues a sources-sought notice for COTS/NDIMachine Gun Weapon Optics for the M249, M60, and M240. Thedevice shall have a fixed magnification of 3.5x (+/- 0.5x) with a fieldof view of no less than 8 degrees, contain a lighted reticule withbullet drop compensation lines out to 1200 meters, manuallyadjustable brightness, and the capability to incorporate a lightsignature reduction device and a Laser Filter Unit. The scope mustbe mountable on MIL-STD-1913 rail system, and maintain zeroretention during and after weapon firing. Optic must be able to

    withstand the rigors of use in a military environment and maintainzero during extended periods of use. The power source must becommonly available or found on a standardized list of militarybatteries. Preferred batteries types are AA or 1/3N in either lithiumor alkaline compositions. The battery shall have a lifetime of at least7 days in extremely cold condition. The optic device shall not containany radioactive materials.

    TACOM-ARDEC issues a solicitation for 13,224 to 73,224 M249Collapsible Buttstock Assemblies. This is later increased to 14,219minimum to 75,000 maximum.

    TACOM-ARDEC, on behalf of PM-Soldier Weapons, issues asolicitation for a COTS/NDI suppressor for the M4 Carbine andM16A2/4 Rifle, which would improve muzzle control and reduce theweapon signature (i.e. dust, flash, noise and smoke) of the weaponsystem. The M4 Carbine and M16A2/4 Rifle Suppressor will allow theSoldier to engage targets without being detected. The suppressormust not weigh more than 24 ounces and not increase the weaponsystem length by more than 7.6 inches. The suppressor must notrequire any tools to attach or remove it from the weapon system.The suppressor must have coatings resistant to abrasion, corrosion,impact, and chemicals. Each suppressor will be supplied with a heat

    resistant storage pouch that is MOLLE and ALICE compatible. Thispouch must be heat resistant up to the maximum operatingtemperature of the suppressor.

    FISCSD, on behalf of the Navy's EOD Group 1, issues a sole-sourcesolicitation to Austin Precision Products (LaRue Tactical) for thirtyLT139-1" SPR/M4 EER QD Mounts, thirty LT139-30MM SPR/M4 EERQD Mounts, 250 LT110 EOTech QD Mounts, and 250 LT124 PEQ-2QD Mounts.

    AFSOC issues a solicitation for 700 GG&G Accucam Quick DetachLocking Lever System with Protective Hood for the EOTech sight.

    TACOM awards a $6,232,800 contract modification to OkayIndustries for 980,000 M16 thirty round magazines.

    TACOM awards a $7,712,600 contract modification to CenterIndustries for 980,000 M16 thirty round magazines.

    ARDEC's 40mm Non-Lethal Ammunition Engineering branch issues asources sought notice for pressure mapping technology to assessthe non-lethality of 40mm non-lethal projectiles. This investigationconsists of shooting a non-lethal projectile into a sensor surface thatis backed with a soft resilient material, and obtaining pressure vs.time and area vs. time maps in a digital output format. The sensorwill be able to survive repeated low velocity impacts, operate intemperature extremes, and high humidity environments. Theimpacts will range in magnitude from 0 to 1000psi and possiblyhigher. The sensor must be capable of obtaining pressure data with

    an accuracy of plus/minus 1psi. Respondents must be capable ofproviding the sensor, training in the proper use of the sensor, andany associated software programs. This market survey is intendedto find suitable technology to replace the clay block test (NIJ-STD0101.04) in the evaluation and qualification of the M1006 non-lethalmunition. The testing technology will eventually be used with theM1012, M1013 and M1029 rounds as well. This sensor will also beused to evaluate the performance of kinetic energy non-lethalrounds in development.

    February: TACOM, on behalf of the PM-Soldier Weapons, issues asolicitation for a NDI carbine that is capable of firing US standardM855 and M856 ammunition. This will be a capabilities basedcompetition matched to a performance requirement, not to adetailed design technical data package. The carbine mustdemonstrate a minimum of 3,800 Mean Rounds Between EssentialFunction Failure (MRDEFF ) for Class III malfunctions (non-operatorcorrectable malfunctions) and a minimum of 600 MRDEFF for Class Iand II malfunctions combined (Class I malfunctions are operatorclearable within 10 seconds; Class II malfunctions require more than10 seconds but less than 10 minutes to clear but can be corrected

    by the operator with available equipment). Each weapon mustincorporate MIL-STD-1913 rails, and be compatible with currently

    fielded sighting, aiming, and illuminating devices. These devicesinclude but are not limited to: the M68 CCO, the AN/PEQ-2A, theAN/PAQ-4B/C, the AN/PAS-13, the AN/PVS-14, and the AN/PVS-4.In addition, each carbine must be compatible with the M203Grenade Launcher. A properly zeroed carbine will enable a soldierfiring from the prone position to engage E-type silhouettes and hiteach target 15 out of 30 rounds from 300m. The carbine shall havea sustained rate of fire greater than or equal to 45 rounds perminute without degrading reliability. The carbine must not weighmore than 6.5 lbs, unloaded. The carbine shall have a minimum

    HK's Johannes Murello files an US patent application for the scopemount attachment system for the XM25.

    ARDEC issues a sole-source solicitation to HK for 5 inert XM320Training Aids/Display Models.

    TACOM issues a solicitation for M203A1 grenade launchers.

    PM-Ammunition, MARCORSYSCOM issues a sources sought notice fora COTS/NDI NATO-qualified 40x46mm HEDP cartridge for use in theM203 Grenade Launcher. It is desired that the contractor: 1) Have anon-developmental warhead with a high penetration capabilityagainst a variety of targets plus a high fragmentation effect; 2)Have a non-developmental self-destruct fuzing mechanism thatmeets the requirements of MIL-STD-1316E or STANAG 3525Specifications; and 3) Have existing production tooling/line capableof producing a minimum of 50,000 cartridges within 90 days ofcontract award.

    March: Colt's president and CEO reply to TACOM's February letter.Colt proposes a revised price structure for the M4 carbine throughDecember 31, 2007. They further stated that if the Governmentprovides Colt with their future procurement plans, then Colt couldpossibly provide an even larger price reduction for the M4 carbine.TACOM replies by discussing M4 carbine annual procurementquantities for FY 2007 through FY 2009. In response, Colt proposesfurther price reductions for FY 2008, FY 2009, and beyond.

    ARDEC issues a sole-source solicitation to FN Manufacturing forengineering services (System Technical Support: STS) to supportthe M240 and the M249 SAW . The technical services will includeengineering services, facilities, supplies, materials and testing toaccomplish specific technical tasks for the M240 and the M249. Thismay include design modification, prototype component fabrication,system testing, engineering studies and logistic support. This effortapplies to all fielded, warehoused and in-process M249 and M240and related peripheral equipment.

    NSWC-Crane issues a sole-source solicitation to FN Manufacturingfor the retrofit and overhaul of the Mk 46 Mod 0, Mk 48 Mod 0, andM240 to "near new" condition. This refurbishment will includeconversion to Mk 46 Mod 1, Mk 48 Mod 1, and M240B standardconfigurations, respectively. The contract minimum is $100,000 withan estimated maximum amount not to exceed $4,000,000.

    NSWC-Crane publishes "Technical Evaluation Report for theHeckler & Koch (HK) 416 5.56mm Carbine and M4A1 5.56mmCarbine."

    SOPMOD kit. Sensor fusion refers to the combination of imageintensification and thermal night vision technologies. The CNVD-SFsystem is envisioned as a small, lightweight, highly effective systemthat will be used as a clip-on system, placed in front of the objectivelens of existing riflescopes.     June: USSOCOM approves low-rate initial production of the SCAR.Deliveries are scheduled to begin in January 2007. An initialoperational test and evaluation period is scheduled to followbetween March and June 2007.

    MARCORSYSCOM Infantry Weapons Systems issues a sources-sought notice for a small arms projectile which is "Blind to Barriers."This notice is specifically focused on 5.56x45mm ammunition, butmay be expanded to other calibers in the future. It has beenobserved that current issue 5.56mm munitions (M855 ball, M955armor piercing and Mk 262) are severely degraded when impactingintervening barriers such as automobile glass, automobile doors,and common dwelling walls. This degradation has resulted in adiminished capability to stop the aggressive action of an enemycombatant or render him hors de combat. Therefore, the USMCdesires a small arms projectile which is "Blind to Barriers." Recenttesting and consultation with the FBI has revealed that certainprojectiles currently exist which are less effected by intermediatebarriers than others. International treaties prohibit the use in armedconflict of small arms projectiles specifically designed to flatten orexpand easily in soft tissue upon impact. It appears that a projectile

    specifically designed to be "Blind to Barriers" would not be contraryto US law or policy. Testing in ten percent ballistic gel would ideallyshow a wound profile comparable to the M855. Any "Blind toBarrier" projectile would require a legal review by the Office of JudgeAdvocate General, in collaboration with CMC-JAO and perhaps theDOD General Counsel.

    PM-Maneuver Ammunition Systems issues a statement that theirresearch has found no significant difference between M855 andcommercially available 5.56mm rounds for close quarters fighting.

    ACA-Fort Benning awards a $43,000 contract to Black HillsAmmunition for competition grade .223 ammunition loaded with 77grain projectiles.

    Picatinny, on behalf of the USMC, awards Winchester a $404,022.53contract option for 5.56mm SRTA cartridges.

    ARDEC issues a market survey to identify potential sources for aspotlight to be mounted on various weapons, including the M2495.56mm Squad Automatic Weapon, M240 7.62mm Medium MachineGun, and M2 Browning Machine Gun. The spotlight shall employ

    Xenon Metal-Halide High Intensity Discharge (HID) technology orequivalent. All high voltage hazards shall be shielded from the userduring operation and interrupted during maintenance. The spotlightspecifications are as follows:

    1. Minimum output of 3000 lumens at 35/50 Watts withfield-replaceable bulb rated at a minimum of 500 hours;

    2. Color temperature between 4000K and 6500K;

    In order to adapt a commercial spotlight for military use with theabove weapons systems, several modifications will be required. Anycontract that may result from this market survey will require theflexibility for the following adjustments to the spotlight:

    1. Shock immunity of 400-500G with time duration of 0.7 to1.1ms along longitudinal axis. This shock requirement is

    consistent with the shock and vibration profile for theheavy and medium machineguns;

    2.Attachment to MIL-STD-1913 rail;

    3. Zero adjustment to bore axis;

    4. Remote pressure-activated control switch;

Experiments wereconducted on sheathed and unsheathed slug samples to determinetheir compressive response. It was found that each materialexhibited a unique mechanical response.     2. Have a mean radius of impact points of a 12 shotgrouping not to exceed 15 centimeters;

    3. Have a 60 percent hit probability at 50 meters; and

    4. Have a minimum 95 percent functional reliability in anyenvironmental conditions.

    All sighting and operating will be compared with the currently fieldedM1006 Operator Instructions.

    PM-Crew Served Weapons and RDECOM-ARDEC issues a sources-sought notice for 40x46mm Non-Lethal Extended Range MarkingCartridges. The round must be capable of providing an effectivenon-lethal point control measure on a targeted individual or

    materiel. It will work through blunt impact kinetic energy, and uponimpacting its target, mark the individual/materiel. This mark shouldbe Infrared (IR) visible out to 300 meters with current and futurenight vision enhancement devices, and during daylight hours, shouldbe identifiable at 300 meters with the naked eye. The preferredminimum safe distance and maximum effective range is at least 15and 75 meters respectively. At 50 meters, the round should give atleast an 85 percent probability of hit on single E-silhouette, with amean radius of impact points of a 12-shot grouping not to exceed 15centimeters. At 75 meters, the round should give at least a 60

    percent probability of hit on a single E-silhouette. The cartridge

    must also be compatible with the M203 grenade launcher.
