THE COORDINATING COUNCIL OF ALCOHOLICS ANONYMOUS IN SAN DIEGO COUNTY

The 380th meeting was called to order at 8:00 P.M. by chairman Chuck H. Traditionswere read by Jerry C. Roll check by Harriet N. 63 groups were represented.Minutes approved as read.

BUSINESS COMMITTEE report given by Mary Lee J. who reported the new schedules will beready May 13th. Mary Lee reported due to the cost factor involved try not to misuse them.Mary Lee thanked all the persons involved with putting the schedule together.

Hal C. made a motion, seconded by Stu W. that groups listed in the Coordinatorwho continually have double '0 O's back to Jan. 1977 be dropped from the Coordinator dueto space it is impractical to carry them. This is only in the Coordinator.

The Business Committee is making an action study of the 1250 Multilith Machine, sincewe appear to be committed to commercial printing of the schedules. The study will beto look at the feasiability of possibly selling the 1250 machine and replacing it with aless expensive Mimeograph machine that would be capable of printing all Central Officematerial.

In order to comply with the By-laws of San Diego County A.A. the title of C.O.Manager title will be changed back to C.O. Secretary which they now read.

Mary Lee reported the Committee finds the 8 hours the office is open is inviolation of the regulation state Labor Law concerning a mandatory defined lunch break.In order to comply with the State Law the office will be open from 9:00 A.M. til 5:00 P.M.giving the secretary a half hour lunch break.

Mary Lee thanked the people who helped with the Spring Dance.Stu W. reported on the New Years Eve Dance which will be held at the War Memorial Bldg,

with Buck Wayne's Band, It will be on a first come first serve bases as there will be only '600 tickets sold to comply with the Building regulations,

PROGRAM COMMITTEE report given by Rea B. who reported all speakers had not been confirmedfor the month of May.

PUBLIC INFORMATION COMMITTEE report given by chairman Bill B. who reported 37 facilitiescovered with 65 speakers participating, who spoke to 1,732 persons. Bill thanked thevolunteers who mannned the A.A. Booth at the N.C.A. Forum.

OLD BUSINESS:

The Proposed Amendment to the By Laws from the Question and Answer Group died dueto a lack of a two-thirds vote.NEW BUSINESS:

Bob S. made a motion to have the Office Hours of the San Diego And North CountyOffice hours be changed to 8:30 A.M. to 5:00 P.M. Seconded by Bill B. Motion carried.

A discussion regarding- thee File -Girds in the Central Office be up-dated.The Secretary's of each group should make it their responsiblity to see that all tokencards are sent to the Central office for members to be registered. Mickey W. isat present working on the files and is doing the best she can with the information athand at the Central Office,

COORDINATING COUNCIL MEETING

The 381st meeting was called to order at 8:00 P.M. by chairman Chuck H. Traditionsread by Liala. Roll check by Harriet N. 67 groups were represented.

Minutes approved as read.

BUSINESS COMMITTEE report given by chairperson, Mary Lee J. Committee reviewed andapproved financial statements with one correction. Office services for the year to dateshould read $ 491.70 instead of $ 577.00, which changes the year to date figures fortotal disbursements to $ 22,953.53.

Mary Lee reported the Business Committee personally interviewed the list of applicantsselected by the Ad-hoc Committee. The committee voted to select Ken W. as stand-bysecretary for the San Diego Central Office and the North County Branch Office.

The committee presented a slate of three nanies to the council for two membersto be picked for the Public Information committee. A vacancy for a man and woman isto be filled. Bill M., Noel C. and Fran P.

The Business committee has established a relationship with the Ad-hoc committeeappointed to look into the long range goals of the Fellowship of Alcoholics Anonymousin Sah Diego. The committee all agreed our intention and purpose is not to disruptthe functions of Centra]. Office but be hopefully establish a easier work load and obtain amore effective operation.

PROGRAM COMMITTEE report given by Bea R. who confirmed all speakers for the Month of June.

PUBLIC INFORMATION COMMITTEE report given by chairman Bill B. who reported 21 facilitiescovered, with 30 speakers participating to 480 speakers. /NEW BUSINESS:

Stu W. made a motion to accept the recommendation of the Business Committee'sselection of Ken W. as stand»-by secretary. Motion carried.

Pat F. had some recommendation for the printing of the next meeting schedules.Hal C. reminded the council this was first effort with this type of schedule and through' trialand error hope the next ones will be improved, and the Traditions will be added.

Any member of a registered group.' may pick up schedules in the amount that is neededfor their size groups. There is no restrictions on meeting schedules.

Bob S. chairman of the Picnic reported it will be held at Admiral Baker's Field,August 14, 1977. He has for donations for the grab bags, please bring them to CentralOffice. Further detail later.

MINUTES OF 383 MEETING OF COORDINATING C0U1:5CIL OF ALCOHOLICS ANONYMOUS IN SAN 5IEG0 COUNTY

The 383rd meeting was called to order by Act ing Chairwoman Mary Lee J. Traditionswere read by Tom McK. Roll check by Chuck H. indicated, af ter adjustments, that 58 groupswere represented. Motion made and carried to formally approve the minutes of the 38Tstcouncil meeting. This corrected an oversight at the 382d meeting when formal approvalwas omitted.

Minutes of the 382d meeting of the council were read by stand-by secreaetary Ken W. andwere approved as read.

Business Committee report was given by Chairman Hal C. and was susbsequently approvedby the council. The financial status of AA in San Diego was discussed, with specificreference to discrepancies in the procedures used by Cunocar Bookkeeping Service, theNorth County Office and the San Diego Office. This has resulted in differences in thereport figures which could not be reconciled at the time of this report. It is believedthat an audit, in complinace with the by-laws, will result in the reconciliation of thesedifferences in procedures for the recording of fiancial activities. Hal C. r eportedprogress in obtaining bids for audit services. The low bidder to date will be reviewed toasure that those services are comparable to the services of other and higher bidders, andthat the lower price is for necessary and comparable service. Council gave tentativeapproval to the Business Committee for the expenditure of the funds for the $750 cost ofaudit by the lower bidder, but contingent upon committee finding on service.

Business Committee requested and received council approval for expenditure of fundsfor the receipted expenses of the Secreatry of the San Diego Office to attend theSouthern California Convention as a repr esent ative of this ar ea.

Business Committee reported their action to decline acceptance of a valuable item ofduplicating equipment received for the sum of $1.00 from an outside source. The basis ofdecline was that acceptance would be in violation of the intent of the traditions and wouldbe contrary to the best interest of AA in San Diego. The Chairman is preparing a letterof thanks to the intended donor with an explanation of the reasons .

On the question raised at the previous meeting concerning the propriety of offeringfor sale and profit of Central Office, the reproduced memorabilia of Jim & Rosa B., itwas the opinion of Hal C. Chairman, that comment was not, at this time, an appropriatematter for the Business Committee. This opinion is based upon the fact that there isno current recommendation or request for action or funds before the council whichrequires action at this tiem. Therefore, action on suggestions made by Rosa B. at the5 July meeting of the Business Committee is not considered appropriat e at this time.

The Business Committee requested and received council approval on the expenditure of$13.59 to reimburse the Ad Hoc Committee for expenses incurred. Further, that theBusiness Committee endorses the Ad Hoc Committee request and recommendation to spend severalweeks monitoring the procedures and activities of employees and voliinteers working .at CentralOffice. Times are to be arranged and coordinated with the Chairman and the Secretary. TheAd Hoc Committee has expressed their concern over the volume of gifts, mementos and othernon-AA approved items on inventory and being handled through Central Office, and thedanger of violation of requirements for our tax-exempt status. It was recommended andendorsed that any monies related to handling of non-AA items (ie: Praying Hands CigaretteLighters, Ballpointpens, plagues, pins, etc) be so separated and separately recorded asto assure they are not mixed with regular AA Office funds for AA litera ture or groupcontributions. The Chairman of the Business Committee will make arrangements for thisseparate accounting by the Cent ral Office Secretary responsible for handling funds.

Program Committee report given by Co-Chairman Agnes W. who indicated all speakers forAugust were confirmed. Tickets for the 37th Annual AA Banquet will be on sale by theProgram Committee on 1 September and the price will be $10.00 per person.

Public Information Committee report given by Chairman Dale G. who reported that duringthe past month 23 speakers spoke at 19 institutions to 819 persons. Dale advised two radioSt ations had contacted him for public information assistance. That the Mira Mesa JuniorWomen's Club invited AA to man a booth at their Helath Fair to be held Aug 27, and thata special AA meeting would be held at UCSD Campus at Rm. 2113 Applied Civics & Math Bldg onMonday 22 August at 7:30 p.m. Persons intersted in any of these activities contact Dale.

Under Old Business, the Ad Hoc Committee recommended a history of AA locally beprepared. That Tom B., one of the earliest members in the area offered to cooperate withand consolidate the recollections of various "old-timers" in the area to prepare such ahistory. How ever, Tom B. specified that the history would not be prepared for purposes ofbeing sold. The intent is to retain such information as is available from older memberswhile they are still alive and available to offer their recollections to the local membersof the fellowship. The council unanimously endorsed the concept that Tom B. work witholder members of AA to prepare a local history of AA in San Diego County in some fOrm thatwill be available to, but not sold to the membership. The period to be covered will befrom approximately 1940 through 1952 when the current fenructure of AA in San Diego wasestablished.

Bob S. reported the AA picnic would be held at Admiral BAker Field on August 14th from10 a.m. to 6 p.m. Tickets for $1.00 are now on sale and will be available at the picnic.

Two male members of the Program Committee were appointed. They were Don B. and Jim R.There being no further business, the meeting was adjourned at 1:10 p.m.

Cliff R., area delegate to GSO New York expressed appreciation for council cooperation,Cooperatior hei-veen service elements oi i\A is being stressed. He Clarified that BirthdayDonations 'of $1.00 for each year of sobriety are traditionally made by individuals to GSONev7 York. This should not detract similar local action as well. Cliff advised that nev;

legislation provides assignement to alcohol programs in lieu of r eraoval ot driving licensesby the courts. As result many profit-oriented programs are being created, often backed bylavTyers or professional alcohol counselors and employing members of AA to promote theiractivities. Cliff suggests local AA groups be alert to such programs and urged the councilto reinstitute a committee to cooperate with the protessional ccrjr,unity- The ChairpersonHarriett N. charged the Business Committee with investigating ways to do this which wouldnot require amending the ByrLav;s". Standing Secretary Ken W informed the council that hehas already been approached at Central Office by an AA member requesting the office makeliterature on a medical detcxificaticn program available at the office. Ken advised himto consult the long form of the traditions in the back cf the AA Big Bock for guidance onthe policy he was follov7ing at Central Of rice and recommended groups review the long formof the traditions as the most erfectlve means of resolving questionable matters of the g roup.

Chuck W. was selected for the Program Committee. An Ad-Hoc Committee has beenappointed to review applications for the permanent selection of Central Off ice.:Secretary.The position is being advertised in the Coordinator.

The meeting was adjourned at 9:40 p.m.

COORDINATING

COUNCIL MEETING

The 386th meeting of the Council was called to order by Chairwoman Harriett N. at 8 pmon 3 Nov. 1977. Traditions were read by Bill L. Roll check by Mary Lee J, ultimatelyindicated that 61 groups were represented. Minutes of the previous meeting were read byStanding Secretary Ken W. and corrected to reflect that Chuck C. was the selection for theProgram Committee rather than Chuck W. as reported.

Business Committee report by Hal C. indicated that funds for the previous month werefound to be in order. He called attention to the format and stated that next month thereport would again reflect the break—out of North County items. Of numerous items beingreviewed by the Ad Hoc Committee, some were appropriate for action at this time. Theywere a number of items affecting Central Office employees and pertained to specifiedholidays, paid vacation time, sick-time benefits and health insurance. Council approvedthe items presented. Details on the specifics are available from the Business Committee.Copies of the 4-page cover letter and auditors opinion from Jassoy, Graff & Douglas weredistributed. After discussion, it was noted that following review by council members,further discussion would probably ensue at the next meeting. There was insufficientinterest in having the more lengthy section of the audit report reproduced. However,the Business Committee was charged with preparing a topical outline of the "Housekeeping-type" recommendation in the report which will be available at the next council meeting.The previously announced vacancy on the Business Committee was filled by Bob B. ofNorth County. This partial-term service does not affect Bob's eligibility for futurefull-term service.

Program Committee report given by Bill P. Not all speakers are confirmed for themonth of November. The Anniversary Banquet will be held 5 November 1977 at the Town& Country Hotel.

Public Information Committee report was not given by a committee member. Due toresignations and illness, none were present at this council meeting. ChairwomanHarriett N. covered available information on the committee activities for the month.Bill B. (who is now recuperating from surgery) and Betty M. have filled in and coveredthe default actions requesting Public Information speakers. Newly elected members tothe Public Information Committee are Sully and Charlotte L. The Chairman of theBusiness Committee solicits in-put from the fellowship of names of qualified membersinterested in future service on the Public Information Committee,

Under old business, the council approved paying the North County Central OfficeSecretary the amount of $537.50 per month for his full-time services. Peggy S., thenewly elected Co-Editor of the Coordinator has advised that, according to thesobriety requirements specified in the Council By-Laws, she is short of the timespecified for the position. Further, that she will, as a volunteer, continue toassist the Editor Bob S. , regardless of title or status, if her services are desired.Officially, the position of Co-Editor of the Coordinator is now declared to be vacant,and may be filled by a qualified and interested member of the fellowship.

New business consisted of a report of activities of the San Diego InstitutionalCommittee by Charlie T. The packet of information he presented to the Secretaryis available to any interested members of the fellowship, and is retained at theCentral Office.

Pat F. requested clarification of previous council discussion about the practiceof selling non-conference approved it ems, such as cigarette lighters, at Central Office,and wanted to know if these items would continue to be sold through Central Olfice.Hal C. stated that such memorabilia and trinketry was still being sold, but that stockswere reduced and had not been recently re-ordered. The re-order policy is underreview and additional comments on the sale of these items, and the implications toour tax-exempt status will be made at the next council meeting, *(NOTE: Excerpts ofminutes of previous meetings pertaining to this subject are reproduced below)

It was recommended and endorsed that any moniesrelated to handling of non-AA items, ie: Praying Hands Cigarette Lighters, Ballpointpens,plaques, pins, etc be so separated and separately recorded as to.assure they are not mixedwith regular AA Office funds for AA literature or group contributions. The Chairman of theBusiness Committee will make arrangements for this separate accounting by the Central OfficeSecretary responsible for handling funds."—^ 'At the 384th council meeting this segmentwas corrected as follows: "Minutes read that Hal C. reported that Business Committeerecommended and endorsed that any monies related to handling Non A.A. items be seperated(sic)and separately recorded.
