The Airport

Serving the Long Beach area since 1923, the LongBeach Airport (LGB) is an important transportation andbusiness hub for the Southern Los Angeles County andNorthern Orange County areas. Strategically locatedapproximately half-way between downtown Los Angelesand Orange County, LGB has been a vital partner in theeconomic growth of Long Beach for almost a century.This economic activity began with some minormilitary aviation activity which then evolvedinto the largest Douglas Aircraftmanufacturing facility in the 1940s.LGB now has over 200 businesseson and immediately adjacent tothe Airport including VirginGalactic's LauncherOne designand production facility. There arenearly 100 acres of mid-risebusiness park and hotel uses,several top-rate fixed base operators,and specialty aviation service companies,as well as a Gulfstream Aerospace aircraftservice center.

Presently, Long Beach Airport covers 1,166 acres andhas three runways, the longest being 10,000 feet, andeight taxiways with several stubs off of the taxiways. It isa hub of corporate activity as well as being one of thenation’s busiest airports in terms of general aviationactivity. The Airport supports approximately 45,000 jobsand has a total economic impact of more than $10 billionper year. Long Beach Airport operates without supportfrom the City’s General Fund or taxpayer dollars.

Five major airlines provide nationwide service at LGB.JetBlue, Southwest, American Airlines, Delta Air Linesand Hawaiian along with numerous smaller charteroperators handled approximately 2 million passengerenplanements in fiscal year 2018. Adding to LGB'seconomic strength, FedEx and UPS landed just over 46million pounds of cargo last year. This activity in 2018combined with a healthy general aviation component,provided LGB with just over 266,000 aircraft operations.

The City began efforts to control aircraft noise throughadoption of an ordinance more than 35 years ago.These efforts were groundbreaking and precedentsetting—and they were challenged in the federal courtsystem. It took more than a dozen years and substantiallegal fees to strike a reasonable balance between aircommerce and community noise exposure. Theresulting Airport Noise Compatibility Ordinance (LBMC16.43), adopted in 1995, gives Long Beach one of thestrictest noise-controlled airports in the United States.

There are 105 employees currently on payroll at theAirport working for the city of Long Beach. TheAirport’s operating budget for FY 2019 is $49 million.The airport recently completed rehabilitation ofRunway 26L and will soon begin rehabilitating TaxiwayC. Additionally, the Airport is in the design phase ofone of the largest projects in Airport history, Phase IITerminal Area Improvement Program.

The City of Long Beach Government

Long Beach is a full-service Charter City governed bynine City Council members who are elected by districtand a Mayor that is elected at-large. Elected officials alsoinclude the City Attorney, City Auditor, and CityProsecutor. The Council Members and the Mayor aresubject to a three-term limit, which allows them to servefor a maximum of twelve years. The City Councilappoints a City Manager and a City Clerk. The CityManager is responsible for the efficient administration ofall City departments, excluding those under the directionof a separately elected official, Board or Commission.Long Beach is a full service City providing all traditionalpublic services. In addition to its traditional services, LongBeach also maintains one of the world’s busiestseaports, which serves as a leading gateway forinternational trade. The City also has its own full-servicecommercial airport, an Energy Resources Department,and is one of only three cities in California with its ownHealth Department. The Position

The city of Long Beach seeks an innovative, dynamicand forward-thinking leader who is committed toexcellence, continuous improvement, environmentalsensitivity, and efficiency. The Airport Director isresponsible for managing the Airport Department in acost effective, business-friendly manner; meetingenvironmental objectives, and complying with safety,security, and other regulatory requirements. The AirportDirector will work closely with the city of Long Beachelected and appointed officials, including the AirportAdvisory Commission. This is one of fifteen departmentsthat reports to the City Manager and works with theother departments.

The Airport Director provides vision and proactive efforts toensure safe, secure, sustainable, customer-friendly andefficient facilities and grounds for the traveling public andthe region. The leader will serve as the primaryambassador and chief spokesperson for the Airport, notonly in the community but regionally, and nationally,representing the organization to current and potentialcustomers, partners, governmental agencies, and thepublic at large.

The Airport Director will establish and lead theadministrative activities including negotiations withbusiness partners that will ensure positive andprogressive practices that result in strong management,revenue and customer service enhancements, whilemaintaining the City’s noise ordinance, environmentalresponsibility and sensitivity to community interest.

The Ideal Candidate

The ideal candidate will have a bachelor’s degree from anaccredited college or university in aviation management,business, public administration, economics, or a closelyrelated field. A minimum of seven years of progressiveleadership experience in an organization in the aviationindustry is preferred as is certification as an AccreditedAirport Executive (A.A.E.) by American Association ofAirport Executives or certification as an International AirportProfessional (I.A.P.) by Airports Council International.

The ideal candidate must have demonstrated strength instrategy development, business and capital planning,business development, and fiscal administration. Thecandidate must possess demonstrated ability toestablish and maintain effective working relationshipswith the business community, elected and appointedofficials, community neighbors, airline representatives,general aviation community, tenants, staff members,City departments, regulatory agencies, and numerousstakeholders. A strong team-oriented leader devoted to developingstaff and instilling a positive culture with high levels ofemployee engagement is critical. The candidate mustbe one who is a consensus builder, creative problemsolver and collaborative leader internally andexternally. An executive who has established areputation of leadership and participation in theindustry, regional economic development and thecommunity is desired. Strong knowledge of businesspractices and principles, along with a broadunderstanding of industry-related trends and solidtechnical competence is also desirable.
