For the past 10+ years, theKentucky Domestic ViolenceAssociation has been tryingto get a Dating Violence Billpassed. Each session we havehit a wall. But because of thetenacity of a University ofKentucky researcher, TKLogan, we hope all that willchange. In 2009, TK Logan,Robert Walker, WilliamHoyt, and Terry Faragherreleased the Kentucky CivilProtective Order Study. Thisis the most comprehensiveresearch that has been donein the U.S. on ProtectiveOrders to date. It really isground breaking research. Itis a 10-year project thatclearly shows the value of theEmergency ProtectiveOrders. This research showsthat:

EPO’s reduce the inci-dence of future violence

Victims only dropped 4%of filed protection orders

There are validated sav-ings for health, mentalhealth, victim services, legal fees, justice systems, police, convictions rates, jails, attorney fees, loss of

work, civic and familyresponsibilities, trans-portation costs, and prop-erty loss

Savings after filing amountup to $4,665 per petitioner

Overall, for every dollarspent on the ProtectiveOrder intervention, thereis a $30.75 in avoidedcosts to society per peti-tioner

The estimated savings tothe state amounts to$85,557,061

The real reason that we needa Dating Violence Bill is thatProtection Orders saveslives! What is more impor-tant than saving our daugh-ters, granddaughters, nieces, neighbors, and friends lives? If the research is there tosupport this effort, then whynot? If the cost savings tocities, counties and the stateis validated by research, thenwhy not? We need every city, county, and state official toget on board. Help us createa law that saves lives, andstop making excuses as towhy not. The girls and

women of Kentucky deserveour support. Right nowwomen have to be married orliving with a perpetrator toget a Protective Order.Women who are only datingalso need the right to protec-tion. In Kentucky datingwomen (or men), are notprotected. The research is in.Please help us pass theDating Violence Protectionlaw in our next session.Let’s make Kentucky homes, schools, colleges and ourcommunities a safe place fordating women of all ages!

“Why are your doors purple,” I’m asked while giving atour of Safe Harbor. I share, “Purple is to domestic vio-lence what pink is to breast cancer.” We wear purple rib-bons, publish newsletters in purple ink and our SafeHarbor apparel is purple as well. While DomesticViolence Awareness Month was first observed inOctober, 1987, we continue its tradition around the coun-try today with several activities that raise a sensitivity andawareness to those victims who have lost their lives in theprevious year and the courageous survivors who standtall while their candle burns brightly at the AnnualCandlelight Vigil.

This year, Safe Harbor hosted its Candlelight Vigilinside Harbor Hill (Safe Harbor’s 34-unit apartmentbuilding which opened over one year ago). The eveninghad its share of special remembrances and delightful sur-prises, like professional tenor vocalist and keynote speak-er, Dan Keeton, and his lovely wife, Nancy. He openedthe evening with a most outstanding rendition of theNational Anthem.

We celebrated two outstanding volunteers of the year,Diane Myers and Pamela Muncy, as well as two youngpeople who earned the highest awards in scoutingthrough their design and execution of projects at SafeHarbor. They were William Van Deren and Lura Frye.

Twelve-year-old Audrey Vance sang “Concrete Angel,”a song about the eventuality of a life of abuse if help is notsought. Nancy Keeton shared her lovely voice in “Answerfor the Lost,” a piece her husband, Dan, wrote specifical-ly for her.

A row of informational community tables lined thewalls as guests arrived who might need area outreachservices; and Texas Roadhouse, Andy the Armadillo, wasin attendance to hand out goodie bags to the children.

We honored nine White Ribbon Recipients from theFIVCO area. The White Ribbon award is given to menwho have demonstrated exemplary advocacy for victimsof domestic violence. This year’s award recipients fromBoyd county were: Circuit Judge George W. Davis, III,District Judge Gerald B. Reams, Jr., District Judge ScottT. Reese, Rev. Mark A Kloha, pastor of St. Paul LutheranChurch and member of the Safe Harbor Board ofDirectors, and Independent columnist, Tim Preston. ForGreenup County, Chuck Charles, vice president and chiefdevelopment officer of the Our Lady of BellefonteHospital Foundation, was honored; for Carter County,Attorney Robert L. Caummisar received the award, forLawrence County, therapist, Jimmy Highfield, withThree Rivers Medical Center, was celebrated. Absentfrom the evening, but still recognized was Attorney ReedGlass for Elliott County.

After Dan shared his personal story of child abuse, hesang “The 11th Commandment,” a very moving pieceabout how we need to Honor our Children.”

The evening concluded outside with a large circle ofsupporters and survivors alike.

STARCON International

Volunteers of the Year

Ann Perkins thanks Lewie Strange and StarCon

Lura Frye is a senior at Blazer High School. She is not only counting down the months towardgraduation, but she is preparing to receive the Gold Award. Lura planned, outlined and completedthe design for the Teen Room, which is part of the long awaited, final phase of renovation for residentsof Safe Harbor’s permanent housing facility, Harbor Hill.

She began by selecting age appropriate books for the youth library from a large donation made byWaldenbooks in annual 2009. She then began the renovation of the teen room itself, which included securingdonated sealant and paint, as well as procuring selected furnishings and a computer. It took six weeks for herto complete all phases of the project, all of which was accomplished by Lura and a few close friends. The TeenRoom will provide both a recreational and educational environment dedicated to young residents.

Lura Frye is expected to receive her Gold Badge in the spring of 2011. Congratulations, Lura!

Diane Myers

Pam Muncy

DIANE MYERS relocated from Virginia to Ashland, Kentucky in the past few years. She, and her husband,Paul, moved here to be closer to six grown children and seven grandchildren. Diane is retired from theFairfax County Public Schools and volunteers at Safe Harbor in many capacities. She has most recentlytaken on the “Cut it Out” program (salons against domestic violence) visiting salons across the FIVCO area, training staff and placing materials in areas where women can access them. About Safe Harbor, she says,“I am proud to be involved with such a caring, well-organized service to the community. Knowing whatSafe Harbor provides to the victims of domestic violence is amazing! Lives are not only rescued, but theyare rebuilt. It is a privilege to help our community become more aware of what Safe Harbor has to offer.”

PAMELA MUNCY is originally from Louisville and now resides on the Boyd County – Greenup Countyline with her husband and occasional visits from her four adult children. Pam stays very busy with theministry through her church membership at Life Song. She has recently taken on both summer andwinter closets (rooms) – emptying, sorting and reorganizing, and rallying the troops of other dedicatedvolunteers. She and her family sponsored an apartment at Harbor Hill and they also helped with otherorganizations in their sponsorship of Harbor Hill apartments. About Safe Harbor she says, “It is oneplace with many ministries that can use all talents. It’s the perfect place to volunteer.”

Paul Blazer Senior Makes Inroads Toward Girl Scout“Gold Badge” With Safe Harbor Design Project

Lewie Strange and his remarkable STARCON crew (including his wife) are hard at work, renovating a ‘Tween Room for use by residents and their middle school aged children. Thiswill provide a fully functioning computer room for adult, job readiness training. STARCONis affiliated with Marathon LLC, locally. Their efforts on behalf of Safe Harbor residentshave been beyond gracious, providing personal time and money to the tasks at hand. They are seasoned Safe Harbor volunteers, having implemented a children’s toy drive forChristmas of 2009 and being corporate sponsors for Lobster Fest for the past two years.

Youth on Mission, 2010Pleasant Grove United Methodist Church, Charlotte, North Carolina came to Safe Harbor forthe second year to assist with special projects. They are affiliated with Youth on Mission (YOM).They traveled many hours (vans, trucks and cars!) to clean basements, garages, sort throughdonations in addition to doing special group projects with our children. We so very muchappreciate the time they give to Safe Harbor!

Debra Thompson and Linda Griffith have proven to be a dynamic duo, even though they are fairly new at volun-teering for Safe Harbor. They are long time friends and seem energized early on, by any project posed to them. This wasdemonstrated by their welcomed efforts to assemble a new greeting cards project, which will allow for strategic fundingfor the Safe Harbor child advocacy program.
