The World Radiocommunication Conference (WRC) held every three or four years. The task of the WRC is to

analyze and, if necessary, revise the Radio Regulations (RR), the international treaty governing the use of radio

spectrum, as well as geostationary and non-geostationary satellite orbits.

The Radiocommunication Assembly (RA) is the supreme organ of the ITU Radiocommunication Sector (ITU-R) in

the part of the study group (SG), the Radiocommunication Advisory Group (RAG) and the Conference Preparatory

Meeting Radio (CPM).

The next World Radiocommunication Conference (WRC-12) will be held in Geneva, Switzerland, from January 23

to February 17, 2012. The Radiocommunication Assembly (RA) precedes it and will be held from 16 - 20 January

2012. The agenda of the forthcoming WRC-12 includes 30 questions (Agenda Items).

The Arab Spectrum Management Group (ASMG) was established by the Arab Ministerial Council for ICT to cooperate and collaborate in the field of Spectrum Management.

The ASMG member countries are twenty two Arab countries.

Cooperate in the field of Spectrum Management by sharing and exchanging views on the emerging radio communication aspects. 

Negotiating to develop common Arab proposals for each Agenda Item of the WRCs. 

Assessing the progress of the studies pertaining to the Agenda Item of WRCs.

Preparing common Arab contributions and views on the matters related to ITU. 

Coordinate among member states on all issues related to the spectrum management.

ASMG preparation for the WRC-12 basically the ASMG meets at least once every year.

In the beginning of this Study Cycle, (11th meeting, UAE, from 2 - 6 March 08), the ASMG:

Elects the ASMG Management Team when necessary

Assigns a Chapter Rapporteur for each of the CPM Report Chapters

Assigns Coordinator for each of the WRC Agenda Items.

During the meeting the ASMG:Considers the reports by each of the above Chapter

Reporters & Agenda Item Coordinators as well as the other contributions from members sent to the meeting.

Discusses and analyses the different issues in relation to each of the WRC Agenda Items.

Update the common positions for the WRC-12 agenda items based on the proposals submitted to the meeting from the Arab Administrations.

Established a correspondence group to discuss and analysis of the studies relating to agenda item 1.2 and Mr. Nasser Rashidi from UAE was nominated as a coordinator for this small group.

Established a team headed by the ASMG Chairman to submit proposals on the recommendations included by reference and to prepare of the Arab position during the Conference with regard to agenda items 2 and 4.

Regional CooperationASMG firmly believes that the regional cooperation is a

fundamental aspect for reaching consensus on the studies of WRC issues and it anticipates maintaining its cordial relationship with the all Regional Groups.

1. Coordination at the Arab level:

ASMG discussed the importance of coordination with concerned Arab organizations and agencies such as Arab Broadcasting Union, the Arab Organization for Civil Aviation, ARABSAT, NILESAT, and it was agreed, this coordination is available through the participation of the delegations of these organizations and agencies in the ASMG meetings.

ASMG coordinates with the Arab Organization for Civil Aviation through the League of the Arab states to identify the spectrum needs of communication for the safe operation of unmanned aircraft systems in the bands allocated to the aeronautical mobile service with respect to item agenda 1.3.

With respect to agenda item 1.9, ASMG encourages the Administrations to coordinate with the national relevant authorities to find out the impact of the potential modifications to appendix 17 of the RR.

2. Coordination with other regional Groups:

ASMG (represented by Vice Chairman Dr. Imad Youssef Hoballah) participated in the meeting before the last of the CITEL group and the preliminary views of the Arab group for the WRC-12 agenda items were presented.

ASMG (represented by UAE Administering) participated in the APT meeting in 2009 and the preliminary views of the Arab group for the WRC-12 agenda items were presented.

ASMG (represented by Chairman and some of his Vice Chairman) participated in the ATU regional meeting of held in Geneva during the period 14 to 16 September 2009, where the Chairman of the ASMG presented the views of the Arab group on the agenda items of the WRC-12.

A coordination meeting was held with the RCC group on the sidelines of the ATU regional meeting.

Mr. Fabio Leite, the Deputy–Director of the BR, attended the meeting and gave comprehensive presentation on the ITU-R preparation for the WRC-12 and the current status of the relevant studies to the Agenda Items.

Mr. Albert Nalbandian, the CPM Chairman, attended the meeting and gave comprehensive detail presentation on the preparation process for the WRC.

ASMG invited the other regional groups to participate in the meeting and agreed to assign two days (4-5 March 2010) for the ASMG coordination with Other Regional Groups (Multi-Regional coordination ) towards the preparation for the WRC-12.

The meeting was attended by CEPT, CITEL, and RCC Regional Groups. Both APT and ATU were not able to attend due to conflict of time with other Regional Activities around the same period. The framework in these two days was as follows:

During the 1st day (4 March, 10), each of the Regional Groups (ASMG, CEPT, CITEL, and RCC) presented their latest Preliminary Positions for WRC-12 Agenda items. The floor was then open for any general questions or comments by the participants.

During the 2nd day (5 March, 10), bilateral Coordination Meetings between the ASMG and each of the three Regional Groups took place on specific WRC-12 Agenda Items, to further explain the Regional preliminary positions from these agenda items and the reasoning behind them, with aim to consider the possibility to converge the different regional positions.

“Enhancing the international regulatory framework (Res. 951)”

ASMG Position:

Some administrations are of the view that the Current Practice is sufficient to fulfill all efficiency and flexibility required, and there is no need to change the RR under this Agenda Item.

“Unmanned aircraft systems (UAS)”

ASMG Position :

These applications shall be limited to frequency bands allocated for aeronautical mobile service (R) and aeronautical mobile-satellite (R) service, providing that the studies prove the possibility of sharing with other existing services in these bands.

the type of Routes to be used for these systems must be determined, and should be provided in a specific Appendix as part of the RR, taking into account the safety and security requirements of other flights as determined by ICAO

“New aeronautical mobile (R) service (AM(R)S) systems in the bands 112-117.975, 960-1 164 & 5000 5030 MHz” (Res. 413, 417, & 420)

ASMG Position:Res. 413:

Support the studies and any regulatory measures to facilitate the introduction of the AM(R)S in the bands 112-117.975 MHz.

Res. 417: Support the studies to identify technical and operational

requirements to facilitate the sharing between the AM(R)S and the ARNS in the band 960-1164 MHz.

Support the studies to identify technical and operational requirements to facilitate the sharing between the AM(R)S in the band 960-1164 MHz and the RNSS in the band 1164-1215 MHz .

Support having additional Regulatory considerations to facilitate the introduction of AMRS in the band 960-1164 MHz .

Res. 420: Support the additional allocation to AM(R)S in the band

5000-5030, provided that the AM(R)S will not place any constraints on the existing services.

ASMG preparation for the WRC-12

The ASMG‘s 13th meeting considered the proposed structure of the WRC-12 resulting from the preliminary discussion of the 2nd Informal Meeting of the six Regional Groups during RAG-17.

The issue is still under consideration, study, and discussion in the ASMG.

It is anticipated for the ASMG to have its view on this issue by the end of its next meeting (ASMG-14) scheduled to be held from 28 November – 3 December 2010 in Beirut - Lebanon.
