Over the years, these pages of the Monday Morning Quarterback have featured pictures of ugly, damaging, and expensive potholes populating the City of San Diego. Years of neglect and underfunding of infrastructure improvements had left our roads in shambles. Finally, we got a Mayor in Kevin Faulconer who wanted to make first class public infrastructure a priority again. If you drive around San Diego today, you will see a lot more fresh, black pavement. More importantly, that ugly patch on your commute you used to have to swerve around is a thing of the past - or will be soon! It seems pretty silly, to think a basic function of government should be cause for celebration, but past leadership let the roads fall apart due to deferred maintenance at a major cost to the City - the full cost of preserving roads in good condition over time is less than half of the cost of letting an identical road deteriorate to the point of needing major repairs. Why wouldn't politicians pay attention to preserving roads then? The life-cycle of pavement is a lot longer than the term limits down at City hall. When issues such as pension obligations, police misconduct and a budget deficits boil over, infrastructure gets pushed to the back burner. Today, with the Mayor fulfilling his pledge to pave 1000 miles, and Councilmember Todd Gloria talking about "sexy streets", road repair is the talk of the town. However, the next crisis could be around the corner. During this time of relative stability at the City, it is good to see an effort to lock in this responsible approach to funding infrastructure. Councilman Kersey, Chair of the City's Infrastructure Committee, has crafted a proposal to make permanent the commitment to infrastructure as practiced by Mayor Kevin Faulconer and the current council. If passed by City voters, the Charter amendment would set aside for infrastructure any increases to sales tax

I've got to admit, (the roads are) getting better...Eddie Sprecco, Chief Executive Officer A little better all the time.... Over the years, these pages of the Monday Morning Quarterback have featuredpictures of ugly, damaging, and expensive potholes populating the City of SanDiego. Years of neglect and underfunding of infrastructure improvements had leftour roads in shambles. Finally, we got a Mayor in Kevin Faulconer who wantedto make first class public infrastructure a priority again.

This is a good approach, and a great first step. Despite what the naysayers write,Councilman Kersey's proposal was never meant to solve the whole problem, butto prevent the City from backsliding into another expensive deferred-maintenance hole. While looking for additional funding streams to complete therest of the infrastructure "catch up", it's good for taxpayers and voters to see theCity making this, and other, long-term reforms to infrastructure planning.

Good News/Bad News for America's Bridges...Help Neededon One Particular Bridge in San Diego!By Brad Barnum, Executive Vice President A report last week by the American Road & Transportation Builders Association(ARTBA) revealed that there are 2,574 less structurally deficient bridges in theUnited States in 2015 than in 2014. That is good news! The bad news is there are still 58,500 bridges structurally deficient, and one ofthe most travelled one in California is right in our own back yard...Carmel Valley! Before we name the exact bridge, let's provide a bit more detail. Of the 25,318bridges in California, 2,009, or 8% are classified structurally deficient. Thismeans one or more of the key bridge elements, such as the deck, superstructureor substructure, is considered to be in "poor" or worse condition. 4,419 bridges,or 17%, are classified as functionally obsolete, which means the bridge doesn'tmeet design standards in line with current practice.

Which bridge in San Diego you ask? Built in 1964, it is the 14th most travelledstructurally deficient bridge in California...Interstate 5 over Carmel Valley Road.Click here to see an eye-opening news story. The most travelled structurallydeficient bridge is on Interstate 5 over El Toro Road in Orange County. The recently enacted five-year federal transportation program does provide amodest increase in funding for bridge repairs. However, "it's going to take majornew investments by all levels of government to move toward eliminating the hugebacklog of bridge work" said ARTBA's chief economist. AGC couldn't agreemore, and we hope the Governor and State Legislature make good on thecommitment to fix the $77 billion of deferred maintenance in California, which is

mostly in roads, highways, and bridges.

Let's hope the I-5 Carmel Valley Road Bridge comes off the structurally deficientlist in 2016!
