BUDGET 2019/2020: As promised in our last Atoll, each
edition will feature another project from our 2019/20 budget.
One of the exciting projects funded in the budget is a plan for
the Old Depot on Home Island. This amazing building which is
part of the unique heritage of Cocos is in a state of disrepair
and the first step we are taking is to assess the structural
integrity of the building and develop a costed plan for its
preservation. While funding its restoration may take many
years and a significant investment, the intention is to ensure it
is structurally sound and does not deteriorate further until funds
can be sourced for its restoration.
BUDGET 2019/2020: Seperti yang dijanjikan di Atoll
sebelumnya, setiap edisi akan menyatakan projek dari budget
2019/2020. Salah satu projek yang menarik yang dibiayai
dalam budget adalah rencana untuk Depot lama di Home
Island. Bangunan ini yang luar biasa merupakan sebahgian

OFF-ROAD MOTORCYCLES: We have received a number of
calls from concerned residents about dirt bikes creating a
hazard and causing environmental damage to the fragile
coastline. We understand that space to undertake this
particular sport is very limited but ask that riders are
considerate of fellow residents and take care not to damage
the environment. Anyone wishing to discuss this matter is
welcome to contact me at the Shire.

WORKS UPDATE: The new commercial dish washer is being
installed into the Home Island Cyclone Shelter. The dishwasher
will make the clean-ups after function a lot quicker and easier
with the aim of reducing the amount of single use plastic crock-
ery and cutlery. We have purchased and installed two card-
board compactors as part of our efforts to re-purpose waste
materials. The waste management crew on Home Island have
commenced introducing cardboard bales into the incinerator
prior to the initial warm up stage of the burn which has reduced
the amount of fuel usage to 700 litres for the entire burn. Not
long ago we were using 2000litres plus oil each week to run the
incinerator. This is a great result and we expect that fuel usage
will be further reduced as we will be able to introduce more
cardboard resulting in reaching maximum temperature quicker.

BERITA KERJAAN: Mesin untuk mencuci piring telah
dipasang di rumah masyarakat Home Island. Mesin mencuci
pising akan membuat membersihan selepas party lebih cepat
dan muda dengan dengan tujuan untuk mengurangkan jumlah
kegunaan piring dan alat-alat plastik. Kami telah membeli dan
memasang dua kompaktor carkboard sebagai usaha kami un-
tuk mengunakan bahan buangan semula. Pekerja pengurusan
sampah di Home Island telah bermula untuk memasukan
bales cardboard dalam incinerator sebelum peringkatan awal
pembakaran yang akan mengurangkan jumlah minyak dipakai
sebanyak 700 lita untuk pembakaran seluruhnya. Tidak lama
yang lalu, kami menggunakan sebanyak 2000lita minyak atau
lebih untuk menjalankan incinerator. Ini adalah hasil yang san-
gat bagus dan kami yakin bahwa pengunaan minyak akan
lebih rendah karena kami akan mengunakan lebih banyak
cardboard yang mengakibatkan mencapai suhu maksimum
lebih cepat. Jika anda ingin tau lebih tentang inisiatif ini atau
tahu baginaman untuk menyumbang cardboard untuk

MAJU PULU KITA MASTERPLAN PROJECT UPDATE—
CLOSURE CENTRAL PARK WEST ISLAND: We are pleased
to be commencing work on installing the post for the shade
sails over the playground at Central Park on West Island - one
of the priority projects from the Masterplan. During the con-
struction period the park will be closed to the public and the
area secured with red flags and signage. Once the poles are in
place we will send measurements to the manufacturer so they
can cut the sails to size. We will install the sails as they as they
arrive which we anticipate will be in approximately 3 weeks. We
will once the works are completed and the playground is re-
open. We apologise for any inconvenience this may cause.
MAJU PULU KITA MASTERPLAN BERITA PROJEK—
PENUTUP TAMAN TENGGAH DI PULU PANJANG: Kami
gembira yang kami suda bermula memasang pos untuk lin-
dungan di taman permainan Tenggah di Pulu Panjang—sala
satu projek keutamaan daripada masterplan. Dalam waktu
pembangunan taman akan di tutup kepada masyarakat dan
kawasan dikurungkan dengan bendera merah dan papan
tanda. Setelah pol suda di tetapi kami akan mengirim ukuran
kepada pembuatan untuk memotong lindungannya. Kami akan
memasang lindungan dan mengarapkan ini akan sampai da-
lam 3 minggu. Kami akan mengetahu setelah pekerja ini suda
selesai dan taman permainan terbuka lagi. Kami mohon maaf
atas ketindakan ini munkin dapat menyebabkan kesulitan.
MAJU PULU KITA MASTERPLAN PROJECT UPDATE –
CYCLONE SHELTER HOME ISLAND: The Works Team has been very busy with the decking under the Cyclone Shelter on Home Island. This exciting project is progressing well and should be completed towards the end of the week. You can now see what the outcome will be and it looks fantastic giving
this space a great facelift and making it much safer to use.

RUMAH MASYARAKAT HOME ISLAND: Team pekerjaan te-
lah sibuk dengan menjalankan tugas decking dibawah rumah
masyarakat Home Island. Projek yang menarik ini sedang ber-
jalan degan baik dan munkin siap hujung minggu. Anda
sekarang boleh melihat hasilnya dan kelihatan sangat hebat,
memberikan ruangan ini lebih cantik dan membuatnya lebih
aman dan selamat.
MAJU PULU KITA MASTERPLAN PROJECT UPDATE –
TRANNIES BEACH: The filling of the gabion at Trannies beach
has been completed. These gabions will be installed to make a
decorative wall once the raised deck has been constructed
around the tree in the middle of the car park at Trannies.

IGNITE MANAGEMENT PROGRAM 29-31 JULY 2019: Our
four new supervisors, Ibrahim Macrae, Governance and Risk
Co-ordinator, Luluk Sloan, Asset and Property Management
Coordinator, Isa Minkom, Community Development Coordina-
tor and Sally Badlu, Senior Finance Officer had the privilege of
attending the three-day Ignite course last week. Ignite is a lead-
ership learning path for supervisors, team leaders and co-
ordinators in local government. It enables those who have lim-
ited experience in managing and leading people to develop the
competencies required to be successful in their role, while sup-
porting their effective transition to management .
As a result of the course these new leaders have gained a
better understanding of management and leadership, a mean-
ingful self-reflection of their personality traits and how they will
utilise this learning to improve in their daily roles as a team
leaders. It also gave them an opportunity to learn from the ex-
periences of their peers in other Local Governments. Congratu-
lations and thank you to the staff members for their commit-
ment.

semasa juga menyokong dengan hasil yang baik dalam pen-
gurusan mereka.
Hasil daripada course ini pemimpin baru telah mendapat pem-
ahaman yang lebih baik mengenai pengurusan dan kepimpi-
nan, refleksi diri yang bermakna dari sifat kepribadian mereka
dan bagaimana mereka akan menggunakan belajaran ini untuk
memperbaiki peranan harian sebagai pemimpin pasukan. Ini
juga memberikan peluang kepada mereka untuk belajar da-
ripada rakan dari Local Government yang lain. Tahniah dan
terima kasi kepada pekerja atas komitmen mereka.
These are a few items that I think may be of particular interest
but we are always willing to meet with members of the
community who are interested in knowing more about Shire
activities.

Parks & Gardens – Home Island
The Shire of Cocos (Keeling) Islands is seeking applications for a Parks and Gardens team member for a 12 month contract. The position will
focus on revamping the Garden Lot adjacent to Oceania House, managing the nursery and the development of a composting facility on Home
Island. The position is primarily based on Home Island, offers variety and training and requires flexibility to work in other locations. Applicants
should:
Be reliable
Enjoy working outdoors
Have an interest in Horticulture
Demonstrate confidence & safety around machinery
Be able to work with chemicals/spraying as required
Capable of working unsupervised
This exciting opportunity offers a chance to work for a Shire that is focused on quality customer service and takes pride in delivering local gov-
ernment services to a high standard with its team of approximately 35 employees. We want the person who join our team to share our passion

The remuneration of the position will be $28.63/hour which is in accordance with Level 4 of the Local Government Industry Award 2010 and
inclusive of district allowance. Other benefits include 5 weeks annual leave, 9% Superannuation Guarantee and Superannuation matching
scheme up to 5% as per Council policy.

LOCAL GOVERNMENT ELECTIONS 2019
ARE YOU ELIGIBLE TO VOTE?
Local Government elections will be held SATURDAY, 19 OCTOBER 2019. Now is the time to make sure you are enrolled to
vote.
To be eligible to vote in Shire of Cocos (Keeling) Islands Elections, you must be over 18 and enrolled on the seat of Lingiari or the Shire of Cocos (Keeling) Islands Owners and Occupiers roll. Voting in Local Government elections, while not compulsory, is
an important way for you to connect with grassroots government.
Residents in the Shire of Cocos (Keeling) Islands who are enrolled on the seat of Lingiari are automatically enrolled to vote in
Shire of Cocos (Keeling) Islands elections.
If you are over 18 and not enrolled on the seat of Lingiari, you must submit an enrolment application.
If you have recently moved to the Shire, you must update your enrolment to the seat of Lingiari.
You can find the electoral form for Federal, State and Local Government Elections on www.aec.gov.au or can be obtained from
the Post Office.
PROPERTY OWNERS
If you are on the Electoral Roll for the seat of Lingiari for your normal address on Cocos you are automatically enrolled to vote in the local government election and need to do nothing more. However if you own property on Cocos but are on the State Electoral Roll at an address outside the Shire of Cocos (Keeling) Islands, you will need to apply to be added to the owner’s roll for the
Shire of Cocos (Keeling) Islands in order to cast a vote.
OCCUPIERS
Do you rent or lease rateable property in the Shire of Cocos (Keeling) Islands but are enrolled on a State Electoral Roll at an ad-dress outside the Shire? Do you know you may still be able to vote in the Shire? To claim a vote you will need to be added to the
occupiers roll for the Shire of Cocos (Keeling) Islands.
Enrolment claim forms can be obtained from the Shire of Cocos (Keeling) Islands and should be lodged with the Chief Executive
Officer at the Shire. ENROLMENT CLOSES 30 AUGUST 2019.

Cocos Runway Updates
August 14, 2019 - The date that submissions for the Cocos Runway project are to be lodged with AustTender.
Did you know for the Cocos Runway Project:
A) That at least two major international companies, Fulton Hogan and Downer, will be submitting tenders for the Cocos Run-way Project.
Both companies have diverse operations and a long history with airport operations.
Fulton Hogan were on the Cocos (Keeling) Islands in 2012/2013 for the resurfacing project for the Cocos (Keeling) Islands Run-way.
It has been estimated that approximately 80 workers will be employed at the peak period for the project. The Cooperative has a target of at least 20 locally employed Cocos (Keeling) Islands residents for this runway project.
For the recent CareyMc Mini RAAF base on West Island the Cooperative supplied 8 workers for this project. To supply 20 work-ers for a project such as the Cocos runway project is achievable.
For the delivery of the estimated raw material tonnage for the Cocos Runway Project it has been estimated that approximately 29 ship loads of raw material will be required. Based on the indicated delivery period this will see a ship arriving at Cocos ap-proximately every seven days over a six month period.

Cocos Police would like to remind members of the community that all boats fitted with an engine of any kind must be regis-tered (Previously only over 6hp). This includes Personal Water Craft (Jetski’s). Registration of boats is now administered by WA Transport.
In addition to this, a recreational skipper’s ticket (RST) is required to be held by the person operating a boat (Including jetski’s) where they are fitted with an engine over 6hp.
Below is list of safety equipment required for operation around Cocos (Keeling) Islands.
VHF Radio – A VHF radio should be carried onboard a boat at all times around the Cocos Islands.
Flares – The minimum flare requirement is two red handheld and two orange handheld flares. Two Parachute flares can be carried in lieu of red handheld flares.
Bilge Pump/Bailer – A bilge pump is required to be fitted to all boats over 7 metres in length. For boats under 7 metres in length, a bailer (bucket) and length of rope is sufficient.
EPIRB – An EPIRB is required to be carried on boats going further than 2 nautical miles from shore. EPIRB’s should be individually registered with AMSA. If you have an EPIRB that belonged to another person you should check that it is now registered to you and your boat.
Lifejackets – Enough lifejackets are required to be carried onboard the vessel to enable every person onboard to have access to a lifejacket.
Jetski Specific Information
Every person onboard a Jetski must wear a lifejacket at all times.
A jetski needs to carry the same safety equipment as a boat.
Freestyle riding is prohibited within 50 metres of another vessel or person in the water, and within 30 metres of anoth-er jetski.
Kite and Windsurfing specific information
The Department of Transport has implemented new laws in relation to kite and windsurfers. As these laws are applied in Co-cos Islands they may affect you.

Although operators of kite and wind surfing equipment are not required to hold a Recreational Skippers Ticket (RST), they are still considered to be the responsible skipper.
A sailboard, kite surfboard or any other similar recreational equipment used by a person during sailboarding is taken to be a vessel.
As with all skippers, they are deemed by law to be responsible for the safety of their vessel and this includes obeying the colli-sion regulations that apply to all vessels.
Kite and windsurfers travelling more than 400 metres from shore are required to wear a lifejacket. They are also re-quired to carry either flares or an EPIRB (Personal Locating Beacons which can be attached to a lifejacket are recom-mended).
Civil Aviation Safety Authority Regulation prohibit the use of kites within certain areas, which includes the eastern side of the runway. If using kites on the eastern side of the airport runway, permission is required from the Airport Manag-er.
Commercial Operations
Vessels operating commercially (charter operations, supporting commercial activities, ect) must be in survey and hold a valid certificate of survey (unless they have an official exemption from AMSA).
Persons operating commercial vessels must hold the associated commercial qualification.
Cocos Police provide this information as a guide to boat users in the Cocos (Keeling) Islands. Police are available to discuss this information at any time. Various brochures, notices and stickers are available at Cocos Police Station.
In the coming weeks, Police will be conducting boating safety enforcement operations to ensure compliance with the rules.

EPIRB – Sebuah EPIRB diperlukan untuk dibawak disekoci yang pergi keluar lebih dari 2 nautical miles dari darat. EPIRB’s harus direjista dengan AMSA. Kalau kamu mempunyai EPIRB yang dimiliki oleh orang lain kamu harus periksa yang ia sekarang direjista kepada kamu dan sekoci kamu.
Lifejackets – Lifejackets yang cukup diperlukan untuk dibawak disekoci dan disediakan untuk semua orang yang berada dalam sekoci.
Keterangan Jetski
Setiap orang di jetski harus menggunakan lifejacket disetiap masa.
Jetski perlu untuk membawak pekakas keselamatan yang sama dengan sekoci.

How To Compost The average household throws away about 25 percent of its food. But if we composted the food, we would lighten landfill loads while creating nourishment for gardens and lawns. How do you start? Get a bottomless plastic, metal, or wooden container that holds about 80 gallons, or 10 cubic feet. Place it on the ground in a shady area of your yard. On the kitchen counter, set a small lidded container for catching compostables as you cook. What foods can go in the compost bin? Fruit peels, coffee grounds (and paper filters), eggshells, leftover vegetables. Don’t compost meat, cheese, or fish, because they attract animals. Skip cooking oil, which draws insects. What else? Any and all organic matter, dry materials, like torn-up newspaper, twigs, dead leaves, and paper plates. These items contain carbon, which gives the microbes that decompose the pile the energy necessary to work their magic. Food and other moisture-rich items, like grass clippings, supply the protein that microbes need to reproduce. Is there any upkeep? Watch the moisture level. The pile should be damp, like a wrung-out sponge—not soaking, like a swamp, or dry enough to blow around. If it’s too dry, sprits it with the hose. Too wet? Add shredded newspaper or wood chips. What about the smell? Maintain a thick layer of dry stuff, like dead leaves, at the top of the pile, and cover new food scraps with old compost (have a small shovel handy for this purpose.) How can you tell when a pile has decomposed? It usually takes four to six months for compost to turn into dark brown or black soil with a nice, earthy aroma. Once most of your pile fits this profile, take away the bin and let the finished compost continue to break down in your yard for a few weeks. Put the bin in a new spot to start a fresh pile. Kick it off by scooping in anything from the old pile that’s not quite decomposed. Finally, how can you use compost? Think of it as food for dirt. Spread it over your lawn to nourish the grass, or mix it into garden soil.

Geoscience Australia (GA) is seeking expressions of interest from appropriately qualified persons for the role of part-time caretaker of Infrasound Station IS06 and Geomagnetic Observatory CKI located on West Island, Cocos (Keeling) Islands.
IS06 is situated across nine sites – eight sensing elements and a Central Recording and Re-transmission Facility (CRF) – all located at the northern end of West Island. CKI is located near the Bureau of Meteorology offices.
The remoteness of the stations with regard to GA headquarters in Canberra requires appointment of a local contact and caretaker. The main duties include:
Maintaining the vegetation setback at both facilities
Notifying GA of any maintenance issues and carrying out minor repairs where agreed
Providing local assistance with shipping and logistics
Undertake other duties as agreed in advance

Easy Pay As the owner of a large company I went down to check out how every-thing was going. I noticed some guy just chilling in the coffee room. “Just how much are you getting paid a week?” “Two hundred bucks!” Replied the young man. Taking out my wallet I give him two hundred bucks and say, “here is a week’s pay and don’t come back!” Turning to one of the supervisors, I ask, “how long was that lazy bum working here anyways?” “He doesn’t work here,” said the supervisor. “He just walked in to ask directions!”
Boss Headache My daughter came home from school one day complaining of stomach pains. I told her maybe its empty, so put something in it. Later that evening my boss came by to pick something up and complained about having a headache. My daughter was standing there and told him, “that’s because its empty, try putting something in it.”

Eating Healthy Tips: 1. Cook from scratch This is one of the most important life skills you can learn. It allows you to have complete control of what goes into your food. 2. Eat a balanced diet Aim to eat a balanced diet that contains each of the food groups in the correct proportions. 3. Variety is key – eat the rainbow. Fill your diet with a wide range of fruits, vegetables, lean meats, fish, eggs, pulses, nuts, seeds, wholegrains and naturally low fat dairy foods. When it comes to fruit and veg, different colours provide your body with the different nutrients it needs to stay strong and healthy – it's not just greens that are good for you! 4. Understand what you're eating. Make an effort to learn about the food you're eating – we all need to understand where food comes from and how it affects our bodies. 5. Eat nutritious calories. Make sure the majority of your energy intake comes from nutritious calories that also provide your body with nutrients like vitamins, minerals, protein, fibre and good fats. Avoid empty calories. 6. Don't skip breakfast. B reakfas t k i ck -s ta r t s you r metabolism and helps you to be alert and awake throughout the day. Make sure you always eat a nutritious breakfast. Make it wholesome and make it count. 7. Read the small print. It's important to read packaging correctly. Be aware of the recommended portion sizes, and the sugar, salt and saturated fat contents. Remember that not all Enumbers are bad, but too many is often a bad sign. 8. Drink more water. Water is an essential part of your diet. Drink plenty of water and avoid empty calories from things such as fizzy drinks, energy drinks or juices with added sugar. Eat your calories don't drink them. 9. Keep active. Exercise is an extremely important factor in staying healthy so try to be as active as you can. 10. Sleep well. Make sure you get enough sleep – it's an essential part of being healthy and directly affects how well we are able to learn, grow and act in life. While we're asleep, our bodies have that all-important time to repair.
