    Where a product appears to be both a ood and amedicinal product, the medicinal legislation musttake precedence, and the product is subject toregulation as a medicine

    National Regulators can not decline to recognisesuch products as medicines, and must subject themto pharmaceutical scrutiny with a view to issuing amarketing authorisation

    Such unctional drinks must not be used toprepare oodstus, nor may ood containing thembe exported to other European Community (EC)member states.

    The ruling must be applied to uoridated water. Itestablishes that

    Fluoridated water, as a near-water drinkcontaining added minerals, is a unctional oodwith recognisable pharmaceutical properties. As such, it must be regulated as a medicinalproduct.

    In the absence o a relevant medicinal marketingauthorization or its supply to the public,uoridation o public water supplies in the UKand Ireland must stop immediately.

    All plans to urther expand uoridation in the

    UK must be suspended, pending mandatoryreview o its efcacy and saety and a decisionon the propriety o awarding it a marketingauthorization as a medicinal product.

    Fluoridated water must not be used in the

    preparation o any ood or retail or wholesalepurposes in the UK or Ireland

    Irrespective o any possible uture award o amarketing authorization, no UK or Irish oodmanuacturer using uoridated water in thepreparation o their products may export themto any other EC country.

    No ood manuacturer in external statespractising water uoridation may export theirproducts to any EC country i they use it toprepare their products.

    This decision o the Court is binding on all ECmember states, and is immediately enorceable in

    the national legislation o member states.

    Abstract

    In a landmark decision o the European Court (ECJ) in the case o Warenvertriebs and Orthica, on theregulation o oods that appear to be on the borderline between oods and medicines, the Court ruled

    AnalysisA central argument in the dispute over the legality o water

    uoridation is the claim by the Medicines and HealthcareProducts Regulatory Agency (MHRA) in the UK, and theIrish Medicines Board (IMB) in the Irish Republic, thatuoridated water is a borderline product. These regulatorshold that water is a normal part o the human diet, andthereore, in their opinions, it is a ood and not subject tomedicinal regulation. Within the Commission itsel there isalso evidence o a persistent and inexplicable reluctance toapply relevant Case Law rulings by the European Court to thehighly controversial practice o water uoridation in the UKand Ireland.

    Fluoridated water is a unctional ood, andthereore a medicine.

    However, in this crucial decision in 2005, the Court ruledthat oods that are ormulated to have both a nutritive anda medicinal unction (unctional oods) must always beregulated as medicines, and subject to ull prior marketingauthorization (product licensing). Such unctional oodsinclude near-water drinks with minerals added3, anduoridated water alls frmly within the scope o this ruling.This decision reects the principle o non-cumulation olegislation4 - where a product appears to all under twodisparate legislative codes, one must take precedent overthe other. As a general principle, medicinal law is always therelevant code where a product has, or is marketed as having,medicinal eects on the consumer.

    Fluoridation proponents claim that uoridated waterhas the mineral uoride added to it, to ortiy a supposeddefciency in natural (calcium) uoride. The purpose o thissupplementation is specifcally to prevent dental caries, andthe product is marketed with this claim as the sole justifcation

    or its supply. In act this practice is undamentally unlawul,since the source material - uorosilicic acid - is not includedin the positive list o permissible sources o uoride that maybe added to human oods, as set out in Annex II o the oodadditives legislation.5

    However, even i uorosilicates were permissible sourceso uoride under the EC legislation, uoridated wateris a unctional ood, and as such is thereore entirelysubject to this ECJ decision. The Medicines Directive(65/65/EEC) clearly established the classifcation criteriathat must be applied to products that are medicinaleither by presentation or unction, and this recent 2005ruling simply clarifed its application to unctional oods.

    It has in act clearly been the case that since 1965 uoridatedwater met both criteria that defne a product as medicinal.This ruling exposes the ailure o the UK and Irish regulatorsto designate uoridated water as a medicinal product, inviolation o the EC legislation since the transposition o theDirective into national law. It implies that regulators who haveailed to comply with that legislation have been in breech othe Directive or the whole o the subsequent period.

    Removal o regulators discretion to designatemedicinal productsThe ruling states that regulators in member states can

    no longer exercise discretion in applying (or in the case othe UK and Ireland, reusing to apply) the provisions o theMedicinal Products Directive6 to such borderline products,thus avoiding regulating them under medicinal legislation. Ineect with this ruling the concept o such dual unction andthereore legally ambiguous - borderline products has beenabolished rom European law.

    This ruling exposes the ailure o the UK and

    Irish regulators to designate uoridated wateras a medical product.

    In both European law and the English (and Irish) laws derivedrom it, such medicinal waters have long been excludedrom regulation as water or human consumption (drinkingwater)7. They may also not be used in the preparation ooodstus8. This ruling substantiates my previously publishedopinion9 that the product does not all within the scope othe oods or the drinking water legislation. In addition there isstrong evidence that water uoridation results in a signifcantincrease in the background prevalence o chronic uoride

    poisoning, which may be revealed as dental uorosis inup to hal o all people living in uoridated water areas.10

    The legislation dealing with the use o minerals in oodstusstipulates that i:

    a harmul eect on health has been identifed, thesubstance and/or the ingredient containing the substanceshall . . . be placed in a list o prohibited substances, andits addition to oods or its use in the manuacture o oods

    shall be prohibited11

    The Court ruling confrms that there is an absoluterequirement or all such unctional drinks to be subject tothe same level o strict scrutiny that must be applied to theconsideration o any licence application or a pharmaceuticalproduct. In the present state o scientifc knowledge o thehazards o uoride generally, it would be impossible to justiythe award o such a licence (and no uoridated state has yetmade such an award), and the uoridation o public watersupplies must cease immediately.

    Fluoride in any orm or product - must now be placed on alist oSubstances under Community scrutinyand subject tourther scientifc review, reecting the mandatory applicationo the precautionary principle which is now entrenched in ECood law under the General Foods Regulations.12

    sodium and potassium) that are listed as permissible sourcematerials in the Annex, but are not generally used or thispurpose in the UK or Ireland. Indeed, even water that containsappreciable amounts o natural uoride may now be subjectto medicinal regulation, since artifcial uoridation is aimedat correcting any supposed defciency in the backgroundlevel o uoride in drinking water, with purely medicinal(prophylactic) intent.

    Fluoridated populations in both the UK andIreland have high rates o dental uorosis...

    It is well-established that the development o a numbero adverse pharmacological reactions to uoridated water isassociated primarily (but not exclusively) with the presence othe uoride ion, and that water containing sufcient uorideto inuence tooth decay also produces the same adversemedical reactions that are develop rom consumption oartifcially uoridated drinking water. Moreover, the existenceo a dose-dependent response in the development o anumber o adverse medical reactions confrms that it hasspecifc pharmacological eect on the human body at therecommended concentration. Evidence that uoride atthe so-called optimum concentration (0.7 to 1.0 parts permillion) causes harm, regardless o its origin, comes romall populations using water that contains naturally-occuringcalcium uoride at sufcient concentrations, as well as romthose that drink water deliberately dosed with uorosilicatesor sodium uoride.

    Fluoridated populations in both the UK and Ireland havehigh rates o dental uorosis, although data on this conditionare collected ofcially only in Ireland. The reusal o theregulators in these two states to classiy uoridated wateras a medicinal product appears to be the result o politicalpressure on them to preserve the status quo, rather than theresult o an impartial application o the medicinal rules thatgovern the use o such products in the EC.

    Urgency o actionExposure o inants to uoridated water or even a ewmonths at critical stages o development can result inpermanent damage to both primary and secondary dentition,as well as long-lasting and severe psychological harm anddistress to many. It may also lead to other chronic, andsometimes atal conditions, including the bone disease,osteosarcoma. Prevention o such damage in the uture canonly be achieved by an immediate withdrawal o the productrom public distribution.

    Failure o regulators to implement the

    Medicines or Human Use Directive.The designation o uoridated water as a medicinalproduct is now clearly compulsory and inescapable. TheMHRAs and IMBs continued ailure to implement thevarious rulings o the Court establishing the classifcationo medicinal products must be subject to immediateinvestigation, since the mandatory designation o theproduct has been evident or many years.

    The MHRA and IMB insist that, in coming to their decisionson the status o uoridation chemicals, they take intoaccount all o the actors relevant to the use o the product.This distracting claim applies mainly to borderline cosmeticproducts, where there may be reasonable uncertainty whetheror not a cosmetic product also has specifc properties that maybe considered to be aimed at correcting an external blemishor similar disease condition. But in the case o consumableuoridated water, no such ambiguity exists it is promotedas having specifc prophylactic properties, and is intended toexert a direct pharmacological eect on the actions o cells inthe tooth enamel that repair damage caused by decay.

    The only credible interpretation o thisremarkable instance o maladministration is

    that they have bowed to political pressure...

    The evidence that the uoridation o drinking wateris in violation o the medicines legislation and that it isaccompanied by substantial public harm has been in thepublic domain or many years. It is now impossible orthese two regulatory authorities to claim ignorance othe legal and medical evidence against the practice. Theonly credible interpretation o this remarkable instanceo maladministration is that they have bowed to politicalpressure to support national water uoridation policies,and placed it above their primary duty, the protectiono public health and welare against unacceptable andunlawul medicinal products.

    Equally, the evident unamiliarity o a number o EuropeanCommissioners, their advisers and ofcials, with the medicinallaw o the EC, and their ailure to correct this situation inthese two member states is a matter o grave concern. Even

    Moama/Mathoura (Murray Shire), pop. 3,100Local residents o Murray Shire have strongly objected

    to the plans o their Council to uoridate the Shires publicwater supplies.

    Residents organized an inormation evening on the1st o September and invited a number o speakers,amongst which were Mr. Dennis Stevenson ormermember o parliament, ACT, as well as two local medicalpractitioners. The result was an overwhelming voteto reject uoridation. In response, the Shire organized

    inormation sessions on the 12th o November, the frst inMathoura at 4.00pm and the second in Moama at 7.30pm. The attendees were not swayed by the argumentsrom the person (Dr. S. Sivaneswaran) representing theNSW governments Centre or Oral Health Strategy. Thespeech by the anti-uoridation speaker, Mr. Roger French,President o the Natural Health Society o Australia wasvery well received.

    The anger o the audience was palpable and resultedin a lengthy question and answer session, during whichit became apparent that the speaker FOR uoridation,Dr. Shanti Sivaneswaran was totally unaware o the

    the validity o the present study mandate to the ScientifcCommittee on Health and Environmental Risk (SCHER) onwater uoridation chemicals is open to serious question -since the product is undoubtedly medicinal, the responsibilityto scrutinise it rests directly with the European MedicinesEvaluation Agency (EMEA). The ailure o EMEA to meet thisobligation in the case o water uoridation is a matter o greatconcern, as also is the remarkable decision by the DirectorateGeneral or Health and Consumer Aairs (DG-SANCO) tocall or scientifc inormation on water uoridation withoutrequiring the involvement o the EMEA.

    Conclusions.Mandatory responses demanded under the

    Precautionary Principle

    1. In the absence o a relevant medicinal product licence,the supply o uoridated water to the public must ceaseimmediately, and all new plans to expand uoridationto new areas o the UK abandoned.

    2. Measures must be taken to establish the true extent othe medical damage caused by the improper supplyo this unlawul product to both the UK and the Irishpopulations. At present inormation on the prevalenceand severity o dental uorosis is available only in Ireland although twice as many people (5-6 million) live inuoridated water areas in England, no attempt has beenmade by the Dept o Health to record its prevalencein the UK, and the very existence o the condition isdisputed by uoridation promoters, despite evidencethat both moderate and severe uorosis exist in the UK,

    just as in Ireland. An immediate study o the prevalenceand severity o dental uorosis in the UK is necessary toprovide or remedial dental intervention to those whohave been damaged by this improper state policy.

    3. The use o uoridated water in ood preparation mustcease immediately, irrespective o any possible attemptthat might be taken to license uoridation chemicals.

    As a unctional ood its use in ood preparation isprohibited, as also is the export o oods prepared inthose acilities in the UK and Ireland to which uoridatedwater is delivered or the purpose o ood preparation.The ECJ ruling states that even i a product o thisdescription is marketed legally as a ood in one memberstate, it cannot be exported to another member stateunless it has the relevant medicinal product licence.Since the product is ormulated using an unauthorisedand unlicensed source material, its supply to the general

    public is unlawul, and both domestic sales and theexport o any ood products containing uoridatedwater to other EC member states is prohibited.

    The ruling implies that processed oodsprepared using uoridated water in any

    country outside the EC is also prohibited romimportation into the EC.

    4. The ruling implies that processed oods prepared usinguoridated water in any country outside the EC is alsoprohibited rom importation into the EC. This eectively

    indicates that the substantial trade in such ood productsrom the USA, Australia, New Zealand and otheruoridated countries to all member states in the EC isprohibited. An immediate review o the easibility othis consequence o the ruling is imperative, since an

    international agreement to abandon all water uoridationis the only practical solution to the avoidance o a verysignifcant obstacle to the continuation o relevant tradebetween all those states involved.

    5. In view o the evidence o the proven relationshipbetween exposure to environmental uorides in allorms and the current pandemic o chronic uoridepoisoning, the use o any orm o uoride in dual purposeunctional products (including uoridated water, oodproducts prepared with it, and uoride toothpastes and

    other dental preparations) must be subject to immediatereview. The precautionary principle must be applied, toprotect the public rom the marketing o the innumerableproducts containing this substance, to which the publicis currently exposed without monitoring or restraint.

    6. The sole (and highly questionable) pretext o theadministration o uoride to humans in ingestibleproducts is medicinal. Its anomalous inclusion as amineral in the ood additives legislation, and o attemptsto register substances containing uorine as a permissibleingredient in oods, are entirely unacceptable. Sincethere is no scientifcally proven nutrient unction o

    uoride,13 its continued inclusion (in any orm) in thelist o authorised minerals that may be added to oodsshould be subject to immediate revocation.

    7. In this landmark ruling (Warenvertriebs and Orthica,2005) the Court also stated that the concept o an uppersae level or uoride intake in Article 5(1)(a) o the FoodSupplements Directive(2002/46/EC) is not relevant orthe purposes o drawing a distinction between medicinalproducts and oodstus. It is thereore purely thetoxicological characteristics o ingested uoride that arerelevant to the assessment o its medicinal properties,and these can only be examined by using recognisedrigorous pharmacological standards that evaluate its

    The unearthing o a 2005 European Court o Justiceruling by Douglas Cross, and his subsequent detailedorensic analysis, has revealed widespread implicationsor manuacturers and suppliers o oods and drinkswhen uoridated water is used in any manuacturingprocess.

    The signifcance o the Court decision appears to be basedon the common sense reason that i a substance is providedto the citizen to treat that person or a particular condition,or i there is any uncertainty whether a substance is a ood ormedicine, then a precautionary approach must be taken, andthat substance must be classifed as a medicine.

    So i an inorganic uoride compound is used to manuactureoods, or is added to a domestic drinking water supply to treatconsumers with a chemical or tooth decay, then the logicalconclusion, which any reasonable and unbiased person mustreach, is that the chemical used must equally be a medicine.

    In the UK, or several years, the Medicines and Healthcareproducts Regulatory Agency (MHRA) had obstinately reusedto acknowledge that uoridated water is a medicine. Howeverin order to justiy its stand to another UK Authority, the MHRAfnally revealed that it was relying on a ruling o the EuropeanCourt o Justice (ECJ) or its ongoing claim that uoridatedwater was not a medicine.

    Earlier this year, Doug Cross tracked down the original ECJ

    ruling, and discovered that the MHRA was blufng. In actthe ECJ decision handed down on 9 June 2005, althoughnot specifcally mentioning uoridated water, appeared tobe quite defnite in its decision regarding regulation o oods,and as Doug Cross shows, uoridated water must come underthat category.

    The Court decision regarding regulation o oods wherea products that appears to be on the borderline betweenoods and medicines was thatthe medical legislationmust take precedence, and the product is subject toregulation as a medicine.

    Advocate General Geelhoed had previously delivered a

    related European CourtOpinion, on 3 February 2005. Thatwide-ranging 27 document addressed over 20 questions. Hethen provided anAnalysis with Preliminary remarks.

    A substance is a medical product i it is presented ortreating or preventing disease in human beingsand itis a medical product i it can be administered to humanbeings with a view to making a medical diagnosis or torestoring, correcting or modiying physiological unctionsin human beingsI a product can be made to ft withinthis two-part defnition, then under Community law itis a medical product. (emphasis added). Paragraph 29.

    The case-law shows thatIt includes not only products presented or treating or preventing diseasebut alsoproducts that create the impression in the average well-inormed customer that they possess such therapeutic or

    prophylactic properties. Paragraph 30.

    the legal regime or medical products should be morerigorous than or oods, since their use in consumption

    may present particular risksOn the other hand, theremust be sufcient assurance that products which claim tohave medical properties do indeed have these properties.Paragraph 35.

    Whenever a Member State proceeds to treat as medicinala product that elsewhere in the Community is regarded

    as a oodstu or special ood, it should justiy its decisionwith objective scientifc data. Paragraph 37.

    The fnal Court Judgment on 9 June, 2005 embracedthe earlier 3 February 2005 Opinion, with widespread andproound implications not only or all European Community(EC) countries, but also or other countries throughout theworld (including Australia) which to date have exportedoodstus or drinks which contain or have been processedwith uoridated water to the EC.

    As to oods which are watered/irrigated with uoridatedwater during their growth and which consequently containelevated levels o uoride, it is likely that the Court rulingwould also apply to such oods.

    ... the majority o Australians oppose uoridationwhenever given the opportunity to vote.

    The diligent and detailed investigation by DougCross has provided logical, compelling and apparentlyindisputable reasoning that the EC ruling must apply touoridated water. Communities throughout Australia have,with the very rare exception, consistently voted againstuoridation at Council reerenda and Community Polls, otenby an overwhelming majority.

    Recent examples include: Tenterfeld NSW, residentsvoting against uoridation by a 7 to 1 margin on 12thNovember, 2005 (789 against, 199 in avour). This is theourth overwhelming vote against uoridation by Tenterfeldresidents since 1962.1 Balranald NSW residents voted by over

    8 to 1 against uoridation in October 2009. (see page 11, thisissue).

    This shows that the majority o Australians opposeuoridation whenever given the opportunity to vote on thescheme. On behal o that majority o Australians, we thankDoug Cross or this article, which we publish here with hispermission.

    Governments and regulatory authorities in countries outsidethe EC have both moral as well as economic/commercialobligations to take account o the EC ruling regarding itsapplication to domestic drinking water supplies to whichuoride chemicals have already been added, or in locationswhere uoridation is proposed. No urther uoridation oany public water supplies in Australia should be implementedand uoridation o all existing drinking water supplies shouldcease.

    Lets begin by looking at and exploring a number o itsaspects. It is the French hydrologist or water scientist, Pro.Louis-Claude Vincent who states that within our bodies,water primarily ulflls the unction o cleanser. Water absorbsour bodies waste products and other toxic compounds whichthen leave the body through the urinary tract. It is thereore,according to Vincent, very important that water be as emptyas possible. The less the number o natural elements dissolvedin the water, the better it is able to absorb our metabolic wasteproducts. Our own (i.e. Dutch) Cornelis Moerman knewnothing about Vincent, but with his considerably morethan average intuition, he gave all his patients distilledwater.

    I you attempt to put an electric current through water youwill fnd it meets resistance. Electric currents do not travel wellthrough it; the resistance number is high and expressed inohms. Vincent expressed the emptiness o water in numbers.

    According to him, good water should show a resistance o16,000 ohms in order to qualiy as a good cleanser. I havetested many tap-water samples in the Netherlands and theaverage lies somewhere between 1,000 (bad news) and6,000 (acceptable). Usually one fnds samples measuringbetween 1,500 and 3,500 and that means the drinking wateris unsatisactory because it leaves waste products inside thebody. Spa Reine (bottled water brand available in Europe) isvery good (between 29,000 and 30,000). Brita flters above allelse improve the taste o water (they do not remove uoride Editor). Reverse osmosis flters are good but expensive. I

    you have to date been drinking Spa Reine, you will eventuallyrecover the costs o a reverse osmosis system by rerainingrom buying bottled spring water.2

    KIDNEYSOur kidneys carry an enormous workload. The greater the

    number o elements dissolved in water, the easier it carriesan electric current, i.e. the resistance is low. Urine shouldcontain many processed waste products resulting in a lowresistance. On Vincents device the number we should see is40. The worse the kidneys perorm, the higher the resistanceand thus the reading.

    Judging rom the hundreds o tests we haverun, we can conclude that the populations

    kidneys are in bad shape.

    job, but we have come across measurements that are muchhigher. For those patients who have had cancer, an increasein the ohm reading may also be indicative o metastasis, or aspread o the cancer rom one site to another. I have or manyyears suspected that cancer is in act the endpoint or resulto a whole-body poisoning; the accumulation o toxins thatresult rom the diminished fltering unction o the kidneyscertainly points in that direction.

    ESSENTIAL MINERALS MUST BE ORGANIC TOBE ABSORBED BY THE BODY

    Isnt it then necessary that we obtain the essential mineralsour bodies need through the water we drink? Isnt calciumgood or bones, iron good or blood and zinc or the productiono enzymes? It is (the Belgian engineer) J.Y. Verheyen whoclarifes the process in his book, Healing Water. So how do wethen obtain these minerals?

    Soils contain all the minerals we need, and a number thatwe dont. I we tried to obtain our bodies needs by eating the

    raw earth we would develop serious nutritional defciencies.Only the worm can survive this way.

    Happily, there are natural organisms that do a great jobabsorbing these inorganic minerals and give them lie bybinding them to their own proteins. These are the soil

    Dr Moolenburgh published the book Op je Gezondheid! (To your Health!) in 2005.1 More than anythingelse, it is a reection on his lengthy career as a medical practitioner, which he commenced in 1953. As yetpublished in Dutch only, The Australian Fluoridation News readers are the frst to have access to an English

    language version o any o its contents.The book is divided into 3 sections, the frst one o which is entitled The Body, the second The Emotional

    Dr. Hans Moolenburgh is a Dutch cancer therapistand general practitioner with extensive knowledgeo the eects o uorides, including heading a groupo doctors studying the eects o uorides on thehealth o the population o Holland. The studiesshowed that patients were adversely aected byuorides in water. He lead the successul campaign tourther prevent artifcial uoridation o public watersupplies throughout Holland and the cessation owater uoridation in all towns which had previouslybeen artifcially uoridated, including Rotterdam.     bacteria; they turn these minerals into an organic, livingsoup, which is then absorbed by the fne root systems oplants. Once these metamorphosed organic minerals havebeen absorbed by plants it is the resultant doubly enrichedminerals that we consume. In other (scientifc) words, soilbacteria are autotrophic (meaning that they can survive onsimple inorganic minerals) whilst plants, animals and humansare heterotrophic (deriving their nourishment rom othersources).

    What this means is that i we spray our crops with toxins anduse simple inorganic ertilizers, we are causing serious stressto the soil bacteria, which then have a diminished capacity

    to transmit essential minerals. This explains the dierences in

    the mineral content o oods grown organically, as opposedto those which are grown commercially or chased out o theground3 by means o inorganic ertilizers. This is basicallywhat is behind the disturbing fgures contained in Table1.4

    Vincent also discovered a dierence between the mortalityrates o communities that drink river water containing highrates o inorganic minerals, as opposed to those which drinkwater obtained rom deep within the earth. The mortality rateso communities which use the Seine as a source was doublethat o communities living on the Massi Central, where wateris pumped up rom great depths and is clean. Volvic (bottledspring water) comes rom the latter, and is the recommendeddrink or tourists. According to Verheyen, because the waterthe Dutch drink comes out o the Rhine, it has already beenthrough a German fve times. That comment may be a littleexaggerated but its defnitely o putting!

    Unortunately at present our bodies are expected to copewith more problems than just the inorganic minerals alreadyin the water. For various reasons, substances are added topublic water supplies. Let me name but a ew.

    CHLORINEThe frst decade o the 20th Century saw the construction

    o water reticulation systems in most industrialized societies.My grandather did some research into the many water wells(within his own township) still in use. He discovered thatthe Jewish butcher had the cleanest, whilst that o the localGentlemens Club stank o stale urine. He was thus awardedhis degree in medicine on the 25th o September 1885 onthe basis o a thesis on the water supply in the provincial

    capital o Groningen, which amongst other things led to theconstruction o the modern water supply system within thatcity.

    This process happened also in the US, where a controversy

    arose about the need to rid the water supply o harmulbacteria. Controversy arose about the means to achievethat goal, should it be chlorine, UV-light or ozone? Themanuacturers o chlorine won the day. During 1912 we seeor the frst time the term heart attack as an ofcial diagnosis.Is there a connection?

    During the Vietnam War (1964-1969) an American HealthOfcer by the name o Joseph Price perormed many autopsieson American servicemen and Vietcong soldiers, all young menin their twenties. To his amazement he discovered that theVietnamese soldiers had clean coronary arteries, whilst three-quarters o American soldiers were already suering rom the

    initial stages o coronary arterial calcifcation.He noticed that the layers inside the coronary arteries

    resembled the coating on the inside o hoses rom the milkingequipment that his ather used on the amily dairy arm. Uponarriving home rom the war, he asked his ather how he wasmanaging to clean the milking machine hoses and was toldthat there was no longer a problem because he had substitutedwell water or the chlorinated public water supply.

    Price wrote a book on the subject: Coronaries/Cholesterol/Chlorine. (In print or many decades, a new edition appearedin 2008 Editor). It is highly recommended reading.

    Although chlorine and uorides can both be added topublic water supplies, there is a considerable dierencebetween the two. Fluoride is not an essential nutrient, youcan breed multiple generations o animals on a uoride reediet and they will be very healthy indeed. Chlorine on the

    other hand, is an essential nutrient. We must take it as a salt;or example as kitchen salt, which is a compound o sodiumand chlorine. But chlorine gas, added to swimming poolsand water supplies, is toxic. Luckily the Amsterdam Water

    Authority currently uses ozone, which is sae. In the past, thestench o chlorine would hit you every time you poured aglass o water, but now theres no trace o it.

    FLUORIDEDuring WWII, Einstein warned Roosevelt, then the US

    president, that the Germans were possibly developing anatomic bomb. In order to beat the Germans in this race, an

    enormous manuacturing complex was then constructed inthe Nevada desert. The raw material or this bomb was oundin raw uranium, which consists o two isotopes: U-235 andU-238, o which only U-235 was needed. In order to get atthe U-235, the uranium had to be combined with uoride,ater which the two isotopes could be split rom one another.The volatile compound thus created was called uraniumhexauoride (hereater simply reerred to as Hex).5

    During the atomic bombs productionprocess, uranium hexauoride escaped intothe air rom exhaust chimneys and resulted inproblems or man, animals and vegetation.

    Chemistry specialists rom an American University wereasked i this substance could cause problems and wereinormed that its health risks were considerable. During theatomic bombs production process, Hex escaped into the airrom exhaust chimneys and resulted in problems or man,animals and vegetation. Also discovered was the act thatuoride on its own was responsible in large measure or theproblems created.

    Ater the war, no one wanted to dismantle this industry;due partly to the arms race between the US and the USSR,and partly due to its potential or power generation. Atomicenergy or Peace became the catch-cry. This meant thatincreasing amounts o uoride would be used, whilst thepublic in the meantime began to catch on as to how deadlypoisonous this substance was, even in miniscule amounts.

    Then a very nity PR project took o, based on the act

    that in areas that contained an amount o natural uoridein the water supply, teeth were ound to be harder. Thatthose teeth were also brittle and broke very easily, just asa dead branch breaks much easier than one thats living,is a act that was kept very, very quiet.6 Thus was the toxic

    waste uoride sold to the American public as the newwonder cure against tooth decay. This was the frst time inhuman history that an extremely dangerous substance wasrecommended and promoted or purely commercial andpolitical reasons.

    The steel and aluminium industries very quickly saw anopportunity to save themselves untold millions in law suitsbecause they too were guilty o emitting toxic uoride wastes.

    And so was created one o the most powerul lobbies in theworld and the uoridation o public water supplies.

    A substance that had to be stored at considerableexpense and could only be used as a rat and cockroachpoison (at hal a dollar per ton) could suddenly be sold or$256.00 per ton to public water authorities.

    This was the frst time in human historythat an extremely dangerous substance wasrecommended and promoted or purely

    commercial and political reasons.

    A proft o a billion dollars per year was born in spite o theact that we now know that it causes an increase o 10% p.a.in the cancer mortality rate7; that the intelligence o childrenis negatively aected8 and countless other health problemsare created; and yet in Anglo-Saxon territories there is stilla continuing push to uoridate, using all possible meansincluding lies.

    WHY IS FLUORIDATION STILL PROMOTED?This bizarre situation does give rise to all sorts o theories as

    to why the body politic continues to push uoridation. One othose theories is that the population becomes more malleableand docile when the water supply is uoridated.

    The passion to regulate the lives o others isdeep seated in many individuals.

    The Russians during the 2nd World War put uoride in thewater supply o their prisoners o war, or at least the man whosupplied them with the chemical told me that9. Also Perkins,the man in charge o the IG Farben chemical conglomerateater the war, said that Hitler was planning to uoridatecolonized populations in order to keep them well under thethumb10. Personally I think that behind the not-so-rationaluoridation is a much more sinister phenomenon.

    Beore I pursue that though, I just want to put (Dutch)readers at ease. Since 1976, uoridation no longer happens

    in the Netherlands; it was eradicated ater a bitter eight-year struggle and was in act the trigger or a change tothe Dutch Constitution. A clause guaranteeing integrity othe body was added. So not only is uoridation against thelaw, but it is also unconstitutional.11

    To explain what I consider to be the background ouoridation, we need to explore the work o the Russianphilosopher Ouspensky. According to him, every event thathappens on this planet is due to one o three orces, a positiveor activating orce, a negative or opposing orce, and onethat ulflls a neutralizing or synthesizing unction. The termspositive and negative do not connote value judgments, just asthe terms positive and negative electricity are value-neutral.Let us take as an example a sculptor at work. He sees the

    sculpture in his head - that is the positive. He has to work on ahard marble that is a negative. He makes the statue with histools, the hammer and chisel thats the neutralizing orce.

    Second example. A political party takes all measures thatit can in order to give all citizens a air and equal incomeusing the power o incumbency that is an activating orce.

    Another party fghts this stance and wants every individual tobe able to earn as much as he/she can get his or her hands on that is the opposing orce. At the next election both partieswin an equal amount o seats they make a compromise -that is the neutralizing orce.

    In the realm o minerals we see something o the same.

    There are minerals that are called essential because we needthem to build and maintain our bodies. These include amongstothers calcium, potassium, magnesium, phosphorus, oxygen,nitrogen, zinc, copper, manganese, cobalt and selenium.They belong to the positive orce category.

    there are elements that limit our lives,especially the cumulative toxins. One o

    the most important is the aging mineral,uoride

    Imagine that these were the only elements in existence. Ithat were the case our lives would be orever be on a positivepath and we could become as old as Methuselah. In order toensure that the planet does not become too overpopulatedhowever, there are elements that limit our lives, especiallythe cumulative toxins. In this category we have amongst

    others lead, mercury, arsenic, radioactive elements and one

    o the most important, the aging mineral, uoride (see Dr.Yiamouyianniss book,7 - Editor). These can be reerred toas the negative orce. These elements are also essential ina way, but not so as to save and preserve lie, but to keeppopulation numbers as a whole within limits; death-creating

    elements exercising control and preventing rampant growth.

    Finally, you have the neutral elements, gasses like heliumand argon. Up to now we have not discovered as to whetherthey ulfll any unction within our bodies. Still I suspect thatthey have a neutralizing unction, intended to keep a balancebetween positive and negative orces. This could be theneutralizing or harmonizing orce.

    It is probably this scenario that oers a solution to themystery as to why, in spite o all the evidence against the

    eectiveness o uoride as a tooth-decay preventative,there are still countries, primarily those belonging to the

    Anglo-Saxon block, which uoridate their public watersupplies.

    MORE CANCER; LESS FERTILITY: FLUORIDESPOPULATION LIMITING PROPENSITY.

    One o the most worrying phenomena o our times is theoverpopulation o our planet. That great pruner o humanity,the newborn death rate, has largely disappeared. I there isnot some limit put on the worlds population explosion, thenwe will not be able to prevent a catastrophe. There will not

    be enough ood, not enough water and too much waste. Isuspect that the leaders o humanity propagate uoridationas an attempt to limit the population explosion. They are notconsciously doing it, because there is too little written on thesubject within the uoride literature.

    The decisions are made under the inuence o collectiveunconscious orces; what Jung defned as archetypes.

    We know rom many statistical studies thatthe annual cancer death rate is 10% higher in

    uoridated areas

    We also know that uoride diminishes ertility.13 There ismuch scientifc evidence that proves the population-limitingpropensity o uoride.

    It is tempting to construct a conspiracy theory based uponthe entire uoride drama, and indeed there are billionsearned by selling o toxic wastes, but Im not a great believer

    in conspiracy theories. All that remains is the act that it(uoridation) suits some cunning business people very wellindeed.

    There is much scientifc evidence that provesthe population-limiting propensity o uoride.

    Lets think about what it is to be a world leader. Whensomeone manages to accrue a considerable amount opolitical power, that someone becomes more than himsel.The mysterious orces that lead peoples and sometimes wholecontinents, the orces that were called angel kings and Jungian

    archetypes in the ancient world; these orces begin to utilizesuch a leader -- without him necessarily being aware himselo what is happening -- such a person becomes a playthingo orces over which he has no control. A more powerlessperson than a dictator with absolute power does not exist.

    Is it possible that the politically powerul, especially inEngland, the US and Australia, eel the proound need toconsistently decide in avour o uoridation because o areaction which lives in the unconscious o humanity againstthe population explosion?

    and or that reason we have been able to ridourselves o it.

    I suspect that mainland Europe, which suered so muchthrough military occupations by both Germans and Russians,has developed somewhat o an immunity to dictatorialgovernment impositions like uoridation and that or thisreason we have been able to rid ourselves o it.

    Anglo-Saxon nations have not had that opportunityand dont quite know how to proceed against totalitariangovernment measures. This is then a possible psychological

    explanation or what is otherwise a senseless measure.Animals too have solutions like the abovementioned when

    their situation becomes hopeless. Amongst lemmings, whena population explosion occurs and results in ood shortages,these small creatures trek to the nearest coastline and drownthemselves in the sea. There is even an English writer, JamesGibb Stuart, who has compared human behaviour patternswith that o lemmings in his book, The Lemming Folk.

    I you then dont wish to be a human lemming and youprize above all a long lie; you, and especially your children,must avoid all contact with uorides. That includes alltoothpastes, gels, coatings and uoride-containing fllings.

    Remember that little ones swallow about 35 percent otheir toothpaste. Whenever you fnd yoursel in Anglo-Saxon territory, you must ask whether the water supplyhas been uoridated. I the answer is yes, avoid it and useonly pure spring water.

    ALUMINIUMSometimes aluminium is also used in town water supplies.

    There are studies that indicate that this element is one o thetriggers o Alzheimers disease.Another reason to drink springwater or to buy yoursel a reverse osmosis fltration system.

    Finally, i your water authority chooses to soten the water

    you drink, then your washing machine will certainly beneftbecause it decreases the calcifed deposits, but you will not.The result is that you will take in too much sodium, which isnot good or either your heart or blood vessels. There is somuch more to say about water, but the idea is that you getthe gist o the matter.

    Today we are surrounded by so much pollution, that itis o prime importance you drink clean, pure water. Withall this I do not mean to say anything derogatory about theemployees o water authorities; they too battle, but fndits labour lost.

    I frst became aware o problems with municipal water

    supplies when I visited one o my patients at home; he was aWater Authority employee, and to my amazement I saw therea number o bottles o Spa Reine. I asked him i he drank tapwater, to which he replied, No I dont. I prepare the townswater or human consumption. I know whats in it.

    The second unction o water was discovered by the Persian(or our younger readers, Iran used to be called Persia) Dr.Batman-ghelidj, whilst he was sitting around waiting or hisown execution; a sentence received due to his critique othe Shah. In his book, Your Bodys many cries or water, hetells us how he discovered that the human body unctionsin a way that resembles a hydroelectric generator becausethe inner water ow generates energy. He encouraged hisellow prison inmates to drink as much water as they could

    and many o their illnesses vanished. His healing eorts weremuch appreciated and earned him a reprieve rom executionand eventually his reedom, whereupon he promptly ed tothe West.

    DRINK LOTS OF PURE AND CLEAN WATER.However, readers must realize that when we speak o

    water, we do not include carbonated drinks, coee, tea,lemonade or soups.

    The body can only utilize clean pure water to generateenergy.

    Our youth is not used to the notion thatonly water needs

    to be consumed. Its an idea that has not been, but shouldbe imprinted in our minds. Eight glasses o pure clean waterper day is or an adult not an over-the-top quantity. We losea lot o water during the day, not only as urine, but also viaour sweat glands, invisibly through the skin (quite a lot) andwhen we exhale. Many, many people drink too little. Theirbody tissues dehydrate and dry up which can have a numbero consequences:

    Today we are surrounded by so muchpollution, that it is o prime importance that

    you drink clean, pure water.

    Firstly the body goes into an Im in the Sahara mode andswitches o its thirst mechanism. Then you will fnd yourselin a vicious circle, because you start to drink even less. Thebody then holds onto a small supply o water in the stomach,resulting in digestive problems. The body next diminishes theamount o moisture exhaled, which means you now developsymptoms o asthma. I have seen asthma cured simply byconsuming a sufcient amount o water.

    There is a third aspect o this marvelous liquid substance,water. That is its ability to store inormation. Research into thisphenomenon is only just in the beginning stages, but what has

    been discovered so ar borders on the miraculous.

    ALCOHOL 14Should a healthy person totally avoid drinking it? Kenneth

    Pelletier, author o the book Mind as Healer, Mind as Slayeris an expert on the subject o longevity. He discovered theollowing. Those who regularly drink our or more glassesper day have the shortest lie span. Abstainers live longer.But drinkers who consume two or three glasses per day livethe longest. I you then remember that the substance whichgives red wine its colour helps to prevent cancer, and i youalso make sure that the red wine you drink is not too cheap

    such as chlorine, and cations (electro positive ions) such as calcium. Ion exchange resinsare oten used in conjunction with 1 or 0.5-micron carbon flters. Last but not least isthe distillation method. Note that according to Dr. John Yiamouyiannis, a home waterdistiller provides the most reliable way to remove uoride rom the water in the home(see endnote or book details, quote rom p.100). Manuacturers generally indicatethat all these systems, when new, will remove 90% or more o most impurities, includingchlorine, uorine and aluminium. However, efciency decreases over time, particularlyi not maintained according to makers specifcations or i flters are not replaced withinthe lie o the flters. Ion exchange resins can release accumulated contaminants backinto the drinking water aucet i used beyond the expiry limit.

    A large range o bottled spring water is available, some o which contain undesirablecontaminants such as uorides. Most have a typical mineral analysis on the bottle label,but some suppliers give no indication o what the mineral content is. That last statementapplies particularly to locally bottled product. The only (Australian) supplier o bottledand casked tap water known to give a guarantee o 100% purity is Nobles Pureau purewater. Note that commonly promoted water flters based primarily on carbon will notremove uorine, or only part o the uorine at best, uorine being the most activeelement known.

    Balranald, town population 1,400 A Fluoridation-or-not Public Poll was conducted in

    Balranald during the last week o October 2009. The result

    was an 89% rejection o the uoridation plans o BalranaldShire Council. The actual votes were 370 AGAINST, 44 FORand 1 INFORMAL. A minority o residents did not vote.

    Mildura Shire, est. pop. over 51,000 (2004)The Anti-Fluoridation Association o Mildura has waged a

    long battle too keep uoridation out. At this point in time, theuoridation has been delayed until January 2010. It beggarsbelie that a state government would impose uoridationon a community where the majority o its businessesare directly involved in agriculture and the value-addingthereto.

    From the Shires own act sheet on Industry, availablerom the www.smedb.com.au website, these industries area) resh citrus juice & citrus processing, b) carrot juice andcarrot packing, c) resh and dried ruit packing, d) gourmetsalt products, e) boutique brewed beers, ) wines, g) nutprocessing, h) honey manuacture and packaging and themanuacture o ood additives. The ECJ ruling will impactnegatively on a number o these industries at the very least.

    It would seem to be an unbelievable piece o economicstupidity to deliberately lose markets or Australian producers.Lets hope that the Victorian State government changes itsmind because Mildura will lose its good reputation as one

    o the ood bowls o this nation i uoridation goes ahead. Inaddition, produce rom the Shepparton/Kyabram areas willno longer be welcome in Europe because their water supplieshave been uoridated or a number o decades.

    Swan Hill, estimated Shire population o 21,756Like Mildura, Swan Hill relies on value adding to its

    agricultural produce or a living. The growing and processing

    o stone ruits (largely or the resh ruit market), nuts(especially almonds) and olives are core business. The largestolive oil producer (and exporter) in Australia (Boundary Bend)is situated on the Murray. Citrus growing is less important herethat it is in Mildura. Another big local employer (o about 300)is the towns abattoir. Broad-acre arming o wheat, oats andbarley means that the town has grain storage acilities.

    With grain storage comes the necessity o treating storedgrains or pests like weevils, and that treatment processinvolves the use o water. For those storage acilities that aresituated in the town uoridated water would be used i thetowns water supply is uoridated.

    A large public meeting was held earlier this year. Onceagain, the majority o those present did not want to see thetown uoridated. Lower Murray Water, supplying Mildura,Swan Hill and Kerang, has, like the Murray Shire in NSW,decided to postpone its uoridation process till January 2010.

    According to one o the Swan Hill locals its stated reason ordoing so was because it wanted to get the process right.

    Corowa/Howlong/Mulwala, Shire pop. 10,957The NSW government, through its Centre or Oral Health

    Strategy, organized a meeting at the Corowa RSL on the 17thAugust, 2009, or the stakeholders within the Shire to try and

    persuade them to see uoridation o the public water suppliesin the right light, the aim o the evening being presumablyhelped along by the provision o a ree dinner to invitees.

    But the evening did not go quite as the authorities hadplanned. Some members o the public, incensed at beinglet out o a decision-making process, the results o whichwould directly aect everyone in the Shire, sought andgained entry. The keynote speaker FOR uoridation was Pro.

    Anthony Blinkhorn, the other was Mr. John Irving rom theabovementioned NSW government body. The third person atthe speakers table was Yarrawonga dentist, John Charles.

    The meeting had some highlights. At one point during

    the proceedings Proessor Blinkhorn stated that uoridestrengthens teeth and prevents dental problems. Ms.Edgar, an attendee rom Wodonga then stood up andasked the Proessor why persons in uoridated areas hadsuch terrible teeth. He replied that this was due to theconsumption o sweetened drinks and poor diet. To whichMs. Edgar replied, But hang on, wasnt uoridated watersupposed to save and protect the teeth o those with apoor diet and a sweet tooth? Messrs. Blinkhorn and Irvingbecame noticeably agitated.

    Corowa is one o a number o towns that rely on thetourism dollar more so than Mildura and Swan Hill. It also,along with Moama has a relatively higher percentage o thepopulation o retirement age. Whether or not the uoridationo the water supplies o these towns will see less tourists visit

    is a matter o wait and see.

    Has the Shire Council made up its mind on the uoridationquestion? There are discussions underway, it is understoodthat about hal o the councillors want uoridation and theother hal does not. We, along with Corowa/Howlong/Mulwala residents, urge the Council not to uoridate.

    Yarrawonga, Victoria, population circa 6,300Yarrawonga residents were notifed by Dr. John Carnie that

    they will soon receive a uoridated water supply.According to this letter, a uoridation plant has been built

    at Yarrawonga. The system will be brought into operation overseveral weeks rom 16 November. The amount o uoridewill be gradually increased rom current levels (about 0.05mg/L) to the optimal level o one part per millionLocalitiesin the water supply districts to receive the benefts o wateruoridation will be Yarrawonga, Devenish, St. James andTungamah.

    So readers intending to holiday on the Murray will nowknow what areas to avoid.
