The assessment criteria includes political stability, functional municipality structures and healthy interfacing between council and administration, as well as responsiveness to service needs, infrastructure maintenance, clear policy and delegation framework and a high collection rate. Bela-Bela Municipal spokesperson Matome Sebelebele said that this was a great thing for the municipality and the town as a whole. “This is a demonstration of how much progress we are making in improving the overall performance of the municipality and the lives of the community. This puts us in a better position to attract further investment into the town as well as improving the image of the town in the mind of the public.” said Sebelebele. He continued: “There have been floods recently but if you come here, you will not be able to see signs of that devastation. We are still not satisfied with how we are doing. We aim to compete with the best towns in the world. On Thursday 12 March three unknownmen broke in to the hostel area of theHoërskool Warmbad and into the homeof the school’s administrative manager,Sue Kotzé.Kotzé, who has been living at the

school’s hostel, was occupied withfinancial and administrative duties at theschool’s main office at the time of thebreak in.The thieves broke into Kotzé’s home

and stole various items of jewellery andclothing. A security monitor for the hostelhas also been stolen.When she returned home and found

her home in total chaos, Kotzé notifiedthe police. The school’s principal,Spikkels de Wet, said that the incidenthas sent shockwaves through the school.

The colonel won theDetectives Group of the Year duringthe 2015 National Police ExcellenceAwards held at the Emperor’s Palacein the Gauteng Province on Friday,13 March. He represented his team,the station, cluster and the provinceat large, obtaining another greatachievement for his dedication andcommitment in the job.Bela-Bela Detectives unit performed

exceptionally well in the 2013/2014financial year and received a fivestar performance rating at 85.27%and were ranked number one in theprovince. The team was regarded aspro-active and diligent in theexecution of their duties and werealso able to adapt to varied situationsswiftly, which helped themsuccessfully render efficient servicesevery time.The team’s performance was said to

have restored community’s trust inthe SAPS and that crime reportingincreased because the communitystarted believing that they were beingserved by an effective law-enforcement agency.In his speech the colonel extended

After repeated requests by theKoppewaai community, Bela-Bela mayorLucas Nhlapo has visited the area tocommunicate with residents on issuesrelated to housing and temporaryservices.The meeting was held on Wednesday,

11 March, and saw the majority ofresidents flocking to the Spa Parkcommunity Hall. Residents complainedthat they are faced with insufficienthousing and unsanitary conditions.The area’s Ward Councillor, Kobus van

der Merwe, requested that only issuesrelating to housing be addressed, andthat another meeting be held regardingthe supply of basic necessities by theIntegrated Development Planning (IDP)for local government. Nhlapo started hisaddress to the community by assuringthem that he is well aware of thechallenges they face, and that he will dohis utmost to ensure that the plans toprovide the community with basicservices continues.Nhlapo also assured residents that an

investigation will be made regardingdelayed temporary services for thearea.He also told residents that he will return

with representatives from the HousingDevelopment Agency and the IDP, and

Bela-Bela Hospital finds itself without aChief Executive Officer (CEO) after theresignation of Dr Ricardo Escobar. DrEscobar stepped down after a NEHAWUprotest march last week.Dr Escobar’s resignation came as a

surprise to some, while others expectedthe result.Hospital staff downed tools for a protest

march on Monday, 9 March, leaving thehospital with a skeleton staff, but theyreturned to work on Friday after DrEscobar stepped down.Among the issues addressed in the

employees’ memorandum was the issueof pay progression and cash bonuses.They also demanded an end to labourbrokering and outsourcing of essentialservices such as laundry, food serviceand infrastructure maintenance.Wilson Mahlaisane, Nehawu Secretary,

said that they were relieved that Escobarstepped down. They are also requestingthe resignation of communicationsofficer Buti Moagi.The Performance Management

Development System (PDMS) is underway and is due on 24 March.The BEAT attempted to contact Moagi,

who was said to be on leave until April.Requests for comment from othersections of the hospital wentunanswered.

National and provincial heads of thepolice force will be coming to Bela-Bela for the 2015 National Police Dayevent and a drug imbizo scheduledfor Friday, 20 March, at SunfaStadium. The dignitaries and theirentourages will flock to the stadium tolead and witness activities arrangedfor the day, in line with the event’smessages of combating crime andcommunicating with the community.The imbizo is aimed at curbing drug

sales and abuse in the area, as wellas to give feedback from the 2014imbizo.The Limpopo Provincial

Former Bela-Bela Mayor and Ward 4Councillor Freddy Hlungwane accusedcurrent mayor Lucas Nhlapo of being adictator, saying that Nhlapo visitsHlungwane’s ward without informinghim, lies to the people and makes majordecisions without prior consultation.Hlungwane said this following a meetingNhlapo held with the residents onSunday, 15 March.“I feel undermined and disrespected

that the mayor told the people that he ismoving Zuma View residents toExtension 9, while telling thoseresidents that he is rearranging theirsettlements. The residents won a courtcase to force the municipality to renderservices in the area and now they arebeing moved to another section,” hesaid. “Where does he expect theExtension 9 residents to go?”“I am going to mobilize the residents

and tell them the truth about thedevelopments in the area. I will nottolerate Nhlapo’s dictatorship,” saidHlungwane.The former mayor added that he

partnered with the Limpopo Departmentof Cooperative Governance, HumanSettlements and Traditional Affairs(CoGHSTA) to budget R4,9 million forthe development of Extension 9. Healleged that Nhlapo used the money tobuild roads in town instead of housesfor the residents.Nhlapo did not receive a warm

welcome from the residents when hetalked to them about issues concerningservice delivery. Angry residentsattending the meeting shouted at himand attacked him, resulting in himleaving the venue.Ward 6 Councillor and Nhlapo’s

deputy, Jeremiah Ngobeni, did not wantto comment in the Zuma View matter asthe ward councillor, but referred allqueries to municipal spokespersonMatome Sebelebele.In his response, Sebelebele said that

the entire council is responsible forissues surrounding the Zuma Viewarea, and not the mayor alone. Headded that everything the mayor doeswithin the community is done with theapproval of the council, and that theyhad directed him to hold the meeting inWard 4.Sebelebele also said that the

municipality is planning to find analternative place for the residents, asthe area they are currently residing inis not in a good condition.“It is incorrect for Councillor

Hlungwane to imply that the Mayor is adictator, when in fact the Mayor workswithin the collective of the council whichCouncillor Hlungwane is part of. TheMayor as the political head of themunicipality has the responsibility tointeract with the community of Bela-Bela on all council-related matters,including housing. CouncillorHlungwane should raise his concernswithin the council.

In our modern times, grace isoften mistaken for somethingsimple. Smooth movements andelegance can be mistaken forgrace, in the right light.In reality, grace is something

much more than the physical.Many religious people find gracein their faith, others find it in loveand many more never find it atall.In its simplest terms, grace is

the ability to take what comes asit comes, with dignity andstrength. It is the ability to facethe future confident that nomatter what happens, you willhave done your best.It is what made nuns go to the

gas chambers during the SecondWorld War rather than denouncetheir faith, what made womenfight alongside their husbands inolder times, and what made,much more recently, a Britishwriter named Terry Pratchettshare his battle with Alzheimer’swith the world.When his diagnosis came in, he

made it public, which is not reallythe done thing. For one thing,Alzheimer’s is hard to diagnoseand, for another, we’re not reallyexpected to talk about it. Muchlike, twenty or thirty years ago,people who died of cancer died‘of a long illness’ and people whotoday die from HIV/AIDS areoften said to have died ofpneumonia or TB.Not to diminish the suffering of

those people but in many ways,people who suffer fromAlzheimer’s have it even worse.It is one thing to die, but it’squite another to feel your livingself melting away, losing who andwhat you were. Many people livefor years in the end stages of thedisease, never quiteunderstanding what is going on.There’s the running storyline,sort of narrative shorthand forhow terrible this disease is, ofmistaking a son for a husband,or a daughter for a mother.But can any of us really imagine

what it is like, to live in thattwilight world where nothing iscertain anymore? Perhaps thefamilies of the afflicted can, butwe certainly can’t.And it’s worse that it strikes

mostly the old, because our eldersare the repository of wisdom, ofthe knowledge of the past, and thatis exactly what the disease stealsfrom us. Every elderly personinfected with Alzheimer’s is thestart of a domino row of people forseveral generations who will notknow the stories of their past.Much like HIV/AIDS, there are

treatments available to slow thetide, to slow the progression of thedisease. Much like HIV/AIDS,many of those who need it mostrefuse to admit that they are ill until itis too late.We need to remove the stigma from

these diseases, as we did withcancer, because only if we can facethis head-on will we finally be able tobest it.Terry Pratchett faced his fate with

dignity and grace, never denying thedisease, never lying about it, and hedied last week knowing that he haddone the best he could under thecircumstances — under anycircumstances.Can you say the same?

Health conditions such as vision,hear ing, ora l heal th andpsychosocial problems can makeit difficult for children to learn atschool, and can be a barrier tosuccessful learning. These healthand psychosocial conditions arepreventable and t reatable i fdiscovered on time. For learnersto reach their full potential in theirschool ing, i t is important toidentify and address these healthand psychosocial problems. Acol laborat ion of governmentdepartments (Education; Healthand Social Development) andlocal organisat ions wi l l beconducting health screening atschools in Bela-Bela on 13 – 17th

April 2015. The purpose of thescreening is to identify learnerswho have health and psychosocialproblems, refer them to healthfacilities to address the identifiedproblems and provide them withsupport as needed.The screening will be

conducted in all schools in Bela-Bela and will target grades 1; 4;8 and 10. The screening will beconducted by healthprofessionals from thedepartment of health, withsupport from local NGOs toconduct age appropriate healtheducation and health promotion.For successful screening and

referral of learners, full supportof parents, guardians andcommunity is important. Parentsand guardians can support thisinitiative by signing the consentforms that will be given tolearners at their schools. Thelearners need to take the signedconsent form back to school.The signed consent form givesthe school health teampermission to screening for thefollowing health conditions: Oralhealth; Vision; Speech,language; basic hearing; fineand gross motor skills; psycho-social problems; nutrition andchronic diseases (TB, diabetesetc.)Following the screening,

learners who have beenidentified with health problemswill be given referral letters totake to a nearest health facility.It is important that parents orguardians take learners forreferrals to make sure that theyget the health services theyneed. Parents and guardians willbe informed of the exactscreening date for theirchildren’s schools

building full of books, but also containscomputers connected to the Internet,where students can access informationon possible career opportunities,university application forms, and onlineregistration. The opening ceremony washeld under the theme “Knowledgeremains useless until you use it. Don’tdestroy it! Don’t burn it! Use it!”MEC Ndalane said that the high

demand for a local library motivated thegovernment to build a library, where thedoors will always be open for learning.In her speech, the MEC said that the

government needs to roll up its sleevesand deliver services to the community.

Naldu Pieterse, said that they arestarting a campaign ofdemonstrations at schools andcrèches to demonstrate basicemergency procedure to thechildren.“The children were taught about the

instruments we use and were shownthe equipment in our ambulances,”she said.

He was one of five athletesfrom Modimolle, and his achievementresulted in his qualification for theNational Championships in the 800 mBoys u.19.Motemedi competed in the 800 m,
