Canada’s Innovative Edge Canada has much to offer the European partners in ST&I:

• Canada is recognized by the World Economic Forum (WEF) as one of the most innovative and competitive economies in the world.

• Although Canada accounts for only about 0.5 percent of the world’s population, it generates 4 percent of its academic papers. From 2003-2011, Canada led the G-7 in the number of scientific publications on a per-capita basis.

• Canada leads the G7 for R&D performed by the higher-education sector.

• R&D-intensive sectors in Canada enjoy the lowest costs and one of the best R&D tax incentives in the G-7.

• As a percentage of GDP, Canada ranks second only to the United States among G-7 countries in terms of attracting venture capital financing.

• Canada is a platform to access North American innovation networks and value-chains, which will be further enhanced with CETA implementation.

European ST&I Programs Open to Canadians

EUREKA

• An intergovernmental network of funding agencies from 40 countries that support international R&D collaboration.

• Supports industrial, market-driven innovation mainly performed by small medium enterprises (SMEs)

• National Research Council (IRAP) is Canada’s national contact point.

Horizon 2020

• European Union’s multi-year (2014-2020) framework program for research and innovation.

• Supports ground-breaking, high-impact scientific research, technology demonstration and application-driven innovation through calls for proposals.

• Also supports high impact research (ERC) and researcher exchanges (MCSAs).

• Canada is not a member, but Canadians can participate in Horizon 2020 projects, and in some cases receive EU funding.

Examples of Canada-EU Cooperation

Canadian Networking Aeronautics Project for Europe (CANNAPE) and Canada-EU coordinated call for proposals in Aeronautics:

• From 2011-2013 (FP7), CANNAPE brought together Canadian and European funders and industry to explore stronger cooperation in aeronautics ST&I.

• Resulted in the creation of the Canadian Aerospace Research and Innovation Consortium (CARIC) to manage a Canada-EU coordinated call for projects in aeronautics (based on the successful CRIAQ model in Québec).

• Following extensive consultations with over 30 stakeholders in Canada and Europe, CARIC and the European Commission launched a coordinated call at the end of 2014, with the selection taking place in June 2015. Three approved joint projects were announced in February 2, 2016:

• AMOS - Additive Manufacturing Optimization and Simulation Platform for repairing and re-manufacturing of aerospace components

• EPICEA - Electromagnetic Platform for lightweight Integration/Installation of electrical systems in Composite Electrical Aircraft

• PHOBIC2ICE - Super-IcePhobic Surfaces to Prevent Ice Formation on Aircraft.

• CARIC is considering a second coordinated call with the EU, which could involve leading European aerospace manufacturers via the Clean Skies 2 PPP.

Examples of Canada-EU Cooperation

Galway Declaration on Atlantic Ocean Cooperation & the Trans-Atlantic Marine Research Alliance:

• Canada joined forces with EU and US in May 2013 through the Galway Declaration and agreed to create the Transatlantic Marine Research Alliance.

• A platform for Canada to formally engage in dialogue on joint science priorities and programming in support of the sustainable management of the North Atlantic and Arctic Ocean with the two largest performers and funders of ocean science.

• Working Groups established to align priorities, research infrastructure and funding for Arctic and Marine research and innovation.

• One outcome is preferred access for Canadian researchers to key parts of Horizon 2020 (e.g. Targeted calls for proposals under “Blue Growth”).

Examples of Canada-EU Cooperation Canadian Institutes of Health Research (CIHR) in EU Joint Programming and Multilateral Initiatives:

• CIHR is very active in P2Ps and PPPs with the EU, EU Member States, non-EU partners and private sector funding partners in health ST&I.

• Allows CIHR to align and leverage funding and programming to address health challenges

• Provides Canadian researchers access to more resources and partners from participating European and international programs.

• Strong results for Canada-EU cooperation in health: – In FP7, 30 Canadian participants in 23 health-related

projects. Application success rate was 45% (compared to 27% for Canadians overall and 21% for EU overall).

– In Horizon 2020 (as of May 2016), 16 Canadian participants in 13 approved health-related projects. Application success rate is 29% (compared to 20% for Canadians overall and 14% for EU overall)
