Ingleside is a res- idential suburb of Corpus Christi (18 miles northeast) and has a growing petrochemical industrial base. The area that is currently the City of Ingleside was settled by Europeans in the 1850’s. Like many Texas cities, ranching and farming were the major economic activities initially. During the later years of the 19 th century, fishing became an important economic factor. Industry began to see the area as a prime location in the early 20 th century and a resi- dential community began to emerge. Ingleside was the home of the U.S. Navy Homeport from 1988 to 2010. The City of Ingleside was originally incorporated in 1951. The City has a current estimated population of 10,134. Recently, Ingleside and San Patricio County have experienced a major impact from developments related to the Eagle Ford Shale. The area continues to benefit from the economic stimulus generated by Eagle Ford Shale pro- duction, primarily in the refining and maritime sectors. The Port has seen an increase in outbound ships and has added to the number and capacity of its wet docks, indications that the county plays an important role in keeping the energy business moving. There is currently underway or planned over $85 billion of construction in the Coastal Bend region.

The City Council of Ingleside, Texas

is seeking an experienced local government

manager to be the next City Manager

The City of Ingleside, Texas is located in San Patricio County in the beautiful Coastal Bend area. Ingleside is a res-

idential suburb of Corpus Christi (18 miles northeast) and has a growing petrochemical industrial base. The area

that is currently the City of Ingleside was settled by Europeans in the 1850’s. Like many Texas cities, ranching and

farming were the major economic activities initially. During the later years of the 19th century, fishing became an

important economic factor. Industry began to see the area as a prime location in the early 20th century and a resi-

dential community began to emerge. Ingleside was the home of the U.S. Navy Homeport from 1988 to 2010. The

With its location in the Coastal Bend area adjacent to Corpus Christi, Rockport and Port Aransas, Ingleside offers

a truly unique small town environment with the added attractions of the amenities of a major metropolitan area.

Residents and visitors can take advantage of a number of parks in the City including the N.O. Simmons Skate Park

with its state of the art skate bowl and other facilities.

Live Oak Park with over 90 acres of area, is home to

two 18-hole disc golf courses which have been described

as the most challenging in the state, nature trails, and a

pond which is home to many local and migrating birds.

Opportunities abound for bird watching at this park

which is located on the Greater Texas Coastal Birding

Trail and at Whitney Lake.

Within a short drive of Ingleside are the beaches of the

Padre Island National Seashore and Port Aransas and a

wide variety of water sports. Other regional attractions

include the Texas State Aquarium and the USS Lexing-

ton Museum in Corpus Christi. Minor league baseball is

available at the ballpark home of the Corpus Christi

Hooks. There are also a number of art and cultural museums in the area. Residents can also take advantage of six

colleges and universities within reasonable driving distance. The Ingleside Independent School District motto is

“Working together as the District of Choice.” The district provides quality education to a diverse student popula-

tion. IISD is rated as “Recognized” by the Texas Education agency. Residents are also served by a number of

quality medical facilities in Portland, Aransas Pass and Corpus Christi.

Governance: The City of Ingleside operates under a Home Rule Charter adopted in 1995 as a Council/

Manager form of government. The Charter was last amended in 2013 and it is currently being reviewed for possi-

ble changes to be submitted to the voters in May, 2017. The City is governed by a City Council composed of the

Mayor and six Councilmembers elected at large for two year terms. The six Councilmembers are elected from 6

positions. The Mayor and Councilmembers are limited to three consecutive terms in office under the City Charter.

The City Council appoints a City Manager who is responsible to the City Council for administration of all affairs

of the City. The City Council also appoints the City Attorney and the Judge of the Municipal Court.

The Position: The City Manager oversees an organization with a General Fund operating budget of $7,485,774

and a Utility Fund operating budget of $4,376,840 for 2016-2017. The City budget authorizes 78 full time posi-

tions and 23 part-time and seasonal positions. The City is organized into a number of departments: General Ad-

ministration including, Mayor & Council, City Manager, City Secretary, Finance, Municipal Court, City Attorney,

Economic Development, Information Sys-

tems, and City Engineer; Public Safety in-

cluding Police, Animal Control, Emergency

Management, Fire (Volunteer), Building In-

spections, Code Enforcement and GIS;

Public Works including Streets, Vector Con-

trol, Sanitation and Buildings & Drainage;

Cultural and Recreational including Parks,

Library and Senior Citizens Center; and the

Utility Fund which includes Utility Billing,

Water and Waste Water. Emergency Medi-

cal Services are provided by Tri-County

Emergency Medical Service, a regional non-

profit agency.

The Position: (Cont’d.) The City is in a very strong position financially and was rated AA- by Standard and

Poor’s for $7 million debt sale in 2015. The City previously had a number of Industrial District Agreements which

allowed industries to remain outside of the City limits. All of those agreements have expired and the City is in the

process of annexing those properties. As a result of annexations in 2015 the City’s total assessed property values

increased from $598,498,421 in 2015-16 to $901,438,164 for 2016-17. The City staff anticipates an additional sig-

nificant increase in assessed values in 2017-18 as a result of planned annexations already underway. The City is

currently negotiating Chapter 380 tax rebates for these industries which were annexed in 2015 and anticipates ne-

gotiating similar agreements with those being annexed this year.

Personal Qualities: In discussing the requirements of this position with Councilmembers, a common con-

cern for the new City Manager is the strength of the candidate’s leadership qualities and his/her financial and pro-

ject management skills. The next City Manager must be a strong and dedicated leader who has the ability to evalu-

ate programs, projects and personnel to prepare the organization for the planned infrastructure capital program

and the potential growth in the industrial, commercial and residential areas. He or she should have the ability to

build coalitions to accomplish the vision of the City Council, taking care to build consensus that is derived by con-

sideration of all input. The Council will want a City Manager who possesses the effective communication and in-

terpersonal skills that are expected of a high-level city executive. The City Manager should have the ability to pro-

fessionally interact and build positive relationships with the community as well as business and industrial leaders

and officials of other government agencies.

The next City Manager should also have the following additional characteristics:

A proven record as a team player who applies personal ethics that reflect honesty and integrity in all relation-ships to provide an example to staff and citizens alike.

A history of being fiscally conservative, with a working knowledge of municipal financial management and experience in preparing a budget of similar size and complexity to the City of Ingleside.

The ability to see the “big picture” and anticipate the future impact of decisions.

Strong organizational and management skills with a reputation as a creative problem solver.

A demonstrated ability to implement ideas by recognizing and involving stakeholders in decision-making.

A record of the successful application of economic developmental tools authorized under Texas law such as Chapter 380 agreements.

A reputation for being a good listener who is approachable and has an ability to communicate successfully with employees at all levels of the organization.

A track record of applying policy in a fair and consistent manner.

An ability to select, develop, and motivate staff to achieve high performance while encouraging and creating a “customer friendly” environment.

A record of evaluating the effectiveness of municipal operations and personnel while demonstrating effective delegation skills and holding people accountable for results.

Initial Priorities: The City

Council will expect the new City

Manager to give priority to the

following issues.

Economic Development Ne-

gotiations-As mentioned above,

the City is in the process of elimi-

nating a number of industrial dis-

trict agreements and annexing the

properties into the City. As part

of this effort the City is negotiat-

ing Chapter 380 agreements with

a number of industries. The City

Council will expect the City Man-

ager to become familiar with

these negotiations and take the

lead in representing the City.

Development of a Capital Improvement Program-Previous and forecasted increases in the City’s assessed valu-

ations have allowed the City Council to plan for the financing of capital improvements over the next three years.

The City issued $7 million in Certificates of Obligation in 2015, $6.5 million which has not been allocated to spe-

cific projects, and plans to issue an additional $11 million in COs over the next two years. The City Council will

expect the new City Manager to lead an effort to develop a formal capital improvement plan to identify and plan

for the expenditure of these funds. The Council is interested in developing projects which will improve the quality

of life for residents of Ingleside.

Planning for Expansion of the Waste Water Treatment Plant-Due to the growth of the City, the current waste

water treatment plant is approaching capacity. The new City Manager will be expected to oversee the analysis of

the City’s future needs in this area

and the development of a plan in-

cluding financing alternatives to pro-

vide the needed capacity for this

most important service.

Status Reports for City Council-

The Council will expect the City

Manager to establish regular project

status reporting to them. With the

number of potential projects

planned or underway including capi-

tal improvements projects and nego-

tiations with industry for Chapter

380 agreements, the Council will ex-

pect regular reports to keep them

apprised as to the status of these ac-

tivities.

Minimum Qualifications: The City Charter sets the following requirements for the City Manager. “The

City Manager shall have the following minimum qualifications: (1) A Bachelor's Degree and at least three (3)

years of municipal government managerial experience or (2) a minimum of six (6) years of municipal government

managerial experience. Within six months after appointment, the City Manager must reside in the City unless spe-

cifically excused by the City Council.”

The City Council is seeking candidates who have experience as a city manager/administrator, assistant city man-ager/administrator or senior manager in an organization of comparable size and complexity to the City of Ingle-side or larger.

Compensation: The starting salary is open and will depend upon background and qualifications of the suc-cessful candidate. The city benefits package includes medical, dental, and vision insurance. The City participates in the Texas Municipal Retirement System. The City provides sick leave, vacation and holidays.
