City Manager Features of the PittsburgCommunityPittsburg is the hub for commerce, industry, andeducation in southeast Kansas. Thousands of immigrantsfrom Italy, Germany, Ireland and a host of other nationssettled in Crawford County centuries ago to become coalminers, businessmen, railroaders, and educators. Thework ethic and warm-hearted nature of these immigrantscontinues to be reflected in residents who celebrate thepast but look to the future

• Business and IndustryThree City industrial parks are home to a wide array ofemployers for the community. The City is also thecorporate headquarters of several major firms includingMiller’s Professional Imaging, WATCO Companies, PittPlastics, and Names and Numbers.

• Health TThe primary medical facility in Pittsburg, Via ChristiHospital, is a regional leader in health care for southeastKansas. The comprehensive Cancer Center was amongthe first in the region and is fully certified by the AmericanCollege of Surgeons. The Via Christi Heart Center featuresa state-of-the-art catheterization lab and is supported by anewly renovated $2.6 million Cardiac Stepdown Unit. TheEmergency Department is recognized as a Level III TraumaCenter by the Committee on Trauma of the AmericanCollege of Surgeons. Via Cristi offers a variety of medicalspecialty services including orthopedics, diagnostics,surgery, physical therapy and occupational health.

• EducationUnified School District 250 serves the city of Pittsburg,Kansas and the immediate rural areas surrounding thecommunity. Students are served by four elementaryschools, Pittsburg Community Middle School, PittsburgHigh School, and an alternative education setting. Allfacilities have been renovated or newly constructed since2001 and contain the latest equipment and technology forfacilitating student inquiry.

St. Mary's Colgan is a Catholic school in Pittsburg servingstudents in grades K-12. The school boasts thirty-threeState championships achieved over the years in severalsports including football, basketball, baseball, softball,golf and track.

Pittsburg State University is a public university withapproximately 7,100 students (5,900 undergraduates and1,200 graduate students) located on a 223-acre campusin Pittsburg. PSU offers undergraduate and graduateprograms in Arts and Science, Business, Education, andTechnology. Various research institutes are located oncampus such as the Business & Technology Institute andthe Kansas Polymer Research Center housed in thenewly-completed Tyler Research Center.

The university strives to serve as both a resource and partnerto the City with a strong vision for the future. Plans for thenear term include a $30 million performing arts facility and an$11 million indoor events center. “University House” will soonbe the President’s new home and will incorporate meetingand dining facilities available to the City to entertain businessrepresentatives considering the community for relocation.

The Mayor and City Commission desire to continue theevolution of the City as a 21st century organizationutilizing innovative approaches to providing cost-effectiveservices to its residents and businesses. The City hashad three managers in the last twenty years with thecurrent manager retiring after a 45-year career with theCity of Pittsburg.

About the CandidateQualified candidates must possess a Bachelor’s Degreein public administration, business, or a related field froman accredited institution. A Master’s Degree or relatedprofessional degree is preferred. A minimum of five toeight years of experience in city management or as anassistant city manager in a larger community is desired.Experience working in a university community is a plus.

The successful candidate will be a proven leader capableof serving as a highly visible representative of the city.The next city manager will reside in Pittsburg and bewilling to become involved in many facets of life in thecommunity.

Pittsburg CityGovernmentPittsburg is organized and functions according to theKansas Statutes as a City of the First Class. Elections forthree of the five Commission seats are held every otheryear. The two candidates acquiring the most votesreceive four-year terms, while the candidate obtaining thethird most votes secures a two-year term.

The City Commission annually elects the mayor andpresident of the board at the first meeting in April. The mayor,who has the same authority as the other commissioners,presides over the commission meetings, provides the officialsignature on documents, represents the city at official andceremonial functions and presents the annual state of thecity address. In the absence of the mayor, the president ofthe board fulfills the duties of the mayor.

The City Commission passes ordinances and resolutions,establishes policies for the city, approves the annualbudget, appoints members of city boards andcommissions, and appoints the city manager.

The City Manager is the chief executive of the City ofPittsburg and has the ultimate responsibility for thedelivery of quality services to the citizens.

The City Manager appoints and supervises directors forevery department of the City. Duties of the City Managerinclude implementing the policy decisions of the CityCommission, advising the City Commission on mattersaffecting the City, administering and overseeing Cityoperations, appointing and removing City personnel,administering the adopted budget and capitalimprovements program, and coordinating compliancewith federal and state laws.

Features of the City ofPittsburgThe City employs 205 full time employees and operateswith a total annual budget of approximately $48 millionand a general fund budget of about $20 million. Moody’shas assigned an A1 credit rating for the City – UpperMedium Grade Subject to Low Credit Risk.

The economic development activities of the city are ahigh priority and are financed through a one-quarter centsales tax earmark. The annual revenue generatedapproximates $800,000, and the Economic DevelopmentFund currently holds reserves of $5.5 million. An

Economic Development Advisory Committee appointedby the City Commission works with staff on initiatives torecruit new business and industry to Pittsburg.

The Finance Department includes a division forInformation Technology which maintains a local areanetwork, SCADA for the water/wastewater utility, Voice-Over-IP phone system, and is currently developing aGeographic Information System.

The City operates a water treatment facility which willhave a 5 mgd capacity when an $8 million expansion iscompleted in the spring of 2012. Wastewater treatmentcapacity is at 8 mgd, and the City also maintains thesystem for storm water management.

The community enjoys a reputation for being a safe placeto live. The Police Department currently utilizes 40 patrolofficers with another 15 in support positions while the FireDepartment staffs 35 positions. Most crime is property-related, and 75% of fire service calls are medicallyrelated. The City enjoys an ISO 3 rating.

The Parks and Recreation Department employs 27 fulltime staff and operates with a $2 million annual budget.Most of the 14 parks in the community are located inneighborhoods, and the City operates an aquatic centerin the summer months. The Memorial Auditorium canaccommodate 1600 people with the adjoining ConventionCenter holding another 1000 individuals.

In addition to a wide array of recreational activities foryouth and adults, Parks and Recreation operates an 18-hole golf course.

The Public Works Department is responsible forconstruction and maintenance of local streets, theAtkinson Municipal Airport, and code enforcementactivities. A ? cent sales tax was recently approved by thevoters for five years and is dedicated to streetrehabilitation throughout the community. The departmentowns and operates an asphalt plant which holdsmaintenance costs down.

Refuse collection services are not provided by the City.Local haulers contract directly with residential andcommercial customers for service.

Atkinson Municipal Airport encompasses 416 acres withtwo intersecting runways and a crossover taxiwayconnecting to the terminal apron. Runway 16-34 is 5,500feet and has pavement strength of 30,000 pounds forsingle-wheel-gear and 60,000 pounds for dual-wheel-gear. Runway 04-22 is a 4,000-foot crosswind runway.

The airport has 39 based aircraft (including 8 corporatejets) and experiences about 22,600 annual operations.
