2 President’s Message NOVEMBER 2017
The Board approved the 2018 Budget with a 3% increase in dues. A copy of the budged will be mailed out in November. To start the budget process the treasurer asks for input from the various Board member committee chairs for their estimate of what is needed for the next year’s spending. Then the finance committee works on a budget that will allow the association to cover the cost of maintaining 50 acres of common ground, common facilities, plus funding reserves for capital expenditures like roofs, gutters, streets, 4 pools, 3 clubhouses,4 tennis courts, basketball court and lighting. We did not raised dues last year. There was a 1.5% increase in 2016. We are maintaining a 40 year old community. There are many things that have been put off being replaced because of funds. Some things are in need of repair or replacement and need to be dealt with. Your support and cooperation in this challenge is greatly appreciated. Sincerely,

MANAGER’S REPORT
We will be installing a retaining wall to the south of 8124 Monrovia to control a large erosion issue. This should be completed this week. We are still waiting for the third bid for the large drainage issue project behind 8149-8159 Monrovia. Hermes is the contractor we chose as the third bidder after Epic landscape dropped out. Hermes looked at the project on October 4th, and they are trying to have their bid to me by Monday, October 16. We have had two concrete contractors bid the work that will be required in the street, which includes a pipe from the East end of the yard to tie into the sewer line, and adding a catch basin.
We have received three bids on patching/seal coating, and crack seal for 1/3rd of the property, and will vote on this tonight. We have also received bids for sidewalk repairs and will vote on this tonight.
The painting of homes for this year is almost complete. The maintenance men will start inspecting the homes scheduled next year for noticeable repairs. Clubhouse 1 interior will be painted in November.
The tree planting along Quivira, and within Four Colonies, will begin by November 1st. We will add 99 trees along Quivira, and 42 trees within Four Colonies.

2017 Yard Waste Schedule & Guidelines
Collection will be made on the following MONDAY dates:
Please have your paper bags or 18” x 36” bundles out by 7:00 am
Thank you for choosing Republic Waste & Compost Connection for your yard waste recycling needs. We appreciate your business and look forward to a great year. All items must be packaged in paper lawn waste bags or tied into 18’ x 36” bundles. Route Service begins at 7:00 a.m. Please make sure all items are easily accessible from the street. We only pickup natural yard waste including grass, leaves, tree limbs, flower or garden plants (without their pots), walnuts, apples, Christmas trees (6’ or less), etc. All materials collected are taken to a licensed compost facility. This recycling facility does not allow for ANY trash, landscape, or construction materials. If bags contain trash or foreign material they will have to be left at the curb. Any plastic inside your bag will be considered trash and not picked up. We do NOT collect animal waste. Please tie brush securely with rope or twine – not wire. Mark bundles of thorns for the driver’s safety. Christmas Trees are the only items that do not require bagging or bundling. We will accept Christmas trees up to 6’ in length, if larger please cut in half. Maximum item weight is 50 pounds. Do not use plastic tape on paper bags since it is not biodegradable. Small cardboard boxes may be used provided they are no larger than the size and weight limits. We suggest boxes for fruits, small brush, wood or items that would easily break a bag during removal. We ask you to not use cans for your waste.

PARKING REMINDERS
We do not allow commercial vehicles
We do not allow vehicles to be stored. If they are not operational or in regular use,
they are not allowed to be parked in Four Colonies.
Article III, Section 3 of the Revised Bylaws
Parking Rights. The Owner or Owners of a Lot which does not have on-lot parking shall be
entitled to no more than two automobile parking spaces as near to the owned lot as practical.
The Owner or Owners of a Lot which has on-lot parking shall be entitled to no more than one
additional automobile parking space as near to the owned Lot as practical. Garages and
carports shall be considered to be on-lot parking facilities. (Adopted: September 18, 1989)
If you own a garage or a carport, please use this space to park your vehicle. The second space
should not interfere with your neighbors’ parking by their front doors. Guests should be
instructed to park in a clubhouse parking lot. Your area can accommodate 2 vehicles per
address (including carports or garages). Any additional vehicles should be parked where they
do not interfere with your neighbors parking privileges.

REGULAR BOARD MEETING MINUTES
September 18, 2017
The Homeowner’s Forum started at 5:45 p.m. There were six homeowners present. The following topics were discussed: parking, bad fences, Right of Restoration, drainage, window wells, and basketball goals.
President Linda Khan called the Regular Board Meeting of September 18, 2017 to order at 6:10 p.m. A quorum was present.
Mr. Burgdorfer made the motion to accept August 18, 2017, Regular Board Meeting minutes as written. Ms. Schenke seconded and the motion passed. (Vote #1)
Manager’s Report – Ms. Hallblade read her report. Discussion followed. New Business- Ms. Khan introduced and welcomed new Board Member Susan Collins. Unfinished Business- There was no unfinished business
COMMITTEE REPORTS:
Architectural Review – Ms. Pope reported for Ms. Weishaar that Project Review requests this past month have been mainly fence repairs. Larry Feree reviewed the Right of Restoration letters and made a few edits and the Manager has started sending out letters regarding fences that need replacement. A request was submitted for funding in the 2018 budget to cover any needed Right of Restoration properties identified. Common Facilities – Mr. Burgdorfer reported the committee is studying and prioritizing the following 2018 projects: repair or replace pump house at Pool 4, painting interior of Clubhouse 3 and gradual replacement of double-pane windows with broken seals. Finance- The Board received copies of the financial reports and 2 preliminary versions of a Budget for 2018 along with a cover page explaining them. The Board was ask to review and study the Budgets so an informed decision can be made at the October Meeting. Painting – There was no report.

Social – There was no report. Roofing Committee - There was no report. Communications - There was no report. Personnel - There was no report. Long Range Planning Committee – Evan’s Engineers is working on a third preliminary 15 year reserve study. Jim Buffington and the Manager have met twice with John Evans. A committee meeting is planned for October 10, 2017. Grounds- Mr. Simmons reported the grounds committee met September 13, 2017. They discussed widespread turf problems most of which fall under the lawn contract. Completion of the reserve study will help with major projects plans that fall under long range planning items. Ms. Pope made the motion to adjourn, seconded by Mr. Burgdorfer. The meeting adjourned at 6:50 p.m.
