pursuant to Section 51( 20)( a) of the Planning Act, R. S. O. 1990, as amended, an application has been madeby Craigholme Estates Ltd. for approval of a draft Plan of Subdivision ( File No. 34T-CE1902); and

pursuant to Section 51 ( 19. 4) of the Planning Act, R. S. O. 1990, c. P. 13, as amended, the application wasdeemed complete by the County of Elgin on August 71^, 2019 and the information and material providedunder Subsections ( 17) and ( 18) is available to the public.

The subject lands for the proposed Draft Plan of Subdivision are located west of Snyders Avenue and south ofSeventh Avenue in the Community of Belmont The proposed development encompasses 19. 66 hectares ( 48. 58acres) of land and provides for the development of 236 lots for single -detached dwellings and 24 lots for semi- detached dwellings (48 dwelling units). One block (Block 261) is proposed between Lots 94 and 95 for the purposesof pedestrian walkways to provide linkage to Seventh Avenue. One block ( Block 262) is for the storm watermanagement area with associated buffers and a walkway providing pedestrian linkage through to the commercialarea on Belmont Road and maintenance access. Three blocks ( Blocks 263, 264 and 265) are . 3 metre reservesalong Seventh Avenue. New streets internal to the subdivision, including an extension of Landon Lane, are alsoproposed. The location and the limits of the Draft Plan and its relationship to the surrounding area are shown on theKey Map below.

The subject lands are designated for Residential use in the Municipality of Central Elgin Official Plan and arecurrently zoned Single Residential Zone ( KR1- 2) and Open Space Zone ( OS) as set out in the Village of BelmontZoning By -Law 91- 21.

The Municipality of Central Elgin has received an application for a concurrent Zoning By- law Amendment ( File No.: B2- 03- 19) for the same subject lands, in support of the proposed development

If a person or public body does not make oral submission at the public meeting, if one Is held, or make writtensubmissions to the Manager of Planning for the County of Elgin in respect of the proposed Draft Plan before theapproval authority gives or refuses to give approval to the proposed Draft Plan, the person or public body is notentitled to appeal the decision of the County of Elgin to the Local Planning Appeals Tribunal.

If a person or public body does not make oral submission at the public meeting, if one is held, or make writtensubmissions to the Manager of Planning for the County of Elgin in respect of the proposed Draft Plan before theapproval authority gives or refuses to give approval to the proposed Draft Plan, the person or public body may not beadded as a party to the hearing of an appeal before the Local Planning Appeals Tribunal unless, in the opinion of theTribunal, there are reasonable grounds to do so.

Instructions

This form is to be used when submitting a proposed plan of subdivision or plan of condominium to the County ofElgin as the Approval Authority. Prior to the submission of an application the County requires applicants to pre - consult. The County will organize and host a pre -consultation meeting where an applicant has an opportunity todiscuss a proposal with staff from the County, the local municipality and relevant agencies.

The prescribed information set out in Section 51( 17) of the Planning Act must be submitted to the approvalauthority. Completing this form and attaching the accompanying information will help in satisfying the requirementsof the Planning Act and Ontario Regulation 544/ 06. If additional space is needed to answer any of the questions, attach separate pages. Please note that the Approval Authority in accordance with Section 51 ( 18) of the PlanningAct and the County of Elgin Consultation By -Law 13- 27 may require additional information.

A planning fee of $4, 000. 00 is required to accompany this application ( payable by cheque to the' TreasurerCounty of Elgin'). As well, a deposit of $2,000. 00 is required In the event this application Is appealed to

NOTICE OF PUBLIC OPEN HOUSE AND

PUBLIC MEETING CONCERNING A ZONING BY-LAW REVIEW

IN THE MUNICIPALITY OF BAYHAM

TAKE NOTICE that the Municipality of Bayham is considering a comprehensive amendment to Zoning By-law No. Z456-2003 to recognize recent updates made to the Official Plan. AND TAKE NOTICE that the Council of the Corporation of the Municipality of Bayham will hold a public open house from 5:45 p.m. – 6:45 p.m. and a public meeting at 7:30 p.m. on Thursday, September 19, 2019 in the Municipal Council Chambers, 56169 Heritage Line, Straffordville to consider the Zoning By-Law Review under Section 34 and in accordance with Section 26(9) of the PLANNING ACT. THE PURPOSE of the amendment is to ensure the Zoning By-law of the Municipality of Bayham is up-to-date and is consistent with the Official Plan in accordance with Section 26 (9) of the Planning Act. The review process includes a review, consolidation and update of the Zoning By-law. Generally, the amendment will address recent updates to the Official Plan, revisions to map schedules based on updated parcel mapping, as well as other housekeeping items which will affect regulations in the Municipality. No key map is provided as the proposed amendment applies to the entire Municipality. THE EFFECT of this amendment will be an updated Zoning By-law document, which will allow Municipal Council to implement the goals and objectives outlined in the Official Plan. ANY PERSON may attend the public meeting and/or make a written or verbal representation in support of or in opposition to the proposed amendment. IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting or make written submissions to the Municipality of Bayham before the by-law is passed, the person or public body is not entitled to appeal the decision of the Council of the Corporation of the Municipality of Bayham to the Local Planning Appeal Tribunal. IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting, or make written submissions to the Municipality of Bayham before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so. IF YOU WISH to be notified of the adoption of the proposed amendment, you must make a written request to the undersigned.
